the Bureau of Legislative Research. Thanks everybody, thanks committee. Since last regular session we've been working on refreshing our current website for the General Assembly and that
website's actually almost 10 years old so it's time to put out a fresh face on the on the Bureau's website a couple points I want to make before I turn it over to Don for a quick demonstration of the of the new website a couple things from feedback and working with members there's a couple of points I wanted to highlight the some of you may remember bookmarks being problematic where you
bookmark your your address on the on your devices and then it's not pointing to the right session those days are over there's we've moved the website up to a complete to a domain high enough to where if you just save that bookmark you'll get to the right page every time everything will be in a context at that point. Some of the other design models and architecture that we used was also in response to, and again, this is just the way things are. So we built the current website, then a bunch of
smartphones get created. Everybody has these beautiful phones and everything. Well, you always end up trying to pinch or make the current website fit into your new smartphone. Those days are also we purposely or deliberately used a modeling concept used called responsiveness and responsiveness will make you'll see when you get the new website on your phone it'll it'll work perfect it's going to be fantastic we're really excited about it the other point I wanted to make that's really that's
actually probably the most important point is all the current information that you've come to rely on and use as a resource in the current website will exist in the new website and that includes all of your legislative information biography information your your committee assignments daily and weekly calendars as well as obviously the bills and the acts in fact we've prominently put the bills in the acts line you'll be able to find it everywhere you're at so you're constantly being able to drill down to the information
you like that's all I have right now and so I'm going to now turn it over to Don Farron. He's going to show you the new website and then and kind of show you

website. Now first here's the old one and now here's the website. Okay. And here's the new website. And of course, everything, we won't be able to show everything, but we will just hit the highlights. And everything on the old side is here, but it just may be in a new place or look a little different. First, the left navigation that was on the side is now a drop-down navigation with the links here. The old useful links that were on the
right are now these promotional icons and buttons here on the right. And we can always and will likely change these out during different seasons of the legislative process. And if we scroll down, you'll see today's meetings. And the new design has much larger icons for your Outlook or Google Calendar, your agenda, the documents, and the video. We'll look at documents real quick. You pull it up, and it's just a modal pop-up that follows you
on the page. Then let's look at committees. And now here you'll see an interior page. The large photo went away, and here on the right, it's now replaced with a sub-navigation. In this case, it's specific to committees. And then, of course, the promotional icons have been brought in from the home page. One difference here on the left, it's the same list of committees as before, but before the subcommittees were in an expandable list, and that just did not work on mobile well
at all, so it's all expanded by default. And if you scroll down all the way, we have a new link here at the bottom for inactive committees because there was a need to occasionally reference old information. And so now you can get to all the old inactive committees. And then the link at the bottom changes back to active committees to get you back to the list. And now let's look through to one detail page for the committees. Same information as before, just an updated design just slightly.
One important difference is the meetings pages. These have been made to look consistent with the meetings pages throughout the site, the same icons and everything. Now let's look at bills. One important feedback we got was a way that many people needed a way to quickly find bills in previous biennums or sessions. So I added this quick find search box with this drop down with all the previous sessions.
And then the table below is the same as before. We'll click through to house bills. And here, the same as before, the starting and ending bill numbers, I've added a keyword search and again the drop down for the buy-in session so you can find any bill you need quickly. Same information below, just with larger icons for the PDFs for the acts and bills and the larger icon for the status. And you may have noticed on every page throughout the site, these much larger search boxes for
the bills and acts because that was something that we had heard a lot was that people couldn't find an easy way to find these on the old site because it was so small. So we'll do Senate Bill 1. This instantly gets us to the detail page. And again you see the large PDF icons and the same information below. Next we'll look at calendar pages.
Now for here, I've got it just for now displaying the information from a year ago today, just we'll have information displayed since obviously there's nothing going on at the moment. So one thing you'll notice here on the date searches, we now have this icon here that makes it much more obvious that you can click on that and get a date picker. A new thing I've added is these filter boxes. Say you remember that you have a bill going through today that starts with House Bill 116.
It automatically filters the list and shows you what you're searching for. But say you don't remember the bill number, but you remember there was a couple of bills concerning teachers on the schedule for today. So, teacher, type in teacher, and then it filters the list automatically for you. And this filter can also be found on the house and budget calendar pages as well. Next let's go to the members pages.
Here the chamber used to be radio buttons and that just didn't work well on mobile at all. So it's been changed to a drop down. And also here in the list, same table as before, but you may notice that the email button is much more prominent than it was before. We also have these arrow buttons to sort the list by any column. And now let's click through to a detail page. One advantage of the new design is it allows us to use much larger and much more higher
resolution photos for all of you. And then here on the right, you may notice the phone number. It's now a link and it has this icon. When you pull up the site on your phone and you tap that phone link, it will automatically open your phone app and allow you to instantly call that number. And that's been applied to every phone number throughout the website. And then, of course, down below, the same information before, same committees, same bills as before with larger icon, of course. And then finally, the last thing I want to
show is how will the site look on different devices.

Then the last thing to show, if you scroll down the page on mobile, the header floats and stays with you as you go down, allowing

no it's okay it's not it's not it's not necessary that they're that they're here i really oh yes hey marty hey yeah so this is going to be a um probably you wouldn't agree but uh so i'm i'm good with this contract and what y'all are doing and I think the impetus behind it is you're looking to
save money but as I was thinking about these things on my drive in this morning it's not lost on me that the state of Arkansas spending $350,000 right now in Benton County retrying a man that admitted to raping and murdering his son and it's not that he didn't do it that he did do it that's not a question the Supreme Court found it in their infinite wisdom that they weren't sure where he did and we ended up letting his son die, that this is somehow really confusing.
We're losing a state representative because the Supreme Court found that the guy that kidnapped, raped, and murdered her daughter had a bike wreck when he was 10 years old, and that's really confusing to them now. So now she's got to go take care of her daughter's business for the next several years. I guess I just wanted to say on behalf of one legislator that they talk about saving money. When I see we're spending $350,000 here that could be funding public defenders, Could be funding this and I recognize that the Supreme Court Arkansas is a friend of the child rapist
This legislator is not and I think I think this process has been very easy for you guys But it could become very difficult if this waste continues. Thank you. Thank you, Senator

In addition, the committee also reviewed requests made by institutions of higher education and executive branch agencies and departments. These are listed in the report as items 6 through 14. The committee also reviewed requests listed as item 15 that required a suspension of committee rules due to its later arrival to the committee.

The committee received an update from Godhouse on the status of their study of the Department of Transportation, moved to meet during the fiscal session and on dates outside of ALC week to complete the study, received a report on the progress of projects of $10 million or more
