This morning's drawing will be conducted by district numbers starting at either the top or the bottom of the district number list to be determined by a coin toss. I recognize the

Welcome and congratulations to all members elect, for those that we have seen and haven't seen, welcome, you're about to embark on one of the greatest endeavors of your professional lives. As such, we have to begin, we have a, we have not approximately, but now we have 13 new members. We will, uh, select that seniority shortly, but first, I want to introduce our chief clerk, Sherry Stacks. For those
of you don't know. If there's as you will hear me say this repeatedly about everyone on our staff. If there's anyone you need to know, Sherry is that person until you need to see Martha, Shannon, Melia or on down the line. We'll start today with a time-honored tradition of the house. Seat selections available for the ninety-fifth General Assembly will be made and finalized today. I now recognize the House
parliamentarian to conduct the seat selection. Thank you, Mr. Speaker. As the speaker said, this comes to the point where we do the seat selection. All seats are vacant, vacated for the ninety-fifth General Assembly. We'd asked at this time that you move to the back of the chamber so we can, everyone can have an equal shot. What we'll do is we'll call each member's name. Starting with number one. position
We'll work through each, each seat. As you can see on each seat is on our display, each seat is numbered, please use that number. When you select your seat, please stay in it. If you aren't gonna stay in it, please step out of the chamber because this next little bit's gonna be a
little bit chaotic until we get everyone seated. The large seating screen is on the board. When a seat is selected, it will be shaded. We will, we will fix the names in there this afternoon after the fact, and we'll have those later, but once it's selected, it will be shaded and, and it'll be deemed taken. As we proceed through this process, please keep in mind that Rule 54 provides for members elect to trade committee memberships, but only may do so before the close of business today. Any trade should be made in writing and signed by the members who are trading memberships, the documentation also must be signed by the trading members Political caucus leader, and by the speaker of the House.
Also, if necessary, House Rule 54 authorizes the speaker to make adjustments to committee memberships, but only for the purpose of adjusting the majority and minority membership ratio. At some point, there may be members that will pass on a selection because they are already, for example, on ALC by virtue of certain positions, such as the majority leader. Uh Speaker, etc. And so it's understandable that
they would pass if that's their only option, but it's, if you have an option, because as we get down through this, there's gonna, you're probably gonna be selecting an alternate position on certain committees. We really need to be able to fill those. And so unless you just have no option, no viable option available to you if you would, go ahead and select an alternate selection. And now I recognize the parliamentarian to discuss some additional rules. Thank you, Mr. Speaker. Uh, just
to not, not be, uh, repetitive, but just to, to go back over what the speaker, uh, alluded to, uh, this, these three joint committees are we look to house rules 54, 80, and 81. I'll go through briefly, we're gonna have the similar screens, the larger voting screens will have broken down by each district, 1st, 2nd, 3rd, 4th. The smaller screens here in front of you will have the running. Running total for each, um. Committee
To get into joint budget Committee, we take 6 members and 2 alternates per caucus. So you'll see on the 2nd district screen up there. There's 6 los plus 2 alternates. Those alternates, your alternate 1 and 2 for every member of budget. So the 6, and, and representative Chairman Gene can, can, can reinforce this alternate 1, alternate 2 when you get into the process, you're an alternate for everybody. Arkansas Legislative Council, 5 members per caucus, and one in 1st and 2nd alternates. So when
you select, you won't just say, I want to be first alternate. First slot you'll want to pick to be alternate for a specific person because in counsel and audit, you're an alternate for that specific member. We're going to dive in here's, here's where it gets a little, little, uh, more in the weeds if you will. Legislative council pursuant to Rule 80, there can be no more than 2 members of each caucus from the same county. Doesn't affect, doesn't affect a tremendous amount, but some of
the counties that fall into multiple congressional districts. Uh, we'll pick on white is the one I use. There are several members in white, but some are in first, some are in 2nd, so you could have more members from White County that as long as they fall in the different Congressional caucus districts. Moving on to audit. Similar scenario, we have 5 members, 1st and 2nd alternate, you're picking a specific alternate position. For that person. However, Rule 81, which deals with joint
legislative joint AD. differs and it says no more than 2 members per county. that committee, it doesn't break it down by caucus. It's a slightly, uh, different verbiage. Uh, for each of those, so you're a limit of 2. Two from Pulaski County, 2 from Benton County, 2 from Washington County, any of the counties on leg audit. The echo, uh, something the speaker said. If you take a position on legislative council, let's say you get one of the 5 positions. When it comes time when we come
back through, you're encouraged to take an alternate position in audit. Don't take a main position in council and then take an alternate position in council. That make sense? OK. The going back and I skipped over something I need to say, the two county rule and council, and also in joint all the only effects the primary member. It does not affect the alternate, so you can, you can be alternate 1st, 2nd, on each one of those and not have to worry about the county rule. It just pertains to the first. position.
Again, we're gonna continue this selection until we get all positions filled. And it will, it'll, we'll probably go through the order probably close to twice and looking back in previous years, we got through it because people pass, there are gonna be people that have positions on these, uh, by nature of their positions. Uh, Speaker Budget chair, council chair, those will have some ex officio depending on the committee. So a lot of those will pass as we go forward, but fill those up.
