against any bill thank you thank you madam chair and committee I've got a very simple bill I call it a housekeeping bill for cities that have city administrative forms of government currently there's only three cities in the state that's Fort Smith Arkansas Salem Springs and Barley Arkansas and basically what we want to do is it's changed the filing period to give our city clerk ample time to file the documents that she needs to certify and basically and I'll just read this as any person design to become a candidate for mayor or directorship file with the city clerk not less than 75 days we want to change that to 75 days currently 70 days and the requirement for the city clerk is to complete all of her documents so on occasion someone may foul at the last minute which puts a burden on our city clerks to the extent that she may have only three or four hours to complete her work so what we want to do is give her a five-day period to certify that that information

the representative of District 11, and I have with me the Director of Emergency Services, Mr. David Maxwell. And I'm glad to see that you're in a good mood this morning because the last committee I was before had a few pit bulldogs in it. So I appreciate your good spirit, and I hope that continues. There are no guarantees. I will say this. I've heard people say this is a simple little bill. I found out since I've been here this week that there's no simple little bill. So this one, though, is an act to amend the law concerning the declaration of emergencies under the Arkansas Emergency Services Act to declare an emergency and for other purposes. And this is to actually clarify some issues. I was county judge for 20 years, and one of our main concerns was the safety of our people. And as we had a flood a couple years ago, I had to decide when to evacuate the people if it would come to that point. And it really is not clear whether we or the governor had that charge to do that. And, you know, it's just sometimes in a tornado or something like that, you have to contact the governor to declare an emergency. And, you know, if the levy was to break at any time in some emergency like that, the local officials really need to be able to say, look, it's time to go. is another one of those pieces of legislation to try to clean up some things and to clarify. It was always implied in the legislation, the authorities of the chief elected official of a jurisdiction. This fully clarifies, and it gives them the authorities, once they've declared, to implement all of the functions of emergency management. And there's another little part of the bill that changes some statute to for our what we call ADAT, which are temporary employees that we use during disasters. In the legislation, it called for them to be used for no more than 60 days a year. and that it's in conflict somewhat with personnel management's temporary hires which allow 1,000 hours a year so we're just pulling it into alignment with the
