Chair sees a quorum. Call this meeting the house Education Committee to order. Representative Brooks see you at the table. Are you ready to close for Senate bill two ninety four I'm ready closer. May proceed thank you Mr chairman committee first of all just wanna say thank you so much to the committee and to all citizens of the State of Arkansas for the the work put in yesterday was obviously a long day everybody did an amazing job of being respectful of listening
of considering every viewpoint an engaging passion discussion about education which is important to all of us clearly so thank you committee for for the latitude to to give all of your day and and and also for the citizens of the State of Arkansas who many get came from long distances to make sure that our voices are heard and that's what. Our great democracies about here in the state of Arkansas United States of making sure that all or with his or hers or certainly appreciate that just a couple notes as we close out present
eight recipes SB two ninety four just wanna address the funding one more time if funding of SB two ninety four first we have the adequacy funding we have the matrix the foundation funding that's approved every every other year so we just approve or was just presented last fall and will be taken up for consideration and approval by the legislative body during the session the salary schedules as existing and in this bill again though the requirements to set a district salary schedule that funding comes from the matrix and we look at we look at where
we are in terms of existing funding right now we're at seven thousand four hundred thirteen dollars per student four of the twenty two twenty three school year the recommendation is to increase that increasing that by load over nine and a half percent for FY twenty four up to eight thousand one hundred twenty nine dollars per student in FY twenty five increasing to eight thousand two hundred ninety six dollars so consistent increases in funding which we've always committed from the standpoint of what the what does that look like in terms of real
dollars for a district like Bryant. It represents an increase of about six point seven million dollars for a district like the Pulaski County special school district you're looking at almost eight million dollars for place I've been harmony Grove almost nine hundred thousand dollars for Carlisle four hundred thirty eight thousand dollars based upon the current student populations so this is real dollars going in real communities to impact our schools in a very positive way so that's the adequacy funding the guaranteed money that's coming from the state on a per pupil basis the funding for the Arkansas learns bill is separate from that it's a separate
commitment as a part of this legislation to fund the different initiatives in this legislation including salaries on an ongoing basis for our schools our teachers in our communities. Lawrence has been a great conversation we've had a great opportunity to discuss a lot of different things with passion with clarity and I think the people of Arkansas are better for it but we have to remember the learns is not the end of the conversation even this legislative session it doesn't mean it's the end of the things we're going to do an education
things were going to do to impact our kids things were going to do to consider the needs of teachers and people all over the state of Arkansas this is a great starting point we're launching. The best and brightest and most aggressive investment in education minister of the State of Arkansas but it's not were ending. This the beginning of our commitment as a state to put students first and to look everyone in the eye and say Arkansas will continue to lead in terms of education.
So with that committee I appreciate your time appreciate your graciousness I'm close from a bill and I like to make a motion do pass. Members you've heard represent to Brooks closing on SB two ninety four member of the committee is made a motion to pass any discussion on the motion. Representative garner you're recognized for discussion. Thank you Mr chair and thank you
representative Brooks for listening and answering and taking the time to visit with us you've all heard many of my concerns about this bill the process the omnibus it. Without enough time and collaboration today to really work on it the teacher due process the salary scale the lack of classified staff salary increases and the cost concerns pass the first two years.
But in my opinion if we are really interested in. Promoting education in Arkansas we need to be doing what works and we know what works early childhood education universal pre K. after school summer school wraparound services. Those kinds of things are the things that we know. Work. To increase education and learning.
I've asked over and over again for literature for. reviewed studies on and. Any information about vouchers working that is certainly my biggest issue with the problem with the with the bill the only literature review that I've been given is from a conservative think tank and we all have. I think some concerns I have some certainly have some concerns we all should have some
concerns about that we have twenty years of peer reviewed academic studies from the likes of Michigan Notre Dame Stanford University of Kentucky that show zero statistical significance that vouchers improve overall student success. Many studies show that there's a negative impact. Vouchers do not support students with disabilities. And it does exacerbate
segregation skirt accountability and transparency funds discrimination. And leave under served students and communities behind. We are constitutionally bound to provide an adequate and actor will education to all Arkansas students. This bill sets us up for future lawsuits for failure to do that. Thank you.
Representative flowers you're recognized for your comments. Thank you Mr. before I touch on the discussion regarding the bill I wanted to touch on something that happened yesterday and I mentioned that I would do this and I appreciate the latitude. yesterday. For a brief moment I left the committee rooms and came back.
And as I into the room I heard pine bluff and I think I thought I heard something about gun violence and came into the room and a woman named heather Turchi was. Testifying for the bill. as almost a hundred people did yesterday or at least signed up to do yesterday. And it never ever occurred to me that she wasn't from pine bluff I thought she was sometimes left.
And you know I thought she was expressing concern about school safety and so I my line of questioning was meant to address that and to let her know I want to that I represented publication it now. And it wasn't until later on in the conversation that I realized that she wasn't and you know you all heard my questions and you know the debate or discussion sort of subsided and we move forward and I asked a colleague.
what she had said I haven't even listened because I I'm I don't want to be upset. more upset than I am now what she said and I learned that what she said was something tantamount to Little Rock becoming like pine bluff and you know we don't want to be like pine bluff. Now I'm gonna tell you all I'm I do my best to operate in a manner that is professional that
is respectful and that is civil as well as to be the kind of representative that my constituents can be proud of and know that I am here representing them and their interest that I'm here to protect them and our interests as all of you are I know this. The first thing I want to say is that what she said was so incredibly offensive. Not just to me the representative of those of those
are Kansans but against those are Kansans. She may light of the gun violence that occurs in my community along with other communities in the state and throughout the country. Those people. Who have lost loved ones. Often times completely innocent from whatever the circumstances around those debts.
Have been traumatized and experience loss that none of us. We'll a few of us I'll say will ever understand. And what making light of that gun violence and the affects on Jefferson County in pine bluff. Is tantamount to this body thinking about an education bill shortly after what we saw happen in Jonesborough decades ago with that mass shooting and saying we
don't want to be like Jonesborough. It's outrageous. And I'm calling it out not only for the public so my constituents can know that I did not hear the that the way that it was expressed. With so that we can remember that we are a body that operates usually. Instability and respect for each other in our districts and the people of Arkansas all the people of Arkansas.
And what I would ask for you to do and in the future as I would do for any of you. Is to not accept that. Anyone every American every our cans and has the right to come in here and express where they are on a bill and expressed. Whatever as a free American she's a free American so I'm not. But nobody has the right to come in here and do what she did yesterday I won't let it happen to you and I would ask in the future that you never let it
happen to me or anyone of us in this body I thank you for listening to that. As it relates to Senate bill. Two ninety four. I'll just make a few points The process you know we we you've heard a lot about that in and I won't be labor. Except to say that it won't even be within two weeks that this bill was made available to the public made available to educators
Education Administration parents and obviously you know you've heard plenty of testimony that that is not enough time for anyone that's not enough time as you saw or heard for any organizations that might have otherwise supported the bill to pull their members and inform their members and not only of the bill but I've amendments also we heard that they were
very few and I'm saying few because I heard there there might have been three if any of them education administrators who participated in the drafting of the bill that's very problematic and probably I'm pretty unprecedented as it relates to something that would change policy and really change the lives of our Kansans to this magnitude. I think that we need to be mindful of the fact that this
bill has ignores best practices in data as you just heard representative garner speak of but also I put touched on yesterday that this bill ignores the success and what we know has worked in the past does very little to if really if anything to funded those of programs and practices that we know work for students not withstanding teacher salaries
which clearly is important we know prepay works. We know high quality pre K. works because Arkansas was among the states with the of lowest level of pre K. quality and access and ascended to the highest number number one I know for at least one year in terms of improved pre K.. we also saw data yesterday that indicated that
after six after the lake view decision in the Blue Ribbon commission of there were policies enacted that we know address adequacy that we still deal with today that we know addressed facilities that we are still benefiting from today and and certainly that addressed a pre K. education and. The fact that we are. Establishing policy that doesn't
feed into grow invest in our public schools but instead of. Really leverages. Then the negative rhetoric that has been spewed all over Arkansas and the country. I think does a disservice to our teachers and it certainly does a disservice to our children. And. I could probably go on but finally I'll make
Note about the equity and equality issues that I touched upon yesterday. Just in terms of that C. R. T. you know I don't know if any of you have ever read anything regarding systemic racism I don't know if it if you know what C. R. T. is or systemic racism from that for that matter but I'm here to tell you that both. DO exist one is an academic fearing the other is is a
reality and the life of many of the people that you represent certainly many of the people that you serve with and it is not an affront or an insult against anyone in this room it is something for us to understand so that we can do what we can to make Arkansas better for all Arkansans and to put our heads in the sand and to buy into or turned a blind eye to a rhetoric of policies and statements that want to erase.
theories your race history erase facts that is central to the experience of our Kansans the central to the lives of our Kansans. Would make you part of the problem. Would make you part of. An effort among some people. To turn the clock back and turn us into a state that many of us have worked very hard To change in terms of the the image of our state.
And the perceptions about our state. All of the policies that we have considered about trans population I just I just know what I have to say that those are Really. It's it's cheap political fair. That doesn't belong in our bills and it doesn't belong in in our
state house again it does a disservice to our Kansans and it does a disservice to our kids so. You know I understand what the support is on this bill. And I'm sure we'll be talking in the coming days and and weeks and maybe years about Philip philosophically and and and. I specifically about what these policies will be to our Kansas but what I know for sure is that we have had enough information
before us to understand what the impact will be to our public schools and therefore. To most of the children. Who rely. On a quality public education. And all I can say is that I appreciate the chair. For making sure that we heard from where there was an opportunity to hear from almost a hundred people who took off
work to come to tell us of their concerns. We heard a lot of information a lot of data a lot of facts. And so what are our votes are. Whatever happens in the future we will not be able to say that we didn't know thank you. Representative Vaught you're recognized for your comments thank you Mister chair I to want to tell Mister chair thank you so much for yesterday and how
well you handled everything and it was a long hard day in and I appreciate all that you did to make sure that everybody got to be heard to the best of your ability I want to thank the secretary of add up for taking as many phone calls as he's taken from me and for speaking to as many people in my district supers as possible to try to help them to understand the bill a little bit better I want to thank of the representative Brooks who did an amazing job presenting a bill
that's very controversy ill but you did an amazing job doing that I want to thank you and last I want to thank the department of a and I've had numerous questions I've cried some of worried a lot and you've answered all those questions and I know you didn't have to so I thank you for that. I know education is very emotional I have two daughters that teach in public schools I mean I know it's a very emotional topic.
but I do believe that some in the last two weeks there's been some things that have been said about supers and about teachers that I don't think fits all teachers in all supers and they were all put into one container shook and made to look exactly the same and that is not the truth about the supers and the teachers in my district the supers and the teachers in my district. They teach my kids they love my kids. They want the very best for my students and I don't think it's
fair to throw everybody in the same boat and say that they all are identical. That breaks my heart I hate to. I hate to think that we as legislators. Would dump on those that I consider to be heroes in my district and that's the ones who wake up every day to make sure that kids learn at a high hi.
They get a higher education and that breaks my heart. An. I know pre K. is something that's very important to me and I do think that we have to do more in the pre K. area pre K. if we're gonna expect children to read at third grade level fourth grade level twelfth grade level pre K. and more prepay high quality pre K. is what we need and I hope that will invest in that. I've had for years I've had doubts I've had questions about
this bill. But I'm trust in the sponsor that if there's problems with the bill. And there's things that need to be changed that will work together to make sure that they get addressed and fixed at a very quick pace thank you Mr chair for allowing me to. Speak. Representative Dick you're recognized for your comment. Well I don't know that I can add
thank you Mr chair I don't know if I can add a whole lot better than representative Vaught did what you said. M.. I I do want to thank you I think you have done a tremendous job. I think representative Brooks has done a tremendous job I think that Education Committee and the other members on here I know the hours a lot of people out there don't know the hours kind of different than when you are a school board early to a lot of things behind the scenes you don't do a whole lot as a group. There's been a lot of work by a
lot of people in a lot hours the Department read. Same thing I don't know maybe if they were not on the phone with representive automated on the phone with me. Because I spent a lot of time talking to them and. I do want to echo what you said about the teachers and the administrators. I am a parent of two teachers I am a former teacher I'm a former school board member and it in perfect and all the people back and grab it they've heard me say that teach occurs on fire because we do have an emergency because there are problems
significant problems and every time account class graduates. They can't read we failed. And I just can't keep happening it just cannot keep happening. And it's and I know they know that I mean there's they want to succeed and the test for them to feel like that is unfortunate because I know a lot of people felt that way and I don't want I want them to know that is not what anybody meant emotions are high on all sides my included if
you're one of my fellow members you know that already but emotions I have never everyone side and I would just ask even on things that were said earlier this process to give grace to each other because we've gotten emails and I don't think people meant the things they said emails and I don't think sometimes in the motion of testimonies people meant what they said we only be careful with our words because words matter no matter these bills to which is why I had a lot of pause. In this process. I have some issues with the
process think of made those no I have some issues with the speed. And I have some concerns some depende everyone knows my concerns When we were grad at the back of our little placards maybe we should have this on here used to say the still says do what's best for kids. And that that's been the theme and that will continue to be my thing. We got to get this right. I trusting that we're gonna get this right.
Representative Hodges you're recognized. Thank you Mr chair. First I just want to say as of this is that uh thanks to representative Brooks for his leadership on this bill Senator Davis secretarial leave a in accounts others have been involved with this over many months putting this bill together And I want to thank the governor as well for showing real leadership on this issue and
being out front and putting in a lot of her. leadership and and political capital behind this to bring us this change we really need and I want to say that. Well I know there's been you know some some talking disagreement about a bill that combines a lot of things well I think we do have to be cautious about legislation that does contain a lot. I believe that this bill really is more than the sum of its parts. This is my fourth term in the Education Committee.
yeah I've I've. Years now any Education Committee listening to these debates and hearing perspectives from all across the state. And this bill I think brings It brings a package of things that we've talked about in here for a really long time. And we want to talk about it being more than the sum of its parts. If you look at the bill and you see all these components I'll start a teacher pay.
Yeah my district a lot of my teachers already make over fifty thousand dollars a year. Mostly Independent School District and I'm excited about the two thousand dollar raise a lot of my teachers are gonna get. But I also know that this bill benefits my district a lot less than it will benefit most other districts in the state including those who currently have a salary starting at thirty six thousand dollars so I do think this is a great deal for teachers in my district but I also know caring about the entire state this bill really I
think it's a game changer for rural areas of the state lower income areas of the state this teacher pay. We're not going to be only the highest paying state among our border states not only the highest paying state in the south we're gonna be one the highest paying states for teachers in the United States that's a huge deal. On the issue of choice a lot of us myself included have been proponents of school choice over the years this bill offers a choice.
A lot of the testimony. We heard yesterday especially you know from the opponents kind of boil down to these are public dollars that stand public schools. And I do agree that a public education here we are looking at a public good. But to me. The public good isn't just a single collection of buildings. Any particular individuals a school mascot that's not what it is the public good to me is an educated child the best educated
child each child in this state getting the best education that we can possibly give them. And that fits their needs. I'm a twin I have a twin brother. We did not graduate from the same high school. What worked for me did not work for my brother. And we're twins. Different kids need different things. I believe for the vast majority of students in the state for the vast majority of students in my district the public school will be the best option for them.
And we have great public schools. And I support those public schools and I've done that every time I've been here and I'll keep doing. Another thing I've heard for a long time being on this committee accountability this bill has accountability. Even for those who've been concerned about school choice for all these years saying if we do what we have to have accountability this bill has accountability. We have a focus on reading we're
gonna be hiring leaves hundred twenty reading coaches I've heard for a long time and we've heard the statistic about one in three students in the state reading on grade level for finally doing something. Preparing students for the workforce. We talk a lot about that for that for a long time yeah I work in higher ed we. We care a lot about workforce the a lot of work force programs the door tractor pulling that were now offering give students a path to getting a good job right when they leave high school.
Again things I've heard about for years or finally doing something about. And I'm excited about that. I will echo representative Brooks said I do believe this is really just the start. We still have session left we still can pass legislation if you think something needs fixed if you think we missed something we still have time down here whether we like it or not we have a little bit time let down here. We have the adequacy committee meeting I've been a part of the
every term I've been down here we will meet we will go through the matrix matrix may change but that's okay. These issues I've heard about counselors librarians. The advocacy committee will look at those and if we need to change the funding for them we'll have that opportunity. We'll continue to have dialogue continue to make improvements in this I've talked with a few members about senator John Payton is a bill that would end consolidations if for those of you that have been concerned about school districts that have just above three hundred fifty
students. We should look at that bill if you're concerned about closing some more schools. That might be a bill we need to pass. I was talking to representative flowers and representative Brooks yesterday and and represent flowers brought up the maternity leave in this bill. I think that's another great component of this bill in talking presented flowers she she mentioned that that maybe we should have a sliding scale for districts that maybe can't afford their fifty percent share of the maternity leave. I think that's a good idea I
think we should consider. And that's something we can study and continue looking at as we move through this process. So in conclusion I would just say I know you know I think all of us in a lot of people spoke yesterday said you know there are some good things in this bill that like some things they don't like. But ultimately I think when you look at the bill in its entirety. We all want is. To finally do something that will take our state from the
bottom of the rankings where we are year after year. And deliver something big and bold for Arkansas for the students again this always come back to the students. I thank. We can all take a look at this bill. I pledge to work together I trust representative Brooks how continue work on this I know we all will. Those of you on the committee be involved in the adequacy process the superintendents the teachers everyone who came and spoke continue to be involved continue to share what you think about
this bill but at the end of the day I think it's a good bill I think it was this in the right direction and I'm excited about the future in the future for kids in the State of Arkansas so I would ask you to vote yes. Cozart. Thank you Mr chair Committee I think this is. Something that's been part of a lot of people and I think we've seen yesterday we seen a lot of people that are time testifying
of either four or yes before against this bill yesterday and I realized that representative flowers to take that a little offensive I think all of us on the other side that were looking at voting yes took some of that offensive on our sides to from certain people and certain people shouldn't do that I agree with you a hundred percent people should not be rude or crude whether inter testifying but I think it comes on both sides whatever you have force and again so you know I nor superintendents look at this
bill not all but some most probably superintendents are really fearful of what this could happen here's a very thing that lets us our motions run high and also in our parents and our other teachers because it's uncertainty sometimes in a change. Will I say this most you all know what I sit in that chair were Brian Evans is right now for eight years by Levin's you're on this committee and I will say aye fault anything from
that chair back there but we had Belcher's come to every year and they either died in this committee or they died on the floor except for the last one that came through for the tax credit scholarships and assist the scholarships which we got to so things are fearful for both sides to have vouchers not about yours I think this bill is a great bill I don't think it's a hundred percent I don't think anybody here does I agree with what grant on that it's not a hundred percent there's things I
don't agree with a completely I believe we can fix those things I know from what I've been on this committee there's a lot of things we can do after this is coming I'll and we'll be working on it we may work on the issue in my work on it next year we may work on the year after that but it's always a process and there's nothing to fear because we can we can take care of this I believe everything is filed a plea the moneys funds we've we've worked on budgets here we adjust budgets every two years with our adequacy plan that we
do we will just budgets to make it work do thank you each and everyone of you that state all the way through last night I was not one of the the state completely I left about thirty minutes early I commend our staff for staying I know that's their job the date you know that's really hard on our staff to stay that long but but Represent eleven did a great job and hold everybody here and everybody else and I and I appreciate that and I think each and everyone I know this is a
hard decision some of us like represent ball as kids to teach very hard you know I'm not from a teacher of our life my wife didn't teach my mother didn't teach my dad and teach my dad drove a bus so I do believe in our people that are schools that do the other jobs are just as important as our teachers because they help with that so that's another thing this this bill doesn't do anything for our Classified staff. But it will and our matrix or
matrix takes care of that so we will take care of them but I thank you and I think everybody's kind of said the other things I want to say and I will be yes. Representative can see you're recognized for your comments thank you Mr thank you for back when the comments from everybody here today thank you for your leadership and navigating which was a someone told me today and the live ball era of legislation our legislative body long as committee hearing I think that most of experience also I think representative Brooks for your
fearless leadership your dog pursuit and and increasing student outcomes for all Arkansans I also think a represent flowers represent Gardner I would say this a quote that sticks of members not Google just told me you know honest disagreement is often a sign of good progress I think it's important for us to know that a lot of people have said here today there are parts of like about the bill parts I don't like about the bill I am I'm sorry once in one of our committees and the the freshman squeaky wheel gets the oil but
after observing legislature over the past few years I I think we would be remiss sale one of these issues stand alone would be hard pressed to get through this body in previous iterations I believe this is a compromise bill I think that there are things that we can take back to teachers we can take back to students we can take back to our parents we can take back to administrators and albeit it's it's not the best bill it's it is the best bill for our students and that's something that stuck out to me yesterday we heard a lot of data we had a
lot of facts sixty four percent of students are reading grade level. It is just as simple as that our systems are not currently. Preparing our kids for the world that they're going to experience once they leave the confines of their school I always say in in our committee hearings that regardless of if we agree or disagree our objective and how we get to the middle of the apple is to improve student outcomes the ultimate outcome of any child's education is provide
well rounded problem solving prepared for the world students. Who are going to achieve and whatever what and and whatever land they pack. I am happy about this bill for the mere fact that is going to hopefully produce better student outcomes. I'm also we heard from a lot of a lot of individuals yesterday a lot of it specific stories of parents much like many of you I had a
lot of comments from folks back in district I have parents who have felt left behind I have parents who felt that their school districts or their circumstances and put them in a place where they have no voice this bill in its current form is going to empower those parents. I'll try to be brief I appreciate the time the thoughtful dialogue the discussion I encourage a good vote.
Representative painter you're recognized for comment. Thank you Mr chair up thank you for your. Leadership yesterday and during through this process vice chair Brooks Preciado your leadership and your dialogue through this bill governor staff Preciado you guys secretary of education appreciate you taking calls on a Friday night. From me or my superintendents teachers answering their questions. I don't have a prepared speech. But what I was hearing through the testimony yesterday reading
this bill my four year old little girl kept coming to my mind. And as a parent. I wanted to know what options are out there for me. Or we have kids. What other options are there if she's not the best fit for a public school. Is this bill the several board that we're all looking for. No. But I do believe it's a step in the right direction. And I'll be a yes vote thank
you. Representative Maddox you're recognized. Thank you Mr chair I'll try to be very brief because scan echo a lot of people said that thank you Mr chair for your leadership through this difficult time represent Brooks you've done a great job on this bill I specifically want to thank the governor staff they've answered my questions countless questions on I've been a lot through this process and I appreciate it Dr
Lee was been wonderful you list all the testimony yesterday there's a lot of talk about public schools I want to be in most of you who know me pretty well know the I don't believe there's a bigger advocate for public schools in this building than I am frankly all of my district as public schools I'm married to a what we've started calling a veteran teacher I'm not she would love that or not she is twenty five years and experience so so I truly believe this is going to be a transformational and wonderful bill for rule smaller schools
because this salary adjustment is going to make places like where I live a better player in option to Hey I could move back there and my salary is going to go from thirty six or thirty eight to fifty and we have wonderful places in my district but that could be a game changer also just economic impact of going from thirty eight thirty six to fifty I think we forget that that that's real dollars for these hard working people thirty six thousand dollars is not a lot of money to live on and to raise a family on is this
bill perfect like everyone said it's probably not will we come back and make it better or even make it better this session we will and if I didn't believe it was not good I would not be supportive of it I've struggled with that but I'm supportive of it because my questions have been answered I just want to say thank you and I'm gonna be support of this bill. Representive when you're recognized thank you Mr chair very quickly you know when I look at what this bill can do and I look at the when I listen to the question of when we say what do we know works we also can ask the question what do we know does not work and right now the status quo is not working. We know that we need to do something to improve education in the state of Arkansas and so we know we can't keep doing the same things so we need to approach it from that another
thing is one of the things that we know that works is the fundamental principles of individual liberty. And so I'll just speak to the choice aspect of this bill it gives people the opportunity to make choices. That's in their best interest and we trust from the from the very beginnings of this country that when people make those choices for themselves it adds up to better outcomes for everybody because it invites and encourages and rewards innovation.
And that's what this bill can do so I just wanted to speak to that we know what doesn't work and we know what does in this case and I'll be a yes vote. Representative back you're recognized all. Thank you Mr chair change is never easy for any of us changes especially not easy for a field is largest Education I'm an educator I'm from a family of educator my mother was one of the first reading specialist in this state I'm very proud of that my sister is a teacher my nieces our teachers I love our public schools I love our children and I'm very blessed that in my area we have
wonderful public schools my responsibility is not just to my area my responsibility is to the children in this great state to all of the children I want all of the children to have with the children in my area have and they don't right now so if I can do something to make life better for the children of this state by voting for this bill and I am yes.
