House Resolution 1022 by Representative Barnett to encourage and support the completion, funding, and maintenance of a 12-foot deep channel for
navigation along the Arkansas River. Representative Barnett, you're recognized
to explain the resolution. Thank you. If you live along the
Arkansas River, if you want to come down here, you're welcome to. If not, you might want to just stand. But this is a resolution that affects really people that live on not only just the Arkansas River Basin, but the White River and the Verdigris River as well.
Look here. This is a first. All right. the arkansas river is a natural highway the system is 445 miles long and drops 420 foot deep it includes the white river basin and the verdigris river as well it's a multi-beneficiary system. It provides water supply, navigation, fish, wildlife, recreation, and hydroelectric
generation and flood control. It has 18 locks and dams, 13 in Arkansas, and 5 in Oklahoma. It cost the federal government $1.3 billion to build when it was built. The total industrial developments along the waterway are $3.2 billion. A nine-foot channel depth is maintained by the Corps of Engineers. It has 10,580,754 tons that were shipped on it in 2011 alone.
Some estimates say that lowering the channel to 12 feet will increase the tonnage shipped by up to 43%. Roughly 65 percent of the outbound tonnage is agriculture and nature. This project has been authorized by Congress, but not yet funded. Approximately 90 percent is already 12 feet deep, as I said. From the environmental standpoint, it will include reduced emissions.
Barges take each ton further on fewer gallons of fuel. and compare an average barge toll moving one ton 515 miles per gallon to 202 miles by rail or 59 by tractor-trailer. One barge can carry 1,500 tons or equivalent or 60 trailer tractors in one barge. With an extended 12-foot channel, it's estimated that they will carry up at 80 trailers. And additional barge rates are more than 50 percent lower than rail and more than 90 percent lower than tractor-crader rates.

When the Vietnam War Veterans decal was approved, It basically applied to anyone who served on active duty in the United States military during the period of hostilities for the entire Vietnam War. What has arisen and been brought to my attention on more than one occasion at the Legion Canteen is that it makes no distinction between those who may have served stateside during that period in noncombatant roles and those who actually were, as they say, in country and facing actual combat.
This bill makes that distinction. Those who served during the period can still, by providing their approved separation DD-214, show that they are entitled to the Vietnam-era veteran decal, but those who have also can show on their DD-214 the Vietnam service medal can have the current one that says Vietnam War veteran. It may seem like a small thing to me and you from my generation, but I can tell you after a lot of discussions with the men and women from the Vietnam era, it's an important distinction.
It's a small favor we can do for them. I ask for a

Act 570. The Act 570 moved the minimum felony amount for hot checks from $500 to $1,000. But unfortunately,
the way the bill was drafted, it made it impossible to aggregate hot checks up to the level of $1,000. So you could charge a felony for one check of over $1,000 but not for two checks of over $500.
