is a issue Jonesborough for H. back replacement this is for campus wide H. back replacement And dealing with terms from the American rescue plan act it's four point five million dollars and they they know that the majority of this funding is pending coming from A. R. P. money and that was on the pier agenda this morning of nine percent of it is coming from their university reserves second one a issue Jonesborough for qualified road closure in sight
lighting they're closing Quapaw road to created pedestrian walkway and to add site lighting two hundred ninety eight thousand eight seventy and they know they have university result other reserves to cover that Division of building up already has renovation work being done on the Justice Building. It is for expansion of the north and south wing of the Justice Building in to convert the library into an interactive learning center and meeting rooms this method of finances
for fifteen point nearly three million dollars they know that ninety one percent of this will come from bond proceeds and nine percent from court fees then you have Southeast Arkansas college this is for their energy performance contract it renovation and updating of air handling control system and H. fax system and of this is in association with trying to prevent the spread of covid three point two million dollars they have federal grant funds that came from the for the
higher end emergency relief code funds and reserves. Number five U. a combined community college of baseball this is for boiler replacement ventilation upgrades of for independence hall and its two hundred sixty thousand dollars and they also have a RPA funding to cover that UALR for the library learning Commons for odd numbered library to accommodate centralized student assistance seven hundred forty nine thousand nine hundred ninety
nine they have cash funds and UALR for the sub first floor renovation for the student union building three hundred twenty two thousand seven fourteen they have cash funds that will cover that project UAMS has a view the first one is for the campus energy performance contract to revision on that this is will be for implementation of their investment grade audit they're installing new generator plant replacing air handling units lab controls are realigning also pine and cedar
Boulevard among other things I you'll notice that previously we had reviewed a hundred million dollars and this is going up to a hundred forty nine million they have bond pres proceeds to cover those projects parking deck number for fees to build a parking deck on the east side of this is for the design services for that this subject will garage approx approximately one thousand vehicles a million nine hundred fifty six thousand they
have university reserves UAMS for northwest Arkansas UAMS ortho sports medicine clinic of this is for expansion of the facility and this will be for the design fees only you'll note that this is going to be for four point nearly five million and the overall project will be nearly sixty three million dollars so they note that at this point they have you university reserves to cover the design feed portion of that project and will see a.
Division later on with probably a different funding source then you have you a mask for Ward tower seven E. infection control to correct infection control issues seven hundred two thousand four seventeen they have university reserves to cover that the next one is Arkansas tech university this was originally seen by this committee in June of twenty one but they've changed the funding source so this is six million three hundred fifty thousand dollars and they note now that they have a arpa funding for this for the this facility as
well as renovation and repair funds and so because of the change in that funding source they wanted to and we wanted to give the committee an opportunity to look at this again so those are the methods of finance on today's agenda. original ATM for thirteen million dollars and it was reviewed for renovation work since that time transformation is taking place and they decided to add other entities to the building to be house there. they also during the remodeling process they knew that there was some repair work that was going to need to be done on the role for referred placement in the in future years but in the of installing some new air
handlers as well as us you know we had this past year they there's some unanticipated damage so they realize that they needed to do these repairs or get this roof replacement done up sooner and so they work with a BA an ABA said that they needed to since it was an ongoing project that they needed to work with of the entity that they had working on the rest of the building to do the referred repair another work so they've done it through a change order so today we are seeing an additional five million dollars
on that alternative delivery method they know that they have bond money and special revenues that they'll use to cover this additional work that prod that contract is with with Baldwin and shell construction company on the second page you see the number of contractors who responded and that they interviewed and again this is for corrections for community correction corrections part of the the corrections department an alternative delivery method

Afternoon jim here to your left I heard the comment made this is the result of transformation and the other agencies or departments are going to be consolidated into this building is that correct. Soon Senator and thank you for the question to those I still point I want to clarify this is Amendment is not a result of the transformation efficiency that.
One star what is going on here is three full and miss Miller looted to the most significant part of the project in the tail end of her description when the previous department of community correction of approaches this building or begin the procurement work in twenty seventeen twenty eighteen it was known at the time that the roof was going to need replacement. Due to of limitations to the
available funding the decision was made to remove the necessary roofing work from the project. Fast forward rain snow things have we've had some once in a generation once in one hundred year wet weather events of the last few years that has sped up the need to replace the roof it has also created significant drainage problems within the building so what this amendment is going to
do is fix the roofing of the roofing issues that were known at the time of procurement it will also fix the drainage issues that have developed since the department moved into the building beginning in twenty nineteen and then the third thing that this amendment will do is allow the department to renovate some bacon sale space that we have entered into a memorandum of understanding with
the US marshal service and they're going to move some of their The operations into the they can part of our building the entities within the department of correction that have moved into the former Tomic building as a result of transformation moved into space that was already built out as part of the project and there have been no cost generated. to the building as a result of the transformation efficiency
okay and when those consolidated over there to the building what was the cost of them moving from where they were over to your facility factored into that or was there any additional costs that they had to incur that they weren't incurring before they moved over to your facility no is there were no additional costs incurred what happens those entities that were paying paying rent at a commercial location that ran amount is has

General contractors is that something that is being pushed by for example ADC at this point and other agencies.
As a as part of considering folks to get these contracts as we've talked about for a long time the general contractor that may not be in their conscience maybe they don't care I don't know but who we are trying to do better by this is that a part of what's discussed when we hire a general contractor that became important because we've been working with the agencies and we are retired general contractors they felt committee some have done a really good job you know
it's just so concerned at all about helping us try to be more thoughtful about how we hire people include people in these millions of dollars that we spend with them all the time the bid process itself is governed by All rules and policies of the BA so I would have to defer to the B. A. as to how the minority procurement piece comes into their solicitation and review of bids but this project was put
out for bid pursuant to DBA rules and all all requirements related to the bid process were followed but how those rules apply consider minority contractors and they're scoring that would have to be a question not for D. D. B. A. on Mister may I ask Mr Armstrong to see if he has information about this contract would you know. Okay he does not. Well. I if if you can let me know that will be helpful but I I well it

directly with the minority participating contractor at a higher threshold than going out to formal bid for state agencies that has given monthly in the more freedom to select a contractor based on instead of open be it a formal bid process and then also on the contract inside the federal Contracting most of our contractors that deal with the federal contracts they have of set asides the if we do not
have set aside that are and so there when you dealing with a contractor like bones shall there no well versed in any you know any contractors working on the highway department they already have the mechanism in place to attract those because those. He basically has advantage to their contracting. On the federal level actually have to show proof of how much percentage they have with focused on that group the state is not doing that at this time.

State walking college college to increase physical activity it's an eighteen week program numbers three through six are all going to be amendments to grants that they have for the Arkansas clinical transformation program grant of to receive Quality improvement in clinic redesign training to improve the quality of care for chronic disease patients that takes this over to number seven of that one is the original grant for a
Billboard and social media campaign dealing with a persons to receive HIV testing education and assistance was service the next one also dealing with HIV testing and education would be specifically for persons between the ages of fifteen to twenty nine and the number nine is the same type of thing of between the ages of fifteen to sixty five those are all of grants for the department of health the next ones we have us sick to our the Department of Human Services
grants the first one is for a peers achieving collaborative training treatment project to excess of two in cars rated individuals an inmate to those participating in drug court to assist in facilitating self care recovery groups and one a one week coverage sections numbers two through ten are all going to be amendments to the existing grass they have for emergency solutions grants that takes this over to our third group of grants which come from the
division of workforce services on page eight if they have one grant with the Arkansas food bank network and this is to continue to address hunger through collaborative efforts that provide additional food assistance to low income families with children this it has to do with their emergency school pantry program and those are all the grants on today's agenda. of state entity and I'm not opposed to people walking more and becoming more physically active I'm just curious as to why we chose this when you know I know that all of our county extension offices have different types of programs like like this and so why would we kinda go out of network and not utilize our current state agencies to pot try to align this type of a program with what's currently being offered. There's and this is being funded
the CDC into our grant in order to spend this money for this type of project there were certain entities that were already identified as being able to offer this type of program so the CDC chose to this person would be awarded so there was more than one option and so trying to meet our needs and what our goals were and that they were selected where is there any Arkansas entity that was on the recommendation list by the CDC no ma'am.
Well I don't particularly like. A federal agency outside of the State of Arkansas that. Deciding these types of things for us to be quite Frank because we have a lot of entities within the State of Arkansas that could do this. So All right I appreciate that I do have one other question and M. and you can get back to me but and you can get back to me with with folks but is the Arkansas department of health going to be
offering contracts for hospitals to an increase antibody treatment centers for people that have COVID to prevent them from being hospitalized are you actively and aggressively pursuing that Avenue. Senator Irvin where we're actively working with any body that would tell us that they can do monoclonal antibodies at this point I think we need to have and personally you can get back to me but we need we need an aggressive clinical an approach
to that and and I appreciate the other contracting here for clinical Transformation however at this time you know it's really critical that people have that ability to get treatments that's available twenty four seven and they can't get that right now except for Monday through Friday and it's very limited so people that don't have a PCP are people that are under served cannot get that and are ending up in our hospitals overwhelming or hospital situation right now so
I I would really like to see and a very aggressive approach by the department of health to contract as soon as possible to open up antibody treatment centers and sites for patients in Arkansas citizens as quickly as possible and I don't see anything like that in today's reviews contract reviews you even have emergency procurements back here and so we need to really I want to I want to update on that from from the department of health thank you. He does point out that there are two contracts on today's agenda we're going to see those contracts there actually reported under eighty one number fifteen and number sixteen he knows that these contracts of four
corrections I believe. Were two contracts that initially came to the attention of them because they Time ran out on the contracts before they got renewed and after further requiring always be determined that there this was merely in it administrative oversight and not an attempt to circumvent Arkansas procurement law so they let them go ahead with the amendments that they
were wanting to put on the report today neither these nor any other contract that I was P. is reviewed and presented for today's meeting appear on their face to have been procured in violation of Arkansas procurement law so the first group of contract that will look at today or construction related contracts a issue Three Rivers has the first one it's a on call architectural services and also to work on the historical writs
the eight the eight number two is parks and tourism and this is an amendment to the existing contract that they have for the visitor center located at pinnacle mountain state park number three U. A. Phillips community college for on call projects in very small construction projects number four UCLA this is a design services contract for their snow fine arts as well as their communication science and disorders building those are all the construction related

Next or inter governmental contracts between state agencies are the first one is the department of commerce with the Arkansas educational television commission and this is an original contract that they were awarding far an agreement between the office of skills development and Arkansas PBS to create a video promoting apprenticeship in Arkansas number to start some or DHS and
the first one is DHS with you L. R. for funding for substance abuse prevention national conferences number three is DHS would you A. L. R. and this is for substance abuse and misuse treatment and re entry training number four also DHS and U. L. and this is to evaluate work reporting and presenting this strategic prevention framework partnership for success grant number six is UALR with university of Wyoming this one is for evaluation of S. A. B. G. and S. P. S. L. at S. P. F. P. to provide ongoing progress reports review and update logic models of this has to do with their substance abuse block grant and those are the inter

special your man in the yellow packet there with each day this Special procurement is to upgrade to an automated digital workflow format funding is tied to cares funds and funds must be used by the end of the year and that's why unless the gave the approval for them to use special procurement of to secure this contract number two is DFA child support enforcement to provide paternity test to custodial and noncustodial parents of children in this state or the office of
child support enforcement number three DFA management services and this one is far I covering maintenance and support of the Arkansas integrated revenue system number four is the health department and this is for monthly and yearly reports to them read in on test results from pap test. Next is health department this one has to do with providing for analytical services to fill the water quality monitoring requirements as mandated by the EPA number six is the health
department for cancer registry certified tumor registrar services number seven is DHS and this is for continuing to provide telephone answering services number eight is medical waste services for the Arkansas State Hospital. Numbers nine through thirteen you're all going to be for DHS disabilities services and these are going to be to provide certified nursing assistants for all five Arkansas human
development centers throughout the state that's going to take us over to number fourteen of on page twelve in this one is DHS contract amendment for information technology consulting of for DHS number fifteen is information systems and this is the original contract to manage maintaining infrastructure that runs a VM ware software. bill this is a contract that they have or federal agency partnering strategic teaming and congressional relations for the purpose of supporting the University of Arkansas division of agriculture research initiatives want to point out that this one is a four year contract and that's the total amount for the four years UALR has a contract for Arkansas prevention needs assessment survey. On this contract it says that we're going to we're renewing it and it's for sixteen point two million dollars for a year and when you read what it does it talks about the processing of taxes driver's license testing permits and vehicle registration and titling in Arkansas. Sixteen point two million
dollars is a lot of money to spend for that and I'm bringing this up because as someone who deals with titles on a daily basis your backlog on getting titles to consumers is. Astronomical. So if we're paying sixteen point two million dollars for this why we got such a backlog backlog in processing. Titles.
I apologize we're gonna have to get back with you on that answer and look at that contract this is for the system that issues that have the. Past enterprises who we contract with for the Arkansas integrated revenue system which does handle titles yes ma'am. It also handles our taxes so it's it's all of revenue and the taxes and stuff but I can get back with you on that answer. I'd like to put a hold on this for Friday so you all can get

C. for review at the time Council declined to review it and the governor then elected to go ahead and do for the contracts since it had been presented Dale C. for review. Interesting and and then my second question is it looks like we did to amendments pretty much like back to back in my reading that incorrectly. Number of your ring correctly what we did as I understand is when this Mr Dan if you can join
me just correct me if I'm a state this is we're working with the vendor on some changes around the contract so what we do is we did a no cost amendment to keep the mid keep the contract going for the extra mother to take to work through those additional changes and then we'll see once we finalize those additional changes then we submitted the amendment for the additional funding to and Mister Lincoln at anything else that I may look out there Jeff the DHS and that's correct so we were coming up on the deadline and I honestly didn't think we were going to complete our
negotiations with the vendor in time to make it to review before the contract expired the first of September so we did a time only extension on that and then this is actually five hundred thousand dollars less than what the your five R. What are the nature of the calls with her taking sure the call center is for the adult maltreatment hotline and they handle all the after hours calls calls for calls to come into the maltreatment hotline for adults as well as they also provide translation services and also answering the phone during the
day when our staff maybe working with other calls okay and then the other question is. The the contract for to provide medical waste services for the state hospital Does that include. Like of anything COVID related or is that just your average medical waste the reason I ask is we approved a large amount to an institution or institutions last week because they said increased cost due to
cope with the way the you know the the emergency stuff had to be handled is does this take into account any of that you know hi motion is no this is just the ordinary medical waste this Gerry by the hospital one thing to keep in mind is that the the hospital operates under different standards from nursing homes and nursing homes they have CMS requirements that that play into that that affect that cost okay this but since the state hospital that does apply here okay thanks thank you Mr all right thank you.
