Trying to speak about this subject and I guess I'm going to in trying to speak about the subject and I suspect I may have the same level of success. So perhaps all be persistent but not effective. All this resolution does. Is it just changes a few words in our roles. To call for a public roll call vote for Speaker designate that will have next week. As opposed to a secret ballot. That's what the rules call for now a secret ballot. The only reason. That I get to cast a vote for any of you ninety nine get to cast a vote for Speaker of the house. Is because you were elected as the representative for your district. We're casting that vote. In our capacity as a representative. And to my knowledge that is the only vote. That we take is a body. Even the house of representatives the US house of representatives. It's a roll call vote. It's transparent. I really don't believe this should be a partisan issue. Or even a controversial issue. Members were still we're still waiting on the bill so we hope to have that shortly as soon as we do we'll we'll get this started again. The House come to order. Everybody should have a yellow second supplemental budget calendar. Represent gene you're recognized president the second supplemental budget calendar. Thank you Mr Speaker colleagues. This is the house version of the revenue stabilization just go over some quick highlights we pretty much know what all of. Of the big changes. Is that we have right under seventy million dollars in new money for adequacy for education. Twenty eight and a half million dollars for for new money for facilities. Of there will be thirty seven point six to help alleviate the DDS waiver. And the of Medicaid grant this year. Now the increase has been curbed from forty three million dollars to the DHS grants twenty three million. This was done mainly by legislators asking the governor to get this budget under three percent so twenty million was taken off and once again they have a balance in the Medicare trust fund of over five hundred fifty million dollars so they have adequate ballots what they're being budget to take care of any needs. The other big change on the The budget is is that we did add. From thirty two to forty dollars a day for a county jail reimbursement as another six point four million dollars to the revenue stabilization to the but budget this goes back to help. our jails and if you look over the last sixteen years through two governors we've done four dollars we're we've double that this section which I think. Our county jails in our county personnel will appreciate that. One of the place we had a cut was the performers Fund Merrick but he was sixteen million. Of the governor credited Teague and to basically pay of for the county jail reimbursement. Of course seven point three million dollars in this budget for the state police raises of. That We'll be going for state police pay in the average pay for trooper will be somewhere around twelve thousand dollars a year. Which since the strong message that we do support law enforce. This budget is a little over six billion dollars.
