The position will remain unfilled until needed according to the university. The Department of Higher Education has recommended the requested position and this will increase the total number of authorized positions at the university by one. Okay, that's

8:49
Thank you for hearing us today, and thank you for inviting us, specifically Senator Flippo and Chair. Thank you. The point, and by the way, this is Julie Eddington. Julie is our Director for Human Resources at the College. Thank you for being here. So the purpose for the new position, if you could put
Senator Scott Flippo
Unverified
9:08
us into your own words about why this is needed, And I understand there's going to be a continuous position. There's going to be left vacant if you don't need it right.
Speaker 21
9:20
That is exactly right. We have, I would argue, one of the finest chief financial officers in the state of Arkansas, probably in the world. We have an amazing CFO that has been on our campus for 25 years. She has really helped turn the finances of a campus around and make us very solid and robust. She is retiring soon, and she's given us a long off-ramp, but because of the importance and the value of that position and our deference to our auditors and state auditors to make sure we're doing the right thing,
we thought it would be very prudent to hire someone in advance so that they could train under the best CFO in the state to take that position and then be advanced into that position. It seemed very reasonable that that may we were looking at about a six months at the most for that training period. Probably probably there. And then it wouldn't be in continuous. The position wouldn't be continuous. We might need it for another vice president if the position warranted or we had a chance for an on ramp there for training.
so he's exactly right it's not a continuous position but it will be a full-time job
Speaker 24
10:32
while they're there in transition so senator flippo you have any other questions no i
Speaker 26
10:41

you sir thank you very much chair okay representative richardson you're recognized thank
Representative R. Scott Richardson
Unverified
10:54
you mr chair uh so So, has this been offered in other universities or colleges such as this?
Speaker 20
11:01
That's a good question. Many colleges have an associate vice president. We're a very small college, so we've given up quite a few of our positions in the past and kind of really trimmed what we have. A lot of colleges and universities have associate vice presidents. We don't have any of those at all. And this idea of an on-ramp, sometimes I'm not familiar with any colleges doing it, but it is a very traditional business practice. And so we kind of took it from that because it really lends itself to that kind of efficiency.
Representative R. Scott Richardson

11:32
Okay. And individuals that fall into that role that are transitioning out, what if their salary range is in excess of what you're asking for here? They will
Speaker 24
11:42
be. As a matter of fact, the AVP is less
Speaker 20
11:45
than that position, so we're going to hire them. And use that time to on-ramp them and when they assume the full responsibilities and liabilities of the position They will get the increased amount. Okay. Thank you, sir. Thank you. Mr. Chairman. Thank you

division opm has recommended the use of the position because the position is already authorized approving the request does not increase the total authorized number of positions at the agency however if filled the estimated cost of filling the position will be roughly sixty thousand dollars with ninety percent coming from federal grants and ten percent

me mr chairman items g and h are continuation of positions previously reviewed by the committee and created at institutions of higher education. Both G and H are central growth pool and surrender pool positions. These positions have been in use by the institutions since they were previously reviewed, but they're not added to their appropriation bills during the fiscal session. Because they were not added, it becomes necessary for them to be reviewed again by the committee. With the committee's approval, you can batch the two requests together and vote once for both requests, G and H.
