be open until ten so what the bill does is it says that whenever a county decides to open a early voting location wherever that is whatever place that is it'll be at the same hours that is at this the central voting location for that county which is already seven statute I want to also say that thanks to representative mac Linden she worked with her county and we got language that is satisfactory to the county is so as far as I'm aware there's no
opposition to this there have some flexibility if any it it moves us closer to standard hours which will ultimately benefit the voters with that I would appreciate a good vote. get to come in and be engineer they're real short on engineers on like a hundred seventeen engineers in Arkansas civil engineering and that they need about seventy of them so the running short and so this will allow them to be able to questions across the state where they're not from Salt Lake if they don't have anybody who lives in that area the only place to live so This allows them to give them a stop and if they do live in that same area the next day at home if they have family notary like stay with them so it's just requirements if they do not have anybody that they could stay
with this would give them a chance to it's about ten to fifteen positions could total up to about forty five thousand dollars it's already in their budget this is not new money is already there so. bills there seventeen total bills in the package that you'll ultimately see over the course of the session but we passed the first for the judiciary just so you'll know before you voted on they were thoroughly vetted in judiciary we took each bill separately and went through to make sure that there wasn't anything substantive in that they were in fact truly technical in nature and so with that I'm going to read down the list of these bills one by one and if there's an objection to the consideration of the bill will remove it from the batch just like we do with Budget bills and to be placed on the

Wade and what I noticed in a lot of people notice was that we actually saw that a lot of companies started saying that
they would provide abortion services to their employees and so for Arkansas what that meant is they would pay for women to go to Illinois as are other states to receive an abortion by circumventing Arkansas law. They did is they reference what Cavenaugh said is to sit in his decision about not being able to fear interstate commerce and I'm saying that is a lame and And so obviously there is not much we can do about this circumvention of Arkansas's ban on abortion. It was interesting though is why
this was going on in these companies are making these announcements what I found interesting was that a lot of female friends that brought this to my attention is these companies say they clarity claim about we care about women but yet they would pay you to kill your child if you want to keep your child they weren't offering any sort of paid family leave. That blatant hypocrisy is where this bill came out of was trying to correct that wrong so these companies that say they believe in choice say they believe in a woman's right to choose. It's not true choice if you
incentivize one but not incentivize the other and so that's what we're trying to do here we're trying to give those women who feel like they're in a situation where the company's pressuring them to do one they have the option to have paid family leave on the other so I I've talked to employers who do offer that too often also offer paid family leave and we work through the process of trying to hear it a lot like antimalarial and so that's kind of how we got to this point I'm excited about this bill I think whether you're on the right or the left or something you could generally

invasive and I also think that then what we do is we say if you don't follow what we are demanding then you're gonna have to adopt this policy which is an expensive policy to policy I believe and I think companies should do it but I think we should know more required in this back handed heavy handed way it just is not the way I think we should be going about things I'm strongly opposing in again I wanna emphasize I think paid family leave is a great thing And we should offer is
competition offered as much as possible and we as a government could incentivize companies to do it but using it as a punishment this is the wrong way to go about it thank you. President Collins. septic tank cleaners I've got a number of questions this morning about this this increase their fees I just talked to the health department a couple minutes ago and they said no it does not increase the fees that they're requiring right now it's very confusing as you all saw this morning so this bill clarifies that but it does not increase their fees let me give you a couple bullets things that they're trying to correct here. This bill clarifies the language
that one vehicle is included in the annual permanency so if they pay a permit fee covers a license if they if they buy a licensee covers the permit for one truck. It clarifies that an owner is charged for each septic tank pumper vehicle. That is always the way it's meant but it's been confusing people would send into much money health part has sent it back so they have to pay. Twenty five dollars for each
vehicle but that first vehicle is included with the license. there's no increase in the fees current law has been confusing. just clarifies that a licensee is an individual and then at the vehicles have a permit. That's the confusing part so let me say that again I I see some people that didn't understand what I said the first time. When they buy a license it
includes the permit for one truck. That's the twenty five dollar fee. Then each additional truck they have to pay twenty five dollars which is what they've always had to do. But they would send an extra twenty five dollars for all the trucks they paid twenty dollars for a license without knowledge for all the trucks are missing the point at all back so they actually pay less with this clarification they do currently. I don't know how to make it any plainer than that.
But I'll try to have a question. This gives let me give you some numbers there are approximately two hundred licensed septic tank cleaners in Arkansas. A business may have from one to ten trucks so they're limited to ten most of the businesses have one or two. So I that's the bill I'd be happy to take any questions. Seeing none present a good vote.
