to the well would you pray with me Lord we're again thankful for another beautiful day here
at our state's capitol for the love that you've shown each of us and the way you've blessed us as a state. Help us always to be mindful of the people that we represent.
Help us to make decisions and have conversations with wisdom. Help us always to seek mercy and to give mercy. Help us to have the heart of a servant. Help us to show love for one another with the love that you show us. And help our love for you be demonstrated by the love that we show to one another. Again, Lord, we just are so thankful to be in this chamber, so humbled to be here in the presence and represent the people of our state, and humbled to be a member, each one of us, of a member of the Senate.
We love you and pray your blessings upon all of us. Have mercy upon us. Forgive us of our sins. And we ask these things

You want to read those? Before you begin, she's got a couple of things to read across the desk. Oh, here's an announcement. Yes, members,
just an announcement. If you all have a bill that's been read across the
desk, it would be good if you go ahead and start getting with the committee chairs to get those scheduled, because remember, the minimum amount of time that has to transpire between when you contact the chair and when you can present it is 18 hours.
So we need to go ahead and get that process on the road so we can go to work.

Senator Hickey is recognized. Okay, members, it's just like she said, we usually will do this. The only addition is, is it would allow for myself and Speaker Shepard, if we were to get into a situation where we need to recess because of COVID, that's also included in here. So that part would be somewhat different than what we would usually do. I'd appreciate a good vote. Anybody

have to be in Boston? He hasn't amended it yet. He's seeking, he's seeking, he's making a motion so that we can amend it.
Speaker 77
15:27
He amended it in committee. Please address the chair. What's your question? he amended it in the committee and it was adopted, doesn't it? Well, apparently he
Speaker 2
15:37
wants to amend it again. Senator, do you want to adopt an amendment? Right.
Speaker 75
15:44
That is correct. It's to adopt the amendment here, and then it'll go to engrossing, rather than
Senator Jimmy Hickey, Jr

the chair senator flowers go right ahead But, you know, my point is we've adopted rules on Monday in light of the pandemic we find ourselves in. And it just seems like a bill that he got it adopted and passed out as a Senate bill as amended do pass.
So I don't understand why the need is for him to rush this like this in this pandemic, and we made exceptional rules so that the public is aware, and then with what is happening in the nation's capital, and then this bill, in
Speaker 77
17:12
my opinion, lends itself. Well, Senator Flowers, if you have a question, ask Senator Ballinger. You can do that.
I'm asking why. Senator Ballinger, do you care to answer the question? No, I'm
Chair

happy. This will just allow us to hear it tomorrow rather than waiting all the way until Tuesday, essentially. It means that we won't have all weekend to deal with emails, telephone calls. I mean, this is a bill all of us know about. I'm happy to answer any questions. We've been dealing with it, but it just enables us to be able to move forward tomorrow, There's plenty of time, so I'm happy to answer any other question, but that's just it. If you guys don't want
Speaker 75
17:49
to deal with it, that's fine, but I think it'd probably be better
Senator Stephanie Flowers
Unverified
17:53
if we move forward. My point, Senator Ballinger, is that the amendment was not even presented to pass across the desk.
Speaker 77
18:00
If you have a question, you can ask the question. Otherwise, you can come down and speak for or against. Okay, I'll do that. Just wait until we're done with the questions, okay?
Speaker 10
18:11
There's a deliberative process here. Not going to let this turn into something else. We've seen that before, and it's not happening today. Senator Chesterfield. May I ask what the amendment is?
Speaker 73
18:25
Yes, so the amendment changes, and it doesn't change anything. Read the
Speaker 94
18:28
amendment, please. I'm sorry? May I have the amendment read before I adopt it? Yes, you
Speaker 73
18:32
may. If somebody has a copy of it, I'm... Oh, it is on the computer. If

she doesn't have a copy of it, if we can... So
Speaker 96

I would just ask very simply that the amendment be read. Sure.
Speaker 81
18:45
Thank you. It is a real short. Yeah, I'm happy to.
Senator Jim Hendren

18:56
Senator Hendren, recognize. Two or three of the session, and we're going to suspend the rules because we don't want to have emails and be bothered over the weekend about letting

the public input on this bill. I mean, honestly, I think that we're doing it so that we can keep moving forward and getting business done in your Senate. So, I mean, honestly, if that's not the will of this body, then we won't do it. If it is, then we'll get it done.
Senator Chesterfield, if you want me to read it, it's really pretty short. So it amends page
Chair
Unverified
19:36
here anyway with all these screens. It amends page 3, lines 18 through 21. And so before the language, what it said is basically prohibited, the no duty to retreat was specifically removed or there was an exemption to that for people who are in felonious possession of a weapon. Well, instead of doing that, we pointed directly to the code section.
It's just a matter of cleaning it up. It doesn't change anything substantially. But it says, it's not committing the felony offense of possession of a firearm by certain persons, 573-103, with a firearm used to employ deadly force, unless the person is in or at the person's dwelling or cartilage surrounding the person's dwelling. And in fact, this actually doesn't change the status of the law today, but we just wanted to make sure that was clear, and that's why the amendment was done.
Speaker 10
20:29
No further question. I appreciate a good vote. All those in
Senator Jimmy Hickey, Jr

favor, say aye. Aye. Opposed? No. The ayes have it. Or from Paul. That is simply on suspension of the rules to consider the amendment. That is not on the amendment. They are two separate things. It takes two thirds to suspend the rules.
We only have one at this time. Two, three, we have four. Okay, sufficient number, hands have been raised for
