I want to welcome everybody to the review subcommittee today Senator Flippo for those you have not been here before looking for to co chairing this year with representative Bragg
and representative under this your first time you know coach and review so if you've got any comments we have here for you look forward to it and I know we have a in the agenda for the next couple of meeting so we're ready to get on with it. All right all right so members for we get started I know that Kathy's going to go over the rules that need to be adopted that there's are the same rules we've had for the last two years so there's no material changes there but I'm what counties can briefly go through those who quit on them and in a motion to adopt. Thank you Mr chair of the rules
for this committee there are just a few things on them number two there is talking about the placement of items on the subcommittee agenda we were we were required that items be submitted to the committee. By a ten days prior to the meeting we get most of our information from transformation and shared services office of state procurement and we get some things from the FAA accounting and then some items grants are sent to the committee
directly from the agencies that are submitting them up if an item is not received in time to be placed on our tentative agenda would you will receive your tentative agendas a week prior to our meeting dates and we always meet on Tuesday of the week of counsel if something is not on that agenda and an agency needs something on an agenda we can add it to a supplemental agenda if they provide us with a letter stating why they miss the current agenda and why they can't wait until the next time that we have a regularly scheduled meeting and then it would be up to the committee to
then decide to suspend the rules take that item up at the meeting we also receive monthly reports all of the items that we receive in this committee are review items very very very rarely would we have an approval item and if so I'll make sure to note that for the committee everything for this committee is review and then we have a series of reports that we receive each month those are reports that are being provided to the committee
of actions that have been taken by O. S. P. of without the necessary review by will the legislature however you all at any time can pull anything off of the report report that you'd like to questions of and then also we do a consideration of office of state procurement rules few years ago. Is in the procurement law and one of them was that any of rules or regulations that office of state procurement puts in
place would need to be reviewed by this committee prior to them being adopted by the A. L. C. rules subcommittee so we meet on Tuesday in the rules from OSP would come to us on Tuesday and they would be on the rules agenda on Wednesday and so that is basically the rules up for adoption by this committee today that are on the agenda. All right members you heard explanation of that can I get it I got a motion to adopt.

Rules been adopted all right members and with that we'll move into the to the agenda the first item on our agenda will be methods of finance we receive these items from the office of the FAA of Office of accounting and these are going to be for projects for construction anything over two hundred fifty thousand dollars that has not been previously approved by the
legislature so when we were in session you all receive some capital projects and made those improvements for appropriations for those these would be any of the projects outside of that scope that you've already approved are of they'd also be for amendments to revisions to that as a finance the first thing you find is a letter it night and the page one this is a letter from. Mr Lethlean and this is the items that they are submitting
from office of accounting for today's review and then we have a chart on the next page the first one is the Arkansas state police for their troop B. headquarters in Newport the third column or I guess the fourth column shows the initial cost of the methods of finance and the of the estimated total projected costs when they first entered into it we are today are looking at the of this. CQB six column over the revised
total so they are revising their method of finance to a little over five million three hundred forty three dollars and state up and they state that this project which is for their new port headquarters is going to be funded under bond proceeds the second one there is for Black River technical college this is an original method of finance for their various projects for deferred maintenance maintenance and met renovation projects a million fourteen thousand two hundred five hundred twenty
eight and the agency reports that they have deferred maintenance reserves to fund that project in that amount. You a division of agriculture has two number three and four for the Newport extension office and that one is being revised to a million eight hundred fifty one thousand seven forty they know that they have unexpended plant in Agra reserves which we used to fund the project and then number four is they're building a three sixty insurance replacement and this is right to
replace the storage building they lost due to fire and they have a five hundred thousand dollars from insurance proceeds that they will use for the replacement of that building. On the next page number five is you a community college hope Texarkana for energy saving projects they have a variety of projects including their workforce training center on the Texarkana campus of a seat and hope and
seller lab to support the solar energy technology on the hope campus up five million dollars they have a variety of funds that are being used bank loan college savings bond revolving fund loan as well as a grant for this project. Next we have UAMS of they have three they're the first one is for the internal medicine space it's a million three hundred three thousand six ninety nine they have clinical revenues and
reserves to fund it you a mess for their teaching kitchen redesign of their generations cafe in the institute of aging and culinary medical medicine teaching kitchen three hundred thousand dollars they have a federal grant that is going to fund forty two percent of that project and foundation funds for the remainder and then you have clean up and restoration from flood recovery and that's two million dollars and they know that they had insurance proceeds
to cover that you A. P. B. has number nine layers and hall renovation and that seven million eight hundred fourteen thousand to fifty nine from federal grant and then on the next page the Walker research all in a research facility and that's adding space for the minority research center three nine thirteen thousand thirty four dollars that and this will be funded through the tobacco set aside the tobacco settlement funding initiative. You see a has the final three
for our air quality improvements on various buildings thirteen point five million dollars and they have capital reserves reimbursed from the American rescue plan act of federal grant to cover that they have various campus improvements nine point five million dollars with agency back bank funds to cover that and then finally E. and G. renovations for the communication science disorders and fine arts three million
dollars with a capital reserves to cover those costs those are all the methods of finance on today's agenda. are we getting off of this eight point four million dollars so the annual savings is regarding our seller right we're expected to have two hundred and. save two hundred and thirty thousand. Yearly so the solar array is a one megawatt solar field that will project energy cost annually and I know in the first year they X. they anticipate to earn thirty thousand dollars in annual energy cost savings with our of course with our energy upgrades and so those savings are going to be paying toward that note the solar array The New.
Thirteen thousand square foot building on the techs can a campus the seller lab that supports the solar educational programs the only one in the state of Arkansas and our energy upgrades. architect engineer people to determine kind of what the project cost would be and then they then they look for a funding for it and unfortunately we don't change of the estimated total project the cost from the first time they submit it so a lot of times they're submitting it for an amount that would be for an architect or engineer then they tell on how much the the facilities going to calls they maybe go and sell bonds are
raise money something like that they and then they come back and revise it and so unfortunately it does not reflect a change in when they determine that that will actually cost more than they initially so when it says estimated total project cost that's really not the total project cost no Sir it's its total project cost at the time of the initial. All right representative makes you're recognized president western thank you Sir my my questions related to the length of the flood and the Walker tower that looks like cost two million dollars worth of damage I'm just curious as to the the backstory on that and what caused it and what is being done to prevent a repeat of that in the future yeah thanks for the question yes we had some pipes on some joints that just failed and the of gateway to cause a flood so we're actively working
to replace all of those pipe joints so that doesn't happen again so that's they did they were in need of replacement and we hadn't had a chance to get to them and so yea because two million dollars of damage and be covered by insurance but we're actively trying to get to have it had of it so it doesn't happen again so as an aging infrastructure eight songs like the Asian infrastructure and so we've definitely committed to a maintenance program to make sure that it doesn't happen again because especially in the Cancer
Institute we have a lot of research going on a lot of sensitive equipment that we do not want to have damage so so we are definitely working to upgrade that critical infrastructure to protect the investment that you all as a General Assembly have been vested into our campus all right thank you Sir thank you Mr. Thank you for. Mr chairman the next group of items on our agenda are grants these are discretionary grants where an agency has a is there discretion to of who to provide the grant strict to if it's not in law or regulation then if it's over ten thousand dollars it needs to come over here for review these are submitted directly to the subcommittee from the agencies that are
making the the grants the first graders from the health department. They have three on the first page on the first one there is an amendment to an existing grant adding sixty thousand dollars and this is a grant for breast cancer screenings there through a mobile mammography. Program and number two is also an amendment for sixty thousand dollars and this is for increased breast and cervical cancer screening this is for
uninsured and underinsured women number three is for comprehensive burn out reach program that's an original grant for fifty thousand dollars the next group of grants come from the apartment Human Services they have several the first one there is the first two are for early head start community hub assistance they're both amendments to that the third one is an amendment for the mental health council of Arkansas for
their annual behavioral health institute numbers four through eight are all going to be for improving quality of life for adults with disabilities these are funded by other funds which are from the state income tax check off program of that takes us to grant number nine over on page five this is for of employment and training program to help eligible supplemental nutrition assistance program recipients number ten and eleven
or for respite voucher program provided by the Arkansas lifespan respite grant those are all of the grants for DHS and then finally we have grants today for casa Arkansas court appointed special advocates of cost of programs in Arkansas recruit train supervise community volunteers advocate for abused and neglected children of the national casa Association in Arkansas cost to require all program passed a
rigorous quality assurance process based on state national standards these grants can be used to pay salaries and related costs for program staff to recruit supervise and manage volunteer. Years of travel expenses rent utilities and other kinds of expenses that cost the Mahdi counter of what you'll see are each of the judicial districts are showing the agency receiving the funding the counties that
they serve the amount from the grant from the state that they're being provided and then the percentage of the agency's total budget that comes from those of state funds being provided to them and then finally a list of their other funding sources they do a lot of local fundraising and grants and foundations to supplement there are three pages of those odds a total of one million seven hundred fifty thousand dollars in funding this being provided

homes because they cannot afford these increases do we have someone in DHS to work specifically with senior citizens to make sure that they're not being gallons in that that their needs are being met and to home when I go in order to address that. The next item agenda on the agenda are contracts services contracts we received these from the office of state procurement in addition to receiving the contracts we received a letter from Mr Armstrong and that letter is on the one and it states that none of the contracted other submitted today appear on their face to be unlawful and are therefore submitted for review Mr Armstrong would point out to the committee if we saw any contracts or if he had any
contracts coming over that have been pro tested all right had any are needed to be ratified are any kind of other problems that have been encountered with those contract that he felt like that needs to be pointed out to the committee he would do that are the first group of contracts that we look at our construction related contracts and a lot of these are going to be for on call contracts that agencies have in place in case they have a project or an emergency or something comes up
if they have a specific project that they are doing they will they would need to bid that but these on call contracts are available if something comes up and they need the first or for a issue Jonesborough in the first four or actually on call contracts that they have for architects and landscaping a and services number five is for the correction department and this is an on call for architectural and engineering services number six is Pulaski tech this is a specific project it is to
renovate the existing classroom space in the existing science building next you're gonna be contracts for you a fait it bill they have several long call contract the first is for architectural services number eight there for you a fable is a specific project it's for the student success center numbers nine to eighteen are all going to be on call for a variety of so. Billings you nearing of architect geo technical contracts of those types of
things I will note that we're going to see on page sixty two in our in state contracts I believe there is one additional one that is for you a fable that's a geotechnical that was mislabelled and so it's not in the right place on the agenda but I did want to point out that there was one additional one that we'll see later on that takes us to page seven to contract number nineteen there for you a Peavey again this is
for us specific project. This is for the architectural services for the Larson hall project which we talked about and looked at the imho elf earlier for that project so those are all the construction related contracts. The next group of contracts are aggrieved as inter governmental this is where an agency is contracting with another state agency our governmental agency
and they're able to use the intergovernmental procurement method of to procure those services so the first one is the correction department with UAMS and this is the original contract or the risk assessments and our risk reassessments of juvenile court the next one is department of commerce for the Department of transformation and shared services for the apprenticeship application program nexus education with the state of Kansas this is an amendment to a contract they
have or administering the D. L. M. assessments to students in grades three through high school number four is education with UAMS this is to develop and implement an evaluation plan of for the notice of funding opportunity next is education department for online college and career readiness system of then you have some for the health department the first one there is health department with UAMS in this is to improve the health of our Kansans through evidence based health policy
research program development and public issue advocacy statewide the next one is for providing physician consultation and coordination of referrals and tracking and monitoring of follow up services for the Arkansas department of health newborn screening program. number eight is for the health department with you A. L. R. and this is for technical services to implement the women infants and children baby in the parenting program unex is health
department with UAMS to promote a long term sustainability reimbursement to and develop a community health worker infrastructure in Arkansas number ten is the health department with UAMS or physician specialists to continue provide leadership in preparation programs that respond to natural and man made events and disasters. Next is health department with UAMS and this is for the medical director for the Arkansas department of health office of
health information technology and state health alliance and record exchange that's doctor golden number twelve is the health department with UAMS for trauma image repository will of four time real time access to images for Arkansas trauma patients and number thirteen health department UAMS four of environmental scan for health department as part of the contract close out the liberal

The H. as with UAMS for providing training and technical assistance early care and education providers focused on family engagement number nineteen DHS with you a fateful for Arkansas partnership for public child welfare management and DHS with you A. tobacco settlement commission and this is a contracted up it's a new contract but it's renewal of services with UCLA for evaluation services for the seven programs funded by the Arkansas tobacco settlement commission through to the tobacco proceeds Act of two thousand those are all of the inter governmental contracts on today's agenda. department of the H. S. okay smoking DHS. Welcome back mark you're familiar with the routine if you give us your name and who you're with for the record. Thank you Mr Clark what for him services represent kennel you're recognized procedure question to Mister chair thank you for coming this is going to be on nineteen and twenty which is going to be on
page fifteen. It is dealing with the contract with you of a flight bill and you I of Little Rock. Dealing with a division of child and family services what physically do these contracts do. L. offered this morning on that question from my thank you. Good afternoon I'm Mr Martin on the Director of the Division of Children and Family Services and represent cannot answer questions on number nineteen you have a does all of our field
training for new family service workers they then subcontract out with other universities I'm for that field training and then on number twenty they do all that the University of Arkansas at little rock the mid south contract they do all of our classroom training for our new workers and supervisors as well as that contract includes film screenings for area three and six so those two areas are not included in the number nineteen all right Mister recognized for follow so on contract number nineteen I wanna make sure I
understand we have paid you have a fate bill twenty one million dollars to train our workers. That's at field training so like that yes that's correct the person is actually in our office in doing that follow up to that classroom training that is a hundred percent federal dollars that we use for those trainings forty dollars you can follow up. More from the president okay I have a. I have a concern and I'm going to voice it is that someone who has a shelter that they're the
president of and we're seeing the influx of children coming in because of the abuse of code because of the would be on the rise that were having because the abuse of children during the call would pandemic. We're seeing children that are never being contacted by their case workers. And they're being left in the shelters without anything being done with it so the training that they're getting isn't working it's either because we're not having enough workers and they're overwhelmed and it
might be but the bottom line is we have abused children who still are being abused in the system and when I see a spending this kind of money for training and I know personally of children that it's not helping it just gets my goat is the best way to say it. Representative Cavenaugh at at and familiar with your issues I would love to work directly with your shelter and understand better about that those kids not seeing their workers and having the staff that they need we track and have been pretty
intense as you are aware about use of the shelter and shelter as the absolute last resort we also not only track how long kids have been in the shelter but we track how many kids are in the shelter after fourteen days because there is a move to place children with family relatives and really the shelter placement as of the last resort I know you're asking about training but I just be very curious to look at that specific shelter work with you on some of the concerns that you're having I agree this does look like a large amount of money for training and training is one
piece of the pie when it comes to rip retention and while this money does go to you have a it is got subcontracted out through other universities across the state to then provide that feel training at the local level and we're regularly looking at the quality and and how do we improve so not only do they get classroom but they also get in the office training that yes we're happy to look at it it's much more complicated than just training they'll say there is a disconnect between what is happening in the field and what you think is happening I'm just

Okay so this is a a software program an online program or what what exactly is it's an online platform and district had a selection between one of six centers and they made that selection for a three year commitment last year so districts review the options available to them and the majority of them are online platforms and then they utilize
that to provide career development and career readiness planning for students in their districts follow up requests for follow are are there are universities in Arkansas that provide that and the school districts just chose to go with the Oregon one or is the organ one able to provide the. Options that are universities couldn't provide what what what what made the Oregon university I think you see what I'm getting at why are we going to Oregon
one of US foreign relations we we use a procurement process and we utilized and the benders that were available so it's important to know that the university of Oregon is just the the a provider that actually the product is called into careers and so it's a piece that is funded through the university of Oregon but we did it utilize that procurement process okay all right thank you. Is this a lobbyist that were paying for with tuition and fees. Date DU lobby as part of the work that the firm does and this
is I think the fifth year of our seven years or so we haven't at this since since then but we did request for proposals and initially there are a full service government relations firm and so in addition to working with our you know congressional delegations on different issues for the campus but also in the really more important work they do is I work in my past with federal relations with that with the actual agencies and a and identifying the program officers in the offices where there are
specific people that have the unique you know programs that were that fit with you Eilers research capability so for example we work with the department of defense in the army medical realm on the bone regeneration work we do with our nano technology center and over the life of that project in that work with the department of defense we've required probably around ten million dollars in research dollars to to meet the needs of the army and they're bound regeneration portfolio another project that we do is
with the office of naval research and in that instance Dr Nitin Agarwal works on social media analytics and tracks and looks for pockets of terrorist activity are you know misinformation campaigns and all of the things that we know about that that of cyber related I said he works with that office in his or so you know right now for example there's probably about six million dollars of federal grants that with the with the work of our firm in DC that they've helped us to to get

school K. through twelve. Is doing for the University of Arkansas at Phoebe. Yes ma'am this was originally and I of one point nine million dollar grant to the university of Arkansas Code have our college of education and health purpose of professions to help supply a highly skilled teachers and administrators to some of Arkansas's lowest income public schools to enhance that kind of grow their own leaders of principles system principles and
in the midst of doing this we do have a partnership with those school districts all over the state that charter schools were added in and of. Eastend leadership with doctor bacon was at a specifically asked for in the grant so that's one of the reasons why we do it with the eastern part by a public charter schools as with a social orders justification for those services because I've asked for and the grant so in
order to get the money you've got to deal with the stamp yes ma'am okay tell me this how much. How many of the individuals who participate in the principal principal fellows program. I have gone from where they current where they started to another place where there are probably more needed. I don't have that information in front of me I have certain school districts and give you example of school districts in if you would give me that information it would be helpful because the whole point process was supposed to be to provide

Mr Clark what DHS. market when As you use these contractors to do background checks do you have been in any metrics are there any checking in with them to be sure they are still giving you accurate information. How do you determine that in this case no and the reason is this contract is solely for the for like better in the communication back and forth with state police because actually state police that does
the background check itself for these for these situations and we do that because the con the statute requires that the state police do this background checks well that's what had me confused about these folks of these folks act as a go between DHS and the state police that what happens they operate the portal that providers can use to arrange that background check and then they now use electronic scanners to to to harvest the fingerprints that are sent a state police for the background check is so if I want to check on your background I would just
enter the portal that they are providing and that could give me the background that I need because it's coming from the police no for the portal you basically you would arrange for that background check an individual have to visit the DHS office where we would take their fingerprints using electronic scanners and then that information sent directly to state police for them to process. You don't have the capability within DHS then to to do this yourself I guess is what I'm. It in terms of of actually
looking this at an oral history and pulling for a particular individual no ma'am we would everything we use come Sir cliff state police or FBI. What okay I'm I'm trying to figure out I'm I understand where it's coming from but you use this entity to get the information from the state police not the not the information itself is just the procedure of how the fifth of of of painting background check by the the provider painted back background checks is like for example childcare facilities that give their their workers
under the finger fingerprints they'll use that portable go in and actually pay for that background checks to be done and then at a range for that fingerprint be taken but the actual process of the criminal history information being transmitted that's directly between state police and us okay all right thank you. for keep Arkansas beautiful okay so so that's the other source of funding here it all comes out that com conservation money yes the website is maintained by C. J. R. W. but the advertising contract is paid with conservation tax in that agreement is with Mike Holcomb partners and so we advertise to ask people for. To to get them to come out to do
clean ups what how to what we advertising I guess well yes so it's a it's a combination it's a lot of that is awareness about how important is have a you know going green clean Arkansas so it's the whole awareness of what's important to litter what's important for the environment education for children we provide resources for even the department of education on Education giving
tools to educators about how important it is the other thing is that we advertise for volunteers and so probably on average we have. Thirteen fourteen thousand our Kansans the come out every year twice a year in the spring and the fall And so that budget is typically about a hundred twenty five thousand dollars of that budget goes to that but if you look at the return on that investment the addition of

they're being reported and then there's also the report of critical emergency procurements we've been seeing a lot more of that in the last year because of covid but that's of again these are all contracts that have been executed been given permission by is paid to move forward on and they're being reported to this committee today and that's all we have on today's agenda.
