They, uh, central stone HB 1913. These present your bill, sir. Uh, my name is Matt Stone, state senator District 2 members House Bill 1913. clears up a loophole that's currently in the law for driver's licenses for young people. The way I understand are
currently the way I understand it, if you're age 16 or 17 years old and you was in a wreck, you could lose your license, but then at age 18, be able to get it back. If you're 18 years old and lose a license, you could, you would be required to lose your license for a year, which by the time you reach age reach the age of 18, you should be out of high school. You're an adult. So that stops you from being able to get a job and go to work or go to school in you and that
person's hamstrung. So what this bill would do would make it to where if you were 18 years old and had a wreck, then you could go back and get an intermediate driver's license where you can get on with your life and not be, not have any problems, but still have some supervision

over you. And with that, I'm open to any questions, any questions from the committee? See

none. Is anyone here to speak for or against the bill? Seeing no one center you can
close. I'm closed and I'd make a motion to pass. Have a motion do pass. We have a second. We have a 2. Any discussion? Although
anyone here to speak for or against the bill. Yeah. motion all in favor. you passed your bill.
HB 1876. Representative Richardson. OK. That was in it.
Speaker 24
3:53
Thank you, Mr. Chairman Scott Richardson, House District 13. Uh This builds a fairly simple little bill, um. We've noticed that uh There are a number of problems with uh with AI uh in its emergence challenges associated with how um we and government would would work in within the constraints. This is sort of a guardrail kind of bill just simply provides um some
delineation between what is and what is not um uh available to be uh In ownership if you will, for a particular group. This is a bill that will help businesses continue to um invest and know that they have um their investment protected. I like to describe this as a, and I'll do it fairly quickly as a um AI often when we're dealing with generative AI, we, we have 3 buckets associated with it. We have the first bucket, which is
just the AI tool itself. This might be your chat GTP or, you know, your co-pilot or whatever. to be a second bucket being the model training or oftentimes what we call the question that we present to the generative AI, and then the last bucket being the output that it provides, um, if you, uh, if you spend a lot of time working with these AI models you can easily create very detailed, very long and
very um um specific modeling so that you can get a output that's generally the same. Certain businesses are using these models to create things like um A uh Legal description. I'll get, I'll use that as an example before. He provided certain kinds of input. It takes its its databases along with the input that you put put into it and you can produce a uh a a very
descriptive uh thing like a legal description that you can then use in in whatever, but that modeling itself um is very proprietary and individuals are spending a lot of effort and time to create the modeling so that they can get that consistent output and so we want to make sure the businesses are protected when they're spending their dollars to do that, and that's what this bill does. I'm happy to take any questions. Any questions from the committee?

Speaker 22

no one representative, you're clear to close. Thank you very much committee. This is a good bill to get us
Speaker 24

started putting some guardrails around AI and making sure that since we can't that the Supreme Court has ruled that we can't do patenting associated with the modeling at this point. We want to make sure that we've given our businesses some level of protection, and this will do that, so I'd appreciate a good vote.

Counties. Kim Hamer state senator District 16. That may present your bill. So committee members, and I'll
be very brief, this new bill, HB
2001, is a compromise bill. It does 3 things no more, no less. First, it reconstructs the towing and recovery board. The current board has expired and governor would like to change some membership, so that's what that's doing. Part two is putting a 20% cap on cargo 5% on personal vehicles, and then the third thing, on the invoice of the towing invoice it says how to file a complaint. It should be either a telephone number or the website, which
