Thank you madam president colleagues is the real simple bill the problem doesn't currently exist in Arkansas we do not have a local income taxes that have been imposed yet however the Arkansas code does allow for that possibility to occur several states have hundreds of cities that impose income tax and with our recent reductions in Arkansas income tax statewide and the stated goal of trying to reduce that even further we can't open the door for it to be back filled by cities and counties. They could impose a tax so this bill just simply strikes the language that permits that and so they will not be possible for counties and cities to improve employment. A income tax. Can we expect more sales tax local and state law. House bill ten ninety eight by representative Mayberry at out to clarify that a volunteer fire department may create a newborn safety device under certain conditions under the safe haven Act. Senator Irvin you're recognized thank you madam chair and members this is a great bill that representative Julie Mayberry works on with Arkansas right to life and our first responders and what this bill does is it expands our current safe haven laws as you know the safe haven laws were put in of and place to allow for the surrender of a newborn baby without prosecute prosecution threats to that is that mom would that that that would be surrendering that baby under those the great leadership of Cecile Bledsoe we have safe haven baby boxes and we had a a woman from the Maumelle fire department testify and who they have had a baby surrendered to in this fashion and so what this bill does specifically is that allows for volunteer fire departments particularly those in rural Arkansas that do have access to twenty four seven EMT emergency response services to be able to also utilize the safe haven baby box but it also on if you look on page two it also allows for a parent upon delivery of a baby if they want to then also at that moment surrender of baby under the safe haven act that allows for that to occur as well currently as a the law is written that mother would have to exit to the hospital and then walked back in to surrender their baby so that just eliminates that I'll be happy to answer any questions any questions percent urban. Senator Irvin you're recognized thank you madam chair members actually this is repealing that the healthcare quality and payment policy advisory committee that I established in law and the reason why now I'm repealing and take getting rid of this Committee is because it worked and so I'm I'm really excited to a rise in and report progress because if you look at the language that were striking the purpose as it was defined in the original statute that I wrote and created in that we passed was to have meaningful engagement on different types of policies of the Department of Human Services particularly DMS were were chasing after one of those being the make it Medicaid payment and reimbursement as it related to the development of episodes of care under secretary Gillespie's leadership and the folks at DHS and to the members of this advisory committee we did a and end up fiscal analysis and looked at the R. O. Y. on what we were spending to develop and maintain this methodology on episodes of care and our our I came back and that we would actually only see a benefit And seventeen years from now. And so obviously that was not a good R. O. Y. and so this did its job and we repealed and got rid of those contracts and saved a lot of money time and effort to eliminate a lot of bureaucratic mess for those in health care providers and also within DHS and so this is just repealing something that works and I'm grateful to be able to do that so I appreciate a good vote I'll be happy to answer any questions any questions for Senator Irvin. Thank you thank you madam chair and members at this bill and what it does is it really allows you to have as an additional certain additional certification process and so one of the things that I think is so important for us to be able to stabilize our our rule healthcare infrastructure is that is to being able to take advantage of what CMS is offering so CMS at the federal level has recognized that tool access to critical access hospitals access to health care out in a rule parts of the state of Arkansas or throughout the country is vitally important to saving people's lives and that they have a special purpose in that process of getting somebody an immediate attention of care and then getting them transferred to a specialist where they can have their life be saved so with advances in technology with advances in all the different types of things that we can do that are life saving techniques this is very important and this allows a hospital doesn't for some or mandate them but it allows a hospital to choose this new designation and get reimbursed at that same level This is a Medicare program so it's it's not a state program but it allows for those hospitals and very rule settings to choose their designation and if they choose this designation and allow them to do more outpatient care but also not meet that high thresholds the high threshold requirement of having existing hospital bed so they can't fill so it's really a cost balancing issue for a lot of our rural hospitals that do have the bed capacity but they just can't afford that can't fill them all the time you know there's peaks and valleys to that so this gives them the ability to choose is designation created more stabilizing effect for their budget and then allow them to really kind of more. If and to what our state needs particularly when it comes to behavioral health needs and that space and how we can better utilize them as existing infrastructure for long term care or behavioral health or or what have you so um this is an excellent bill and I love that critical access hospitals like I said with less than fifty licensed beds in these rural areas will be eligible to change that licensure status nothing else changes as far as how they are licensed in the State of Arkansas to operate again this is more of a designation that exist at the federal level that I'm like I said I can't re reemphasize this is a huge opportunity for the state of Arkansas a lot of the small rural hospitals and having that presence is a matter it's it's really the difference between life and death for a lot of our folks and rule places so I have I have a friend who was having a massive heart attack arrived at Salem hospital they stabilized him immediately transferred him to Baxter regional amount home because they were in Salem Arkansas and transfer him immediately it saved as life and he's still with us today so they perform a great function and I love this flexibility it's a game changer for real health care in the state of Arkansas.
