Insurance & Commerce (House) — April 9, 2025 (1:20:51)

I think my concern with this bill is not in the discussion of franchisee versus franchise. I think that that argument definitely has merits. My concern is when we codify precedent, we remove the opportunity for anyone in the future who feels that their business varies from that precedent. And I think for me that makes it difficult to vote, and I'll be a no today. But I do appreciate the intent and the due diligence you put forth on this. Thank you,

Insurance & Commerce (House) — April 9, 2025 (1:20:34)

Chairman. Thank you, Representative Brown, for bringing this. I do have the utmost respect. Like I said, I believe we've discussed at length, and I trust your intent. Like I said, I trusted you with my organs.

on the case. Okay. So we wouldn't be able to tell agents that if they filed their own lawsuit before this date that they would be exempt in any way? Is that – or we don't know? Well, it's going

Insurance & Commerce (House) — April 9, 2025 (1:02:23)

Thank you, Representative Brown. I have a question just on how legal stuff works. Would any future lawsuit before this date be, would this affect any lawsuit that would be filed between today and this date? They would have

Amendment to House Bill 1700. Same clerical clarification requested by the insurance parties involved just on the logistics of when the prioritization is denied and how the appeal process moves forward. Questions from the committee? Seeing none, is there anyone who likes to speak against the

have HB 1531 concurring the Senate amendment. Yes, that's correct, committee. Representative Acre, District 71. The amendment to House Bill 1531 is a clerical adjustment that helps give some clarity to the manufacturers that they do not have to prospectively recruit participants, but they

Mr. Chair. I think one of the most interesting pieces of this is that it seems that we're going to be trying to capture more of the rebate dollars that we previously were not capturing. Is that correct? Yes, sir, it is correct.

Meeting — April 10, 2025 (1:41:27)

We talk about the increase in cost. There is also a cost of doing nothing. The cost of doing nothing is that hospitals close. The cost of nothing would be that pharmacies close. The cost of doing nothing is a lack of access. And today, we ask you to vote in favor of this bill to have insurance companies show their work rather than on a flyer, they're going to do it in claims administered and adjudicated. And with that, I'd appreciate a yes vote.

are going to be this much, this much, and this much. It does require them to show their work. And rather than voting no out of prospective fear, I ask that you vote yes in favor of having them show their work. Because when they show their work, what they're showing you is care that was rendered. There are names behind those dollars spent. There are heart attacks behind those dollars spent. There are cancer patients behind those dollars spent. And before we take them at their face value that they're going to increase premiums, let's have them show their work.

Meeting — April 10, 2025 (1:40:23)

Ray. I would like to say that the comparisons in my line of work and the efforts we've made to regulate how that happens centers around showing your work. To vote against this bill is the unintended consequence of believing insurance companies at their face value. This bill does require them to show their work before a premium is increased. Just like in the pharmacy business that they've had the same arguments, in the healthcare business they make those same arguments, that it's going to cost too much, that premiums

Rep. Aker, you're recognized. Thank you, Mr. Speaker, colleagues. Similar logic here. This just clarifies some of the reporting mechanisms requested by the industry stakeholders. With that, I welcome any questions. Thank you. I

This amendment simply just clarifies some of the reporting mechanisms that the stakeholders requested. And with that, I'll welcome any questions. I see none. I appreciate a good vote. Representative Aker has explained the amendment.

walls and has a, you know, world-class heart surgeon, but that may be completely irrelevant to the same claims that were rendered at these locations. And so it seems that if the claim was rendered, the claim should be paid. And I think that, like I said, I'll be in favor of this bill for those reasons.

Insurance & Commerce (House) — April 14, 2025 (32:32)

So, I mean, to use the court as some sort of shield to block off a quarter of claims that were rendered, I do take issue with, because I agree that you might have the constitutional argument to do so, but I think it is not operating in good faith if real care was rendered to your members and is still going on uncompensated and then we're just sticking a date in July as when we actually start caring
