Mr. Chairman. Section B, these are various temporary appropriation requests. These are requests for appropriation only. They have sufficient funding, but the agencies are low on spending authority that's authorized their operations bill. Requests in this section are to spend funds from either general revenue, special revenue, or trust funds. The first item, B1, is a letter from the Department of Corrections, Division of Community Correction. This is for $450,000 in appropriation. It's to cover costs associated with replacing expired safety vests, increases in leases, and approved maintenance projects. This is supported by parole and probationary fees from offenders. Next item, B2, is a letter from the Department of Corrections Division of Community Correction. It's for $1.5 million in spending authority. This is to cover increased costs in food and utilities as well as anticipated expenses. It's supported by general revenue. Next item, B3, is a letter from Education Division of Elementary and Secondary Education. This is for $1 million in appropriation. It's to provide spending authority to pay for the increase in utilization of the education freedom accounts. The letter says the program has grown from 4,000 families to last year to over 13,000 families for this year. This is supported by carryover funds from general revenue. The next item, B4, is a letter from the Department of Health, Minority Health Commission. This is for $127,000, the spending authority. It's the launch of maternal health outreach and education program in collaboration with the New York Institute of Technology College of Osteopathic Medicine. It's supported by tobacco settlement funds. B5 is a letter from Public Safety Division of Emergency Management. It's for $200,000 in appropriation. According to the letter, it's to provide for the additional operating needs of the division. Staff reached out and learned that this will be for reimbursement of instructor fees. It's supported by general revenue and grant reimbursements. B6 is Public Safety Division of State Police. It's for $83,000. This is to rebuild the CDL facility that was destroyed by a tornado last May. It's supported by insurance proceeds and FEMA funds. Next item is B7. This is a letter from Public Safety Division of State Police. It's for $100,000 in appropriation. It's to purchase capital items, including a mobile fitness trailer. Special language requires agencies to request ARPA appropriation to spend federal funds awarded from the American Rescue Plan. The first item, C1, is a request from the University of Arkansas at Monticello. It's for $600,000, a spending authority. This is to support the Arkansas linking industry to grow nurses or ALIGN program, and that works to upskill lower-level professionals, expand apprenticeships, increase educator recruitment and retention, expand clinical rotations, and much more. Specifically, these funds will address the budget deficit between the vocational center aid, That's based on the LPN enrollment and the fixed cost of offering the LPN program. These ARPA funds flow through the Office of Skills Development at the Department of Commerce, and that's from a $25 million state award that was made in fiscal year 24 for the LINE program. Next item, C2, is a request from the Department of Health. This is for just under a million in appropriation. They have a grant from the CDC to support the ongoing lab operations and existing personnel at the Advanced Molecular Detection Sequencing Laboratory. Purchases include extended coverage for lab instruments, biosafety cabinets, lab sequencing kits, a refrigerator, a freezer, a centrifuge, and more supplies and PPE items. And so those were grant opportunities for cities and counties. So I think with a heat map, we would want to do what we have the ability to do with the cities and counties, plus the service areas of the nonprofit organizations, if that's what you're looking for.
