Thank you, Mr. Speaker. members these are the house rules for the 89th General Assembly and you have a copy on your desk and the first change that we have is on page 24 which changes the amount of time that a bill is on the calendar and we're going to two days and you'll still have your red calendar on your desk and the new one will be a lunar blue not just
blue lunar blue so that will be today you're the
daily business will be on rocket red and then the new one will be lunar blue the next change is on page 36 and this is addressing the electronic device uses in committee rooms and we just kind of improvised it so that you if you you know a lot of people are taking notes on their iPads these days and so this allows you to use your iPad at the end of the committee room or at the into the table to the committee room.
Do you want me to go through all of them or? Okay. The next change is on page 48.
And this just gives the speaker the ability to decide who comes on the house floor. So if you have visitors, you need to run it by with the speaker. Page
54 is the last change. And we just, it was a grammatical change. Representative Mayberry, did

on. Okay. We'll file that away for future reference. Well, the reference to Mayberry, the resolution was just filed
like just any other bill. But those were the only three changes. And, of course, this rule, if adopted today, is not in effect yet. so the red and blue calendars won't start showing up until all of you vote today. So Representative Kerr, for what purpose?
Speaker 23
4:54
I just have a question, Mr. Baker. You recognize? Just for clarification, the use of electronic devices in the committee rooms,
Representative Allen Kerr

same rule applies as far as testimony goes, but, for instance, you're allowed to look at it to refer to your notes. And when you
do get your copy, I have it written down as the pages of the correction. So, thank you, and I would appreciate a fabulous vote.

Representative Malone has spoken for the resolution. Explain the resolution. Does anyone wish to speak against the resolution for the resolution? If not, the question before the House is the passage of H.R. 201. Prepare the machine, Mr. Clerk. Has everyone voted? Has everyone voted? Cast up the ballots, Mr. Clerk. With 92 yeas, 0 nays, and 2 present, you have passed the resolution.
Morning hour has ended. Mr. Clerk, please read Senate Bill No. 1.

you're recognized. Thank you, Mr. Speaker. This is Senate Bill 1. It's very similar to the bill that we passed yesterday. It's a bill for the session for the Senate.
There's three line items in there, very similar to what we had yesterday, mileage and per diem for the senators, salaries for their employees, and the matching benefits funds for their employees. The appropriation levels remain the same as the prior year. There are no additional personnel and no changes in the language. And with that, I'd be happy to answer any questions. Thanks. going to do an audible and change the public health committee up. I just glanced at the calendar. I don't believe there's a conflict on why we couldn't just meet at 9, given that we're coming into session at 1030. So hopefully that doesn't mess up anybody's schedule, but I'll get that changed on the calendar.
We'll meet at 9 in the regular committee room. Thank you. Members,

just going to throw a suggestion out there that, man, I hate to do it after Representative Burris came up with this great idea. But, you know, it really would be better to have your meetings at night, just like a Friday. You know, obviously we're not going to have these early meetings on Thursdays. This is probably the only time this would happen.
But, you know, it's up to you. But that's what I would encourage. Representative Williams, you're recognized for
an announcement. Thank you, Mr. Speaker. Vice chairs and chairs of A committees, the chairs meeting orientation will be today at 2 o'clock, from 2 to 3 in the 4th floor conference room. Vice Chairs and Chairs of B Committees will meet from 3 to 4 in the 4th floor conference rooms.
And if you have any questions, then just see me after this is over. Thank

you. Representative Baltus, you're recognized. Thank you, Mr. Speaker. On your desk, members, is the Medicaid primer. This is everything you need to know about Medicaid. This will probably be called the Medicaid session. Dr. Joe Thompson, our Surgeon General, compiled all this information for us. Please keep this. Do not throw it away. On page 3, you'll see what services are covered.
Upper left-hand corner, these are mandated services by the federal government. The rest of the page are optional services. A few years ago, I went to an NCOIL meeting, National Conference of Insurance Legislators. The director of CMS was speaking. She said that so many of these services are required, mandated, and I asked her, what do we do if we can't make ends meet? She said you'll have to cut the optional services. So here's all the

a question again. The session starts at 1030. Yes, 1030. I think Barnett wanted the meeting to be at 1030, so we just need to cancel. And the Transportation Committee, if we can reschedule it with the department heads that were going to come, we'll try to have it at 9 in the morning. And the analyst will try to get you the information whether we're going to have a meeting or postpone it.
