Lane Jean. let us pray heavenly fatherther your apostle Paul wrote to thehurch of Corinth long ago and told him that you God are able to make all grace abound
and we just want to pause God and thank you that your grace is abundant you do not measure it out to us and pinches or even in ecs but god you have an abundant grace because Paul said God is able to make all but grace abound to you then you can have all sufficiency in all things that you may abound unto every good work and while Paul was given that assurance and promise to one of your churches God we acknowledge that these people here today in
this legislative body are also doing your work and so we pray God that your grace might a bound to them that they might have all sufficiency in all things to do an abundant work and we prayed

authorize the introduction of nonappropriation bill to increase the homestead property tax credit Representative Schultz you are recognized to explain
your resolution Good morning colleagues I bring
Representative Bart Schulz
Unverified
23:20
this resolution is asking permission from this body to run a nonappropriation bill to increase the homestead tax credit from its current amount of600 dollars to675 dollars now as a general rule I personally am not a fan of running nonappropriation bills during physical but this is in my opinion somewhat of a unique situation and I'll explain why in the year 2000 the voters of Arkansas overwhelmingly approved amendment79 entitled property tax relief
that propagated a one half cent sales tax this money goes into a fund specifically for this purpose only for this purpose over the years as the fund has grown we've been able as a body to increase the tax credit from time to time a few years ago we built in an automatic report that comes out in January that tells us if the fund will support an increase and if it will support one how much will
it support? Well we got that report in January and it said the fund will support a75 dollars in a time where gasoline's higher than it's been in years groceries is high groceries are high. I personally was not comfortable with sitting on this for a year I wanted to get the ball rolling so anyway that's why the decision was made to run it and with that I would appreciate a good vote

Thank you Mr Speaker. this is the appropriation for department of Health and Human Services tobacco settlement programme this is not for clarity the department of health there two different settlement programs so this specifically funds for expanded areas of medicaid, maternal health we have some people supported through maternal health other this money some seniors who are low income seniors qualify some of
our community servicebased waiver slots5 0 slots are filled out of this funding and so this is funding that goes for that purpose and not for some of the programs that we have in the department of healthth be happy to answer any questions

knowledge it does not if my understanding from talking to DHS it funds four separate areas
of medicaid funding and then also fund some money for administrative services for certific for qualifications of benefits I don't think it funds that I think that's probably in the department of healthalth but I don't know for sure. I'll find out for sure and try to get back with you on that Representative Mckenzie for what purposes you're recognized so is any portion of this
