Call the meeting in order. Chair sees a quorum. I want to say, before we get started, I want to say a special thanks to Ms. White and Ms. Whitaker for all the great work they've done this year. Appreciate it. Y'all have kept me as organized the best you can and kept everything going for us. So with all my heart, I do say a special thank you to both of you for everything y'all have done. With that being said, let's get started
on the agenda. We're going to – does someone want to run Dave Walsh's amendment?
Speaker 7

Bill 397. You're clear, sir. I appreciate a good vote. This is concurred with the House amendment. Any discussion on it? Seeing none, all those in, do we have a motion? - Motion do pass. - Motion do pass. - Second. - All those in favor say aye. - Aye.
- It has been, the amendment has been adopted and the bill approved with it. - Yes. - Okay, Senator Stone, HB

1913. Please present your bill, sir. My name is Matt Stone, State Senator, District 2. Members House Bill 1913 clears up a loophole that's currently in the law for driver's license
for young people. The way I understand, or currently the way I understand it, if you're age 16 or 17 years old and you was in a wreck, you could lose your license, but then at age 18 be able to get it back. If you were 18 years old and lose a license, you would be required to lose your license for a year, which by the time you reach the age of 18, you should be out of high school. You're an adult. So that stops you from being able to get a job and go to work or go to school and that
person is hamstrung. So what this bill would do would make it to where if you were 18 years old and had a wreck, then you could go back and get an intermediate driver's license where you could get on with your life and not be, not have any problems but still

questions from the committee? Seeing none, is anyone here to speak for or against the bill? Seeing no one. Center, you can
close. I'm closed and I'd make a motion do pass.
I have a motion do pass. We have
a second. We have a second. Any discussion? Anyone here to
speak for or against the bill? Motion, all in favor?
Aye. Let's enter, you pass your bill. HB 1876. Representative Richardson.
Speaker 21

Representative. Good morning. Introduce yourself and

present your bill. Thank you, Mr. Chairman. Scott Richardson, House District 13. This bill's a fairly simple little bill. We've noticed that there are a number of problems with AI in its emergence, challenges associated with how we and government would work within the constraints.
This is sort of a guardrail kind of bill, just simply provides some delineation between what is and what is not available to be in ownership, if you will, for a particular group. This is a bill that will help businesses continue to invest and know that they have their investment protected. I like to describe this, and I'll do it fairly quickly, as AI often, when we're dealing with generative AI, we have three buckets associated with it.
We have the first bucket, which is just the AI tool itself. This might be your chat GTP or your co-pilot or whatever it happens to be. The second bucket being the model training or oftentimes what we call the question that we present to the generative AI. and then the last bucket being the output that it provides. If you spend a lot of time working with these AI models, you can easily create very detailed, very long, and very specific modeling
so that you can get an output that's generally the same. certain businesses are using these models to create things like a legal description. I'll use that as an example before. You provide it certain kinds of input. It takes its databases along with the input that you put into it and you can produce a very descriptive thing like a legal description
that you can then use in whatever. but that modeling itself is very proprietary and individuals are spending a lot of effort and time to create the modeling so that they can get that consistent output. And so we want to make sure the businesses are protected when they're spending their dollars to do that and that's what this bill does. I'm happy to take any questions. Any questions from the committee?

no one, representative, you're clear to close. Thank you very much, committee. This is a good bill to
Speaker 24

get us started, putting some guardrails around AI and making sure that since we can't, the Supreme Court has ruled that we can't do patenting associated with the modeling at this point, we want to make sure that we've given our businesses some level of protection, and this will do that, so I'd appreciate a good vote.

the record. Representative Stetson-Painter, District 3, Baxter and Fulton counties. Kim Hammerstein, Senator, District 16. I may
present your bill. So, committee members, and I'll be very brief, this new bill, HB2001,
is a compromise bill. It does three things, no more, no less. First, it reconstructs the towing of recovery board.
The current board is expired, and the governor would like to change some membership, so that's what that's doing. Part two is putting a 20% cap on cargo, 5% on personal vehicles. And then the third thing, on the invoice, the towing invoice, it says how to file a complaint. It should be either a telephone number or the website, which will be promulgated in rules. Other than that, I'd be glad to take any questions. You

said that this is agreed upon bill. Does the trucking industry support this?
Representative Stetson Painter

Yes. This is agreed upon language so we can move forward and work on a comprehensive towing bill moving forward. Thank

you. Do we have any questions for Representative?
Seeing none, is there anyone here to speak for or against the bill? We do have one. Joe Spadoni? He'll pass, okay. Since there's no one
else here to speak for or against the bill, We have a motion due passed by Senator Scott, second by Senator Dees.
Any discussion? Seeing none, all those in favor say aye. Opposed, same sign. Representative, your bill passed. Thank you, committee. Appreciate everyone for coming out. We've had a great year and thank you all for attending with us. We're adjourned.
