previous legislation unconstitutional she also either for whatever reason throughout the rest of it that if we don't have this bill we can have an election but nobody can file to run so to be election without any candidates it would be really good if we all passes so we could all of not only file have election but also filed for appreciate a good vote I'll be glad to answer any questions any questions for Senator Hammer Senator Mark Johnson you're recognized for a question.

Senate bill three eighty three Senate three eighty three by Senator Blake Johnson to amend the law concerning ownership and possession of real property. Senator Blake Johnson you're recognized members began on this project to the in twenty twenty one. In twenty twenty one we had to pair this pair this down to a
reporting requirements for foreign nations to report to Arkansas just like they did the United States government whenever they bought agricultural land in the United States. It said twenty twenty one in October we gather information there been twelve reports and seventeen thousand six hundred and thirty seven acres bought by foreign nations in the State of Arkansas. The US date DA did a report between twenty and twenty twenty
twenty one and all in for the state of Arkansas in their reporting and it was two hundred fifty thousand acres have been law in the state of Arkansas about foreign ownership. This bill limits that ownership ability. The to a certain nations in in in the international traffic in arms. If if you fit within those nations then you can't own property in the State of
Arkansas with this bill I'm a read a few of those nations China. Iran North Korea Syria Venezuela Afghanistan Haiti Iraq. Lebanon Libya Russia some all year. That's just a few of those nations there's twenty four in all. This this limits those nations. We had a balloon flower over.
And everybody was worried about a balloon taking pictures of the land below it. If we don't want a balloon flying over our nation. We shouldn't want to moan in land we can't go over there and buy property so. This is what this bill does And I would appreciate a good vote. To the process of using request for qualifications. Any questions recentemente. Senator Dobson you're recognized thank you madam president Senator Ricky this was if I recall a bill that you brought before us before then pull down to amend that I don't see an amendment on it if the the purpose for pulling down was basically just to make sure any member concerns were addressed I thought we had.
Still have the same concerns but thank you okay thank you have a question Senator Solomon you're recognized for a question can you explain what you just said what I do recommend. Which part when the when you first start off and you said we have changed it to I've got the description you're going over for the day basically any services procured by the county whether it's legal financial advisory architectural engineering construction management land surveying professional consulting services don't go through the competitive
bidding process the requirement of the to request for proposals request for qualifications and we're simply adding medical emergency medical and ambulance to that list of services and the threshold was still the same correct okay. Any other questions. Any other questions anyone wish to speak against or for. Senator Irvin you're recognized to speak against.
Thank you and. I need. I'm speaking against this bill because it's bothering me that your county would not have to goes through a bid process when you don't go through a bid process you're closing down competition and when you close on competition you're not going to get the best deal for your county and especially if you have a rule County where you have an ambulance service it's very important for those counties to be able to secure
through a bid contract the best opportunity for their citizens to be able to get served by the ambulance service if you call us out competition and you just go with some one person one entity then they're not going to give you the kind of guarantees that you're going to need for your rules citizens to be able to have a timely transport by ambulance so I think by doing this because a lot of problems I've seen this in many of my counties where this process has not gone well for the counties and they would love not to have
to contract with this or have a bid process. But that's not good for the people or the citizens of those P. counties service so for me I'm against this because I think it's so important for those citizens to be able to have that competitive process so that they are better served by your ambulance services and I can tell you and assure you that is not happening in several of my counties thank you. Anyone with to speak for or against.
Thank you your free clothes. Members I would just say that to require counties to use a competitive bidding process and accept the low bid on medical services whether it be for your county jail or whatever it is that's your area one of the areas of highest liability for any county. And this basically just puts medical services namely on services in the same pot as we put all these other services that don't have such a high liability in most cases
Just put some of the same part As those I think it's a good idea appreciate a good vote. Senator has closed any objections rowing the boat. Junction's noted madam secretary please call the roll Boyd. Right. Right. Caldwell. Caldwell. Chesterfield. Chesterfield. Clark. Kroll.

Thank you Mr president members
the so being represented Cozart where the chairs of claims commission for quite some time and ultimately when someone files an appeal to a claim and they're out of time like so say it was fifty days in a file it at sixty days or three years later our our claims commission still have to go through the formal process because they don't have the ability just to not based on time without going through the process this just saves a lot of effort so every time on our agenda it's has all
these that are outdated these appeals over claims and so that's all it says it just really it simplifies it like you have a certain time on to meet if you don't meet it then the claims commission does not have to go through the normal process. Senate questions for Senator Hester center Chesterfield you're recognized for a question yes thank you madam chair senator does this include your email and cannot be there are there any excuses at all. have so many days to your appeal yeah there's no excuses you either meet your appeal the amount of days for your bill you don't and. Even if your afterwards with they don't have the ability to hear something out of date as it currently is so we don't have the ability to have a you know if I was ill during that you know three four weeks or six month period of on or off and it can get down here to make the appeal of the supreme of that battle right well I think that the appeals is the is it's a paper work but I can't get paperwork if I'm
not able to get people working fine he cannot that tried but I will say this is not changing that process this is just saying that is just saying.
