Turned around grabbed a seat will get this meeting under way. Carol. Yeah. Casey the corpsman. How members I think everyone's probably already had a committee meeting or in patients we're not gonna go through that again welcome to the rules committee the huge honor to be the chairman of this committee and we have a vice chairman representatives late do you and then you want to add. All right. All right she's a quorum we'll get this started. And for those in the audience or in the holding room the only bills we're taking up today are the House resolution 1001 1000 of 5 and 1006 will not hear any of the other bills this week that being said first we have House resolution 1001 Mr Speaker you're recognized. Thank you Mr chairman of members thank you for your service in the house and thank you for your willingness to serve on the house rules committee up what we have before us is House resolution 1001 which is which is the resolution I filed to adopt the rules of the House for the 90 third General Assembly this is as you're all aware per the returning members this is common practice at the beginning of the session we adopt new rules for the General Assembly your call on Monday we adopt we adopted the rules from the previous General Assembly the 90 second as our temporary rules and so body can correct me if I'm wrong until such time as we adopt these rules the 90 seconds rules will continue to apply these rules are largely identical to what he's been has been in place in the past and in particular the the rules from the 90 second I would call attention and I'll just walk you through what the. Rule changes are many of these if not most of these were recommendations from the parliamentarian my feeling on the rules and really with regard to the operation houses I'm not looking to make changes for no reason it It for making a change or needs to be a of a rational reason behind it but if you look at the pages 132 rule number 2 you can see that there is some language that. Is the lead. This is to allow a little more flexibility. With regard to the selection of seats and committee assignments and this was brought about by the fact that as we recall we had some uncertainty related to a few house races and by rule we were required to meet the for the first Friday after the election this would allow us some flexibility would be my expectation that you know absent the questions existing that the practice likely would be to continue to meet on the first Friday after the election but this would allow us the flexibility to be able to to convene at another time for those purposes hopefully after those questions have been resolved if you look at page 5. Rule 11 F.. This this was language that was added. In the rule change the provided for the Speaker to appoint all committee members and you'll recall that last session towards the end of session we removed that language in this was an oversight this language should have been removed at that time and so we're asking to do that in this in this particular proposal. Turning now to. Page 7 rule 16. This deletes the. Designation of the Clerk by November 1 of the even numbered years. I can say I believe the practice is been that generally the the Clerk is appointed and then ultimately voted on. This past Monday the practices been that the Speaker would would sign a letter nominating her and the that date is really not significant and so therefore we're asking to be removed just for the to match up with what the actual practices been. Page 13. 132. I'm sorry rule 32. I mentioned that many of these changes were suggested by the parliamentarian some of these relate to situations that have arisen because of code and this is 1 example you can see on page 13 rule 32 we're deleting the 1:30 PM. 1:30 PM time for us to convene. Our plan is during the during this currently during this emergency would be that we would be 30 minutes earlier at 1:00 so we could have a little more time in the afternoon for committee meetings that's already provided for because essentially anybody can correct me if I'm wrong but when we adjourn each day we set the date the time we meet the next day and in the membership as you all know you vote to approve to adjourn to the till that next date and time so we we take care that we could do that anyway but given the fact that that our intent is to meet at 1:00 this session it seemed to make sense to go ahead and eliminate that. Page 14. One rule 38 C.. This this language required the Bill the actual bill to be physically present in a committee when it's being considered and as we all know at least over the the 10 years I've been here we've gradually. That adjusted with technological advances and but the in this case it seemed to make sense because you're trying to reduce the amount of movement of staff the interaction among individuals that instead of that requiring the bills to be present and having staff members that are going to get it and having to have all that interaction that information is all available electronically and we all have access to that and so we're just asking to eliminate the requirement that the bill physically be present in the committee. Page 19 rule 38. S.. This is a change that the. Was up that was. I think there's been some discussion about this in the past. Currently fiscal impact statements shall be made available to House committees. At least 3 days before the bill may be called up sometimes that creates some issues I don't think it's an issue that's necessarily raise Bob most members usually the question is is there a fiscal impact but this was a that change the been discussed in the past and in changing the 3 day to one day and hopefully that allows membership a little more flexibility sometimes at the open a can get backed up on their fiscal impact statements and so this still provides the notice that everybody can have and have that available while at the same time providing maybe a little more flexibility there. Page 24 will 47 are. I this is on the transfer of bills from one committee to another I'm gonna let Buddy address this one because it's more of a procedural thing it was a recommendation from from here on that not necessarily something that I was asking for Mr Parmenter and you're recognized thank you Mr Thurber Speaker the this this suggestion is a. We have a of members on what we call the members on calendars can it's at 830 allows members to amend their own bills that allows members to withdraw their own bills subject to no 1 objecting to it is and I wanted to add another section for that calendar for the Speaker could have a good transfer a bill from 1 community to another it would serve to give notice to the membership of the intent to transfer a bill of it may be during the session we might do a half dozen transfers over the course of the session it's usually done in a with the motion when we're in session and the it's not on a calendar and there's really no notice and it it I was always uncomfortable with that because it it gets you shall flat footed in the this would allow there to be notice that of the speaker's intent to do that and if someone you wanted to object then they would have that opportunity. To to echo his comments this is this is. Intended to provide the membership more notice than what has previously been provided for so just to be clear that that is the intent of this particular recommendation. Page 27 rule 5481. This again relates to the first Friday after the election this is the committee selection provision and it right now we're set to meet on the first Friday following the November General Election again as we saw this time uh we had some uncertainty and but by rule we were so required to meet and that's why we did meet and then ultimately recess for a date in the future if we can eliminate the first Friday then that allows us the flexibility to hopefully avoid any unnecessary trips to meet for for just the purpose of gavel again and then and then going home. Page 28 rule 5482. 82 D. 3 this again relates to the committee selection process it's a spinal committee membership shall be announced no later than the House orientate then House orientation held in December again same issue we had some uncertainty we ended up we were able I wanted to make sure we met the the rule but it did create you know it it created some scheduling difficulties just in trying to find the time again I think everybody would would anticipate and intent would be that. Likely would continue to meet the first Friday after the November election and even if there wasn't certainty that you would try to meet as soon thereafter but. We will bill for example you know one option that that we looked at was meeting during house orientation or at the end of House orientation but I had some concern about whether that would meet the letter of the rule and so that's why we're asking for for that particular adjustment. Page 29 rule 5485. This is my notes here from the parliamentarian are that this is just striking unnecessary language that it's not it's not material were substantive and therefore it can be struck as part of just an ongoing effort to to always look to make sure that there are rules Sir you know as lean as possible that the rules actually address a particular issue. And then Page 32 rule 55 B.. This again strikes language requiring bills to be physically present in the possession the committee before action can be taken and. So once again that's that's the purpose of that of that the removal and then pages 32 through 33 rules 56359 this. C.. This is trucking language related to seniority determinations that the parliamentarian indicates circle is clearly already defined in rule 3 related to committee chairs appointing the Clerk or other Clark for employees of his committee subject to committee approval who should be paid at the public's expense the House having first provided therefore it practices long as I've been here that's never that's probably never been carried out and therefore we're we're asking the strike that language page 34 rule 60 C. this is language that strikes the committee schedule. In this relates to the proposal the temporary Kopet committee rules that we'll hear later the and the the parliamentarian recommended that we strike this language in the regular rules because if the if we do adopt the temporary code committee rules and the Emergency inside we don't extend those rules in the midst of session we would have a I mean an overnight change in the schedule and that could create some difficulties as far as the public capping notice and for example we've we've seen that really with regard to this meeting it's the temporary rules been publicized that's been shared it's been written about the press but we're still of operating under the rules from the 90 second there for every bill is on the agenda for today and we've had individual show up to testify but those bills are not being heard hopefully we will adopt the temporary committee rules and we will be able to provide some a greater degree of transparency as to the bills are gonna be heard and in the event that we get to the Emergency behind this or there's some other change that might take place whether we adopt by rule or otherwise we wouldn't have an instantaneous change it would allow us some time to be able to to have a smoother transition and I think it practice I mean the set the dates for the committee meetings but there's always been flexibility as to when the committee meetings could meet and so I you know I believe it's I'm comfortable with that change and I think it would up it makes sense in light of where we're at today. C.. I think I'm down to page 56 of 58. This is Committee rules 19 through 2022 I'm sorry. 4 Page 34 okay about the electronic. Okay sorry page 34 rule 61 B. 2 this eliminates the prohibition on using electronic devices during testimony but retains the prohibition against using electronic devices to communicate while you're in the wealth in the into the table and again this is just a rule change that yeah I think kind of goes along with technology is things but Vance and also in this session. It's I think it's probably it's probably a safer and better practice remember to be using their own device as opposed to be to Act continually being printing out paper having to go to staff to get paper and so that's the that's the reason for that particular proposal as well as I know that something that many members of ask about for a long time. Page thirty April sixty six a this clarifies the. Language with regard to committee agendas and that will be touched on more specifically when we get to the temporary committee rules up Page 39 rule 70. This just realized that this provides a little more flexibility with regard to the consent calendar in this relates to on the floor correct just a little more flexibility again in given the fact that we are in a you know a time of uncertainty and we're having to monitor and take things one day at a time it was a recommendation from the parliamentarian. Page 40 rule 70 at there's provides an exception for the supplemental calendar I'm gonna let Mr Johnson handle that one. Permatang go ahead thank Mister thank the Speaker of the. Are considered the the rule allowing self mail calendars it was in here in league conflicting with through the another rule that prohibited saw a bill from being on 2 calendars on the same day indeed I that was just always a conflict in my mind is this recognized because the supplement calendar band that nature is is is putting a bill on another calendar on the same day and so this just. Recognizes that exception and in the rules. Our. All right Page 50 rule 111 this eliminates the language referring to statutory provisions and Department tearing correct me if I'm wrong but this relates to the idea that a past legislature cannot bind a future legislature and so therefore it's it's appropriate to only refer to the constitution as opposed to including statutory provisions in that reference. Page 52 that these then these now relate to the committee rules and there's changes here that again out will get more and more into in the temporary committee rules that so I guess the third resolution I have here but if you look at page 52 rule 6. This. Hi again strikes the requirement of the bill being physically present in the committee Page 54 rule 13 this replaces references to committee calendar with the gender and that's just to a name change basically to go along with what we're proposing in the temporary committee rules. Page 56350 a committee rules 19 through 22 strikes replaces language with with regard to it reflects the new approach that again we'll discuss in greater detail in just a moment and then page 48. Committee rule 34 that is again the change from 3 days to one day on the fiscal impact. I believe I've covered every substantive change there may be a few other typographical or or non substantive changes to that have been included but I believe that covers all of the steps to train his. Those guys have congratulations Mister Speaker that resolution is passed and members are gonna move right along to house resolution 1005 Mr Speaker thank you Mr chairman the house resolution 1005 is to adopt emergency rules for the house of representatives for the 90 third General Assembly these rules are focused up there there the next resolution will focus primarily on the committee's these rules have a more broad application to the to the house floor into just the general operations of the House and if you look there many of these are very similar to what we had I guess during the fiscal session and how we operate in the fiscal session but but most of relate to health and safety of the membership and up and trying to provide as I've said repeatedly the safest and safest environment not just for the members but the staff public and anyone who's having to interact with the legislature you can see that is far as the substantive provisions section 28 it requires it requires certain health compliance with certain health US standards if you look through their. If you access House properties then you need to have a mask or face covering except for certain Nicks exceptions there you would need to participate in any health screening or or and also maintain appropriate physical distancing when you're involved in the hearing on the House properties in which to submit to a temperature check. The. A section 3 provides electronic voting system. This provides only preparing of the vote this also allows for remote voting but this must be done. It you have to be accessing the you have to be actually on our. The capital server basically or the Y. 5 here you can't be at home you can't be outside the cap programs you have to be here and you can vote remotely we've obtained a remote voting system this could also help we you know we've made the gallery the the east gallery available for members who may want to spread out more and that would allow them to be able to be up there and be able to vote without having to worry about trying to tell somebody on the floor how to vote and so that we do have in there that if there is a roll call that member would need to physically get to the chamber you know I think it's it's kind of a trade off but but just to ensure that that that person is the person that's that's voting there is some confirmation in here of I think we have confirmation here that that that that the individual is in fact the person voting that remote system as part of the rule right. Thanks. And then we also. We have the limited direct proxy we use this during the fiscal session I believe where if you're going to be absent course you can always pair your vote but sometimes it's you know normally a pair vote is for one or 2 votes a day whereas there may be a desire to have more votes make sure you have more that you're able to place more votes and maybe you're not able to be here at the capitol you could use this limit direct proxy and generally you provide that information that it would then be provided to your respective caucus leader majority or minority caucus leader and they would take care of having those votes cast as those bills come up. That's generally what these do Mr Parmenter in of a missed anything. Mr Speaker good question and I think it was been talking over here the. Electronic voting machine that. Virtual voting council would would that work on the wifi here also in the the Capitol Hill or just at the capitol. Man thank you chairman of my understanding is that they would work with a on the House members network which is here and in the camp thank you for that. Work this new machine here Representative Eubanks you're recognized thank you Mr chair on the proxy voting what are the. What are the reasons that a person would be allowed to use proxy voting. Any any reason whatsoever. My recollection is that it was any reason so. Yeah I mean it says a represent may submit in writing to the Speaker I request to vote by proxy there are now in the committee rules that will be presented next that there there is the opportunity participate remotely and we've restricted that to certain classes of individuals somebody that is covered positive is in quarantine is a high risk individual they could participate remotely from away from the capital but with regard to the house floor and and the proceedings here it I think it's our belief that the that the requirement of voting on the house floor is a higher standard than just the operations of the committee but yeah I would be as minor states opened anybody could utilize Speaker style it is not subject to modernization. Bureau staff have worked above and beyond not just on these rules but on so many other things that have gone on here is as far as being able to conduct to as as efficient say possessions we can't. And so she'll be here to answer questions if I'm unable to were to satisfactory answer those for you so these are the proposed temporary House rules to to be affected during the Copa emergency and. With regard to a how these developed 34 months ago maybe even longer House and Senate leadership begin to meet and discuss what our committee process would look like initially we had discussed and actually it circulate drafts of joint committee rules but we determined it would probably better as as may be most things to have separate house rules and separate Senate rules but the intent is that those rules would be identical or virtually identical. And the Senate as I understand has adopted has adopted a version of these rules but we wanted them to be as close as possible which these are virtually identical so that a House member going to the Senate and would know generally what operations would be and vice versa Senate member coming to the house in which generally know how committees are going to operate. And so House and Senate leadership worked on these it throughout those meetings or number draft circulated I know the protium participate in those some of those meetings and majority and minority leaders up to speed as meetings represent Payton attended one I believe in in place of the majority leader at one of those meetings so there been a number of of the members as well as BLR house staff Senate staff that really poured over these and and as I said the outset we're not looking to make changes just make changes I mean certainly I wish that we were not in the midst of pandemic I wish that I was not having to present temperate committee rules I wish that all I had were house rules that were virtually identical to what's been done in the past and that we could pass a move on down the road but this is where we find ourselves and so as the Speaker of the house of bill that I have not only it's my obligation and duty to to try to provide an environment that's as safe as possible for us to operate and and also in a way that sufficient and organized so these rules would apply during the covered emergency. You can see that if the public health emergencies terminated then the rules go away although they could be extended by a majority vote of our chamber again this goes back to why we made that change in the House rules about Committee schedules we didn't want to have an overnight change of what of the committee schedule if the emergency goes away and we all hope it doesn't hopefully it is while we're in session the it's this will allow us to have an organized transition should we decide that we need to go back to our normal house rules or it may be that there may be elements of what we're doing that we want to continue to use or we may decide that it's in the best interest just to continue these for the duration of the session since we're beginning under these rules but that's a decision we can make that at that point in time these plot to the standing and select committees of the house of representatives and I think the they would also if we adopt these. Since the Senate is adopted there's this would also apply to certain other joint select committee such as retirement Advanced Communications. To the extent these conflict with the other rules these rules supersede them because these are the rules that have been worked up to deal with this particular this particular environment and what we are in fact dealing with at the meeting scheduling room assignments you can see those on attachment a up because of the fact that on our House standing committees we have 20 members plus staff. The the rooms in the capital R. as as we all know they can get a bit crowded even under normal circumstances and so what we've looked 2 is to utilize room 151 which is our largest committee room in the capitol. A committee room Hey when it's not when it's not being used by budget so in the afternoons we can use committee room may big mac 8 and then we also have worked with BLR and the Senate and there say committee room downstairs is is been upgraded or or I guess upgrades not the right word it's been outfitted to serve as a committee room and that's what we're referring to confirm committee room city and so there's the 3 committee rooms we would utilize we would we would use the Tuesday Thursday schedule that we've always used a committees would be on Tuesday Thursday we're providing for B. committee since we've since as of last session it's been our goal and I think it's been well received I think we've received a lot of positive comments from from not just the membership but even the public in others that but like the fact that we have Fridays to meet with constituents to be back in our districts so Tuesday Thursday be a committees there be the opportunity for B. committees to meet on Monday should they so desire of course Wednesday would be a regular at B. committee date if we need to be on Friday at some point that's always an option just as it always has been and just as with anything else we can those schedules could be adjusted but we're trying to lay out for the benefit of the members public and everyone this is this is our intention and as you know generally we stick to that schedule but but we also have to understand there may need to be some flexibility that could be driven by the number of bills on the committee's agenda what's the current state of the public health emergency what's the state of our you know our agendas on the floor so that's you can look at that as far as the scheduling goes we've moved up we're proposing and have in fact moved up budget meeting I think we're moving it up 30 minutes which most the time that shouldn't that shouldn't be a problem because often times of 730 meetings are wrapped up fairly quickly quickly so we moved that up 30 minutes we moved the house session up from 130 to 1:00 we moved up our morning committee meetings 30 minutes and then in the afternoon. We've pencilled in 2:00 but basically you know I think the we're looking it's essentially appointed German of the House because but just so we would have some some time but it's 2:00 appointed German the House and it's going to I mean as we did last session we we have to monitor those things and and and I thank you all seen and know how we have to make some adjustments as we go to try and help keep the committee calendar's moving and also keep the floor moving but we'll have to just continue to monitor that but that's what we're with regard to the scheduling how we're working to provide some degree of consistency while also maintaining the. Some consistency but maintain the ability to be flexible. Then you see there's committee room health and safety requirements. Write me from wrong these are generally identical to what we had in the pre budget hearings that require for the use of the holding of the holding rooms it out also has certain health requirement health and safety requirements were the membership and. That so those are those are both from the public in the membership there with regard to assigned seating there will be assigned seating in those rooms there for the membership they're always there always is but that's probably more important in this environment so that each member has their seating and there's gonna be an effort to make sure that those are is distanced as possible to provide it's safer possibles we can't you see there's there's the mask requirement again it's virtually identical to what we adopted for the pre budget precession budget hearings there are certain exceptions to that you see the fiscal distancing there's you know every effort needs to be made provide for the physical distancing there's the health screening that's going to be provided you've all started going through that and that's kind of of we've been doing that for a while now but that's going to continue on. You know we're encouraging people to take care of throwing away their own trash and and so that's something that as members we can Senate a good example not just for other members but for the public and and all those involved. And then you know as always we we do have some degree of security in our committee room rooms working in conjunction with capitol police. Now the Committee agenda and this may be some of what probably has the maybe the at which may be the biggest or most substantive change. And I'm gonna I'm not gonna I'm gonna just tell you generally what it is that matches up with this and then. The state can correct me or add to this but. Basically for all those who have been here before you know that the committee rooms you're in session get extremely crowded the capitol can get extremely crowded depending on what is being brought up in what's being debated. And so what we what we're providing for here is of a revision how we operate within the committee's normally normally. When we were operating under normal circumstances when a bill is filed its read across the desk that's what you hear usually after session or maybe in the mornings or late afternoon here the bill's being read across the desk and assigned to a Committee they go to the committee they immediately would go on the the agenda. And while each committee kinda had maybe a little different practice kind of how you know it may be historically how the committee's operated maybe how the chair per first operate but generally you they're ordered in the number that you know based upon when they're received and you know some committees that you're discussed right down the agenda but I think we all know at least the committees I've served on you know most the time we private pretty good idea of what's going to be brought up but everything's on the agenda and everything is subject to being brought up could be brought up. What this would provide is. 3 basically 3 categories of bills really 4 categories of bills the Bill wanted to sign would just be re referred over to the committee and it would be on a list of preferred bills so it's not actually on the agenda it can be brought over the agenda but it's actually just listed this is where the bill is so you know that your bill went to Agra judiciary there's a regular agenda the regular agenda is designed to be the bills that are likely to be brought up that day. It in some versions and some proposals some of the things some members suggested it was we need to have a bill limit we need only take up top bills a day well you know I I was concerned about that because I I worry about if you start Senate bill limit we could find ourselves boxed in very quickly because sometimes there's many bills that you can move through very quickly and so this just allows the the chair will set the regular agenda. That bill will come off the refer the referred list to the regular agenda the rule states basically the sponsor should go to the chair and say I'm ready to run my bill and work with the chair to to figure out of time to run and so instead of your bill going automatically to the agenda. I mean it's just like today we've got bills on the agenda and I know that people sort reached out to me and the the chairman about I'm not ready to run a bill yet. Well in this in this scenario basically you need to reach out to the chair say about the bill I'm you know I'm ready to run it not just because you separate run it doesn't mean you get to detail I'm running it this day this time but your you know work with with the committee leadership the chair today to pick it to work to get a time that works for everybody involved okay and that's I don't think that's any different than what we've all been doing. For the most part anyway there's also the consent agenda now the consent agenda this and and I guess this was. This was my concern is when I think about my time as chairman of judiciary and and serving on that committee but also other committees. You know oftentimes there's there's the the really subs to bills are the bills to get a lot of attention and you might work through those and. You get to the you get to the end of the day and you've got extra time. I think we all know there's a number of bills that aren't there technical corrections I mean everybody loves the technical corrections bills there may be a clean up bills. The or they might they could be very soon you know very significant bills but maybe it's something that the third just no opposition to and so this would allow the creation of a consent agenda and the and the chair could say. You know would this be done in committee I'm going to move you know house bill 1001 1002 1003 to the consent agenda in which we with that is there any objection and and I know we do that without objections to put but really if there's an objection to that if somebody says well I have an issue with that or I think that's something we need to hold off on that's fine it'll stay on just the referred list. But what I think is that there's a number of bills that for the sake of having some flexibility it would be nice to have those out there in those bills are subject to be brought up at any time just like they are right now just like they are right now. Again that gives us the flexibility that you're active agenda a regular agenda it may have 10 bills on. Would have to bills at the sponsor you know I hope this didn't happen but the sponsors concept well something's happened or working on Amendment or or yeah I've got some problems to pull down a run the day okay we'll now said we only have 5 bills but we've got that consent agenda that we could go to and also it you know I think it also can be utilized in terms of working with house members and Senate members on their schedules if the chair could always if if that something goes the consent agenda it has to be on there has to be on there 18 hours in advance if if everybody starts getting lit up with the phone calls the chair can always say well I'm gonna move that off I move back to the regular and or to the referred listing will wait to bring it up later engine and also let me say this just because it's on the consent agenda. If it's brought up it gets handled like any of the bill that doesn't mean that you're you're you know that you're agreeing that you're going to vote for it it's just saying these are these are bills that we think are not going to take the time they don't have they are likely don't have any real organized opposition these are things we think that we need to have flexibility really to try to keep the committee process moving so that we don't get a situation where only be able to take by bills of the time I mean because the struggle when you start numbering bills is if we say we're only gonna do 5 bills will if we knock this out quickly we're gonna be sitting there wasting time what we say we're gonna take up 20 bills with when we get through 10 then we've got 10 member 10 bills that it brought members of the public to the capital in the midst of of everything else is going on and so this is just I think it's going to be a better way to handle it tries to be transparent again my feeling is this is essentially what's been happening in the past that the members have talked about we're actually I think just trying to make this put more public as to what's actually happening I think most members know when you go into a Committee meeting you maybe have asked the chair or you have a feel for all you know well these 3 bills are likely to come up today if we have time we get to these bills but these other things aren't running and all we're trying to do is basically put that out there for the public so that they don't have to necessarily be like anything else. You know anything we do is subject to the possibility of a suspect suspension of the rules as we all know that's fairly rare but I I just point that out we ought we do operate under a parliamentary procedure and so there's always always that but but this would be our hope it's certainly would I would encourage our chairs and vice chairs is to try and handle this in an equitable fashion in a fair way you know it I don't want it to be utilized as a as some kind of ploy to the you know to either advance or or to not advance legislation I just wanted to hopefully provide for for effective operations of our committees. Public participation. As we've done with the pre budget hearings they'll be preached committee room there is a holding room are basically at at but there's a better way to say it's kind of a reception area for them where they can sign in and they can they can wait when there bill is called up we will bring those who signed into to speak for against they can come in the committee room and that way we don't have we don't have individual sitting there all day waiting on bills and we're trying to ensure that we have space for for the public to be heard because what you could have happened is right now As you could have you know one bill you have 100 people show up to speak against it they get their first and that effectively you know the blocks out others from speaking on other bills just because of the space limitations that we have right now. Remote participation this is we touched on this earlier this would allow for I'm a member to participate I guess zoom would probably be the best example thank participate of virtually but it needs to have visual means there is some exception if there's technical difficulties but that if you are a high risk if you have a household member for room your care giver the tie risk I believe if you have tested positive if you been directed to quarantine then you have the option to participate remotely that can be done from anywhere that's not subject that's just that's. That is not subject to having to be on the capitol grounds. There are procedures there if you want to prevent participate remotely to wrists to submit a request the chief of staff. You know we hope that we are providing this but we also want to make sure that it's it's being used for the appropriate reasons and not for. Not for reasons that don't that aren't justified under the current current conditions. You can see if there's if there's technical difficulties in that and then there's opportunity to you know if if if you're unable if the if the same call fails or whatever then we can fall back to just use and telephone but that initial contacts going to be made for visually so we can confirm who who were talking to an that there there. I think that's a. That's basically. Okay the yeah that's like what is we're providing the agency personnel to participate remotely. In terms of their participation the committee and you know that just because the fact that so many of these bills they relate to certain agencies and if we had a key individual who is out or not able to participate or just because of the the the space for limitations it seems to make sense to to allow for that remote participation.
