Thank you Mr chairman thank you committee members I live in the Illinois river watershed in Northwest Arkansas is one point one million acres it starts and Hargeysa's salt the fate bill and it drains the R. four largest cities of fat bill Springdale Rogers and Bentonville and then flows into Oklahoma a over a hundred hundreds of millions of dollars have been invested in the Illinois river watershed for water quality best management practices and particularly over the last twenty years by local cities counties of large and small businesses landowners and farmers The headwaters drains Arkansas and Oklahoma and we have had a lot of back and forth between the two states of Arkansas and Oklahoma for. For the last fifty years a lot of water quality improvements have been made Rick most recently the EPA administrator from our region out of Dallas came to visit at the request of senator what are excuse me congressman Womack and like most people that visit Northwest Arkansas she was surprised about all that was going on but also record recommended that we continue the best management practices that we have invested in the last twenty years so this request is for state funds to my knowledge no additional state funding has gone to the Illinois river watershed outside of federal grants that come through the EPA three nineteen program for best management practices and we're asking for state good well good faith support in the Illinois river watershed which is the number one priority watershed in Arkansas to continue the growth and best management practices that are needed on the ground with that I will take any questions members for any questions on the appropriation in this is a preparation only there is no funding directly tied to it at this point. Representative Cavenaugh. Thank you Mr chair of your request for six million dollars do you have any idea where that funding might come from. So are they development enhancement fund is a fund that their natural resources commission uses that is funded through general revenues so you're looking for an appropriation to use six million dollars a general revenue yes direct through thank you fund. No it in it's not general revenues I mean it I mean I think the anticipation would be that if we did a restricted reserve set aside and then made a plea that then possibly I mean I think is what is the roundabout way this would be funded not through an R. say schedule thank you thank you all right members we have any other questions.
