Been out on this lovely morning members and stakeholders we're going to start at the top of our agenda this morning with house bill eleven sixty six by representative Duke. Thank you madam chair I have David cook care with the Alzheimer's association me join me the table yes thank you just please introduce yourself for the rest. I'm hope to represent district
twelve and with me is by David cook senior public policy manager for the Alzheimer's association. members the committee I appreciate the opportunity to bring this bill before you it's you're the set whole lot but it really is a simple small little bill that allows to add two members to the Alzheimer's council. this the two members one is from the Arkansas based home home based services association and the other would be from the Arkansas residential living association and I fully honor to bring this year I had like probably a lot of you guys have
people in your family or loved ones who have suffered also Alzheimers or dementia my grandfather had that in the early nineties and there was not a whole lot of help for for my grandmother or for my his adult children at that time and this is association which I believe came acted in twenty twenty one so I'm learning lots of things I'm I'm just thankful we have this resource in our state there's no fiscal impact to this is a group of volunteers who get together and try to make
recommendations and just assess the care givers and also the Alzheimer's patients and adventure patients and so I with that I will take any questions. Are there any questions by committee. Seeing none is there anyone. I just make a motion for do pass. Okay well is there anyone in the audience here to speak for the bill. For the resolution right now yours bill yes. Sorry anyone here to speak against the bill.
Okay representative Duke you're recognized to close for your bill. I would just appreciate a good vote and I'd also encourage everybody here to learn a little bit more about this council they're doing great things. Thank you okay so we have a motion to pass by representative car all in favor say aye. Opposed no. Regulations you've passed your bill thank you. And now we will hear Senate concurrent resolution three representative shepherd are you presenting that okay.
You're recognized to present your resolution thank you madam chair and thank you colleagues some for being here this morning I am here this is a concurrent resolution would Senator love we all are aware that this month is heart awareness month and you know some lobbyists and individuals reached out to senator Love in regards to recognizing the last Wednesday of every month of February I'm sorry as H. M. C. day there are roughly seven hundred thousand Americans that president with
this type of disease and roughly eighty five percent of those individuals go on diagnose so representative love and I thought that this would be a good resolution in order to raise awareness so I appreciate a good vote. Thank you are there any questions by the committee. Seeing none is there anyone here to speak for the resolution. Against. You're recognized to close for your resolution thank you madam chair and thank you colleagues again this is just an effort to raise awareness in our
communities thank you. Okay we have a motion do pass all in favor say aye. Opposed no. Regulations you pass your resolution thank you. The next house bill thirteen thirty one representative Graham like you are presenting.
York Ohio South Carolina Texas Wisconsin so ultimately go this is to make June twelfth of each year should be known as the women's veterans day. Are there any questions by committee. Representative McKenzie you're recognized thank you madam chair so this doesn't do anything to like supersede existing veterans day or this doesn't require any type of a state holiday no absolutely not this is to it is
nothing more than to just acknowledge and honor honor those women on that day but there's no tax to pay time off nothing like that just to this is a good day for them awesome thank you. Any other questions. Seeing on is there anyone here to speak for the bill. Against the bill. You're recognized to close for your bill thank you I appreciate a good vote. I have a thank you have a motion do pass all in favor say aye. Opposed no.
Congratulations you're patched your bill thank you Committee. Next is house bill eleven fifty three by representative Vaught. And there is an amendment that we need to address first it'll be coming around members.
Scenario they're staying because I haven't read through this I want to ask the question why can't some sorry are they staying in that same foster placement at their end or they just in the foster care system. Thanks I mean so they they would not be right correct okay. Thank. Thank you. The representative McClure you're recognized for a question. Thank you madam chair. On the last page it says section
five paragraph the juvenile is of sufficient agent capacity to reason regardless of the juvenile's chronicle age can who is making that decision and what is the criteria to define. The judge actually makes that determination. It in follow up you're recognized is is there criteria that goes into that. I'm sorry can you repeat that is there any criteria to determine a sufficient aging capacity to reason regardless of age.
R. as at the sole discretion of the judge domestic relations code already allows for this. Thank you at. And your apologist it if the at the languages was just pulled over from the domestic relations code and that already allows that exact thing to happen if there's a custody dispute state between parents and this just brings that same language over into the to the juvenile code we. Representative Brooks you're recognized for a question thank you madam chair and Samantha
thank you for taking your time to come here and then boldly share your story this may also point to the juvenile code as well just wanna kind of double check so several places throughout the bill if it strikes the language the best interest and I'm just I wanna figure is that a is that a is there a judicial or legal definition of what that is I will be on the Senate in adding that back the judges told me that that part needs to stay in so on the other end I will be
amending that back and just that part thank you thank you. Representive older age would you like back in your okay. Are there any other questions from committee. Representative painter you're recognized thank you madam chair I see in the the Bill now that extracts of visitation and puts in family time. I guess what what is the difference what why is that been taken out. We're doing that throughout the whole code it's they're doing that throughout the whole code
so it's just going to be through expenses. Consistency okay through the code thank you Mr. Thanks your Mayberry you're recognized. Thank you madam chair I I'm just asking possibly if you already know that you need to fix the amendment if there's some way that you could fix it before we move it all the way through the house so that we're not fixing it on the Senate side I wanted my my student to be here today and her get to be here for the process of moving it out of this
committee to the floor and so she could see the process of which takes place here and and I and I I don't think we would probably need to have her back in order to do that because I think if we if we want to move forward we would I just would prefer if we could. Get it right. Before moving it on. So I'm gonna ask for you to please pass it out of committee today so she can see it pass through this committee and then
I promise I'm going to fix that on the other end and the judges and. He doesn't think the Adlai items and them are going to help me get it fixed back with the best interest and that's all I've got to add back nothing else is going to change but I would appreciate a good vote out of here so she can see this bill leave this class this committee room that's what she drove up for was to be able to see the process of what she asked to be to be presented to be presented in like this committee.
And I have a just a quick question it's my understanding that the Adalat Ms or in conjunction with this and in support. Whenever I get this back yes ma'am right after that changes yes ma'am yes ma'am any other questions. Question yes ma'am okay thank you Robert. To pick up representative may raise point I I agree with her I think that we have kind of that's been the mantra throughout the session we want to take care of our business on our end not fixed on the other hand if we pass this out of committee today can we referred back to committee we can't and I
know that but I would like for persons the only this coverage. Thank you any other questions representative painter you're recognized for a question manager thank you of motions property. Thank you. is are there any other questions. By committee okay thirty one here to speak against the bill. Anyone else here to speak for the bill. Okay representative Vaught you're recognized to close for
your bill I do ask for a do pass and we can do that one it gets out of here and go to the floor I can ask for to be referred back and fix those. the in the best interest of so the Adlai items will be on board and judges of the on board thank you madam thank you Committee representative pain or what is your motion. As amended okay thank you we have a motion do pass as amended all in favor say aye. Opposed no. Congratulations your bill is passed and thank you for your
testimony today. We will move to House resolutions ten fourteen by representative Unger. Share.
Just a quick story. I joined the navy right out of high school in nineteen seventy six as a seaman recruit and I came out as a captain in two thousand fifteen and when I grew up in Springdale Arkansas in the sixties and seventies it was as white as wonder bread diversity for us was Baptist or Methodist or Chevy or Ford. And going in the navy for me it was throwing me into the deep into the pool of diversity.
And I gotta tell you it was a little scary at first. But I made friendships that last a lifetime. February is black history month in United States of America. And I would like to have February B. black veterans month in the state of Arkansas and is to recognize Soldiers black soldiers and sailors have served in the American military since the
revolutionary war. Now in all branches of the service often times in history they went unrecognized and this is just a one way to say thank you some people who deserve it. Thank you are there any questions by committee. Representative Shepherd you're recognized thank you Mr. Mr under a law that you speak to in regards to this race.
You know basically I got a notification from the American Legion. And I just took the ball and ran with it. Okay okay I because I have some questions posed to me I am the daughter of a vet my dad served three tool response of course military girl some off of it but I did have some questions in regards to what impact this would have on veterans day so I was you know was axed acts you know what feedback did you
actually the state before filing this resolution. I didn't ask for feedback but I do not believe that this is going to have any impact on any other national holidays thank you. Are there any other questions by committee. There anyone here to speak for the resolution. Against the resolution. Representive longer you're recognized to close for your resolution thank you meant your colleagues I ask you for a good vote.
What's the will of the committee representative McKenzie. I have a motion do pass all in favor say aye. Opposed no. Congratulations you pass your resolution thank you. And with no other business before us. Let's representative fight has something she would.
