to set you the revenue comes from a tax from taxes on insurance premiums is collected by the insurance commissioner and to use for fire protection services and this you sure we already have our first implement item it's on the suburban agenda on page four if you move to page four. This supplement request is the A. one indigenous for the treasure of State it's request to increase appropriation by twenty five million in the spent or is needed to return city
sales and use tax proceeds according to the letter the cities are experiencing higher than anticipated economic activity sure those are the request for fiscal year twenty one. preparation by three million and Elise's up permission to help construct colleges center for biotics in manufacturing innovation facility the funding for this project will come from the restrictor Reserve Fund request to transfer funds from the researchers or phone or later in the agenda. Nicks items letter from the part of agriculture its request for one million forty six thousand and Elise's preparation to make grants the county district fairs with proceeds from the restrictions are fun again that request is later in the agenda the letter says grants will provide needed relief and help
defray unavoidable expenses created by the pandemic. The next item is on page five this is a letter from the department of commerce Arkansas rehabilitation services in its request for seventy thousand an appropriation the leases to allow the statewide disability telecom equipment program to purchase a new case management system and to increase grants due to prices of new technology like tablets. Thanks items number six I'm sorry Page six it's for the Department of Education Division of higher education it's a request to increase appropriation by four hundred seventy five thousand according to the letter the new spending three will allow the development and overhaul the universal scholarship portal. Next item is a letter from the Division of higher education's on page seven and it's in a request for eighty three thousand and the lease is being thirty to allow the division to
make loans for the osteopathic rule medicine practice student loan and scholarship program the funding would come from release from the district reserve fund again this later in the agenda. On page eight is a letter from the Department of Parks heritage tourism in this requests for two million for the natural and cultural resources council the council uses a spinning three take advantage of new federal matching dollars for grants they make for the acquisition management and stewardship of state owned properties. On page nine is letter for the department of public safety it's
request for one million twenty nine thousand any student or allow the department to provide financial compensation to victims of violent crime and again the funding for this to come from restrictive restricted reserve fund transfer those are all the VT request for fiscal twenty two Mister. Good morning Nick fuller I'm assistant director of finance for the Division of higher at. Thank you thank you Mr fuller's just quick questions I know that we've had some this is needed and so what I'm asking is can you just give me a very brief
timeline and exactly what's going to be done in order to upgrade this portal that's my first question on that request. Our initial timeline is is still looking at about two to even three years out on being able to do the overall what we're doing is updating from a system that's being managed from a third party that's over ten years old and dealing with. You know technology ten years is very outdated overlooking do is
bring all of that operation in house so that we can updated a lot quicker but that the transition in the reprogramming of everything is going to take a little while and we're still in the the first initial phases of. Getting the contract out for bid and everything to bring that information in house so it's it's gonna take a little while to get it done but we are hoping to be able to be more react responsive be able to have everything in house ones that it's finished okay my concern would be that that's not fast enough because this is an incredibly important tool that
our students have to have in order to seek the lottery scholarship and some of those other scholarships for both undergraduate and professional school and so that portal is not functioning. I mean completely not functioning so the students are missing out on those opportunities and y'all are having to manually go through things and so I I to me at this
and this is an immediate need an immediate response and relief is needed in my opinion so what would take us to be able to get to that point because again if this you universal application portal is not working and functioning correctly those students miss out on those scholarship opportunities that are really really critically important for them yes ma'am and it would just take it additional funding and we're just trying to work within the restraint of the funding that we have available to us currently okay so could
you get me the information about that because I just want the members of the legislature denied that I've experienced this first hand dismisses a nightmare and no student unless they have a direct line to one of us you know it's going to be nearly impossible for them so this is we this is so important we don't want to mention it we we did the overhaul of the lottery scholarships and that was amazing effort and we did a lot of work on that but if you don't have the website fix where these people can even apply for
it or for the the professional school and I'm not mad at you I'm just mad that this isn't working I'm it's got to be fixed Lowery I need the information to know exactly how to fix this how much is going to be and a timeline to get us within a lot faster timeline because these kids can't wait they have to have that it's they have to have the ability to make it to under graduate or to the professional schools and we have to give them

Other is the the the rule medicine practice student loan for and medical physicians is that also being funded at this time I believe that it's already find a U. M. year twenty one. The first item is request for the department of education elementary and secondary education and this request for two million appropriation to spend federal American rescue plan funds funds be used to help safely reopen assisting operations of schools the department also have request for fiscal year twenty to the amount of five hundred million a one page explainer as provided by the Department behind both requests if you move to that page. According to the stocking on the next page that's page three your
packet Arkansas received one point two seven billion with ninety percent of that going directly to local school districts at this time the state has access to eight hundred thirty five million the department is asking for two million for fiscal twenty one that ends on June thirtieth that's this request and the five hundred million for this year twenty two which is the next request in the next section. The documents plans requirements for local districts the timeline and how the department is responsible for monitoring the local district expenses but it is not allowed to restrict district expenditures within the
allowable expense categories at the bottom of the page there is more detail on how the state can utilize is ten percent allocation five percent was he dedicates reverse impact of loss instructional time one percent for evidence based summer programs another one percent for after school programs in the final three percentages are for needs to turn by the department. The next request is on page for this is for the purpose of education PBS it's four six hundred thousand and then use the funds to create produce and broadcast programming to help mitigate learning loss during the summer because coming
nineteen closures and disruptions and school schedules. And they know that they're aiming for July broadcast on page five is the department of finance initiation disbursing officer in its request for one hundred eighty million the funds will be used as recovery funds for local governments under fifty thousand population according to the request coronavirus local fiscal recovery funds provide substantial flexibility for each government to meet local needs. Next page page six is requests for the department of health it's request for ninety point
eight million of these funds be used for support comprehensive screen testing for K. through twelve schools well that's both public and private I'm sure the next request is on the supplemental agenda so for me to supplement supplemental agenda on page six. This request is for the Arkansas state university it's request for ten point eight nine million and these funds will be used to provide emergency support to students and to support institutions of higher education
to serve students ensure learning continues during the pandemic and this year those are the request for fiscal year twenty one. I thank you members do we have any questions on C. For comprehensive testing. Department health. And I am not getting recognize yourself for the committee but my quick what what is this going to look like is it something that's gonna be required of every student do we have a contract in place that's already been established you know kind
of what we looking to do with is ninety million. Thank you Mr chair my name is don Adams I'm a Dick deputy director at the Arkansas department held so this was an unsolicited grant we received from the CDC specifically for K. through twelve serial or surveillance testing so it is completely voluntary both from the school standpoint and within the schools that volunteered to participate of course it will be voluntary for the student teachers and the parents that decide to participate in the in the surveillance testing.
And so any of the funds that are did you say no one wants to participate. What what happens to the funds that are not utilized in eighty five percent the funds have to go directly to testing for testing efforts so those funds would go on suspended fifteen percent of the funds can be used for other other activities related to we're looking at in our work plan to provide sub grants to schools for efforts around their point of contacts these are individuals appointed in the school that assists with
identifying positives and contacts and making sure they're excluded from school at least excluded for on site instruction during their isolation or quarantine. So it's fifteen percent is a grant and the we have any parameters you don't have any parameters and how those be utilized this point you're just looking at developing grant program with the fifteen percent well we've been working closely with the department of education and right now the work plan the draft work plan is to subgraph this money to the Arkansas
association for educational administrators they have connections with the schools and they would in turn secure a vendor to hopefully do a turn key testing reporting all this required in the grant and solicit participation from the schools and work with them so that's the current work plan is to work this as a sub grant to a okay thank you Is.

The full amount ninety million ninety nine and there's there's no vendor did selected yet or is there vendor selected well the subgrade would go to know the testing vendors not been selected ADA will select the
vendor with with our guidance we will make sure they meet the minimum standards of the grant but they ultimately will select the vendor and the. Before us or. This is it I'm sorry did you that that Bender selection will come back before us or this is it. Based on my understanding the process we would sub grant the money to a E. a and then they would have sole authority to skews me they would have
authority to alternately select a vendor is long as it met met the criteria that we will determine that they must meet the minimum criteria yes. All right I'll. Get back in Q.. something like that or they just going to do an addendum to an existing contract that's already in place yes I think Dr Mike Hernandez may be here today to assist in answering questions used to do is get the director of the association it's my understanding that they will solicit proposals from multiple vendors determine their capacities make sure that they can meet the standards of the grant before deciding it may be more than one vendor that is selected in this process okay thank you just wanna make sure that we're not sole sourcing this in that we're actually

You're recognized thank you Mr chair just quickly on on this are you of the kid are it is also going to be an effort to track who's who of the students have been vaccinated or if they've already been vaccinated is this also going to are they still going to be tested after they've been vaccinated because I know I mean I know currently the CDC is still requiring a
negative test to re enter the United States of America even though you've been vaccinated. If you're a US citizen so I'm trying to understand is this are we are we basing everything off of what the CDC is currently guiding us on this and we'll those children that are are vaccinated will they be subjected to testing and contact tracing this. Yes ma'am I'll referred this question to doctor Mike some are
one of our state epidemiologist K. okay. Yes that's a good a good question so again the testing program the screening program is completely voluntary the schools are able to opt in themselves and then within those schools the students are able to say whether or not they would want to be tested as far as vaccinations concern I believe the CDC has put out a recommendations about the quarantine it as well as testing regarding those individuals who have been vaccinated you are fully vaccinated you're actually not subject to the quarantine guidelines that we would have
for those unvaccinated individuals as far as testing is concerned I'm not entirely certain certain what the CDC recommendations are about testing vaccinated individuals I would have to get back to you on that but as far as quarantine is concerned if you are fully immunized with two shot through the door Fizer Paterno or single shot of of of Johnson and Johnson then you would not need to quarantine if you come into contact with a confirm case Republicans. Okay okay I'm well all right at I just. I guess I'll I'll follow up because it just seems like we've
got kind of a different scenario if you're traveling but are you as are the sports teams going to have to be required to be tested or. Again I don't I don't believe that we will have any requirements from the department of health to do the testing I think that would be left up to the schools that opt into the screening program I in the individual teams and so okay thank you. Yes ma'am thank you for the question of the these were unsolicited funds and the Department of ed and this the AEA have close relationships with the schools the ADA is does contracts in does with AT and works with the schools to implement training and other programs so they have they have. Experience in working with schools they have relations ships with schools and we felt
like we could get a better participation rate if we work through a a E. a as opposed to directly doing this ourselves. It always troubles me when we have sole source contracts because we have decided that one entity is better suited for this than anybody else when we did not take the time to make sure that that entity could deliver for us now we're talking about ninety million dollars being delivered to a private entity. What legislative oversight would be in place to make sure that
the private entity has done what it is supposed to do what is a memorandum of understanding saying. That they are to produce and if they do not produce is there a clawback back clause in it is we would of the contract how does it work because it's troubling to me that we were doing this in a sole source manner. Yes ma'am I'll let doctor maximum talk about the deliverables that we're going to have in the agreement that'll be well established. yes ma'am so what the CDC provided us as the State when
the recipient of the funds VLC grant the epidemiology laboratory capacity grant or the lineal speaking a little too quickly for me I want to thank you also to we receive guidance from the CDC about how we were PDH was supposed to spend these funds and what requirements we had a both more porting standpoint you know the finance to the performance measures of the actual screening program so all of those aspects are covered and the memorandum of understanding the agreement that we have with
a a E. a so there is this your requirement that we will have you don't reporting deadlines for finance requirements for any of spending as well as performance measures related to the screen programs so you've already promulgated the contract. I'm no not not at this time no ma'am we're it's in that we already have an agreement with a a EA so that means you've already promulgated contract we've developed a work plan we work with department of ed we've worked with a and develop an
outline for an agreement but at this time we have not entered into that agreement it's it's part of the the draft work plan at this time well I think it's going to be important that you are a a E. a provide updates to this legislature about how that money is being spent on or whether we do it it each count up on a quarterly basis or something but somehow legislative oversight has got to be a part of this process as we are providing ninety million dollars to a private entity thank you Mr would you agree Sir yes ma'am thank you thank you.

P. and I can see working with A. C. A. and implementing some of this stuff but the. It doesn't appear like we have any oversight that once we appear of the approved this item today. I make a motion. Right now the one point five million of the ninety million is budgeted toward indirect cost and and for that indirect cost what are they expected to do that will be covered in the rest of the contractor. Yes Sir they're gonna hire an individual to help coordinate the overall efforts around the state and working with the schools are a lot of reporting requirements required just administrative duties that will be required in working with all the school districts both
private and public to to administer this grant and and deliver the outcomes that are required I'd like to get a copy of the contract that you very got worked up please so I can read yes Sir thank you. What really concerns me is a week or so ago I had a lobbyist contact me. To meet with me about a
particular vendor on this amount of money and that Bender had already worked out cost per test a book cost analysis and all kinds of things so it sounds like this contract soon as you guys give this money over to the administrative association over there they've already picked a vendor it's already sole source so. What what our concern is and what I hear from fellow members as we want to see it did we want to make sure that we get the best for our calendar we wanna
make sure that our our students get the best available care possible. And that's not what we're hearing we're hearing just approve this this and this money over here and they're going to take care of it we'll that's not what we're telling you we want to see we want to see a bid we want to see the process take place of this thing is taken care of and right fair and safe manner. Yes Sir there has been some preliminary inst M. skews me information gathered on the
potential vendors we've looked at several vendors and they have given us information about their ability to provide this service and The contract skews me the sub grant agreement will require the health department to have oversight of the selection of the final vendor to ensure that they meet all the criteria that is required in this grant. Thank you in general in general yeah I'm just asking in general because I think this is not something I'm trying to be sure I understand this is not something that is it bothers me but I would want to be sure this is not something that's kind of been done before in general in general we annually we have some type of agreement where they be grant sub grants or contracts with entities such as a eighty eight provide very services that
for instance a superintendent mentoring me a grant an example of a grant that we issue to a EA yeah Glanton and that's not is is it a grant that is not it's something that is sole source so to speak it's not a bid thank you life for it and they get it okay that's correct okay thank you for the clarification thank you Mr thank you senator representative gene you're recognized. So far all right. you get on this one point two seven billion dollars. That if I read this right eight hundred and thirty five million of the American rescue plan has already come to the state. Yes that is the amount that has been made available in what they call RG five account that's just the treasury designation of those so that is the allocation at this point there's been made
available we're only asking I hate to use the term only and five hundred million dollars in the same sentence but we're only asking for five hundred million dollars of that at this time we will come back later to ask for social school districts got ninety percent so they get seven hundred fifty one million dollars already now they don't have it it's available to them they are does the state have of the eighty three million that that ten percent of a hundred thirty five two do we have any of that money yet. All of that money is available subject to appropriation which
is what you know what we're seeking here today okay and the the two million dollar plan is something we're going to do educational TV and stuff like that. Well this one this not this money's not going directly back to the school district is sub we're going doing a statewide level the well each district has to come up with their own plans so right now in in let me make sure that it's very clear this is a reimbursement process so they don't get the money up
front of the two million dollars is for any expense that may be incurred for the remainder of this fiscal year that's why such such a small amount it we know their districts that are making commitments under the A. R. P. S. or program and we want to make sure we have sufficient funding to to fill out this fiscal year we think two million dollars will do that other five hundred million dollars is for FY twenty two and each district has to submit a acts to prepare plan has to be posted on the
website they have to be engaged with their communities on developing that plan there is there are there are restrictions in the federal law and how this money can be used it must be reasonable and necessary expense related to covid. we are as the state agency are responsible for monitoring that we will be monitoring up front end throughout the process as as this is a reimbursement will be will be looking at this
on a regular basis as as as money comes in and goes out to the school districts okay thank you thank you Mr chairman. Thank you have representative stringer you're recognized for a question. Thank you Mr thank you representative Jane for your questions to the secretary key I would just like to follow up during the budget hearings I did in fact have discussions with members of your staff with respect to the A. R. P. money and they indicated that her to
tell a representative gene that basically you're going to be asking the did the reimbursement plan and you will be asking the districts to develop a plan and that you would be monitoring those plants during my discussions I asked specifically whether or not there would be any type of training what type of training have you had with districts specifically to tell them or you would like to tell them how assist them in developing a plan because I'm hearing that there are questions from there with respect to what they are going
to be reimbursed for they don't quite understand that so I guess my question this after this long yeah the statement is that have you met with any of the districts have do you plan to meet with them and if so what is the process and do you have a plan developed in order to do that yes representative Springer we have had trainings and will continue to do so we've had trainings with federal program coordinators webinars soon calls with superintendents of other high level administrators in the
district at that continues as needed we also have a the team is supporting our districts through the questions that come up we do know that not everybody can get on the web in our it's time so it's recorded it's made available the documentation that is required and the other information that is necessary as we get updates from US department of education we provide that information directly to the districts in
this will be the funding is available for a three year period of time that's how long they have so we expect guidance to change we expect God is to be clarified I should say from US department education and each time we get a clarification we provide that information to the district's. What is the date that the of is there a specific day thing that you pass districts to complete their plans in order to submit those to you so you'll know what it is that they're going to be
asking for looking for timeline yes representative Springer week we have actually it's not I requirements as requirements of the federal law and they had to post their initial plan for continuity of services by April fifteenth twenty twenty one that would have been in Arkansas's case it and to settle context. Most states were not like Arkansas most states were not in person learning of for for this past school year and so a lot of
the context of a R. P. Esther was to get school backing up and going well we've already been doing that hi so their plan for April fifteenth was just how would they update that for continuity of services the rest of the school year. Of eight June twenty fourth they are to submit signed assurances of that we referenced in the documents that we provided to staff. and then by August fifteenth are they have to have a plan for the use of of their funding so
that's the initial deadline these plans have to be updated every six months so their plan is not set in stone as they identify student needs that are eligible expenditures under a R. P. S. R. then they can update their plan will be monitoring that making sure it stays updated on their websites and making sure that any. Questions that they have are answered properly who in last question Mister chair. Mr.

I guess my question is this half a billion dollars that were were getting ready to distribute if I understand it correctly we have until twenty twenty three to spend this money so you're only asking for about half of it for the next fiscal year how is this going to be allocated across the state is it on a per capita or per student basis. The representantes in that allocation was made by the it in the legislation federal legislation according to of the title one distribution formula.
So district's total one is based on a property within the the population the the census of this district and the the the funding is allocated that way so no regard for actual expenses is just. So if if the all of the expenses are not used what happens with the money. if if all of the if all the funds are not spent I mean we in that we already had a school for the last year and right a lot of
these expenses of already been spent and reimbursed in districts have been dealing with this for over a year this seems like there's not going shouldn't be a whole lot of extra. Expenses I wouldn't think now that's that's an ongoing expenses and that's a fair concern I think. What's different about a R. P. S. Sir is its focus on the impact of covid with respect to loss learning. So even though we were on site
the last school year we know their number of students that were not on site that were learning virtually or in some cases sign up for virtual and maybe the district saw very little engagement from a student so each district has to assess their data in determine what the needs are there and it's actually till twenty twenty four for this fund but they they are responsible for making sure that if it takes a year or maybe three years to address the loss
learning impact that's part of what their plan has to deterrent determine and and carry out so that can this be used for broadband expenses technology expenses one device one student Spencer yes type thing yes teacher retirement no. I mean future insurance. So I don't think that either. All right I'm not sure who this
is seat eighty. This. I can I'm not. Senator flowers okay that are you are you're recognized. It. Acting as the. School board for the public school district because it's under state. Control.
And Dollaway school district has been annexed with public school district. What specifically do you. Are your office. We'll be Dylan. In terms of setting up these up. Plans for use of programs. In those to school districts. I don't have that detail information with me today we can provide that but I know we have a team of of of a professional education professionals at our
own site on site of weekly almost daily at pine bluff and Dollaway in the plant and submit it. I have the plans been submitted not yet no they're still being developed. And how will you engage with the community. Well this through a number of means that with mainly the staff that's there on site that will be working again with Mrs Warren the superintendent she will be and has been engaged with
community on a regular basis when the last time you engage with the community in pine bluff I would have to look to see when the last in this year. A twenty twenty one I don't think I've been down there this year now the plan to let to let go to pine bluff anytime soon. Well as I was supposed to be there today. This morning. So yes there are plans for me to to be there but sometimes they have to be rescheduled.
So as school board. A representative for the that district public school district. Will you take. Special care to assess the needs of that district. And the annex district calendar away with it. Well the. As with any state takeover District the expectation is that the state appointed personnel that are there are the ones that are providing the information to
me I for I don't act as a school board in the same manner that a school board does that's that's not contemplated under the statute but we certainly do have members of our team that are there as I said on a regular basis working with Mrs Warren and with her administrative team in teaching staff what can you tell me exactly what is contemplated under the statute. Of the appointment of personnel and implementation of plans that will.
Take care whatever the issues were that determined that the state will determine were in violation of of The the standards such that state action was necessary and each district is going to be different. So are you trying to suggest that you. Individually as the commissioner of the department of a at. Are exonerated from any personal responsibility to that school district.
I'm saying that under the statute when the the that the General Assembly is given the authority to the state board to waive certain laws from that and those laws often are the laws concerning school boards elected school boards and so that is not the same level of responsibility it is not the same level of of duty as an elected school board but you make the appointment of all your. People in your office.

been a number personnel changes there at that level and the the time lines that were in the A. R. P. S. for for education funding didn't really make that make a lot of sense may twenty fourth was the day that that they had estates to ensure that the the funding was available okay for the purpose of making sure that if there were any summer school needs or things like that districts could access however but they also recognize
that each state has its own legislative process to go through and when they asked if we could meet that requirement we tell the I know we would need extension because we needed come seek the appropriation from this body okay okay thank you I I appreciate that thank you for that and and we just quickly if there is a I mean if this or if there is a quick guide that perhaps would be helpful to us as legislators when we're speaking with our school administrators and our
school boards if they call us and ask questions about the plan or whatever which I'll be able to provide kind of maybe like a quick little one pager to us so that we can be helpful to our school boards in our school administrators that may call us I would I would love to have that for myself but I think it would be beneficial for us yeah we'd be happy to do that thank you so much. Secretary key you know my issues for title one are we gonna have the same issues with this funding with some of our. In a word yes okay what are we what are we gonna do about that well we're monitoring that situation part of the state set aside is three percent for emergency or other needs so of the funds that we retain at the department level one that that is an option US. So on the surface it looks like
these districts are being short changed instead of a like we did with Esther to where we had a had a supplemental amount we are going to monitor the situations with these districts and if they run into a situation where they need to do something and they don't have the funding for it we could issue a grant to them that's something that we've we contemplated this time right. So far I think we have twenty eight percent of Esther to
funding that is being spent locally again with this funding being a three year timeline we will have time to see what the needs are we don't plan on spending all of the state set aside up front you know we will spend it would be very judicious in how we spend it to make sure that districts get what they need and the support they need from us but we also know that three years can be a a long time our Long horizon that we don't know all the unexpected issues
that might pop up so we will be looking at that issue because of the title one district right thank you very much we've already heard from a couple. requests for American rescue plan appropriation the first item is a request for Arkansas tech university their quest one point one million appropriation to spend federal American rescue plan funds the funds be used for emergency financially grants to students they have more information on the next page. in this document how requests and this information breaks and how the request has been utility will be used exclusively for summer twenty twenty one emergency financial aid according to the documents students with exceptional needs
will be prioritized such incidents on Pell grants for our undergraduates with extraordinary financial circumstances Maximo workforce to that qualifies to be fifteen hundred dollars the next item is on page five requests for the department of commerce this is Arkansas developmental development finance authority and this is for six point three million in the fund to be used to assist homeowners that have experience financial hardship peering at pier entails the approved requests for homeownership assistance fund program last month that was for
the current fiscal year this is for the next fiscal year. Nicks items on page six this is the department of education elementary secondary education it's request for five hundred million a similar to their two hundred I'm sorry two million a request in the last sections the funds be used to safely reopen schools for the next fiscal year and again the department provided a one page document is behind the request for more information. That is on page seven the next request is on page eight this is for the department of education school for the blind and it's four two hundred seventeen
thousand these funds be used to safely open sustained the safe operation of schools. Again the next request is for the school for the deaf this on the next page page nine it's four two hundred and ten thousand and it's the same request to use funds to reopen operate schools. On page ten is request for the department education this is PBS it's four six hundred thousand appropriations been those federal American rescue plan funds this request we continue the appropriation provided in fiscal year twenty one to produce and broadcast program
into the next fiscal year. Next page page eleven this for the department of education Arkansas State Library and this request for two point six billion these funds be used to respond to the pandemic by supporting digital content for education health and workforce development needs and provide assistance to libraries next item is Page twelve this department of finance and administration budget and management it's request for one million sixty two thousand these funds be used to provide shelter
housing and services to victims of family violence. Next item page thirteen it's for the Department health this is the the next fiscal years installment for that same request we just went over in fiscal year twenty one it's request for ninety million eight hundred ninety four thousand appropriation and this request to continue the appropriation providing fiscal twenty and for the screening testing program and K. through twelve schools into the next fiscal year. On page fourteen is the department of energy environment it's request for thirty million these funds be used for the low
income energy assistance program. And on page fifteen is the department of finance administration disbursing officer this is a request for a hundred eight million this is a continuation of the fiscal year twenty one requests provide funding for local governments under fifty thousand population to meet local needs. On page sixteen is for a request for the department of commerce is Arkansas Economic Development Commission and its request for a hundred fifty million these funds be used to continue the commission's broadband programs to employer improve
infrastructure in unserved communities and I Mister chair we have another request on the supplemental agenda and that is Page eight on the supplemental agenda. This is for this is B. to a home page eight of the bill agenda for Arkansas state university it's request for ten twenty million and this is similar to their fiscal year twenty one request these funds be used to provide emergency pole emergency support to students and support institutions of higher education

It's for the department of finance administration disbursing officer it's request for ten million appropriation to spend federal American rescue plan funds and these funds be used to continue the contract with C. to be utilized for and so in my opinion that may cover at some of what we required legislation but we do have someone here from university to answer questions if you have a specific you know specific questions on this particular item or don't feel like it covers or is there or not. So would be allowed to ask each one of them to submit what they're detailed plan for how the intend to disperse the funds other than just the two or three line sentence that we have on each one of the sheets.
I mean in in so I think in your packet some of them do have a more detailed schedule have a plan on utilizing the funds it looks like tech is not and that they have they have done that again I we we can do it item by item and when that comes up that particular item comes up you can ask if they have a detailed plan we can go through that I think would be the easiest thing to do that that's fine I'll just ask offline for I just wanna make sure I was down the right trail okay thank you. P. funds it was through the library and museum services where State Library are to get some federals funding and these these funds are to be used as the state lobby to grants to the county smile I rate the smaller libraries and what they mean by a court approaches we had to find a way to see how it impacts the smaller ones as well as those big is make sure that all the libraries that may had a loss of funding need to improve
their broadband whatever losses they may have in that local community because a lot of communities that might be the only place they had access to internet services so we have so the state library is coming up with grants to how they're going to get those out to the local libraries said so we already have certain grant criteria in that we've been disbursing funds with yes and this is going to fall on the same grounds yes okay thank you. It sounds like this is an additional hundred and fifty million dollars that was not previously approved is that. Correct understanding knows that there's a hundred twenty million improved an already spent from the chairs funding this would be
to continue the program this is the then if I need of a hundred fifty million. So it this is a hundred fifty on top of the one twenty that's already been spent corrects already been spent yes for so this program will continue in the same. In the same vein that you've already set up the the yes the legislatively approved rules have already been are out there will have to tweak the rules to conform with the new guidance from the A. R. P. but aside from that will be sent
to the same program how how much are we going to have to tweak the rules for. Well on like the cures act which allowed us a greater latitude in using different types of technology such as fiber of course but fixed wireless we could use those technologies to get people at a twenty five three level the new federal guidance for our pools are going for the R. P. act is that we
focus more on a fiber distribution opposed to a fixed wireless distribution in doing that we will have to amend our rules to reflect that that's what we're looking for and the areas in the rules state very specifically what are in unserved and underserved area is that these funds can be applied to and those are areas where their users do not have a
wire line connection of at least twenty five three. we have worked with a company called cost quest and vetro which has outlined a map I don't know if you receive that map I've sent that map over here yesterday morning but if not I have a I have a Our point is I could bring up and show you the map if that's necessary for me to do. But this hundred fifty million will
How much. Of the state will this get us down the road in our our a direction toward getting broadband everywhere. Well in talking with consequence the one that did the analysis they told us they've done it now and analysis over the. Wired connections for Arkansas the total cost to cover the entire state of Arkansas which would be the the gray areas I'm sorry you don't have a copy of
the map but like I said I can put it up there I did Senate to be L. are to be distributed of the total cost of that is about five about five hundred plus billion dollars about half a million I have from a half a billion dollars to be able to complete Arkansas and that's not touching any of the areas that have been awarded aren't all funding this is just the areas that are not covered by art all
funding which I sent the map which cannot talk about a map that you don't have but if someone would bring the computer up here I can do is I can show you the map I broke the state down into four quadrants or what it will cost for each quadrant northwest northeast southeast and southwest so I guess the if I may Mister the final question on this that I have anyway because I've got your map down from a somebody just handed to me so as far as these four quadrants
are concerned is this hundred fifty million going to be distributed amongst those four different cop what trends or equally amongst the four different quadrants or is it. Going to be concentrated in one area over another. We try to focus on the entire state the. Our situation and being a grant program we can only find what we receive and so we're hoping that we will see a lot of applications that spread out throughout the state that's what
we did with our cares Act funding we've allow we spread those seventy six projects across the state and that way was it even distribution we're hoping that the same thing will occur in this matter what we will need the county judges and mayors as well size piece to partner up for these particular areas and what we would do to make sure that they focus on these areas as we're going to post this map to our website so they'll know the areas of focus
and the attention as well as the estimated cost allocation for each area we estimate that it's about two hundred and thirty five thousand people that reside in the in those gray areas. Also and that's the art off awarded areas or yes are not eligible areas okay we did not touch of. Well those are the gray areas that are not are not forty so it's revert so the ones that are are off are the already served
areas the ones that are not art off areas on this map are the ones that are eligible for these funds to be upgraded right the gray areas of the ones that are eligible for the are funding the purple areas are what was awarded through art off to those areas. And then the brown areas or the areas that are already served by at least a wireline of twenty five three. Thank you.

Thank you chairman I just has more on this a representative Bentley on a hundred fifty two hundred fifty may so you haven't received at applications for any that money get it we have a lot of any grants yet to for any that hundred fifty million at this point we have a plan in action for that hundred fifty million any. Grasping receipts received by you guys applications received yet for that money is we check the queue to see what applications we currently have
and we have a proximate Li thirty million dollars in applications that we believe is ready with very minor tweaks that fit in these gray areas the problem is we have not been able to push out rules on this issue the rules of the federal guidance that we got we just got it I'm letting people know what that guidance is and what needs to happen with any projects they are currently in our queue and we're trying our best to communicated well once we let
them know exactly what we're dealing with and what these grey areas all of which we have the maps now which we're going to pose I expect just like we did with the cares Act there we're going to get a flood of applications coming in but we do have some now and represent there's also in the queue about a hundred fifteen million these are all from the the previous funding the cares of the initial one hundred twenty million so we had to stop because we have a funds the additional request that came in as the judgment and there's about thirty that fit based on the new guidance
there's another by a hundred fifteen million to don't necessarily qualify that we need some additional tweaks the cost and those are probably going to go up because as you mention some of those were fixed wireless they will have to go to a fiver instead and that's going to drive the cost up so well there is that many request it's going to go above that in terms of what's in the queue one quick follow up chairman if I can. Just do we have an overall plan of high priority areas do we have something in place is that these are higher purchasers and others or just every area that
greater opportunity for us to just one of we have a plan of action I think every area in the in that gray areas priority because it's currently under served as defined by the statute. Thank you. All right representative Wardlaw you're recognized thank you Mr so when we were in the American rescue committee a few weeks ago you guys talked about different types of projects and one of the different identifiers for shovel ready and if I remember right there was a number of like
thirty million dollars that was in this request for those shovel ready projects that I did I hear that correctly and I have a follow up Mr. Mr grant so and then there was a statement made after that in the original request just so the committee knows was for three hundred million it wasn't four hundred fifty and in that same presentation you said you needed this big pot of money to get the attention of the ISP so that they would apply and you can
look then is that the question was asked nothing was Senator Ingram actually asked it was what is our inventory and and I actually really like that word inventory we're talking about broadband and you said we really don't know and we need this pot of money to get to get these folks to apply judge can you elaborate on what that meant and what you were alluding to in you and I had a phone conversation and someone have talked about this big can you elaborate on that so the committee understands what you're talking about by that pot of money and
why you need those folks to respond. Well this is what I was talking about I wasn't talking about we need a pot of money and then execute a plan with it what I was talking about is that we have a plan the plans always been to serve unserved and underserved areas as indicated on on the maps that is being presented there are actual need is over a half a billion dollars what we're trying to do is to build an interest the money we
use is going to be directed to these gray areas that are on our map it's not one that we didn't have a plan it was just to go ahead and build the interest of it and exercise the plan that we have the Broadcom was probably in office has always looked for those underserved and unders unserved areas now we have a little more focus on it with the guidance that we received it for these are funds now we just need the money to show people that we
as we we have a plan. And we need you to feel these areas to fill it. Well if they don't think that we have the funds for they're not going to apply. So by having the funds this is our planned showing that plan on the map we are expecting people to start rolling in applications based on the areas that we say are of need okay so in those Mr I could have a little attitude. In that map that you have we've
all ask and I've heard multiple members asked over the last months for me we ask last year when we looked at putting a hundred million we did put a hundred million over. Where is that map showing those gray areas as you put it are those underserved areas because I know and I've heard stories from every member in here I know in Southeast Arkansas my district Dallas County when you leave the city of Fordyce there's nothing there's no cell service no internet there's nothing and I know west side of Warren is the only underserved
area and Bradley County so I'm not seeing that on any maps and I know like I said I talked to Senator Elliot well ability Pulaski County there's greater users places even here in Little Rock that doesn't have significant internet so we have places even in the populated areas don't have internet. So how do we know without a doubt. This money is going to be spent only in those areas so that when we get finished and we have no money we look back and we for failed internet in places that
do not have it when we started. Do you this representative warlock did you receive the map there was forty two U.. I got a map when we were in the steering committee meeting I have not seen one since then. I apologize for that I was told that a map was sent to you based on our conversation that we had members there is a map of sent out last night that's in that's in your inbox so going in and
I'm looking at it now and I applaud it may not have seen it completely understand that it was too late but that is part of our package because we are to build back in the seats quite large as it stands right now that staff to redo that last night we did not do you have an email that did some of the the map for you. and I had a lot of gray in it on my her point it's not listed and I think it's probably because it got cut off so I have no idea that dollar amount for Stone County I see that it's with Baxter clay Cleburne crack head but if you'll look it's Stone County is not listed there and that company also the case on some of those other so I would need more information. or I'd like to know the dollar amount because it's where I live
and that might also be the possibility down here with your bottom slide so I think it just cut him off perhaps but. I really think we need to make sure we know all that information on how much that's going to be to get us to where we're at and then if you can get that for me we don't stones twenty three point nine its role in the print one seem to use the formatting and the it may just be the formatting on the email that I received okay I don't have that but I'm just going off
of the email I and I can text it to you so if I can get a copy of that that be great and then just follow up is cost quest to develop these maps for you are they going to be arguing that you have a contract with them are they tracking like the results of the grant program and then plugging in to update maps or how how does that relationship work with you all in cost quest and.
And and is is there going to be a tool to update us like once these grants are funded and completed that we can see I can get some follow up on what representative Wardlaw was talking about. The answer to that is yes I have a meeting with cost quest to see what we could develop a that will allow us to really put the programs of the projects rather onto a map as they are completed so that there will be something
for everyone to be able to see. The progresses things going the same way that we put on our website that we have these projects awards we're going also show that on the map and show which ones are completed now the maps will be a little slow in the completion part of it because distributing fibers going to take awhile for it to be done but as we get the grants awards out we can place that on a map insurer body where this
looks like as well as listed now so that you have but I'm planning on having a very fruitful conversation we've had a preliminary conversation about it. This is something that they can do and that's what I understand from Mike Wilson who's the vice president of costs quest and venture was the one that puts together the mapping of it so yes ma'am we plan on making sure that this committee or any other committee as well aware of what we're doing and how we're doing it okay and then just follow up and is it so so that's part of
the administrative costs that you have for this program for broadband for your broadband office and then they're under contract to provide this is that correct that's and that's the purposes me okay so and then just follow up I mean it because that is you know again you know is there I would like to see you know and that and we stated this with the rule broadband ID program is connecting at an utilizing our state dollars the
best way we possibly can and I'm going to consider these new federal dollars as close state but being able to really connect that with the additional federal pots of money is so important because that's the only so I I want to see like an aggressive approach on how we're going to figure out how to do that I know that some of our you know businesses have been very aggressive I mean the north Arkansas electric cooperative is
just a stellar example of that as is yell caught but there's but they've just been super successful in getting a lot of federal money pulled into the states so my big my big concern is making sure that you know this is a seamless approach to where we can encourage them not just to apply for our programs that to apply for those federal programs where the big Bucks are and so I I guess I want to see a more aggressive approach on that
with our stakeholders so that's just the. Thing and and I don't know if that's something that costs closed or this other group has experience in without reach and things like that but I'll follow up with you on that but I'm real interested date follow up with you after your conversations with them thank you senator thank you senator C. fifty three. Thank you. I guess one of the things that I think we you talked the other day about the thirty million dollars that you had already
ready to go all you needed was the funding and then a hundred fourteen million that's kinda iffy so I don't know that did we ever get a list of of who those what those projects are that are kind of iffy and and what that what that determination will look like to make sure that those projects can proceed. One of the things that you know we're talking about a half a billion dollars here. In addition to what it would cost and what the federal money
might be just coming in for this is also the department of agriculture motor department coverage money cities and counties and all these I so I guess from my standpoint what I've always hoped is that we would have some mechanism where we have an opportunity to sit down and kind of figure out what everybody's got out there and how do we make sure that we are coordinating all of these different efforts because we do know there's a lot of money out there and I think at the end of
the day we all would like to make sure that the needs have been met but I don't think it's necessary that only the dollars come from this three or five hundred million dollars that we might get that there are a lot of different races resources out there and we need to figure out a way to coordinate these things I'm a little disappointed that all of us have been seeing that map because this is something we've been talking about for weeks and months where is that
map and you know I've not on this committee but I'd certainly like to have no right to be able to see that but there has to be a process where we have more conversations rather than maybe you just coming to this committee meeting and giving us a presentation. That none of us have seen before does that make sense I'm sorry to be critical but I I think this broadband thing across the United States and particularly here in the state of Arkansas is so critically important to everything we do into the world
that we want to be so I would like to make sure that we are having some real coordinated effort throughout state government that makes us. The have the best use of all the dollars that are out there thank you Senator for for the question in a let a judge follow up just a couple and they had a couple questions in their first yeah the the list of the thirty million there shall ready that was made available as is the list of ones that potentially would work but they're gonna need some additional support or help based on the The New A. R.
P. guidance that was provided on food ended up going out to the entire body the legislature to provide to the committee and also just got a note that well the power point with the map went out to the committee they're now sending that through BLR to the entire legislature so that should be something that is is available for you all to look at now let the judge talk a bit more about the a coordinated effort but I think that what Senator urban's point was was well taken is yes these are a lot of funds and and will work with many different entities I think it's
it's very telling that some of the feedback that we received from other states including a most of our neighbors that how Arkansas handle that first round through that A. R. P. was kind of a model in other states like Texas Louisiana Oklahoma are looking to what we did is we are so effective in that first round of funding we have to do so again but it will take a coordinated effort I think the real ID program was a big help to that to make people aware of what's out there because this is limited in the note dollars that we have there's a lot bigger funding Senator Irvin mentioned in the federal funds are out
there that's what we don't have any overlapping that so we have the maps or working with so it has been a very coordinated effort us doing that we certainly welcome additional dialogue to make that happen all that judged elaborate a little further thank you secretary yesterday I sent a written the maps over to bill are requesting that everyone in the legislature get it not just the committee members so I again I apologize for that not getting to you and I can make sure when I leave here that you get that but in
line with with secretary Preston says we are trying our best to make that concerted effort and we from my. I met with people I've even met with the electric coops last week to talk about their bill down and how can they become aggressive in the maps that I provided. The gray areas do not interfere with the purple areas which have been awarded art all funds because we want that to happen is going to take six years for that to happen we are not
funding what we're trying to work and coordinate with them to make the best use of the money that we have now and that's been our goal in doing that but I so welcome and and any invitation from anyone to sit down and talk about what you feel could be a better and more productive direction to go so I want to put that out there if there's a place you like me to go some people would you like me to talk to and see in the interactive
have dialogue with I'll be more than happy to be the be there at any time. That's good I think you're in the proper committee for that I think it was just some timing issues on when those members maps when out so you're having a lot of questions today on those were some members didn't realize it was in the inbox or whatever it may be we probably should have a discussion about that not just with you but with some other agencies that may have not is submitted a plan that was in spirit of I think the legislation that was passed

Where we have Senator Hammer you're recognized for a question thank you Mr over here to the left the question I'd have when I visit with providers you know Wetherby Aristotle Windstream the call option there seems to be maybe a little bit of concern that depending on which type of delivery they offer whether it's wireless or whether it's off the back bone that the money that's going to be awarded may be directed toward certain methods which would leave some out some of that seems to be driven by
the conversation at the federal level as far as what they may allow it the federal level is that something that you're taking in consideration with the plan that's before us or how are you making adjustments to accommodate that if that's reality. Thank you senator is and that's what we we talked about that there's in the first round of cares it was open to more delivery methods in the a a RP it's it's only five or so we've made a request to treasury
to ask for additional guidance on that because we utilize fixed wireless if it hits the or other methods if it hits the hundred hundred requirement as opposed to the twenty five three it was in the cares that officer makes a little a lot more difficult fiber being the easiest way to to to do that so are there have been those restrictions but yes we are making folks aware of that as part of the the plan follow up missed share okay follow up to a hundred fifty that's up for discussion today though are there any limitations or restrictions that would knock
out any to providers and by method of how they deliver the services. The answer to that is yes the federal guidance only allows us to use fiber and so if we're going to use our money we're going to have to use fiber in those unserved and underserved areas so all those that use the the wireless weather chair style whatever they're not going to be considered in this and how's that going to delay the delivery of the product at the expeditious rate that we all
expected to get done by. We'll of course fixed wireless is it a quicker method then fiber is. As far as how long it's going to take it's going to depend on the area what our goal is and what was the goal in the cares that funding is that we are looking for ISPs they can provide us an aggressive deployment timeline and that's what what we're going to ask for in this one as well
who can get it done quickly and efficiently but the whole of United States is doing this so there are supply chain delays and issues that's going to affect how quick we get things out there so our goal is to monitor them to stay on them and to make sure that they honor our grant agreements when we enter into them with them that they'll finish by a certain date we try to make that is is as aggressive as possible thank you.

Thank you I just want to follow up on what I'm hearing and and I think what's important to all of us again as making sure things are correct and so I'm interested in in your relationship with cost question others but I'm that has made me think through this and that I think it's important that We are very coordinated with this offer and if you need assistance to become more coordinated and more aggressive with the stakeholders and to get
more outreach than perhaps you should consider hiring somebody to council and help in that effort to make sure it maps are efficient and done correctly and and that reflect exactly what's going on and so you know I think I think it's I think what you're hearing you know is this is a problem that we want to be solved and we want it solved as quickly as possible we don't want to under build infrastructure we want to make sure that if it's a hundred hundred then it's gonna be able
to meet a hundred a hundred right off the bat it's just like when my husband's I go by me is skill saw and I went and bought a to wall because I knew it would last for life instead of one that was cheaper so I think that's that's kind of where our legislature is we want to get this done we don't want we understand that there's constraints and can on on this money but maybe fiber is what we need to do but we need to figure out a more aggressive approach to get that fiber in the ground to those under served areas because as you know telemedicine
and being able to send images are is really critical you have to have fiber for the for telemedicine in healthcare and imaging and things like that so I think I think you we need to explore and in my opinion I think I'd be best to explore working with consultants and I've been on council conferences with lots of them in the past year and a half and so I just think I'm in the deferred a representative for law for a motion but I'll be supportive of
of being a more comprehensive idea and strategy that gives us the ability to work with you and that's what you're this legislature wants a partnership with department of commerce on solving this problem as aggressively and as quickly as possible thank you Mr child or for. We just adding to that contract a previous project was to to audit and track those cares funding they want to continue the contract to do A. R. P. funding. Yeah and this is to the FNA on that item it this is probably one of the things that I think we should have done at the very beginning of the cares money when it came to the state of Arkansas but I would like some
specifics I know that the original we had an original amount that was contact with C. T. H. and this is this is you know more than double that original so I think we need to probably get a little bit more detail about what you're doing here but I know the other mainly they were brought in to deal with the money that was going to the cities and the counties and to be able to track that money and to help them apply for the money in an easier way and so I think
this is just I want you to give me more detail number one about the ten million dollars and and what we've gleaned from the first go around right with the four million spend with them and then secondly. Why isn't this being used I think in other areas or is it going to be used in other areas of spent. All of the indifferent Office account.
We're requesting this money to continue to work with C. Tekken Haggerty there are multiple fashions the first being that we need to develop a tracking mechanism a reporting mechanism for the phones as we go through and spend one point five seven billion dollars. Of these projects that we're talking about this point are going to be more very than what they were in the past there's no more. It has to be done on each product process for each
proposal determine whether or not it meets the criteria we're going to have to rely on their expertise more so than we did in the past as you mentioned the first one point two five billion a lot of that went to the cities and counties of where most of this money will be used to at the state level for state processes a proposal. So there's gonna be a workload they're much greater own of the staff of the FAA and openly so
the staff at the agency level as they tried to bring these proposals to us and quite frankly the we don't have brought the band with to do that right you're going to have to have more interaction with them. Of. So so all agencies if if an agency in a state agency develops a plan a proposal a prop program whatever it's all now going to be run through C. CD eight T. H. is that correct through this process well this for this appropriation it will
be if that money is being requested from executive steering committee that is in charge of the one point five seven billion right if it's monies directly coming to the state agency itself and not private one point five seven then they will need to come forth with their own a contract amendment right to the statewide contract that we're developing and then bring an appropriation requests for that particular right to proceed to your for you for that right but what I'm what
I'm talking about is like department of commerce if we have another business related grant program it will now be managed more under this entity that corrects the sentence depends on the source of the funding if I have something to write record from the feds then that would not be part of this program I understand I understand what I'm saying though is if a state agency brings forward a proposal that is going to be funded by this
one point five seven billion dollars it's all now going to be housed under their oversight or capabilities for tracking and data collection and all of that verses when we did the carriers money we brought this group in only to deal with the city and the county money so what you're saying now is they're gonna be responsible for any and every program whether whether only if it's from this pot of money so
Department events get their own pot of money that's separate from this but if DHS brings forward a program for veterans associations for instance a. Okay may use what we've already done so now C. T. age this contract will help guide the administration of that is that correct it would. Yes and no of not trying to confuse your bill so this this appropriations will be tied to
the administration of the funds and working with the executive steering committee to determine whether they want to prove that or not if this back and look talk about commerce as you said they have the contract with a couple of vendors that they're working with the health and determine where to put the phone or the of broadband the money is in okay well if you say you're Mister Committee said with like a
second opinion of a or we like somebody review that for us and give us an opinion then the executive steering committee would use this appropriation and funding to do whatever requests they might have and that would run through the office of the county and we would help them do that process okay so it's an administrative fund for us to use the support the exact steering committee on one point five seven right no I understand that I just that's why I want to clarification because because we
had some programs that went fine but others ran into some issues and problems with the way it was administered correct I mean that's not that's fair and it was a new thing for us to do but the ready for business grants you know there was a lot of issues with that so I think this is I just wanted more information about this I think that's a good idea I mean and I think I think this is a good idea I just wanna make sure that's touching all of that area

private entities every using centers but this or you know various entities what is gonna be the role of the legislature in making sure that this money is being spent properly will you be reporting to us on a timely basis as to how it's being spent how will we know once we say yes to the money. of understanding that they're working together to process and provide this contract the delivery to us. But they will be working with the executive steering committee which has representation from the legislature on that that makes a recommendation to come to the legislature and be approved for the appropriation to spend the dollars on the program so we will have legislative oversight that's my great. The next item is for Arkansas PBS it's a request to increase appropriation by three point two million this request is also to continue efforts to begin a fiscal year twenty one according to the letter appropriation was approved in fiscal twenty one to expand the broadcast footprint of the signal to ninety nine point five percent available
homes. Three point two million spent or is requested for the next fiscal year because the project will not be complete by June thirtieth the leading those delays for approval from the US for service for certain tower locations delays in beating a structural repairs and problems in the supply chain have pushed this project the fiscal year twenty two. The next item is for the department of commerce this is Economic Development Commission it's requests for four million and Elise's to continue the commission's administrative support for the deployment of broadband in rural
communities the letter explains administrative support consists of part time extra help position and professional fees for contracted technical support on reviewing plans the next item D. for a for the commission also was pulled by the agency request written skip over that one. And move to the next request which is for the division of workforce services it's requests increase appropriation by twenty five million and they will use this to continue to response unemployment needs as a result of COVID nineteen which includes implemented pandemic unemployment assistance program
the services of protect and call center services provided by maximus federal. And Mister Bills raw the request for cares. funding was allowed to be extended and also unemployment programs were extended we needed to carry forward. Is is all twenty five million I mean have you spent some of it orders. Is that's what is twenty five million what's left. So the remaining award remaining for the call center.
In this. It meant. I'm sorry that I'm I wasn't prepared to answer this but of it appears the other ward remaining for the call center is about eight million. And also another funding line item and number just reading from the cares acts during committee funding spreadsheet another nine million. So they're still funds that of
that award that have not been spent but we expect to continue to operate the call center through a September first part of September so about seventeen million of the twenty five hadn't been spent that's what out of the call center and that's what I'm showing on our sheet here yes Sir okay thank you. need to manage the expectations would diminish so that we could save some of that money or was it just the open contract for set amount regardless of however it flowed we have continued to work with a third party provider to increase the number of agents working and decrease the number of agents working based on a daily report so based on the programs and the the increases of the foreign expected based on those programs and changes to
those programs we've added call agents now that were looking at ending all programs on June the twenty six we're looking at reducing the number of agents but X. but continuing that call center through the first part of September so in September will that be the termination of the need to use the call center will be able to handle it with state staff in order to take care of the needs and are we are we really going to be there where we can do that or.
Or are we set herself up for a hard time we will continue to monitor that senator Hammer as it's important to make sure that that we have the staff there available to answer the calls for those that are still in judicata and appeals so we'll continue to monitor that that we expect that by the first of September we can go back to our hotline a call center structure that we had prior to the pandemic which was using eight using staff and our local offices will continue to monitor that if that doesn't work out
you have to initiate a new contract but the unused funds would be available to take care of the contract yes Sir okay thank you. what what are we looking at number why just one second. Total all regular unemployment claims and adjudication. As of June the. Twelve. I nineteen thousand six hundred and seventeen. compare that to you know previous weeks of where we had a
high up to twenty six thousand the end of November. So we are we're gaining on those and we are making progress I saw some of the data this morning on other states and we weren't listed is in the states of those that had the highest number of claims and adjudication so that's always a good thing so we are working through those as
quickly as possible and we are making progress so right now we're about six weeks out. So no I'm sorry that's on the claim that was this morning so as of today what are we June fifteenth. So were. February March April may. Yeah still about twenty weeks out so at the rate you're going when do you feel like when you
projected to we will be owner of a normal of adjudication basis. Well our estimates just based on just you know based on the cases that we're still going to judicata in and that's what other states are reporting that they've had extremely high of increases in their judicata and rights of based on and not we suspect that it's fraud.
