Thank you madame president it is my great pleasure to introduce everyone the team from csg south council of state government south c SG south is a non profit nonpartisan member organization search fifteen southern states acting as an extension of our offices they provide policy research and analysis leadership development and government staff training they also host their annual southern legislative conference also known as the slc which this year is being held in light july at the green bar hotel in west virginia and if you have it signed up yet turf you probably not get right with this but no many of you will be there they're headquartered in atlanta george and today we have with us the regional director lindsey guray wave lindsey director of public policy in research and brody senior policy analyst tom update in program associates uh chassline john please give them a warm arkansas welcome would you like to say a word. I want to take up too much of your time and now you have business to to be had but thank you it's in a governor and leadership and senators for allowing us to come today we really proud ourselves and three hundred and sixty five days a year making sure that we're serving you all with nonpartisan policy analysis in research so please don't ever hesitate to send up the policy request and we'll do that research for you we never tell you how to vote so we just want to make sure that you have the research and guidance what other states may be doing on critical policy issues that you're working on at our console so keep up the great work thank you so much for your relationship with our son in we also have some leadership development programs in the fall as well some policy master classes of that of interest if you didn't get that room at the green brian for the southern legislative conference there's certainly other opportunities so again thank you so much and we really appreciate all the friendly faces we see today thank you do we need to follow a while we want to be in recess for one minute or a photograph thank you match what principle. Senate will come back to order center mark johnson your recognized last I could be machine she already thank you madame president center chest feel would you join me in the world please for this introduction hub sinner chesh feel our honored to get to introduce the new president of our almost modern hindricks college doctor karen k peterson doctor peterson was elected thirteenth president of hindering college by the board trustees in january twenty twenty three and she took office or takes now you took office on june third twenty twenty third yes it what happened you've been around for a little while following the retirement of president america's alice arnold she's a second woman to lead hindricks following doctor and I has some server from nineteen ninety two to two thousand one a night of northwest arkansas hunts doctor peterson was selected following a comprehensive national search process she joins the hyndricks community from university telstra in touch of cohoma where she was professor political science and dean of the henry henry kendall college for its sciences before joining telstra doctor petition serve sixteen years at our undergraduate all the modern middle tennessee state universe to including as dean of the college of liberal arts the largest academic unit she received her master's degree and phd and political science from my daughters alamounted vanderbilt university she her husband joie keisler that's right sabrina's alama i've always recognized the common doors there uh joe keisler her husband is a northeast arkansas native uh senator johnson and so appear to to children one of the great things about this lady have so proud of. As an alarm and as as an archanger she's a non traditional student. And people that decide after they've been out of the world that I want to get a better education a lot of times they'd only end up president of a college but she's the exception to there so senator chesterfield you have any comments you'd like to make it is been an honor to to visit with her she brings the common church and I think that's so important so many chance we already taught you and they talk about our institution is not being one that is welcoming to all people she brings that touch that says every student matters and that hindricks is available to all students but there I am especially grateful and just delighted to have her here thank you so much compare some please take a moment to to speak it's an honor to be standing here today as a kid from huntsville arkansas I cannot tell you how much of an honor this is i'm grateful to senator johnson and said senator chesterfield for inviting me to share in the small met and i'm grateful for the opportunity just to could have build on something that senator johnson said higher education changed my life it fundamentally changed my family for generations and it's so important and places like hendrix college have an important role to play in the future of the state of arkansas until i'm here to make sure that this college not only continues to do that and continues to produce wonderful graduates but also has a stronger role in helping provide the leadership for the future of this state I am so proud to be able to be in our cans and again and i'm grateful to be able to do that at hendrix college thank you so much for having me here today and recess for one moment for a quick photograph. Senate will come back to order sender techer you're recognized thank you madame president colleagues please help me join join me and welcoming today's doctor of the day doctor richard brown he's an optimologist at the va I mean not only does he serve our veterans but he also is the father of one his sign is a major in the united states and record and he's got a good day to day being with us as the doctor the day and the state capital but he's got a better day to more or cause he's going to north carolina to see a son so you'll please join me welcoming doctor richard and is always our nurse of the day misses of information mentioned yes my apartment is me I have the will do body to allowed after peterson to be on the floor please thank you thanks for your son these are recognized thank you matter chair i'd like to invite some guests to join us today and the floor as well and if if possible i'd like for this body to ask for leave as well for our all of our friends coming in there we're joined by two great organizations put together by another great organization the peacock group right here as well as uhm two wonderful organizations that help children across the state and we have the governor's office during us today let's give them a hand thanks for being here it's a great day to be in the senate because once again we have one back to back to back to back to back to back championships over the house. We brought the right fully earned trophy back to our side of the building you know our founding fathers when the envision this experiment we call america they they thought of a balance of power and how there's checks and balances but I can tell you there's a reason we are the upper chamber is that right that's right and we make sure our friends in the house here that more excited about that but once all honestly we had a great night a few weeks ago getting to raise a lot of money for two awesome organizations big brothers big sisters and the children abexes center and we got to see the likes of not only all of us in this room here but we had all of our a lot of our staff there are supporting so wonderful we had our presiding officer to govern their supporting we even had I want to special shout out to local legend senator clark tucker in his almost modern wind the shooting championship I mean that was awesome right yes so so many people involved in a special share out to to dimber into matter line with the peacut group all the behind the scenes eh to make that that event happened we're so thankful for them in all that they do to promote the event to get sponsorships so we cannot do that all we really appreciate that but again the huge winners of the night or these two organizations we've asked miss kristen from big brothers and sisters to talk about the impact of raising almost twenty five thousand dollars disin that one evening what that has on organizations like yours good afternoon well thank you so much first of all for this collaboration between the house in the senate to do this event once again um thank you to the governor's office and also to the attorney general's office for being a part of this this was the ninth annual hoop for kids sake and as as senator de said we raise over twenty five thousand dollars which supports my organization big brothers big sisters of central arkansas as well as children's advocacy centers of arkansas. It helps us to keep doing our work we're trying to impact families and children were trying to promote the promise in the potential of the years so that they can have better futures and say you've helped us to do that and we're very very grateful and doing it during the middle of the fiscal session and all the extra practice and everything that happened um we really appreciate this and we we can't wait till next year for the tenth annual and we really also appreciate the peacock group as well because the switching happened without him orchestrating everything so thank you so much and so now we'd like to present the truthfee right so wonderful alright give it up well we will we will be thankful to put this back where belong sunner into the building and and make sure our friends down the hall know how much we continue to beat them but as you also know we had a new format this year and we had the attorney general's office have a team and the governor's office have a team and so we invited them down here to glowed a little bit because they get to be the overall champion so we have a new trophy and in fact I i'd love to have my my friend's senator hester joined me today to help present this trophy the governor's office because he does so good given everything to the governor seem anyway so we thought he would be really good at this and so today we presented the governor seem the championship traffic overall in that governor if you'd like to say a few words in the governor's office we believe in a balance of power as well so we were glad that we were able to bring the heat to the senate and always a great. Uh thing to be able to work together with all of the individuals in this building and raise money for such incredible causes denver uh tireless reject hawk from the house side did it an amazing job organizing and helping bring this group together so that we could raise north the twenty five thousand dollars to help to incredible organizations were also more excited to help those great organizations because we won maybe the house will get to experience that it's some point I don't know but we're we're hopeful that they can bring a little bit of more competition to the senate but we're glad that you're brought some professionals in this year and let us play and we look forward to defending our title again and over the course of the next six years so you'll may want to look at your recruitment class for elections but we feel pretty confident in our group and again just really proud that we were able to play a small part and be able to help raise money for two great organizations so thank you for let must be here today and a better luck next year thank you thank you governor and in before we do pictures I would like to suggest that they perhaps connect your major organizations will consider top golf there avoid you supporting your ams at the emergency room necessary I feel like the brother's bargain would succeed at tapark as well as governor I think you should have a winning team a bit so and gather you're always welcome here in the senate to join us but they have to send it will be in research for a few moments for pictures. Senate will come back to order are there any other announcements at this time that in secretary of their items have the desk yes since it resolution thirty nine by sent to this mind to recognize the harding academy for mouth is the class for a state jb ships champions senate resolution thirty nine calendar any further business to come before the body in the morning hour if not the morning hour has expired we will now begin the business agenda beginning with senate memorial resolution one similar sim of more resolution one bass checker at in respect for memory of david prior former governor of arkansas and the united united states senator henry popper your recognized thank you madame president a colleagues it's it's a sad a moment for us but I think one that's important for us to do and that's to honor the life of former governor and united states senator david prior you know there's a resolution here with all of his biographical information but a lot of us know that and so i'm i'm just going to instead tell a few david prior stories and welcome others to do the same if you would like when I started college in the fall of nineteen ninety nine there was a student group of kids interested in politics and we were going around the room to say who are political heroes were and so you had your j f k's in your reagans and that sort of thing and bern mine I was in a different part of the country but close to fifty percent of the people in the room said that david prior was their political hero and it was hard for me to understand course I loved senator prior but I didn't know why he was this political hero for all these folks and then I figured out that he had spent a semester on campus the year before I had gotten there so you know that saying don't meet your heroes because you'll be disappointed. For david prior it was the opposite he became your hero after you got to know him though i'm sure he was hero for a lot of people that he never met david and barbara fraud came back to campus for two years while I was in college and they treated me like their own child um and for me that was obviously a very special thing and meaningful beyond words but it was far from unique to me that's the way that david and barbara prior treat everybody and I just want to tell a couple of my favorite d p stories when he told me the story he was governor in the mid seventies and he was sitting on the back ports of the governor's mansion having a glass eliminate in a casual clothing and a couple comes walking back up to the back door and they're dressed in a touxido when a ball gown and he said kinna can I help you and they said yeah we're here for the ball and there was no ball of the governor's mention that night well they dug into it and figured out that an exterminator had taken some stationary from the governor's desk when he was in the governor's mentioned recently and cinevitation to the ball to this couple of some friends of his that he was planned a trick on and they showed up and dressed the nines for the ball and so how did center prior handle this number one he took him on a tour of the governor's mention number two he called this extermination company and made them promise not to fire or discipline the guy who had played the prank and then number three the next time there was a ball with the governor's mention the exterminator and that couple were all invited another story that I love about david priors he was elected the arkansas house in nineteen sixty oral fabulous of course was the governor at the time and since david prior was the leader of uh an organization the house known as the young turks and he was the number one foe of oral farmers challenged him at every turn and they were rivals to the extent you can be from the house to the governor then david cargo's the law school while he's in the house in his class made his oral father son who's treated as a para in the law school because he's oral farbasis on. Everyone shown this man except of course for david prior he befriended him I took care of him and then when it came to the point where the congressman from south arkansas was appointed to be a federal judge and it was oral farmers' responsibility to set a special election for that in the way the timing worked out he could either set a special election or just let the election happen during the regularly scheduled primary now there is a southern arkansas politician who would have been assuming for that district if he had said a special election but oral farmers' son pleaded with his dad david prior wants to run for that seat he will have no chance if you said the special election just let it go so david prior which just nice to oral farm as his sign not seeking anything out of it that's just the type of person that he was and then oral pharmaceutical election in a way that enabled david prior to have a chance to win and his career was off to the races at that point uhm well I story i'll tell I did not know this story until president clinton said in his eurogear david prior service the other day but I had an impact on me as a senator and I wanted to share it with you all in the on the floor of the US senate one night he and dan quail who you on the later became vice president we're going toward tow on a bill and there were going to be there all night and someone observed that dan quayle looked kind of sour look kind of sad in uh d p one overturn and said you know senator quayle what what's it wrong he said my son is a baseball fanatic he's a great baseball player and then city chambership game mister night and I miss it and david prior said what you need to go to that and he said I can't leave here in the middle of this and they would probably want over and visit with the staff and came back and said if you miss that game you'll never forget yourself and if you go your son will never forget it and he said well how can I go and david prior said i've got this i'm going to fill a buster my own bill until you get back we'll be here and that's what he did when he ended the joke was when he and all bumpers would go on tour together that they were prior would start and say uhm. I just can't believe i'm here with all of you find people i'm so lucky to be here with all of you find people and then dale bumpers would stand up and say all of you people are so lucky to be here with me and that was obviously a joke geared at senator bumpers off think he got a kick out of it but it was no joke as today with prior he's the most humble person i've ever known in my entire life and noticed I did not say most humble politician because that would be faint prep praise but just the most humble person period and on the day that he passed a bipartisan defense spending bill passed out of congress and it benefits camp in arkansas because there's going to be production of this the product uh from the bill and I just think that's the kind of thing that that makes you believe in god so I just wanted to share these stories about david prior what an inspiration he's been to me and aspired to be the type of colleague in public servant and in person that he was and if there is anyone else that wants to share david prior story police bowl means. Thank you send your checker for that and send a prior to some credit individual and leader had the opportunity spent arm with them in the c how he was able to be genuine and kind regardless and I think that something that we as leaders of the state have been really go back and and read some of his work some of its features and appreciate those I can't believe i'm actually saying this but I do encourage you all the rejong bremerit and pay for i've set it back to the pay he did a nice piece in in the paper in his opinion and included some of the stories that were shared effort funeral on saturday and one of them having to do with nc are funding their foundation funding and in the world of an il uh seems like a brilliant way to accomplish a goal and we can all learn from that until I encourage you all to look back to the life of sender prior in and to learn from the answer thanks and retirement brother and appreciate that with that all those in favor of sending the moral resolution one in respect for memory of data prior former governor of arkansas and united states and police signal by the same I opposed as had it sent memorial resolution one is adopted next week take a senate resolution thirty seven cent resolution thirty seven by center period to honor they all in margie alison as the longest married couple in arkansas senate petty you're recognized thank you madame chair members I would like to ask for leave. For the couple that we're honoring as well as representative charlie fat to join me down here so this is this is amazing the when you hear the rest this story it is it is going to be low your mind but but today right here today we're honoring fail and margie ellison as the longest married couple in arkansas get get this they have been married eighty two years married eighty two years they'll fail out and do the math you guys are good with numbers jonathan you may need to help him but uh fail allison was born on september fourteenth nineteen seventeen his birthday he'll be a hundred and seven in he's right here on his own margin allison was born and she's a spring chicken she was born on february twelfth nineteen twenty five spring chicken she will be a hundred on her birthday and so fail in in in margielison currently live on their own in natural down arkansas which is in myself in charlaine representative that's district and so i'm going to start reading from here says whereas today the family of fail and margie ellison is made up of over one hundred family members including failing mardi ellison's five children fifteen grandchildren thirty seven great grandchildren and thirty one great great grandchildren and whereas they all in march yellowson are members of independence free wall baptist church and natural dam arkansas uh uh that brother sales and continues continues now you're service to the lord never ends and this is prove to teach an adult sunday school class that he has taught. Now we will go to the budget calendar members so we are going to be at begin with a senate bill eighty which is actually on the second page of my note but senate bill eighty which is to a many revenue stabilization mark cynical iv based into this man turning the revenue stabilization to create funds to repair phones and to make transfers to and from funds in band accounts end of claire and emergency senators may or recognize all right thank you and just members so we're you're kind of fall along what we're about to do we're this is r say they're going to get come back and we'll do a bad shooting of the senate bills and then the house bills what it would or normal process has been for that so but as far as this year's revenue stabilization act at this in front of you it largely continues their political priorities that we establish an enactment the last regular session there are a couple things that you know is to how out of of what it does it does create a separate long item for UAPB language program of five point eight million dollars that is not previously been in our saint has been utilized where been utilizing one time money to make sure that they had the funds available for that in the past there was about thirty eight million that went to public school sixty five millions for efa's in about three point nine million went to the uh state police for troops school expansion again this is one of the lower rates that we've had as far as general revenue growth which is not to be confused with overall growth but general review growth in recent years in fact not quite the lowest his lowest was back in two thousand and twenty two point eighty five percent in recent years but again i'd be happy to take any questions the thing that's probably a little bit different with this than previou. Yes there's since we're well under the per objective forecast will be utilizing or putting everything in two category a so there's not an aid or be category you'll see that on your desk you saw that on your desk with rsa uhm with the beginning here to take questions questions for center of this man sender recognized that about a president so you know I mean rsa is what it is it's been out there you know we talk about it but been looking out in future years you know we've brought up the prison corrections issue you know the rsa percentage was winned up a little bit from the eight percent it's always been in in quite frankly under funded for years but if we're looking at like three four years not they're saying they're going to be able to prison last year three thousand four four hundred and seventy million alabama is trying to get done with a four thousand bed prison in its over one point one b so right now there's some set aside money for that but looking out three four years for now education spending it's going to medicaid it's going to go worth in the event of corrections going on at a time where declining revenue we have an unstable economic climate to say the least in in probably a other election year that we're going to be very unstable like four years ago I mean what's the future plan when we keep spin and more and more than how we're going to meet these corrections to build a prison which I don't know about prison at work and construction but there seems to be a difference of like four hundred seventy million three four years out houses all the work so the capital costs associated with prison construction you'll never see in rsa it's a capital project in it will be separate apartment from we're doing here I mean I think which of the referencing is the number of it added beds in the additional costs it will go along with the added beds once its built you're correct there is a set of side and have the exact amount of money in front of me that we made that was side sport. Four percent construction and if we do have to do more than we're able to do that I think it's probably of us in this chamber even though maybe we were not leaving quiet as quickly as we'd like to at the department corrections to make sure that we're able to house as prisoners here in arkansas instead of out of state and so hopefully we'll we'll be doing that quickly but to your point I think that's really reflective of what we've done in the last ten years as a legislature we've been trying to be very prudent with how we spend state dollars we've been trying to focus on priorities in in that allows us to create the serves and those sorts of things to be able to to handle those bumps in the roads or those downturns that you're talking about uh so hopefully again what will continue to be good stewarts will still will continue to do our best to hold a spending as low as possible again this isn't the lowest that we've had in recent years but it's one of the lower uh lower or second lowest that we've had in recent years as far as general revenue growth rate but you would anticipate seeing that coming out of a regular session to fiscal where and in will evaluate priorities when we come back in for the next regular if we look at it I mean just based on what I see you know just like we were going to spend less on medicaid when the explain to medicaid that it happened so medicaid as a percentage of budget went up education actually went down as a percentage of budget so if you're looking at it correcting stage the same which was a decrees were correct and super the cost in that's why we had the crime process that we do today that in some bills that were passed back here years ago that was soft on crime bills but if you're looking at our looking at the future which I don't think very rarely people do is for its case world I mean it looks like corrections is going to have to be the maybe eleven or twelve percent of the budget which means others have had to decrease at the same time we're going to be increased in education so it's like there's obviously a train rate permanent some point time unless an economy just goes to gain **** in our revenues keep going through the root which I hope happens but realistically I don't so I just don't see that we have a real. Plan in place to be able to look at these because honestly to take care of this crime process that started back in two thousand eleven with these deals we're going to have to have an rsa that's going to have to have corrections probably at least well with sooner the budget and that's if revenues keep going up so I just don't see how that's happened based on what we've had before and looking at our pass votes in what we were told it would happen they actually did so I mean I made an effort I think a lot of members in this room have made an effort to look at the budget in a matter macro level and then how we're spending across all of our major agencies and so i'd probably disagree with a little bit that there's not been some forward thinking I think that's what you're seeing with the moderate growth rates that we've had for the last ten years in rsa is we want to be prepared because we don't believe that all times you're going to be good and there will be downturns we have done what we need to do I believe the prepare for that in and again we look forward to having the discussion next session in the next regular session as we reestablished priorities for housing those prisoners there is going to be a cost and I think anyone's ran from the idea that there's going to be increased cost and again you've got members in this room that have tried to correct some of the issues in regards to crime especially violent fenders in in the slash regular session with the protect act so hopefully we're going to the right direction it'll be up to the next regular are general simply determined priorities but I you know historically looking at it we've been as prudent as possible at the questions send your transfer field thank you madame chair that rsa is what it is this is I would get to roll out but I would ask the chair and others to please visit with your school districts and ask to see their salary schedules i've received some and it's troubling to me that that fifty thousand is the starting salary not just this year but for the next four to five years that's going very clean in the more years you have accumulated as a teacher the better able you are most of the time. To maintain a class room going horizontally which is the amount of hours that you get for some of them is the same bother for four the bachelor is the mattress plus fifteen so I would ask that you ask to look at the salary schedules for the school districts you find yourselves in to make sure that we are adequately funding our education because it's not enough for us to be number one are in starting salary if we're steal there three or four years out so as we look at the budget going forward I would ask that each of you take the responsibility of visiting with your local school districts sing what they've done because the ones that have seen or troubling to me thank you absolutely agree and I think it's important for each one of us to talk to our districts ensure that they're peroratizing teacher pay at the district level send your hand up thank you match here just on a let this one go how much is our restrictive reserve and all those counter we put in place I know someone is going to ask that I was trying to pull it together we are no i'll get back to him and was a two billion dollars minute there is a substantial amount that we have set aside in a catastrophe reserve the restrictive reserve accounts and in that again is going to grow I think the anticipation is somewhere you know an excess of three hundred million at the end of this fiscal year and then again just built into this rsa on the existing forecast you're about two hundred million again I was trying to pull that rep for a came down thing there might be a question outside of the **** the number fine I just want to make the point that for everything's been being done in the last several years by this group that in here and the ones that even were before some they were in here is to give us to the point where we've got the reserve in the event that we have an economic downturn so if we have to address issues we can address rapidly without the lakes coming out promoted you think that's a fair statement no absolutely in in addition to that we've also set aside the reserves needed to do capital improvements in various areas across the state.
