Are we really making good use of these funds especially when you talk about legislative advocacy which is basically lobbying the General Assembly unless there's something I'm missing on that can you explain that I can wear when we're talking about advocacy we're really talking about educating our legislators we are taught and we teach us of grantees that lobbying is a no no so they are directed not to do that and they know not to do that you know the definition of it and that's not just not a part of of what I said grantees do they educate as best they can they get into their communities they work with their churches as far as we've been dealing with told me for the past two and a half years so a lot of the work has been done B. as some meetings to try to get to individuals that we will need to touch so we do the best that we can with the dollars that we get it may seem like it's a lot of money but when you have to have someone to implement the program then you have to have monies to make sure that you have equipment to do those things that you need to do sometimes you need of promotional items in order to get to people a lot of people identify with those things that they can get but even with those items we make sure that there is a smoking prevention message related that we label that and we do the best that we can to get the word out about the dangers of smoking and vaping and all of those things I hope that answers your question yes ma'am when you say items I assume you mean like T. shirts and pins and things that promotional advertising type is that what you mean well small things T. shirts we don't allow that but like peons maybe stress balls. Christian Harper assistant director Division of Children and Family Services welcome representative Cavenaugh recommend. my question is going to be on page twenty item number seventeen it is it just it's a new contract that we kinda understand what it's for it says establish a new contract for management of the Arkansas partnership for public child where failed so what is that and what does it do sure can what partially explained just because I'm mostly because the supplies to several these in the package today for normal procurements typically they can only go a maximum of seven years in theory that limit doesn't apply to enter government contracts are practices be and always do a new contract in the seven years for inter governmental as well so that's that's what this is here it's an ongoing program this is been seven years since the last contract we're starting over the new contract okay. What does it do shore and so the partnership is actually been in existence since nineteen ninety one and has grown to now be a consortium of nine universities and colleges throughout the state and they largely focused on providing fuel training to our new family service workers as well as our new supervisors that feel training also referred to as on the job training and last for the first year of employment for family service workers in a brand new supervisors so really what it's doing is trying to transfer the knowledge they're gaining in their classroom training into the field so it's one on one training designed to meet the needs of a particular FS W. or supervisor in addition to that the partnership works on and using child welfare and ideas into the curriculum at the colleges and universities that are members of the partnership it also is a way for us to recruit and interns to have placements in our county offices and that includes a stipend for the students and the amount of five thousand dollars that's a high level overview of this contract okay if you don't mind if you can get me some information I would appreciate the information I would like to know is how much we're actually spending. And I would say the last five years on these types of programs for this training the other thing I would like to know is how many employees have been trained that way. And how many of the five thousand stop and has been given out. And please list all of the colleges that are involved in this and how much each one of them get. And then if you could also if you don't mind one thing you said kind of stuck in my mind is that you tried to influence maybe what the curriculum is being caught at the colleges so that that kind of reflect more what's really going out. In the I guess the counties in the operations can you in this report just give us some kind of example of what you mean by that so we can kind of understand what the because I could be a lot of different things would come like to understand what what that enters yes ma'am okay consent that the staff and they can get that out to all members of the committee that would be great thank you and then I can get back in the queue for my second question that's all I had for the okay thank representative. Thank you for months my apologies. this is going to be dealing with Page twenty five number thirty two and it's the initial agreement to continue some educational and learning about strokes virtual emergency support can you just try to explain what this contract actually does for us sure would you like me now two thousand so this is one of those contracts that mark just talked about this isn't really a new contract but it's starting at seven year cycle again this is the angels program with UAMS and it is providing senpai technical at telemedicine services in upstate tricks strokes for people in rural areas so they're able to use that telemedicine I mean it's been an effective program that's been in place for for quite some time now. Okay and happy to get more with more information than that am I reading that right it's thirty seven million dollars a year yes okay what I would like to know for this contract is if you can give me the number of facilities participate in this program also the number of patients they've been able to assist in this program. The number of facilities in the number of patients yes and on our each individual facility actually paid a certain amount is that is that what is also you. You know so that we fund UAMS to to do this program with other providers across the state okay can there's a way to get the of the thirty seven million contract how much went to each provider throughout the state is that something that we can get from UAMS. Legislative concerns regarding tobacco settlement funds this hundred seventy five thousand evaluate seven programs how often does that come up. As far as the contractor the evaluation the evaluation so they do quarterly reports that we provide to the public health committee on one quarterly basis and then we also do an annual report by the public health committee and also a body or report it does it have value way to spending of the money it does it looks at how they spend it and also looks at you know indicators that show you know there's different priorities in the tobacco settlement act regarding seniors regarding Medicaid regarding regarding the smoking tobacco usage regarding the of different populations in Medicaid so it looks those different populations and and there's indicator seven ACT and it follows indicators okay and and although it it does a lot more than just by the way how the dollars spent how many dollars overall spent is this hundred seventy five thousand. We'll be looking at. So the annual tobacco settlement payment is around fifty million eight years so this under twenty five is look at that per year. I brought this up in the committee and I talked ready even like me have some creative ideas I'll just say this because I had a friend that that recently had surgery or going and doing real well I came but for the first time I don't know how on several I have been a few years I saw a commercial the show the people that. DFA management services with computer raised this is for IT staff augmentation FOR IT development and problem resolution DFA revenue services for the driver's license credentials and ID cards program number nine on page thirty two is our economic development commission side improvement evaluations and so. And so as to the funding issue I mean is it to subcontractors on the annual calendar year cycle so we do go in an ad funding almost every year to make sure that the contract is fully funded for the next year of services we continue to monitor the delivery of those services and right now course gas prices are getting higher so we are looking at what impact that might have to actually going forward the way these rates are set they look at previous history so you know we will continue to look at that monitor that and take that into account and but we've set the rates for this year at this time and continue to monitor the quality of the service being provided through a a vendor that we have a FMC. We know the environment we're in right now it has to have substantial changes but since twenty nineteen have we seen that we were two lane. In this what we were trying to deliver before this latest inflation. I would say from what I'm saying no Sir I think it's what was sent in which would normally expect in the year by your progression of this type of con con contract given the federal requirement that we have to go back to reduce the rate each year okay thank French my questions. Budget amount for that position. And it's hard for us to recruit. Licensed master social worker certified elastomers glasses based stars were compared to what the community pays and that in fact we are writing this sort of paid to contract out medical's mental health services. And we actually did it have a smaller degree mental we contracted out East Arkansas which we were never able to feel by far the positions there and there are more up to about like ten or eleven and one or two positions. All they need so they were recruiting and pay they did a lot better job than we could. So so you said you think the biggest problem with that is what we pay in order to recruit the people we need to provide the services or is to yes to get in on what the the license so mental health staff it is what we pay. My daughters just give our school in the morning you're making seventy thousand we can't touch that. So it is a huge impact on what we can recruit when you can go somewhere else and not have to work in a prison. Being on yeah where did you hear your hotel and you want to stay. And and last last question is if we were not if we don't have the ability to provide the mental health services. that we need to what what are your thoughts about or do you know anything about how that affects Discipline our issues. In the system itself any questions I think we provided now it may require overtime of our staff or shifting around and staff but were were meeting and have the people to to run all of our programs without a doubt in the metal mental health they're not they're not not getting seen by what's required whether it's ninety days thirty days all that is happening we just do it was shorter staff and they were on or more are we shipping around in this unit to help with this what if we have to. So you're telling me despite the short staff we everybody gets the services that they need to get her I'm not I'm not being up you but is that possible because again it just in the wide world itself we don't have the folks to provide mental health services that that we have but that manifests itself someplace else is what I'm worried about your. So yeah I'm sorry your exactly right and it does with fatigues staff burnout if you're if the cover all these areas if we have a particular unit is down and nursing you know say for staff and we'll see of nurses around I don't have over time from other units to come and help that's not ideal but if you give me a I've got a set number of employees and but these all these guidelines for ACA in and the criteria we have to meet have to be followed. I'm Leslie Fisk in Chief of legislative affairs for parts here to deter them thank you representante you're recognized particular question thank you so much I apologize so I was just because we've heard recently other states have have had severe fire wildfires due to control birds that have gotten out of control and I'm all for controlled burns I think it's really important force management tool that we have what I just wanna make sure is that are contractors of liability insurance when they're doing controlled burns in their certification is renewed and you know that kind of thing we just ate I thoroughly trust our forestry division I know they do controlled burns but I've just when we're working with other consultants and things is that something we've at absolutely and we've been working with this company for about twenty years and The owner of the company is from solemn springs grew up in that area he's an expert in a habitat and so forth and that's the big thing that we will work with him on he puts in fire lines and then he does prescribed burning he does other things as well but safety is a top thing for us we very concerned with that would make sure that they're burning under the right conditions we don't want fire sticks gate for causing any damage we also reckons it's important for the health of our forces you talked about and it also helps reduce danger of fire wildfires catastrophic wildfires to surrounding landscape for and I know that the number of these are now close to urban areas and urbanized areas as well so I just wanna make sure are we the ones that cover the liability for any damages or does the contractor contractors have engines so they are required to have insurance that covers any potential damage right you.
