Friends, let's pray together. Father, as we meet today in this fine facility, we're mindful of being moved from that historic noble capitol building of our state and the house chamber, doing so for safety, doing so because this is just an unusual time in our lives and really in the history
of the world in many respects. Thank you for the service rendered by these women and these men. I pray that you'll bless their deliberation, that you'll encourage them, that you'll keep them safe. We pray for our members who may be battling various health issues and the citizens of our state. We pray your continued blessing upon our governor and his team, upon our speaker and those who served with him in the speaker's office and in this session. We're thankful for the season of the year,
for the beauty of spring in Arkansas, reminding us of the cycles of life and the seasons and that there is something that we can depend on and consistency and beauty. We thank you for this recent Easter season, and reminded of resurrection and rebirth. So we thank you today for life, we thank you for the ability to serve, and we trust you with today and all our days. In Jesus' name, amen. Amen. We

Thank you, Mr. Speaker. these are the two traditional bills that we pass at the beginning of every session. House Bill 1001 is the session expense bill. That's what pays for all of our expenses for us to actually have this fiscal session. It's the exact same amount as 2018 and it also anything that we don't spend goes back into the Treasury. House Bill 1002 is the House Operations Bill. That's what pays for all of the expenses of the House of Representatives with member services, the
speaker's office, things like that. It's interesting to note that what we have done is we've been able to trim 10% off of the appropriations from last year, and that was last year was a 15% reduction in the appropriations there. So we've got good fiscal governance with this, still able to do everything that needs to be done. I'd appreciate a good vote. Representative Wing has

Representative Gene, you're recognized. Thank you, Mr. Speaker, colleagues, we're going to batch, I'm going to give, at the request of Representative Love, a brief description of what these amendments did. These amendments were put on at members only Thursday of last week, and I'll just read
through them House Bill 1016 had an amendment clarify some language on the landfill up in North Arkansas House Bill 1030 regulatory division what this is is 40 positions are being combined for the alcohol and the tobacco enforcement so they're into this a product of transformation Arkansas Supreme Court
what the amendment did on that was add one position at a higher grade pay and drop a position at a lower grade pay House bill 1048 the municipal turn back what this does is change the date amendment change the date from reporting from June June 30th to March 15th House bill 1055 refund of local tax appropriation what this did was increase the appropriation from
municipalities by 20,000 House bill 1066 this came from governor's letter 12 it's a 5.5 million data process IT improvement no additional funding is required just an appropriation house bill 1068 added a hundred million dollars for the Medicaid tobacco settlement this was in case there were some more federal funds come for the COVID-19 crisis the military department house bill 1077 came
from governor's letter 8 added a hundred thousand for IT this was to get them in line for transformation House bill 1078 a division of emergency management appropriation this came from governor's letter three this was a hundred and ninety-nine thousand it's a reap reappropriation and added to employees from the Department of Public Safety they transferred over and House bill 1082. This is the Department of Finance Administration. This is five new
judgeships that were voted on as a 1.3 million dollars out of the AOJ fund, not general revenue. House Bill 1083. This is appropriation, the DF&A. This is allows, the Joe Jett ran this, this is allows tax exemption on any funds that came through
due to the COVID-19 on taxes and
the House Bill 1088 Department of Health appropriation. This came from Governor's letter 11. This is a 2.8 million appropriation. This is
also for the any federal funds that come in for the COVID-19 for the Department of Health gives us the spending authority of federal funds come through and the last one is House Bill 1093 Department of Public Safety we've got a governor's letter on that there were two amendments $650,000 for capital improvement and also Senator Garner's amendment which allowed the concealed handgun right now you had to be able to teach both the traditional and the enhanced version this bill allows that
to be the amendment allows that to be a separated any questions on any of these and do I need to

pull any of these out of the batch? Representative Love, for what purpose? Question. You're recognized for a question. Thank you, Mr. Speaker. Representative Lane, in
House Bill 1016, is that the neighbor's landfill that they're talking about? And can you give a little background on that?
It's the North Arkansas, and somebody needs to help me. One of you people up in North Arkansas,
So I don't know which landfill it was. Neighbors, is that
Representative Fredrick J. Love
Unverified
51:41
because I know the previous agreement was that neighbors, that the community was going to pay back the fund for the amount of money that we've taken out of it. It was my understanding, or through some conversations, that are we waiving it so that, So that the money would not be repaid into the trust fund.
That's my understanding. Okay, was it was there a particular reason why we were the state was going to not reclaim the $18 million.
Representative Fortner, if you shake your head or not, was one of these parties insolvent. And that was the reason we did it. And so the state
Representative Fredrick J. Love
Unverified
52:31
is just going to give $18 million away without recovering or trying to even recover.
Speaker 1
52:49
I'm talking to my lawyer. Okay. What my understanding, the funding will be passed over to
the landfill district, the citizens of the landfill district, is that correct? Yes. So they, they will, they will have to deal with any financial consequences. Okay, thank you. All these
I'm going to be voting on House Bill 1016, 1030, 1046, 1048, 1055, 1060. And I'm going to be voting on House Bill 1016, 1030, 1046, 1048, 1055, 1060. We have 1066, 1068, 1077, 1078, 1082, 1083, 1088, and 1093.
Remember your one vote is for each one of the bills and the merchant clause. I appreciate a

good vote. Representative Verah for what purpose? Come
Representative Johnny Rye
Unverified
54:31
down to the microphone and you're recognized to ask a question. Yes, Representative Lane, just a question about 1048 and the state turn back for counties
and municipalities. I think at this time it's around 21 million for counties and 29 million for cities. Is that going to change Representative Lane? I'm
going to read it to you. Hold on. Okay, sir. 1048.
1048 deals with treasures. it does is change the date of reporting right now it's just a simple thing it scratches out June 30th and adds in March 15th of each year so that's all it does. Okay there's no funding there's no funding change in it. So the turn back as far as we
can see is not just the same just changes the reporting dates.
Speaker 108
55:42

of 1016. Representative Blubb, to clarify on your question,
That amendment to House Bill 1016 struck language that would allow for the institution of a civil action against the Solid Waste Management District. And I believe that the statement in budget was that ADEQ wanted, they were not going to pursue it, but they wanted language to that effect if they were not going to pursue it. And I know Representative Feit had been involved in some
Speaker 135
56:38
of those discussions. If I'm incorrect, you can tell me.
Representative Matthew J. Shepherd
Unverified
56:44
Okay. The amendment would eliminate, arguably would eliminate the state's ability to institute
a civil action against the district. Although, I think in budget there were, the statement was that that may or may not have that effect, but that clearly by doing this there was, there may, people may take that our intention is not to collect that.
Any other questions? Representative Jean has explained the bills. We will pull House Bill

good afternoon thank you mr speaker good afternoon colleagues i
really actually didn't plan on speaking against any bills today but this one is is one that we that we actually been working on
for years. Several years ago, we had to close the neighbor's landfill because of an operator going defunct. And at that time, when we entered into the agreement, the state, I think, paid out maybe 18 to 20 million dollars, and they took it out of the trust fund. And the agreement then was that the citizens would repay by collecting a fee. And so I guess I would say
it like this. If the agreement was that the state was going to be repaid by those citizens, then I think that's the agreement we need to stick with. Now, of course, every legislative session, no legislature can bind another, but I think in good faith we spend out this money to close the landfill and so I think the funds need to be repaid and so with that I would I would ask that she would vote no on this amendment. Thank you. Representative
Love has spoken against the bill. Would anyone like to speak for the bill?
