The rules and procedures and parliamentary procedure used to try and make sure that both sides are her and that we do it in proper order and the tyranny that I was talking about is the net effect of sometimes using those rules to shut down debate. Thank you madam Speaker I love saying that colleagues I am not in the well today to argue that we do not have a prison overcrowding problem we do we've all heard it from our county and our state officials. I'm here to argue that this proposed expansion that we're voting on right now. Is not the only solution to that very real problem in fact as an imprudent one first. It's expensive so this appropriation allows for anywhere between twenty six and
seventy five million dollars to go towards the building of that expansion but that has nothing in that that does not include any of the ongoing costs of housing an additional five hundred prisoners those ongoing costs will be immense it cost something on the order of seventy one dollars a day to house an inmate in this state. That equals thirteen million dollars additional expenditures every year after this expansion. So keep that in mind is you're voting today. Second I really worry about staffing we know that staffing
these facilities is already a huge problem there is a crisis we can't fill the positions we have right now yet today were voting to add five hundred beds without any insurance or plan for how we're going to staff those beds that poses a safety risk not only to those who are incarcerated in these facilities but the correctional officers who are already working in them. Finally I would argue that this proposed expansion does nothing to address the underlying problems that have led to Arkansas having the fourth highest incarceration rate in the country.
How many are Kansans will sleep in a prison that tonight because of a failure to pay fines or fees and nothing more we need to ask that question. We ask how many Arkansans would be impacted by increased funding for things like drug treatment facilities or mental health care or job training or housing any one of those things would be a much smarter investment of our Kansans dollars are trying really hard to think of a metaphor for this in the best I could come up with was that this proposed expansion feels like putting a very expensive ice
pack on a broken limb it may feel good in the short term it may ease some pain temporarily but unless we work to really address that break underlying it. The pain is going to continue to come back year after year after year so I'm going to vote no on this amendment today I would encourage you to join me let's not add more prison beds but let's work together to remove the need for those beds in the first place thank you.

Thank you Mr Speaker I don't usually do this form against staff. But I've had several kind of several counties that have reached out to me about prisoners that are sleeping on floors. I mean they don't have a bed for
them to sleep in this is not adding new people to our prison system it's getting them out of our counties and off the floors that they're laying on in our counties and I mean. I get calls all the time asking for a ban to be found for their husband that's lying on the floor so I would encourage us to please vote yes for this so we can get people in bands and quit treating on like they're not humans and give them a bad so I appreciate a good vote.

First of all I thank you Mr Speaker I have to agree with a representative bought on her comment because my wife is one is looking for a bed for me quite often in the county jail so and we just don't have.
and I respect my colleague Nicole Clowney use of comments on the need to mitigate some of the challenges that we have with people that may not necessarily need to be incarcerated but I also recognize the challenge that are sheriff's departments have an immediate need much like what the representative Vaught said to have a space I we have a brand new county jail and one of my counties and it's already
popping at the seams because they have of felons in that facility and they need a place to provide some relief for our a county jails and I would love to be able to be a part of the conversation with the representative Clowney and anybody else that wants to have a discussion on how we can mitigate some of the challenges in our community to keep people out of jail and I believe representative Lundstrum her
bill with the the reboot there's so many different factors that I believe that we can take in consideration that can help us solve a lot of the challenges that we have in the criminal justice system in the state of Arkansas today so today I will be voting for this bill because I think we need the immediate relief but I will say that I am committed to representative Clowney and anybody else that wants to have that discussion about finding other avenues to prevent incarceration within our

Good afternoon colleagues I wasn't. And I come down here Because I imagine everyone probably knows exactly how they're going to vote on this but I. Felt compelled because.
We have been talking about this as a matter of fact. Before I was sworn in someone called me and told me that one of the things that we would need is a new president. Now when I think about taking almost a hundred million dollars. And then there after at least thirteen to fifteen million dollars a year. For just five hundred as. But then I also think about the fact that we have a fifty percent recidivism rate.
In a state where we have the highest incarceration rate in the country. Of those who come back. A third of those people are back for technical violations. Folks. This is really about money it's about jobs. On the backs of families. The incarceration rate that has exponentially grown in this
country has grown not because of an increase in crime. But just because of an increase in policy. So whether you're talking about incarcerating people because they're poor and they don't pay their rent a center bill on time which is actually a policy measure that is where there has been an effort to put that in place or whether you're talking about changing burglary from a non violent crime to a violent crime those are things that change incarceration without
crime actually changing. And if we are actually going to be committed. To be policy makers and states men and women. Doing our due diligence. To make the right decisions in Arkansas to punish those who need to be punished. But also to extend grace and truly supports second chance policy measures. I don't believe that we need to be spending it with the course
of the next several years. Hundreds of millions of dollars we can take much less and a little intestinal fortitude. To change the policy so that we are serving our people. So that we can have a positive impact on families and making sure that those folks who need to be punished and punished those folks we also need re entry resources. Those folks also need programming while they're in
prison can get what they need with far fewer dollars. Lower our the growth rate not only lower the growth rate re referred that growth rate and lower our incarceration rate. And spend those dollars on schools. I'll say this. I voted against the Success education program. How can we. Five four dollars for our at the
education in this state and say we don't have money here we don't have money there in the amount of ten million dollars three million dollars six million dollars but we find a hundred million dollars and thirteen and fifty to fifteen million dollars thereafter to build new prisons just for five hundred new prison beds and I would ask you to consider this if there are some things we can do right now we can look at our geriatric population for those who are not lifers we could look
at the terminally ill for those who are not lifers. We can look at the number of inmates who have actually been parole but are still in prison. There's a lot we can do right now and not have to spend that money and I beseech you to think about what I've said today thank you. Of colleagues over in a jail in law enforcement for many years and the problem is is basically what you're saying there's recidivism I respectfully agree with each side of the issue that's going on that there needs to be a criminal justice reformation done in state Arkansas and it goes through the entire system of courts the jails laws in sentencing grids
and get down to the actual truth with five hundred beds we need right now is mainly for recidivism one two I have had to send back to prison wasn't for technical violations they get three to seven days and are crammed in the county jails where they do theirs their time at and then the release from there and that backs up county jail which backs up the whole entire system that's not a good solution I don't think the other one is the ones that I've sent back on the ten years since I may do twenty four months
they're back out committing another crime because it is easy in some Committee crime so they can go down and have their ill health issues took care of by the state of Arkansas and that's not good policy because they know they're going to get the they're all or health needs fixed we need to do something different in that way but the recidivism bus take the five hundred bids calico rock which there they have no issues hiring
a calico raw the they're pretty well blessed to be in a more to props of the economic area so they do have those jobs will be filled but we need the five hundred but is not for just a temporary fix but also for others recidivism that's going on you pick a number have you been in ten times okay then we're going to you're going to go to a hard bid for X. amount of time and work your way out that way because some of them believe it or not and not and I
didn't believe it until I was sure it was. As a they don't mind that lifestyle matter fact they become so used to that lifestyle that thank god I don't know how to live a free world so that's another issue but right now this five hundred beds would be a much needed thing and it can be used on for the next session that there is some reformation done in the criminal justice system I ask you for a good vote thank you. baseball champs in twenty twenty one they were the state bowling champs in twenty twenty one they were the state soccer champ for the last two years back to back state titles the lady Blazers were back to back Cross County a cross country state champs the lady Blazers volleyball team I know we had a volleyball team here earlier that was honored for the three A. state championship colleagues valley view has been the volleyball state champions for seven consecutive years in the for a
division that is unbelievable seven consecutive probably a record that will probably never be broken unless value breaks it this coming season we hopefully so but anyways in the men's golf three years as a state champions and the lady Blazers cheer team state champions and the I want to just mention a few individual that are deserving of recognition Mr Russell Cindy Rogers of students valley view
has won the tennis state championship this is unbelievable four consecutive years in a row she wanted her freshman year so for your junior and senior year the state tennis chain. Being shall file and also I'd like to mention coli tail and and Jake up angle they are the state individual wrestling champs and also we a little was the one hundred meter five hundred meters state swim champ and academically.
The young man by the name of Raymond moody scored a perfect ACT score of thirty six what a great job Mr Russell what an outstanding job college let's that Bellavia in this amazing school an amazing story I I just can't believe all these a copy but I'm so proud of the school and glad that you're in my district and representative Ladyman tear he'd like to say a few words and represents vehicles to. Well I just think a minute but you know you getting here
through that traffic sales at valley view always comes through I I always and I know you have a lot of people that want to come but you didn't have enough room on the bus so. She's been here but I just want to say and and so the graduates now I believe it's the coaches since I was the first soccer coach at valley view high school. But no seriously Balaji was the first school in northeast Arkansas to have a soccer program as a club program and one is a club that we were we were there five years.
Every year we finished in the top four because of the students at valley view and the teachers so Chris experiments. I don't know how to follow this. I had two daughters graduate from valley view and they made me proud as their father but I'm going to try okay. But I can tell you that Mr brown Russell has become a friend he's a not only a great superintendent but a good man on
top of all of that and he's well respected in our community so thank you Brian I appreciate you. Thank you represent you smelled like represent the Ladyman.
