Today we just want to take a few minutes to honor Representative Stanberry who passed away unexpectedly not very long ago, and Stan Berry, he was not just my state representative, but he was also family, so I was, we were talking about stories in the back, and found out several years ago, was slipping through an old family tree book that my great-grandmother put together, and a senior picture that said 1972 slipped out of the book, and I said, that looks a lot like Stan Berry. Why would I have his senior picture in my family albums? And so So anyways, that was even before I was in the Senate, and I would see him around the Capitol and say, hey, cuz, how's it going? And so I knew his mother as my Aunt Elaine, though she was not my aunt, and they knew my great-grandmother as Aunt Mildred. And so Pope County, we're all connected. And beyond that, we've got some of Stan Berry's grandkids here, and they played baseball with my kids. And I often would run into Stan and Mona at either a baseball tournament, sitting out at the fields, or at the Dover Harps. So that was, you know, where we cross paths pretty regularly around town. So I'll go ahead and turn this

over to read the resolution. whereas representative stanley jack stan barry formerly of dover arkansas passed away on monday march 23rd 2026 at the age of 71 and whereas representative barry was born on may 20th 1954 in dover arkansas to jack barry and elaine churchill barry whereas representative barry had a life defined by public service, serving in the National Guard and on the Dover School Board, the Dover City Council, and Tri-County Water Commission, and the Pope County 9-1-1 Board. And whereas Representative Berry was known for his strong impact on his local community, for which he was honored as Citizen of the Year and presented with the Good Samaritan Award by the Dover Chamber of Commerce. And whereas Representative Berry was noted for his faith, and was a member of the Dover-Cumberland Presbyterian Church, where he served as an elder. Whereas Representative Berry served the people of his local community and his state through his extended service as a legislator, first serving as a representative for District 44 from 2003 until 2007, and later returning to serve his district again from 2019 until his passing in 2026. And whereas Representative Berry had a strong history of leadership during his time in the House of Representatives where he served as chair or vice chair of numerous committees, including vice chair of the House Committee on Judiciary during the 94th General Assembly and chair of the House Juvenile Justice and Child Support Subcommittee and chair of the Committee on Educational Institutions of the Legislative Joint Auditing Committee during the 93rd General Assembly. Little Rock, Arkansas, passed away on Saturday, March 7th, 2026. and whereas John Gill was born on December 9, 1936 in Fort Smith, Arkansas to Georgia Bell Burnett Gill and Keener Purifoy Gill and whereas John Gill initially attended Hendricks College for undergraduate studies before transferring to Vanderbilt University where he was a member of the Naval ROTC and where he earned both his undergraduate and law degrees and whereas John Gill met the love of his life, Marjum Gill while attending Hendricks College, and John Gill and Marjum Gill were married on June 30, 1960. Whereas John Gill joined the Arkansas Bar in 1962 and built a distinguished legal career in Little Rock, whereas the legal accomplishments of John Gill included serving as a delegate to the 1969 Arkansas Constitutional Convention as special counsel to the governor for the proposed Arkansas Constitution revision of 1996 on the faculty of Arkansas College of Trial Advocacy, as a founding member of the Arkansas Supreme Court Committee on Rules of Civil Procedure, and as a member of the Arkansas Water Code Study Commission from 1981 to 1982. Whereas John Gill was founder of Gill Raggin-Mill, Raggin-Owen, PA, one of the largest law firms in Arkansas. And whereas John Gill was appointed by Governor Mike Beebe to serve on the State Parks Recreation and Travel Commission in 2011 where he proudly served for 12 years. Whereas John Gill had a lasting and significant impact on landmarks across Arkansas including through strategic planning, fundraising, and renovations to the Little Rock Visitor Information Center at Historic Curran Hall and the Firehouse Hostel in MacArthur Park and through the installations of the La Petite Roche plaque and historical marker at the Little Rock River Market, the Glass Sculpture, Straight Lines on a Round World, and the Statehouse Convention Center in Little Rock, and the portrait of leading civil rights attorney Scipio Africanus Jones at Scipio A. Jones Post Office in Little Rock. Whereas John Gill was an active member of the First United Methodist Church in Little Rock, where he served as a trustee, organized the Bowen Sunday School class, and held the roles of vice chairman and chairman of the administrative board. I apologize for the length of that, but that was just an abbreviated version of John Gill's accomplishments. I have, as many of you have, many friends that we've had to memorialize because we lost them recently. John Gill was one of the few of those friends that I can truly say was a mentor to me. I first met him when I was a young cabinet member for Governor Frank White, and he was an absolute expert on local government and the things that I needed to know, and he was always a resource I can turn to. We became friends over the years. Mar, Jim, and Catherine and I, and John, we dined together and had a great long friendship. John's passion was Arkansas history and Arkansas culture and heritage and certainly our park system. He loved Pinnacle Mountain State Park. He was there when we dedicated the new visitor center recently. and he's never ceased to remind me that it was in my district and I need to take care of it. I'm really grateful for the many things he did but I'm especially grateful for his writings. He's left a legacy of some wonderful books including one, if you don't have it, you need it on your coffee table and that's the history of the Arkansas Governor's Mansion which was the definitive work on that subject. I want to introduce a few of the people that are here. Of course, David, his son, and Marjim I've been introduced, but Desi Gibson, his long, long time assistant. And John invited me to join, or the group invited me to join an organization called the Wise Old Goats. And I was truly floored because when I did join it, I was the youngest member. And it is a group of august leaders of this state, both in business and in politics. I noticed when we started inviting him we lost a few including former Governor Tucker was a member Congressman Hill is a member and he could not be here he called me yesterday but he sent Hunter Sadler his staffer from the Little Rock office another dear friend of mine also our leader in the wise old goats other than John is former UALR Chancellor Joel Anderson, who I'm honored that Joel could join us today, and we also have two members of their firm there. But John was one of these people that made Arkansas better, not just as a lawyer, but as a citizen that did so many great things. He was named the most outstanding wrestler in the lower classification. We qualified 11 out of 14 weight classes. I do want to do a shout out to the seniors. We have senior Denzel Arce. He competed in the 113 pound class. We have Bryson Kersey. He was in the 157-pound class. And then we get up close to my class, senior Jace Ponder in the 215-pound class. And then senior A.J. Thompson was in the 285-pound class. And I've been trying, if you guys remember, the last few years to get Senator Penzo down here for a demonstration with one of these guys. But he had a better idea. he had a better idea with our ladies performing as well as they have he said senator scott might be a good so one of no i'm kidding so for i do want to do a shout out for the ladies um we have we have uh three seniors here carly johnson uh senior evelyn ramira and then senior Deanna Ramirez. You know, a role model for young women and for all of us, actually. She's finishing up her degree right now at the University of Central Arkansas and going to get a master's degree, I believe, in non-profit management. I think that speaks to her heart and where her heart is. One of her awards that she received was the service above self award really speaks to her character. you, Governor. Members, this RSA largely mimics what we've done or what the discussion was with the governor's balanced budget proposal. There are a couple of small changes. The first is all the higher ed institutions originally had a Schedule B. All those fundings have been moved to Schedule A, and the same is true for county operations. That's your significant change that's happened. It still maintains about a 3% growth in GR. And then there are the RSA set-asides or requests that are set-asides for GAD. Those start on page 11 in your revenue stabilization. We have the $100 million, which was the Medicaid set-aside. As we discussed, that adds to the already $100 million set-aside for Medicaid. There is a $70 million set-aside for EFAs. Again, both of those were part of the discussion they had on when the governor made her balanced budget proposal. In addition to that, there is a re-upping of the majority set-aside by $43.7 million. There's $5 million for a motor vehicle. And then there's a total of $300 million for quick action funding for a super project in West Memphis. That's broken out in two parts. $150 million would be for the entity. It's my understanding that those funds would be provided to the entity as they met different, I guess, thresholds or requirements as part of whatever the ultimate agreement will be. And the rest of the $150 million is a budget that's been set aside for potential road improvements that they need to have in the area to have a project of that size.
