Uh, before we get started, uh, colleagues, I want to let you know that we have our county clerks out here, uh, in the audience with us today we appreciate the work they do for all our counties and to let you know, uh, they're inviting us down to the association of Arkansas County building from 11:30 to 1 and they'll have something good for us to eat and uh get to visit with our county clerk, so let's give him a warm welcome. Appreciate y'all being here. to go to special. First, uh, item on the agenda is the uh rules subcommittee report that was held February 13th, Senator Dees, you are recognized. Hold on. Thank you, Mr. Chair. Uh, the rule review subcommittee met on Wednesday, February 12, 2025. The subcommittee adopted its subcommittee rules and one rule from the oil and gas commission was reviewed in a approved as noted in the report. We move for adoption of the report. Uh, if oil gas could come up, I got a, a question. Maybe not pose yesterday. Who did you want to come up? Oil and gas. Oil and gas. You'll identify yourselves, then Senator Bryant can ask the question. Good morning, Keisha Morrison, Chief Counsel, Department of Energy and Environment. Lawrencele oil and gas tribution director. Thank you, Mr. Chair. Uh, just a quick question on the, I'm a front and center on the, the notification for, um, the 1 mile distance away from facilities that were placed in the rule for those facilities that are already existing that have been here maybe up to 10 years in the state. Going out 1 mile for a facility that's been operating as part of the community that is, that is not in violation necessarily of, of the noise, they're quiet, going out a mile could encompass thousands of parcels of which Some would probably still object to it there just because of the nature of the business was, was the commission think about getting all those complaints in, and then have a business that's been operating there for 10 years. That you may disallow a permit and have to go through that potential legal battle. Yeah, I understand your question. I understand the The, the possibility of that occurring. There was no provision put in a waiver in the rule to amend or allow existing facilities to be, uh, exempt of any portion of the rule. Uh, if there is a, and I understand the cost of doing it for, for a mile for an existing facility. It's been there for 10 years. Everyone knows it. Uh, um, but if there are. Objections that that facility has to go through again. Uh, the commission has to have a hearing on that if there are frivolous objections with I just don't want it there. I don't agree with the process, uh, those will be dealt with at the commission level, uh, the permit would stand and probably be issued. If there were no Uh, issues dealing with the provisions of the, of the rules. OK, so there is no exceptions at this, at this point. We did not put any in the rule. I understand that issue, and we certainly can look at that. OK. All right. Thank you, thank you. Any other questions or discussions? We do have a motion in a second.
