These are exactly the same that we've had when the governor came before us and, uh, November on the pre-budget hearings, nothing has changed on it. Uh, we'll take up. Senate Bill 6371. Do we have any questions on Senate Bill 637. Representative Wooton, you're

Representative Lane Jean Chair Unverified 4:46
but the, uh, the, uh, adequacy funding is is on a, uh, a regular bill that we had, but the, the funding of it is the first line item on the division of elementary and secondary education. The 2.4 billion. 2.4, that's, that's the total funding for forest but the bill that broke it out. Came through the House Education and Senate Education Committee. OK, but The 24, 25 shows 2.43 and the

it at the front. They're gonna pay for it out of their fund balances. Oh, OK. All right, thank you. Any other questions? Seeing none, do we have a motion on. You got a question? You don't want to light up rip Springer, go ahead. Hold on, hold on, I didn't get you. All right, go ahead. Good morning. Thank you, Mr. Chair, to follow up to uh

you. I want to say offhand, but I'm gonna let them get the exact number. It was, it was, uh, About 100 million, but I, but. 160 million increase. Any other questions? Thank you. All right. To have a motion on Senate Bill 637, have a motion in a second. Any discussion? All in favor say aye. Any opposed? Bills adopted we're going to House Bill 2003. It's the same companion bill or the RSA that we do every time. Do you have any questions on it? Do we have a motion? We have a motion in a second. Any discussion? All in favor say aye. Any opposed? It is adopted. Next we're going to Adam C. Senate Bill 633. This is the one-time funding. On the, uh, prisons, of course we do not have an appropriation, but Just in case if we do get one this week, we will have this in place. ▶ Play Suggest a correction Report an error
Speaker 37 8:06
Chairman no. So Mr. Chairman, there is

Speaker 39 8:12
a, uh, in your packet, they're item C. There's a C1 and C2, but item C is a summary sheet. And you can see on item C, Senate Bill 633 is summarized. And you can see that's the bottom box there where $330 million. is already in this set aside for the correctional facilities, as everybody knows, this bill transfers an additional $250 million to that same set aside. This bill is a majority vote bill, but that to get the money out of that set aside is the same, uh, 3/5 restriction that it's always had. So it, so it's low,
▶ Play Suggest a correction Report an error
Speaker 42 8:58
it's lowering it to 3/5. Well, it's not lowering
▶ Play Suggest a correction Report an error
Representative Lane Jean Chair Unverified 9:01
it that's what, that's what our rules are in ALC. Thank you, Mr. Chairman.

Chair Unverified 9:12
All right, let's see, we got Senator Hickey, you're recognized. Thank you,
▶ Play Suggest a correction Report an error
Senator Jimmy Hickey, Jr Unverified 9:17
Mr. Chair. I just want to have a little bit broader discussion about that. Uh, I have no problem moving money into this account. But I think that, you know, that we kind of need to have a path of what this, uh, uh, where we, where we think we're going because DFNA does have a 350 million miscellaneous appropriation bill that we all know that we give them so that You know, agencies need additional appropriation or whatever may occur during the offseason, of course, that we can come through Pier and ALC to do that. So, and I know that we give the 75 million and it's kind of my thought that If we're gonna go forward with that, that we were gonna use that money or they were gonna use that money to try to get some, uh, more detailed cost numbers for us and then we were going to take a look at it. I guess my And again, I want to vote for this moving the money around, because I haven't, I have no issues with that. But what I want to make sure is that it's not our intention that we're gonna use a large part of that. Miscellaneous appropriation that we get through DFNA to fund this prison and and say, you know, we're funded $300 million of it and then. We've got to go forward. So I guess I just want, would like to just state publicly that it's our intent that we're gonna get some more cost numbers off of the 75 million or hopefully less, of course, that we've done to be able to make a, a good decision on that.

Senator Jonathan Dismang Unverified 10:47
Sir this man, you got something you wanna add. I just recommend that we pull it down. There's 330 million set aside. There's already been 75 million sent over. Um, there's no way that we spend above those amounts between now and we go in fiscal, this money would just be parked into general allotment, uh, fund, we'll just, let's just move down, pull it on. There's no reason to have a continued debate. Uh, this morning with where we are in the session. Thank you. Can I ask you another question then? Go ahead. So again, that's already available because I
▶ Play Suggest a correction Report an error
Senator Jimmy Hickey, Jr Unverified 11:18
guess we've already passed the DFNA appropriation bill, but so is it our intent to, to try to spend to spend more money and use that appropriation. Uh Before we get those cost numbers and again I don't think there's any way we're gonna spend over 400 million till
▶ Play Suggest a correction Report an error
Representative Lane Jean Chair Unverified 11:33
the fiscal session next year. That's not what I was asking. I guess
▶ Play Suggest a correction Report an error
Senator Jimmy Hickey, Jr Unverified 11:37
my, my question since I understand we pulled this bill down, that's what the discussion, but again, I asked my question of that. So again, we've got $330 million already left in that uh uh restricted reserve account for prisons. I voted for it. I also voted for the DFNA appropriation, I think it's already came through, which has the additional 350 million for excess appropriation. Is it our intent? To use that excess appropriation. To fund. An additional 100 million or 150 million or 200 million of this prison, or are we going to let that 75 million be used to try to get this, uh, some more detailed cost numbers like that some members of the body have been requesting. Our, our, our
▶ Play Suggest a correction Report an error
Representative Lane Jean Chair Unverified 12:28
goal will be to spend the 75 million down first. Yeah, thank you, sir. All right. We're gonna. We're gonna pull this down. You have a question? All right. Oh, Senator Hickey, I, you know, I
▶ Play Suggest a correction Report an error
Representative Jim Wooten Unverified 12:51
look at this and I see $822,794,000 is that is that's the total projected funds available. And that comes a close to being 825 million. I, I, I want some satisfaction that this money is not, this bill is gonna be pulled down, but we're not gonna be confronted because 6:33 to me looks like a back door way to be able to fund the penitentiary. Is, is that, is that a fair assumption? I mean can, can this funding be changed by the chief fiscal officer to request of the governor's office to make funds available for the new prison. No one's answered that. Yeah, no, but just man,
▶ Play Suggest a correction Report an error
Chair Unverified 13:37
you're recognized. Thanks Chairman, uh, This committee Back when we very first,
▶ Play Suggest a correction Report an error
Senator Jonathan Dismang Unverified 13:43
you know, there was an appropriation for $330 million. We had the $330 million worth of funding that's already been set aside this committee as a whole was my understanding. It said that they wanted to know what the full cost of the prison was going to be and then so we, you know, there was an a preparation, uh, that was, you know, presented for the full cost of the prison, prison. Uh, then there was a request by this body that we go ahead and set aside all the funds needed to construct their prison. This bill is a reflection of that request. I would argue that none of this is needed within the next year. We will come back here, I guess it's next, uh, April, and we can have this full discussion all over again. There has already been $75 million appropriated. It was passed, uh, and funded. It was previously funded. It's sitting over the Department of Corrections. There's a $330 million worth of funding that. been passed by this body in the past and if they would, you know, if there is a request or they need additional money between now and when we come in April, they have the ability, as they've had for many many years now to come in and ask for a temporary preparation increase to be able to have those additional dollars that process stays in place as it has been in place.

Representative Jim Wooten Unverified 15:00
OK. So, so your answer, Senator, is that this will be covered in the fiscal session next, next year. That is
▶ Play Suggest a correction Report an error
Speaker 65 15:08
my Yes. Thank you. Thank you. All right, we're pulling this down and we're
▶ Play Suggest a correction Report an error
Representative Lane Jean Chair Unverified 15:12
gonna move on to the uh other one time funding bill. 6:36. We have any questions on it? Seeing now, do we have a motion, have a motion in a second a discussion. All they ever say aye. Any opposed? It is adopted, is that it? I know we got committees fixed to start working the A and B, uh, if we need to come back here, it'll be a call of the chair. We appreciate you. We are now adjourned.
