We will will have a house resolution for mr norman but today that resolution has passed the senate we'll have a house resolution that will follow but I want to recognize mr norman today and i'm going to read the resolution that passed the senate on behalf of mr norman whereas mr roger norman legislative alter for arkansas legislative audit has announced his upcoming retirement at the end of the current fiscal year after over forty seven years of service to the state and whereas mr norman is AC PA license attorney certified fraud examiner it is also certified in financial forensics by the american institute of certified public accountants and whereas mr norman began his state service with arkansas legislative audit on may first nineteen seventy seven serving as arkansas legislative on its legal council for twenty three years and is the staff member for seven years and whereas during mr norman's time is legal council mr norman work to reform laws related to school ethics work to provide auditors access to the banking transactions of public entities revamped arkansas legislative audits enabling legislation and created a state run selfdashfunded plan to provide the fidelity bond coverage to public entities and arkansas and whereas in january of two thousand seven mister norman was disappointed to serve as the states legislative auditor and he has been the state's legislative since two thousand seven whereas s legislative older mister norman was responsible for auditing the constitutional offices and the executive and judicial branches of arkansas government public institutions of higher education school districts educational cooperatives municipalities counties and prosecuting attorneys and whatever as mr norman overseas a professional staff of more than two hundred and fifty individuals responsible for performing over one thousand audit engagements per year and presenting the audit engagement results to the legislative joint auditing committee each month and whereas the monthly reports presented to legislative joint out and committee represent mr norman's commitment to accountability. The national conference of state legislators and intergovernmental audit forums including the southwest intergovernmental audit forum and national intergovernmental audit forum and whereas mr norman has been recognized for his excellence in the accounting profession by the american institute of certified public accountants and twenty twelve the arkansas society of cpa's in twenty twelve in an honorary resolution presented in twenty twenty three by the national state audio's association and whereas by leading arkansas legislative audit as the legislative augur for seventeen years mr norman has impacted citizens and the state of arkansas by continuing to ensure the accountability of taxpayer fines and providing the general assembly the tools to oversee the use of taxpayer funds throughout the state and whereas mrperiod norman's dedication to the general assembly has resulted in a lasting impact on the institution and it's practices now therefore be it resolved by the house of representatives of the ninety fourth general assembly state of arkansas that the house of representatives command roger allen norman for his distinguished service to the state of arkansas and the legislative branch of government thank you for his countless contributions and wishing all the best in his retirement mister norman has joined here today in the west gallery by his family including his wife risa children grandchildren and members of legislative audit staff please join me in congratulating mr norman on his well deserved retirement. But I started off in in may of nineteen seventy seven I was fixing to get married and I needed a job and I wandered into the capital and I thought this is a good place for a year or two but something happened to me public service became a part of me and I liked it I liked knowing that we were a small part of making a difference and I went to law school at that and then I got to work with the committee as the attorney for over twenty years and it was such a rewarding experience to work with the representatives in the senators of it back then we drafted a lot of bills and worked a lot of legislation through and it was one the most rewarding times and and I know you all feel the same way at the end of a session i'd be worn out but after a week or two I think we did something to make this state better and i'm just so thankful for that opportunity and i've wanted to know how much I appreciate each and everyone of you and your roles in what you do to make this such a wonderful and great state thank you.
