Speaker 8
12:03
Senate Bill 34 by Senator English to amend the law concerning compensation for teachers in the National Guard Youth Challenge Program. Senator English. Thank
you. This bill addresses the annual leave and sick leave
for teachers employed in the Arkansas National Guard Youth Challenge Program. Presently, they are state employees, but they don't work state employee time frame. They only work 190 days like teachers do, but they're drawing annual leave the same as state employees. So this would basically change
Senator Jane English

that so that they would be drawing the same as teachers. Any questions

Speaker 8
13:54
amend the law concerning tuition benefits for soldiers
and airmen of the Arkansas National Guard and to allow a temporary waiver
active duty training requirement. Senator English. Thank you. This bill allows for a temporary waiver of the completion of the initial active duty training requirement of the arkansas national guard tuition waiver program what the program says right now is that a person coming into the guard before they could take advantage of the tuition for education
they would have to complete their initial basic training well in today's world that sometimes could be a year or more because of the pandemic as well as other things so what this does is just gives an individual an opportunity to apply for a waiver so that they could start their college courses
Speaker 50
14:52
before they get their training. Any questions for
Senator English? I have a question. Senator Flowers, recognize. Senator English, if they fail to complete the training,
is it is the tuition reimbursed by the guardsmen or I I think so but I actually
don't know for sure but I'm assuming that they would have to it doesn't happen very often but there are leadership training programs or basic training programs that they have to go to when they first enter into the guard,
but they have to wait until there's an opening. Well, right now, it's hard to find an opening because of the pandemic. So this would just give an individual, not everybody, but an individual, the opportunity
Speaker 13
16:01
to apply for a waiver. Anything further, Senator Flowers? No. Okay. Any other questions? Anyone wish to speak against? Anyone wish to
Speaker 4

speak for? Senator, we closed? She's closed. Any objection to rolling the vote?
Speaker 13
16:18
I have no objection, but I'll vote present. Okay.

you know Henderson is very special to me my dad went to school there and first person on either side of my family to go to college and its future was in doubt there for a little while and we appreciate ASU stepping in this bill will eliminate the board of trustees of Henderson State University and consolidate the duties and responsibilities with the Arkansas State University Board of Trustees and renames the board of Arkansas State University into the Arkansas State University System Board of Trustees.
Currently, this ASU System Board has five members. This bill will expand that to seven to be appointed by the governor, and the bill is structured so that one member will be up for a reappointment each year. This is the final step for the merger of Henderson State University and to the ASU System. Henderson State University's name will not change, and they will continue to have their own appropriation bill. Once passed and signed by the governor, they will become a campus of the ASU System. I will be glad to take any questions on the bill.
