for your bills. I apologize. Uh, Representative Bentley, let's go, we'll,
as soon as your bill gets in here, Senator English, we will, we will cut to you, Representative Bentley. If you'll just state your name for the record. And which bill it is we'll start with 1440, OK? House Bill 1440.
Representative Mary Bentley

Give everybody a chance to pull it up. How how spell 1440 was brought to me by the Department of Health. OK, so currently
the Department of Health is only able to get the names of the people that are working in a massage therapy parlor, they're not really able to find out who's licensed, who's unlicensed, who's the owners, and so unfortunately the industry that we've been plagued with human trafficking and all sorts of things in the industry, so it just simply allows the Department of Health to get the names of the people there who's licensed, who's not licensed,
who the owners are. So when a bad actor moves from one place to the next, they can keep up with them, and I can be the department up here if people have
more questions on that. All right, thank you, Department of Health is here. Does anybody have any questions on House
Bill 1440. Senator Payton, you're recognize her question. I'm remembering a

to do with them to come up and tell me if they, if, if this contradicts or interferes. If you'll just state your name with the, for the record,
please 1440. Thank you, Madam Chair, members of the committee. I'm Laura

She, I'm general counsel for the Department of Health, and this is an agency bill and we have shared it with all the stakeholders and this doesn't conflict with anything that's already passed. OK, so you don't know of any conflict this would have with the bill that we're already
considered. No, sir, there's no conflicts. This is merely providing for a registry, it just helps us keep track of massage therapy establishments because currently we don't have a list. All right, thank you. All right. Any
other questions from members of the committee? See none. Is there
anybody here to speak for or against this bill. Thanks. See none who recognized the clothes for your bill? Thank you, Chairman. Thank you committee again. This is

just a bill to help us to keep up with the who has massage therapy powers in the state and who the actors are there so they can keep better track and hopefully cut down on some human
trafficking and sex trafficking going on the massage therapy parlors in our
state. All right, thank you. What's the what pleasure of the committee. Motion to pass. 2nd, 2nd, all those in paper say aye and opposed, I have it. Congratulations, House Bill 1440 passes. OK. Next bill. Uh, 1454. Yes,

committee, House Bill 1454 State Representative Mary Bentley, District 54. This is a very simple bill that will allow industry to have another avenue to get a background check. So right now they can go to the Department of Health. Sometimes it takes a day or two. This offers an opportunity for them. There are some businesses out there where they can get an automatic like a couple of hours they'll get their background check done quickly if they want to pay an extra money. It just allows another opportunity for them to get a background check, uh, actually no opposition to this bill, adding another opportunity for those. folks that want to pay a little extra money to get a background check and a quicker than taking a day or two.
OK, are there any um questions from members of the committee.
See no questions. Is there anybody here to speak for or against House Bill 1454. See none. You recognized to close for House Bill 1454. Thank you, Chairman. Thank you committee. Again, this is

a business-friendly bill allowing them an opportunity to get a quicker background check if they need to pay extra money, so that's really all the bill does, and I appreciate a good vote. All right, what's the pleasure of
the committee? Motion to pass 2nd, all those in favor say aye and a post I have
it. Congratulations, you've passed your bill. Uh, let's see, 1854. Thank you, Chairman of the committee. Again, this is another

business friendly bill. House Mary Bentley, District 54, House Bill 1854 just allows um industry folks that have gotten their 40 hours training to be a home caregiver and they go from one company to the next, allows them to take that training from one company to the next without having to redo those 40 hours again. So again, these are highly sought after caregivers that are taking care of our folks at home. Once they get the
40 hour training they can transfer that to another company without having to redo the 40 hours again and that's simply all this bill does. OK,
are there any questions from members of the committee? say none. Anyone here to speak for or against House Bill 1854, see none, you've closed for your bill. I'm closed for the bill. What's the pleasure of the committee? all those in favor
say aye and opposed as habit. Congratulations, you've passed the day. Thank you. Could I slide one

of Commit State Representative Mary Bentley, District 54, House Bill 1677 simply allows a drug detox, um, drug therapy, drug takeox unit to have an emergency medical kit like a nursing home would have some of our, we have a detox unit going into my district for 45 minutes away from any medical care. This will allow them to have emergency medical box on site, uh, behind, behind a locked door in a locked cabinet and it'll be um filled by the pharmacist, so I did some
amendments to this bill to make sure the pharmacy board and everybody was on track with us again. We have some units that are 45 minutes away from getting an ambulance out there. I want to make sure they had an emergency medical box like many of our nursing homes. have in rural parts of the state. So that's pretty much what the bill does. No one known opposition to this bill either. I don't take any

Currently an unemployment claimant, um, is not required to search for work if they have a return to work date in the next 10 weeks, we are reducing that to 3 weeks as we reduce the
number of weeks that they're eligible for from 16 down to 12 and then also uh mandates the making of rules for waiving UI benefit overpayments, that is currently up to the director. Do we want a firmer Structure line and it also um realigns the um definition of employee employer relationship to go along with the IRS's changes. All right. Are there any questions from members of the committee, Senator Payton, you're recognized for a

Speaker 75
9:28
Matt Brown, House District 55, and yes, ma'am, there was an amendment. Explain the amendment. Uh, colleagues, uh, first, uh, I would like to thank the chair to uh let us go outside during the uh earlier this morning, we were able to talk for quite a while. I had a lot of constructive con uh discussion, and I think that we now have a bill that the OPO is now neutral on, and I don't anticipate or hope there's not
gonna be any testimony for or against it. The amendment, if I can get my computer to pull up, the original bill, which you may have. Heard about uh change the uh Anomical Gift Act to give uh next of kin, the ability to revoke someone if they had decided to be an organ donor on their driver's license. This amendment takes that out. Uh, so this amendment simply provides that if you are a person's health care power of attorney, you do have the ability to revoke or amend a previous anatomical gift, in other words, if they put on their license, you would have the ability to
step in and change that if you need to. It also provides that following a donor's death. So after they have passed away and after organs have been harvested and things of that nature, uh, the family's rights would didn't kick in in terms of being able to decline if they were to decline tissue donation or other further procedures on the body once death has already happened and once the viable organs have already been donated. Um, the last thing that this uh amendment does, actually this was in the original bills. It also provides some reporting. It makes a few tweaks that were requested by industry just to
make that a little bit clearer, uh, that essentially that uh OPO's organ procurement organizations operating in Arkansas would report annually to ALC just kind of their stats of what's going on because right now we don't get any reporting. from them and so we're kind of operating in a vacuum,
Speaker 77

Speaker 86
11:41
because y'all stepped out of the room earlier today, so and both sides worked on this amendment, and there's no longer any opposition. This is an agreed to amendment. Yes, I'm authorized to say that the OP Aurora has
Speaker 74
11:51
authorized me to say that they are neutral now on the bill. And
Speaker 75
11:54
Senator Payton answered the question, the um This amendment, what it did is it deleted the entire first. 2/3 of the bill and replaced it with this new section A and B. So it's significantly reduced the bill down and made it simpler. So the new AMB is really the bill and the amendment and then the rest of them are just technical corrections required by that deleting this first section. So
Senator John Payton

with the amendment in order for somebody to deviate from the last known instructions of the deceased. They would have to be
a power of attorney, health care power of attorney, yes sir. And there's
no other situation where they could deviate. That's correct. We took all that out of the bill, yes, sir. OK, thank you. And if the power of
Speaker 75
12:32
attorney is provided other than you may not do this, then that would control and even the power of attorney could not do that. It was specifically the power of attorney. OK. Are
there any other questions from members of the committee? Great. Do you, do
we have a motion to adopt the amendment? Motion to adopt the amendment. Second, all those in favor say
aye and opposed as habit amendment is adopted. Now please present House Bill 1679 as amended. Thank you. Thank you, Madam Chair. Thank you committee really, the
Speaker 74
13:01
bill is now the amendment, um, the, uh, unfortunately I had
Speaker 75
13:03
a situation where I had to deal with some organ donation issues last year in my family, and as part of that procedure, um, that was the power of attorney for my father, and at the time I was not able to make any decisions on his behalf because he had put organ donors. License and so digging into that later, that's when I discovered that um essentially under the law, your your health care power
of attorney can do everything in the world for you in terms of withdrawal care, agreed to care, all those natures, if they have your financial power of attorney, they can sell all your assets, mortgage your house, everything else. They can do everything for you, except the one thing the law was is they could not say, hey, we want to, we're OK with organ donation, but we don't want to use tissue donation or hey, we don't want to do organ donation because it's going to delay death longer than we want, which was in our situation, which was my father wasn't a viable candidate and we didn't. delay his passing any more than we had to. Um, so this bill gives the power of attorney, the health care power of attorney,
the ability to do that. Um, as far as following someone's death, there was, in my opinion, a conflict between the anatomical Gift Act and the disposition of Remains Act regarding essentially who can control the body once someone has passed, you know, is no longer hooked up to machines and their past and they've been, you know, um, they're, they're dead. And so this bill provides that the um following the anti the uh disposition of remains. fact that the next of kin would be able to say, once someone is done, they've already had their viable organs donated, etc. If the family then wanted to say,
like at the funeral home stage, hey, we're not going to do any more tissue harvesting. We want to have our funeral and bury our loved one, the family would be able to do that. Um, and
Speaker 77
14:33
then finally there's still that recording from the original bill, and I'd be glad to answer any questions
Senator John Payton
Unverified
14:42
the committee has. Senator Peyton, you're recognized for a question. Thank you. So this doesn't kick in. As, as far
as um The part you're talking about where, where once they're dead, Is that at the point where they're pronounced dead or when
they are turned over from the hospital to
the corner or or to the funeral director or whatever. So in this bill, it is
Speaker 75
15:05
2 hours after they've been pronounced dead. So that gives the organ procurement agency time to contact the family and say, hey, we'd still like to do tissue donation and talk with the family, but at some point, at 2 hours past the pronouncement of death, there is that cutoff of at this point now, if someone did say they had on their driver's license that they were an organ donor, then at that point, the family would have the legal right to say,
yes, they said that, but we're now going to take the body and bury it. We don't want to do any further. teaching donation. The reason why this is in here is that um like for example, when I signed to be an organ donor, I thought that meant, well, first off, I thought that meant that this is my consent to donate my organs, heart, lungs, things like that to save someone if let's say I got into a car wreck out of state and nobody could find my family, of course, I also signed up back in the days before cell phones and internet, so it's a lot harder to get a hold of people back then. But essentially that's kind of the default state unless my family were to change their minds,
well, under the uh aunt and Uncle Gift Act, the family. cannot change your minds you put on your license, that's an irrevocable decision cannot be revoked except for the power of attorney should this bill pass. Um, the second issue was, is I thought that meant I'm donating organs to save someone, that also means that the OPO procurement organization can get anything they want from the body, soft tissues, bones, even hair, skin, anything they want from the body and use it for purposes other than like to save someone there that's waiting for a heart or something of that nature, so education, research, therapy, things of that nature.
And so um This gives the the family once someone's already passed, once the life-saving organs have been harvested or they're no longer able to be harvested, it gives families the rights once again over the remains, should they choose to step in and say, hey, we don't want to do this. Um, it would still be a default opt in if you put on your license. OK, thank
Speaker 91

you. Thank you. Are there any other questions from the
members of the committee? Great. Thank you. Uh, is there anyone here to speak for or against this pill?

the Senate sponsor on this bill, and I would just like to formally give a shout out to the Florida Gators for tonight's national championship game. Uh, House Bill 1171 seeks to
authorize an abbreviated independent assessment process for past clients. Currently, these assessments are required to have a third party conduct these independent assessments of each client. DHS has a contract with a third-party company that conducts these. Services. The assessment has to be face to face and it has to be completed every 12 months. It's a lengthy assessment and in most cases it takes more than an hour of the patient's time. The independent assessment involves a standardized functional
assessment tool and asks a series of questions about the client's level of functioning in almost all cases, the independent assessment determines that the client does in fact need tier 2 or tier 3 level services. Because this assessment has to be renewed every year, the approval rate is even higher. We're asking that DHS continue these full assessment uh practices for the first time for these independent assessments. However, for reassessments
establish an abbreviated process and DHS does agree with this approach. This would still involve a face to face reassessment because federal regulations require it. So the major adjustment in this bill is to allow For the allowance of this abbreviated assessment. And this abbreviated assessment lowers costs to the state by being able to complete 2 or 3 of these per hour instead of just one, and I would be happy to try to answer any questions. Thank you. Any questions?

go into, say, a nursing home and be looking through a checklist and they see that there's not a medical director. They check off no medical director and they move on and then there's no real for this nursing home and say, no, no, we have a medical director, we just call him a chief medical officer. And so what this bill tries to do is it allows there to be administrative reconsideration on any decision that's made by By the department and then allows a allows an entity to be able to get uh back into
compliance with the imposition of correction, corrective action plan. Are there
any questions from the members of the committee. See, none. Anyone here to speak for

Uh, yeah, we can do 1619. OK. House Bill 1619. OK. Yeah 1619. Yes ma'am. OK, go ahead. Uh, so 1619 is a very personal bill to me. It comes from an issue I had when I
was trying to get my daughter a shot when she was one month old and so I'll just tell you a little bit of the story as quickly as I can. Uh, so we found out about this monoclonal antibody shot that helps to reduce the risk of a student getting a, a child getting RSV, and going into the hospital under the age of 1. Of course, everybody knows somebody who has had a kid either contract RSV and has been hospitalized for some period. of time or unfortunately has died and so me and my wife obviously that was a concern for us and so we go to our pediatrician in town and he
says, oh no, we don't have that. It's really new. Insurance plans don't cover it yet. OK, cool. I can fix that. I wrote a bill and I get a call and they

again. Hey, I like to give it a shot. This is what I was told. Let's do this thing. Oh well, there's a supply chain issue. we can't, we can't, we don't
Senator John Payton
Unverified
24:08
have any. Oh, OK. Make a text, make a phone call. No, there's not a supply chain issue. And so I started getting really down to
the issue. Why can I not get this shot? And me and my particular position, I should be able to make those connections, get that shot, and if I can't get it, no one can. So I go and I make other phone calls. I call you AMS. We have a UAMS clinic in town. Hey, I want to get this shot for my daughter. Oh yeah, yeah, no, we could do that, set up an appointment. So at 1:30, my uh my eldest daughter misses her nap time, my poor wife has a dreaming 2 year old or 2 month old trying to fill out paperwork to get this shot. We're sitting in a UAMS clinic. We go back, um, they wear, do the whole thing. Oh yeah, no, we don't
give that. What are you talking about? How do, what I call, call my buddy. Oh now, sorry, there's a mistake, blah blah blah blah blah. Finally come back on Thursday, finally get the shot. What's going on? Why can I not get this shot? Why, why is someone, even in my position particularly, if it's just hard for me to be able to find access to this shot, it had to be this hard for other people. So I go down a rabbit hole. It comes to find out that there's just a lot of clinics who, um, they, they cannot administer it without losing money. That's the whole deal. That's what happened. And so what I tried to do is I've
worked with a pediatrics, I've worked with DHS and I've, we've tried to come to a conclusion, and this is, this is what we found. So what this will do is it will put this particular shot with the vaccines for children for the reimbursement program, and it will increase the cost from 1314 to 1954, which is about a $6 increase now because Medicaid match, it'll be less than $2. Even at a very conservative estimate. It per
hospitalization, if it's $5000 for hospitalization, if we can keep one kid out of the hospital out of 128 shots. It's a 6. 10% return on investment. And so My goal from this is to keep kids out of the hospital, keep kids from safe, and keep kids from, and you know, save money for the state ultimately it's really, really threefold. Um, and so that's where I came from. This is how it's affected me personally, and that's why I'm set for you today. I appreciate any questions, any
questions from the members of the committee, Senator Payton, you recognize for question.
Senator John Payton

26:22
What is this shot? Sosabab is a monoclonal antibody. To give you examples of other monoclonal antibodies during COVID, it was one of the first things we gave to people that would help to um help to alleviate symptoms and what it is, it's just an antibody. An antibody is what you normally get when you react to an infection or a disease, and what it does is it attaches itself to germs and kills said germ. And so what happens is when we give um infants like my daughter, a
monoclonal antibody shot, is really just any bodies in their system and so if RSV ever gets to them, it sees it immediately, it grabs onto those those RSV which is the vaccine, yeah, but it's not a vaccine like a COVID vaccine, it's not mRNA and it's not a vaccine like a traditional flu vaccine. Um, so it's really kind of a totally different thing, um, it's, it's, it's a passive vaccine. Thank you from a pharmacist. Just be whispering in the corner of the room. Um, so it's very passive immunity, the body doesn't
really have immune response to it because it's just like putting flags that are looking for RSV in the body and when the RSV they need the shot It only is for, well, yeah, mostly for infants going into their first RSV season, so from October to February and that provides 6 months past immunity. They don't need it during the summer because RSV isn't an issue during the summer. It's like just during the RSV season. OK, thank you. Yes, sir. Thank you. Senator Wallace.

my end, well, with my pediatrician specifically, and we go to, you know, pediatrician in Portsmouth. I just didn't have it and when I talked to people, it made it sound like the administrative fee wasn't high enough that they would lose money holding onto and administering the shot. They couldn't, like they weren't able to suppose they weren't able to pay their employees to do it. And so my goal by doing this is to encourage pediatrician pediatrician. offices and other individuals to stock this, keep it, and
administer it to parents who would like to have it, so
it was a money issue. That's what they told me.
So yeah, I can elaborate the the reimbursement wasn't enough to cover even the acquisition cost of the shot. Yeah. And so that's why people didn't have it because It was, they couldn't even get reimbursed for the actual acquisition of the drug itself, but to his very excellent point.
It absolutely is a shot that can be given in a clinical setting that will prevent a hospitalization, particularly for an infant, and it happens all the time, uh, and if we can get that shot in the clinical setting, it will have a huge ROI to prevent, uh, children from being hospitalized because of RSV and it's a very serious issue and it can be a serious virus and it can go south real fast. Anyway, go ahead. Any other questions? All right, seeing none. Anyone

y'all. Anna Strong. I'm with the Arkansas chapter of the American Academy of Pediatrics. Um, this is not our bill, but Representative Graham like came to us with this issue and we, we struggle a lot with making. This is a newish monoclonal antibody. It came out a couple of years ago. Uh, monoclonal antibodies are used for a lot of different diseases like Crohn's and other things
that you take you, people can get infusions of them, but for babies with RSV it's a simple shot that helps keep them out of the hospital, um, and it's a very great return on. investment for Medicaid, which is why they are they are good with the, the fiscal impact and they are neutral in this bill.

Uh, so 1277, um, is trying to rectify an issue we have in our convenience store and just really petroleum storage tank industry. This allows pollution control and ecology commission to set the deductibles that tank owners must pay in order to receive payments for corrective action from petroleum storage tank Trust Fund. The deductible is not to exceed $30,000 per occurrence, and this bill is in collaboration with Arkansas Oil Marketers Association ADEQ. Essentially what's happening is right now it's a $7500 deductible and they have to report within the first day, within 24 hours. Well, if it's 26.
hours and the person who was working the counter didn't know that there was a leak, then um they're totally out and they have, they're in charge of the

This just allows them to give them some more time so they can come in compliance and get the fix. You've heard an explanation of the bill.
Are there any questions from the members of the committee, Senator Payton, you recognize for question. I heard part of the explanation.

I also have someone here to testify if needed and one of the questions that did come up, um, there was no opposition on the House bill to my knowledge, is that this bill will help address. Arkansas being a mental health desert
and ALC will have oversight and they will approve all promulgated rules. OK.
Are there any questions from the members of the committee on this bill? Senator Payton, you're recognized. So it's putting us in a compact,
Senator John Payton

the compact has a board of its own and sometimes the members are given slots on the board and
sometimes they are not. When, when they become a member of the compact. OK. I'm sorry.
So I'm not crazy about these compacts, but I always want
to know what representation we'll have on the board and what escape clause we have to withdraw from the compact. Do you want me to
Speaker 176

and so, um. Thank you for the opportunity to present this when this was House Bill 1782 and it's a measure designed to
Senator Jamie Scott

protect the health and well-being of Arkansas youth by prohibiting the sale or transfer of over the counter diet pills for individuals who
are under the age of 18 and this bill has already passed the House, which you know with bipartisan support and addresses a public health concern increasing the misuse of diet pills amongst our teenagers which could pose a serious health risk, um, as we know that studies show that our young people, particularly young young girls are now at a high risk of developing unhealthy relationships with food in their body images and diet pills are often marketed as a quick solution for weight loss and are widely accessible without prescription, however, many of
these products have high levels of um laxatives and ingredients that can lead to high blood pressure, liver damage, increased anxiety and depression and eating disorders, the American Academy of Pediatrics and the National Eating Disorder Association warned that the availability of diet pills contributes to dangerous eating behaviors in a recent study showed that um young girls who actually participate or use diet pills or 4 to 6 times likely to actually develop um an eating disorder, so what this bill does is this
legislation is pretty straightforward and it aligns with the existing consumer protections for our minors already in the state of Arkansas, it prohibits to sell, distribution and transfer of over the counter diet pills for anyone under the age of 18. It requires that our retail killers to verify the age of purchasers to identification checks similar to those who uh buy tobacco or other restrictive products. It imposes penalties on realtors who violate the law while escalating consequences
for repeated offenses. It ensures that public awareness through retailer notifications and education on the dangers of these products for our minors. Uh, this bill does not prohibit the use of medical prescribed weight management treatment under supervision. of a health care provider is specifically targets the unregulated and often misleading products that pose a risk to our youth and um I asked for a favorable consideration and due past recommendations so that we
can keep dangerous unregulated diet pills um out of the hands of our miners. Thank you. Are there any
questions from the members of the committee? Anyone here to speak for

ma'am. OK, so today we're considering House Bill 1582. It's a bill that would strengthen our workforce services system to ensure Arkansans are receiving unemployment benefits that are actively seeking work and are connected to available job opportunities. This fits hand in glove with the newly introduced launch online platform, ensuring that our cans and seeking employment are connected with real job opportunities quickly and efficiently. DWS will match
unemployment recipients with job openings through that fit their qualifications in this integrates with the program to connect job seekers. to a potential employers. It encourages workforce participation, strengthening the work search requirements to encourage claimants who are looking for work to apply what fits them best. Um, it does require a claimant to report their 5 work searches to the agency. Um, it reduces fraud and abuse by ensuring that the audits that are done so that individuals that are truly engaged in finding employment, uh, colleagues, this bill is about
accountability to our workforce, to our businesses, and to the taxpayers of Arkansas. It encourages those receiving benefits to actively look for work and that we are helping them connect with real job opportunities through the launch platform as well as through other sources in DWS, um, by passing this bill, we help job seekers strengthen our economy and ensure responsible use of public resources, and with that, I'd be happy to take any questions. Thank you. Are
there questions from the members of the committee? Senator Payton, you're recognized her question. I love
the, uh, but why don't we say that

those job matches have to be within a certain perimeter of where the person lives, I mean. They may or may not have transportation. Correct. Again, yes,
Speaker 54
47:22
that is, that is correct. Unfortunately, um we're not able to do that with the US Department of Labor because that person may choose to move, um, so there is a way on the launch system to restrict themselves if they want to only work 30 miles from their current location, for example, um, the US Department of Labor cannot mandate that we make them do that. OK, thank you. Yes, sir. Any
other questions from the members of the committee? See none anyone here to speak for or against House

Thank you, Madam Chair. This is uh I spell 1559 State Senator Justin Boyd, Fort Smith, uh, House Bill 1559 requires the Arkansas Department of Human Services to apply for an 11:15 demonstration waiver, uh, to the Institute for Mental Disease Exclusion for Substance abuse treatment, uh, substance substance use drug treatment. So there, uh, you know, there are
37 states that have this authority and this just direct. The DHS to apply for it. So I've had nobody reach out against it. DHS is OK with it. Happy to answer any questions if I can't answer them, we can get someone from DHS who can potentially help me. DHS, y'all just want to give a thumbs
up or whatever. OK, good. All right. Anybody else
here to speak, uh, any questions? Anyone here to speak for against the bill, your

record. Thank you, Madam Chair. Thank you committeeinon Underwood, State Representative District 16. What this bill does is it strives to give more people more opportunities and pathways to meet their work requirement for SNAP benefits. I want to be clear, this does not apply any new requirements to obtain SNAP benefits. Able-bodied individuals are already required to meet a work requirement and this bill does not change that in any way, um, instead, it just gives them an opportunity to volunteer. which would help them meet the
work requirements. So for some context, Arkansas already passed a law for mandatory mandatory employment and training and its food stamp program in 2019 and as part of that implementation, this just allows state agencies to receive state that receive state funding to accept volunteers who request the opportunity to comply with the ENT requirement. I do want to stress that it's permissive, so anybody who has a work requirement and the volunteer hours may help them meet that work requirement. They don't have to do this. It's just
an option for them. In addition, state agencies, it's permissive for them as well, because the bill, in fact, it says that state government entities can only allow volunteers to the extent the observation does not interfere with the central functions or the health and health and safety of employees and the public, and um they also may prohibit. volunteers from engaging activities, and they are prohibited from accepting and accommodating volunteers who negatively interferes. So I think this just gives an extra opportunity for some folks to
get develop some soft skills and help them meet their work requirements for SNAP benefits, and I'm happy to take
some questions. Thank you. Are there questions from the members of
Senator John Payton

the committee, Senator Payton. Thank you. So we're saying Uh, state funded entity shall accept and accommodate. A work requirement volunteer. And under accommodate. It's It says for no less than 4 hours a day and providing access to a bathroom.
Can you, can you? Get into the weeds there. What are we doing? forcing them to do accommodations that are going to be for the bathroom requirement is that
it just the bathroom? Well, I think that's a
Representative Kendon Underwood

good question and I actually asked that question as well, but I think the reason why that's in there is because I think for federal law, you have to, you have to allow people to have access to a restroom and so that's just, I believe
that's in there just to be compliant with federal law.
Speaker 201
52:25
OK. And uh sorry, go ahead. Are there any other questions, members of

you committee. This bill, I think this is a simple bill, it requires job-ready applicants for the cash welfare program in Arkansas, which is also known as
TANFF, to search for a job while their application is being processed. So currently job applicants, job ready applicants are already required to meet a work requirement and this just ensures that it moves it up in the process so that they never leave the workforce and that they're looking for it on the front end. I will say that there's about a dozen states that does this already, including Mississippi and Missouri, and also open for questions. All right, any questions from the members of the committee on 1751.
OK, no questions. Anyone here to speak for or against this bill. see none. You're recognized

is a um I'm happy to present Senate Bill 632 to you. This is a Senate bill that really Uh, I've been working on for a while, but I just uh I I found one and I was Um, we're going to talk about
banning products. This has to do with uh products that that potentially cause cancer, uh, deal with hair relaxers mainly. And so went out, when I ended up doing is, is filing this bill to just say that for all the hair relaxing products that do control do have harmful chemicals in them and there's certain chemicals that may cause ovarian cancer and different types of cancer is that the
product just be labeled to to have a warning label on it to make sure that people are aware that these products do potentially cause cancer, and then that's it. That's pretty much. Pucks of the beetle. OK, any
questions from the members of the committee? I know exactly what you're going to ask Senator Payton. I don't think
Senator John Payton
Unverified
55:55
you do, uh, so, so why just hair relaxers instead of just any hair products? Well, here's the, here's the thing. I,
Senator Fredrick J. Love
Unverified
56:05
I really wanted to, to deal with just, you know, kind of one thing at a time and the hair relaxer was, was one that was really impacting my community, really. I mean there's a lot of, there's a lot of um of hair products that have a lot of chem different chemicals in it, but this one is, is one that really impacts the African American community, uh, specifically, and I just wanted to deal with that, you know, when I first started on this journey. I can tell you I got, I had a
lot of pushback in my own house about this. And so, and I was, I was really talking about banning because FDA if if we take a step back FDA wanted to um Uh, 18 to 24 months ago they were going to do a ban on these products hand down a ban on some of these, these hair relaxing products, and as you know, you know, there's been a lot of lawsuits filed on it and different things, so I was trying to work through the band issue and I was just like, alright, the band issue is not
working, um, and so then I went to, hey, well, you know what? Why don't we have the products that have the formaldehyde and things that really are caused very harm to kids. Why don't we just put a ban, not a ban, but a But a warning label on these products and so I just wanted to start with the hair relaxing products and that's I mean that's obviously our hair got really relaxed, but, I mean, yeah, but yeah, that, that's that, I
mean that was the, the crux of kind of why I wanted
to do this. All right. Any other questions? I thought you were going to
Senator Fredrick J. Love
Unverified
57:50
ask why he needs hero. No, it's, it's, it's really a kind of uh look at my nieces and my daughters, and you know, the longer you use these products, the more likely you are to to develop or develop cancer. My wife actually is used these products for a while. She had
fibroids, um, sorry, Sharon, I shouldn't have that's health information, but this is a really serious. issue that that's in the community, so. I want to. Make sure I did this. Oh, thank you. Are there any other questions from the members of
the committee? See none. Is there anyone here to speak for or against this bill. none. He recognized the clothes for your bill? Well, members time clothes and I
