We've enjoyed freedom and prosperity for so long that many of us have completely forgotten what our founding fathers entered and why in the world they want to make sure we have the bill of rights and I would encourage each of you as a legislator takes some time to read the bill of rights and edible rights that we receive from god to protect in the bill of rights or just something that is the envy of the world we are true the envy of the world of what we have here in this nation so today I want to bring to your of awareness and disturbed look at again that the tenth constitution talks about our state rights when our when our nation was founded we are states want to make sure that we did not give out our all of our parents over the federal government as I read what our founding fathers wrote my heart is sad because exactly what they predicted that's true what's happening we've given so much authority to our federal government that are holding money over his in the really are holding us captive and I hope that we as a state legislator can rival and understand that we we are very powerful we're we're people branches of government one talks but really we are the strongest branch the legislative branch we respond back to our people our constituencies of the grocery store in a church that they have an issue they're very free to call me on the phone and talk to me you were the voice of your people here and I want us to remember that we are very powerful branch and sometimes we forget this address one encourage you to remember who you're representing exactly what our process is and how how very powerful to all work together how very powerful this body can be and the great changes I hope that will make this session so I'll get off my my soapbox and get on to this resolution across to establish clear boundaries around the federal authority through the limited the specifically enumerated federal powers in the constitution the bill of rights of the constitution. That created a systematic. Review of our entire regulatory court code and that it would be done on a periodic basis the first part of that act set up an immediate 2 year review of all the rules in state government. That was completed at the end of 2018. And when we finish that house cleaning effort of all the rules we had repealed or gotten rid of 15000 pages of obsolete or duplicative rules in a regulatory codes we really clean up a bunch in that period of time and for those of you that were here then thank you for your work in your efforts to help help get that done the second part of ACT 71 set up that consistent read continual review of that and all the remaining rules at that time were divided into 6 roughly equal sized groups 1 of each of those groups we're supposed to come up for review every 4 years now let's get into what H. B. 1217 does a lot of the new language you'll see in section 1 is is being moved out of section 2 of the bill you'll see there's a lot of deletion in section 2 most of it is kind of streamlining some of the processes in the things we learned over the the the initial review process in that that the first couple of years and the main thing that changes is it takes each of those 6 groups that come up 1 every 4 years to a 2 year review process we discovered that initially on the front end we thought for years would would be maybe not enough time or too much time we weren't sure now we know that we can do 1 of these groups every couple of years so we have a systematic review 1 of the 6 groups comes up every every couple years the way the bill is laid out though it doesn't start all over again we've already done group number 1 it will move on to group number 2 and just go forward so we don't have to create on the groups this this just will simply begin the process going forward in a 2 year revolving cycle for each of the remaining groups section 2 of the bill I said leads.
