Thank you Mr chair the personnel subcommittee of a healthy JVC met on Wednesday October twenty eight committee her presentation from the department of higher education for each of the listed institutions of higher education the committee also reviewed the personnel related special language for the institutions as well the committee adopted the
higher education coordinating board's recommendations I will be happy to take any questions questions and move adoption of this report the proper time. And then I'll turn it over in your weapon present the the first section. I thank you Mr chairman don Coleman with your legislative research department of corrections administration insured services
appropriation summaries on page two sixty eight your manuals administration insurance services total for appropriations totaling up to around one hundred thirty three million dollars for fiscal year twenty two and just under one hundred forty million dollars for fiscal year twenty three. Exactly recommendation an agency request identical for each appropriation with the exception of the department of correction appropriation. It's on page two seventy will find the criminal detention facility review appropriation criminal detention facility review committees are responsible for annually inspecting jails that house city
and county prisoners to ensure that the facilities comply with state mandated minimum standards. This appropriation is funded through the state central services with the exception of regular salaries and personal services matching the level appropriation is fiscal year twenty one continued for both years of the biennium for which both executive recommendation an agency request show one hundred forty nine thousand two hundred forty one dollars for each year the biennium. See on page two seventy four you'll find a department of correction shared services appropriation.
This appropriations created to consolidate common division services such as administration. Human resources finance legal and can operations. Next we can see the largest commitment item in the appropriation request for both years of the upcoming biennium as professional fees and nearly eighty three million dollars for fiscal year twenty two I nearly eighty five for fiscal year twenty three this larger view the seventy three point four million dollars medical and pharmaceutical contract moving from inmate care and custody. Under division of correction to shared services. According to agency that to twenty point four million
dollars refunds reimburse items due to the division of correction community corrections county jail reimbursement funds being transferred to shared services an effort to limit invoices. And then the related expenses items intended for use in the circumstance operations may be affected by a cover nineteen outbreak. lastly to regional jail commitment item is requested to relocate three hundred thirty six beds currently and we county Texas. Page two seventy eight shows the transportation of juvenile offenders appropriation this appropriations funded by general revenue through the miscellaneous agencies fund is used to provide grants and reimbursements to counties and cities for transportation of juvenile offenders to appropriate care custody
facilities or license juvenile facility to provide a court the executive recommendation provide for one hundred eighty seven thousand dollars for the program for both years the biennium and general revenue funding of one hundred eighty three thousand seventeen dollars one hundred eighty seven thousand dollars for fiscal years twenty two and twenty three respectively. For the division of corrections eleven appropriations the agency has a question about three hundred sixty four million dollars total for fiscal year twenty two and three hundred sixty one million dollars total for fiscal year twenty three. The first appropriation listed for the division of correction is county jail reimbursement which is directly related to that motion we just passed and can be found on page two ninety one the agency has transfer the seventeen a half million dollar appropriation level along with general revenue funding of over fifteen and a half million dollars from county jail
reimbursement to the refund reimbursements commitment line item seen on page two seventy four and the department of correction shared services appropriation. The second appropriation we have is the work release cash appropriation okay on page two ninety four new manuals is cash appropriation supported by over five hundred inmates to participate in a work release program. Program allows inmates to hold paying jobs in the community well being house in a correctional facility provides an opportunity to earn wages pay restitution fines and fees.
Work release participants by the division of corrections seventeen dollars a day to offset costs for maintenance and operations centers continuing level appropriations fiscal year twenty one authorize it just over a million dollars. The department of correction sex offender assessment appropriation request is located on page two ninety six in your manuals fund for this appropriation early for the U. N. as juvenile sex offender assessment and are collected by the crime information center for two hundred fifty dollar fee from each person required to
register as a level three or four sex offender fees are split between the crime information center and the division of correction continuing level of preparations fiscal year twenty one authorize it twenty five thousand dollars. An expropriation on page two ninety eight is fire station treasury Cass this provides for support of the fire station constructed the Cummins unit eulogizing inmate labor to lower the cost cash funds are collected through the fire protection revolving fund request appropriation for each year the binding as fiscal year
twenty one authorized twenty five thousand dollars. The inmate Karen because the appropriation is on page three hundred one of your manuals. Funding is primarily from general revenues but the usage of cash and special revenue per inmate care and custody fund operations allows agency to budget to meet the contingencies of population growth. The agency is requesting the transfer of personnel and supporting operation appropriation to division of correction shared services totaling around ninety two and a half million fiscal year twenty two and ninety four point eight million for fiscal year twenty
three includes the following transfer of one hundred forty two positions. Longer regular salaries and personal services matching with appropriation level. These funds are used to purchase items of mutual benefits all residents the proper preparation is also used for inmate assistant projects security equipment and general operations the exception of capital outlay
continue preparation is fiscal year twenty one authorized. Cap outlay request for six hundred sixty thousand dollars in fiscal year twenty two and a hundred thousand dollars in fiscal year twenty three will be used to purchase replacement vehicles and capital equipment is needed executive recommendation provide for the agency request for both years the biennium. Okay on page three twenty one the second appropriation for the division of community correction is the community correction special appropriation. Operations you I support until probation parole services as
well as for special programs for substance abuse and mental health treatment. Special revenue supporting this appropriation include fees and sanctions levy by courts are authorized by the board of corrections and paid by offenders. Probation pro fees provide safety equipment vehicles drug testing supplies and the regular salary and personal services matching line items in this preparation being discontinued to reflect the reallocation of those positions to the community correction state appropriation. One point eight million dollars also being moved from community
correction programs to establish the transitional housing line item in order to better manage trans transitional housing expenses I which is kind of what secretary grades is talking about with the transparency and. To level of preparation for capital outlay of one point two million dollars is requested for replacing equipment is needed exact a recommendation provides for the agency requested just over fourteen point five million dollars for both your the biennium.
Next we have community corrections county jail reimbursement procreating appropriation located on page three twenty three much like the county jail reimbursement appropriation for the division of correction standing as he was question three million dollars appropriation almost two point seven million dollars in generate a new funding being transferred to department of correction shared services namely to the refund reimbursement line item U. SEC a recommendation provide for the agency requested almost two point seven million dollars each year the biennium.
Page three twenty six you'll see the preparation for community correction state this division you the division uses this preparation for daily operations funding comes from general revenue and cash funds received from the rental of the buildings Texarkana unit to other state agencies. This division also uses this preparation for federal grant awards appropriation is based on what we saw on division of correction that most of the changes we do the transfer positions and expenses to shared services. He's transfers include fifty two positions overtime operating expenses and professional fees
after these transfers and on top of fiscal year twenty one authorize appropriation agencies requesting roughly five hundred twenty five thousand dollars each year for eleven authorized positions four thousand dollars each year of the biennium for expenses relating to the opening two hundred thirty seven additional beds. Relocation of three million two hundred eighty four. Sorry three hundred three million two hundred eighty five thousand dollars and operating expenses to the reentry line item for program expenses and unfunded capital outlay of five
hundred thousand dollars for equipment replacement. The agency request additional general revenue funding of almost six point five million dollars to restore category the funding and support operations is a recommendation provide for general revenue funding amounts just over ninety four point three million dollars in fiscal year twenty two just under nine ninety four point four million dollars in fiscal year twenty three. Use those funds that are deposited in their trust accounts to purchase items at their leisure
art community correction center commissaries or utilize the video visitation equipment or utilize the telephone system both those Three contracts the commissary media business Asian and telephone systems have common have commission structure there being conned me into this residential services cash on now with the endemic we have reduced
the commissions or telephone and video visitation make it more practical for residents and inmates to remain in contact with their families well we have suspended in person visitation so we're not realizing commissions from either of those two contracts into this cast on right now with the division is continuing to receive commissions from the sale of commissary items to residents.

pretty big increase as well the amount of money that we're spending a professional fees up to million dollars from a hundred thousand so can you tell me what we're using those funds for.
