the resolution. Thank you, Mr. Speaker. This resolution is on prescription drug abuse, and so I just want to read one section out of here. In 2019, 17 and nine-tenths percent of surveyed Arkansas high school students reported taking prescription drugs either without a doctor's prescription or differently than is prescribed. So as we talked about on Thursday, the opioid epidemic is real. It's happening in Arkansas. It didn't go away with COVID. So what this resolution does is it outlines a few facts, the most recent facts as we know them regarding prescription drug abuse in the state of Arkansas, and then it asks Arkansans and different entities like the State Board of Medicine, the State Board of Pharmacy, the police, just other groups to work together to help do what we can to stem the tide of prescription drug abuse. With that said, I'd appreciate a good vote.

Thank you Mr. Speaker. Colleagues it's good to be with you today. I have a bill here that it's just for accountability for the county funds for the county employees. What brought this bill about was I'm sure many of you are familiar with it but last year the county clerk there in Craighead County was accused of moving approximately 1.6 million dollars from his personal account I mean from the county account over to his personal account and as we looked into that and I consulted with the county association to see what we could do to make sure something like that didn't happen in the future we realized that there in that particular county as I'm sure it was being done in other counties across the state that only one person would had sole responsibility for that type of money in a county fund which is just totally unacceptable and we all I think would agree with that. Now, so what we did, the county association reached out to the county clerks and other county employees and found out that many counties across the state are already utilizing what we want to put in law here today, where they have both the county treasurer, the county clerk, and the county judge will review that account every month. They'll receive the receipts and all transactions for any monies moving in and out of that account. And colleagues, I think we need to pass this bill just to help protect the county employees, their taxes that they were paying in for their retirement, for their state income tax and other things. It was very devastating what hit us there in that county, and hopefully this will prevent that from occurring in the future. When we've got three people looking at this instead of one, I think if somebody is thinking about crossing over into the dark side, that hopefully this hill will deter that type of criminal intent, if that's what they've got on the mind, and make sure that criminal act doesn't occur. And also, hopefully, it'll protect those county employees' money, and it'll provide transparency. And with that, colleagues, I would take any questions. Thank you very much. I appreciate a good vote.

It allows counties and cities to operate city and county meetings during an emergency, a state of emergency, through telephone, video conference, or video broadcast. It is only during states of emergency that they can do this. And so, again, it's a good bill that we've already passed. We just need to allow them to continue doing it during a state of emergency. recognized to explain the bill. Thank you, Mr. Speaker, members. It's good to be back with you again this year. House Bill 1216, if I'm going to step back in time just a couple of years, we authorized or actually charged the Bureau of Legislative Research with developing the Code of Arkansas Rules. That's the regulatory code that currently, and until they get it finished, our rules are not in one centralized searchable database that everybody in the public can easily go and find in one spot, consistent across all of state government. We gave them a certain number of years in that legislation in order to get that accomplished, and COVID hit. And so this legislation is to extend that particular time limit to the Bureau to complete that by one year, and it also does a few other things, and I'm going to go through that now. And part of the reason behind this, just to give you an idea of the scope of this, we have over 1,000 rules that constitute about 45,000 pages that they have to go through. And so if we extend this, they will still have to go through about 1,200 pages of rules every single month in order to meet the new deadline, which is a pretty significant task when you're going through and doing a lot of detailed work. And they've also asked for a couple other things in here. So Section 1 of the bill implements respectful language. Currently, we already have this with regards to the statutory code, and this would make it also applicable to the regulatory code, this code of rules that they're creating. Section 2 concerns exemptions to what is defined as a rule under the Administrative Procedures Act for formatting rules for the creation of handbooks, pamphlets, other similar publications, technical corrections, gives them the authority to make those, not substantive ones, and forms, unless language is derived from the law or rule, and a citation of the existing law rule is included on the form. So those things, it gives them further specificity on what they need to do with that. This also gives, in Section 3, further authority to make technical corrections for a website address or a physical address, phone number. If some of those things change currently, they have to go through the entire Administrative Procedures Act process in order to change a phone number or an email address or a website address if a director changes and things like that. And oftentimes that doesn't happen in a timely fashion. This would allow for simple things like that for them to be able to update the code and make sure it's current. And then finally in Section 4, as we discussed earlier, this extends the deadline by one year and puts it also gives the Legislative Council the ability to extend it further if, for some odd reason, things beyond their control, they're not able to hit that deadline.
