Thank you Mr chairman the first item on your agenda today Adam B. R. cash fund appropriation increase request these are requests that agencies may to increase the spending authority for line items that are supported by cash fund account B. one is the first one this is the department of health they're requesting three thousand dollars for the diabetic licensing board to repair a broken trainer and to purchase some office supplies they are funded through license fees so that is the first one B. two on page three is the department of
Veterans Affairs they're requesting one million two hundred forty thousand dollars to cover costs related to staffing and residents needs if they're Veterans homes of this is due to an increase in utilization for medical supplies medication and food up due to cope with nineteen activities they are supported by resident these Medicaid Medicare be a third party companies and cares Act funding and those are the two cash fund appropriation
increases on today's agenda. Members who have any questions on only S.. Yes not less so note that there is approved. Mr chairman the next group of items under the seed packet are all going to be approval items the first group or for various temporary appropriation increases this is where agencies can ask to have increased appropriation for a line item supported by revenue sources
other than cash funds or federal funds which we have other mechanisms to do that was so the first one is for the your partner corrections divisions of corrections job this is for two point five million dollars this would be to allow the division to cover the projected cost to county jail reimbursement funds this is because of slow intakes during the pandemic due to social distancing efforts it's requiring additional
reimbursement to counties who had to House of inmates longer than they might typically have to it's funded by general revenue it has a letter from the. Secretary of the department of corrections the second one also for the department of corrections I will go ahead and put that one out here it is for two million dollars this is C. one B. and this is for overtime of a state that they've had a vacancies in correctional officer and food service
positions and it's led to any increase in overtime expenses and it's funded from in make hearing custody of from General Revenue so the first two items both approval items for the department of corrections. Reimburse the counties I know I know that the ongoing issue with the you know overcrowding of prisons and we have been to that in may seven stay longer in our county facilities do we know can I can I can can I find out how many Facilities in the state that are how then inmates that are that are due to be sent to other facilities that that would not we don't have bad for and all that and how much.

great state corrections I'm joined by law Lamond with Lee who's the budget administrator for the division of correction. this is not a situation where the Division of correction is overcrowded we are actually at our lowest population level in probably about fifteen years what this is is a direct result of our pandemic response efforts which at the encouragement of the department of health and of many members in this room we have worked over the last year
to reduce our population levels to the X. so to the extent possible we can effectuate social distancing within our facilities. When we put the budget together for this fiscal year's reimbursements we projected at about twelve hundred dollars on twelve hundred individuals per day backed up in the county jails we have during the pandemic been hovering somewhere between fifteen to eighteen hundred offenders in the county
jails which has necessitated us asking for additional appropriations so we can maintain our of payments to your to your counties as of today we are caught up on all of our invoices we don't know every invoice that we received we have paid that's not to say that there may be an invoice sitting out on the desk somewhere in the state that has not been returned back to the Division but every invoice that has been returned back to the division we have
paid that invoice in full. Thank you. Senator Ingram. Thank you Mr grades that you touched on something in if you could provide the information later of if you look it up but let's do it the last three years I think it be interesting to know what that fiscal impact the is of how many prisoners that we're down versus the last three years and

Mr chairman the next item to see to which is in the C. packet of page one C. two this is for shared services appropriation transfer request these are request by cabinet level agencies to transfer appropriation between various divisions in the agency's shared sex services section special language in their appropriation bills allows them to transfer of funding and money to provide
efficiencies and to eliminate duplication of services it is approval item it's on page two it's from the department of energy and environment they're requesting to transfer two hundred nineteen thousand nine hundred twenty five dollars in appropriation from regular salaries and personal services matching line items between various divisions there of with their departments of shared services section so again that said approval item on page item C. two page two.

A for appropriation transfers there special language in some department appropriation bills allowing transfers after review by a LC the first one is for the treasurer's office of the treasurer they're requesting you transferred two hundred fifty thousand dollars an appropriation from their data processing system services line item to their operating expenses on a line item they know this is necessary to have sufficient funds to pay for banking
services and the other D. two is from the public and defender commission for the Arkansas Commission for parent council they're requesting to transfer forty thousand dollars an appropriation from the extra help line item to a legal services refunds and reimbursements line item and they know that this is in order to be able to utilize contract reimbursement for workday short term or on a temporary basis and those are the two request under
item D. these are review items only. Any questions. One Senator Hickey. yes or not staff can it can answer this is not. This is just the language of this is sufficient funds to pay does that mean that those actual or close to the actual with the banking services or. Senator Ricky I'm not a I don't know the answer to that that the agency should be here or someone who could answer that I'm sure.
That's just a simple question if you don't mind bringing forward I just like to know if it's because the way we were we had written it I just wanna know if that's close to the actual okay thank you Sir do we have anyone here to support. You're recognized are great Wallace chief deputy treasurer senator we over estimated to make sure that we didn't run any
short so that two hundred fifty should be more than what we would need to cover any in any increases in the banking services that we are anticipating for this year and we also did the same thing for FY twenty two. How much. How much were they in the previous year the let me just ask you that what so last year we. Averaged out between the all the various banking fees somewhere around. Eight hundred eight hundred thousand.
Okay. How does that how does that apply to hear you know where I'm going I just want you you're you're sitting there telling me the job over estimated I want to know what the actual was as compared to what you're doing here so this year we so for FY twenty one and that the baseline was kept the same from FY twenty so what we have done in this year and we've got a couple of projects that are kind of driving a little bit of this cost increase we have shifted due to the pandemic we shifted
to remote depositing capabilities for all of the state agencies and we're also shifting to remote check deposit in capabilities for all the state agencies with those new technologies those to drive increases in the fees service fees that are bank partner charges us so that's really what's kind of driving that increase I don't know the full estimate of what that actual dollar amount would be because this is the first year that we've had that fully implemented.
Sentencing question. What can we can we owe this to the next meeting and you can get a get at least me some more detailed analysis on that sure is that OK Mr. Yes bank thank you Sir thank you. Mr chairman the next group of of agenda. Yes regarding the public
defender I was just wondering of what the what the difference because the on the extra help positions that they could use the money from that they had to go to a contract reimbursement line instead of being able to draw the money our current extra help to hire of a part time attorney. We exactly it should come back here.
Morning Mr this is Greg parish I'm the executive director of the Arkansas public defender commission and to my left is Brian Welch the head of the parent council division that's under our umbrella and run may be able to answer this question much better than I can. Of yes Is Mr per se I'm Brian Welch on the executive director of the parent council commission the reason we ask for this transfer is we have two types of attorneys that work for us
those that we pay be a contract and those that we pay B. and extra help positions the extra help positions created for the attorneys that work for us that also worked for the public defender commission so they hold dual part time positions. The way that the appropriation is written if we do not have them in a position with a public defender commission we cannot keep them in the extra help positions so then we have to pay
them via the contract so I have to move money from one line item to the other to be able to pay the replacements when we hire new attorneys. Just to give the committee heads up I'll probably be back here next month to move money back to the extra help line yesterday I had another attorney leave and take a position with a public defender commission who is currently under contract so we'll have to swap them to an extra help positions and so we'll have to get approval for that.
You're gonna okay we'll. We'll be back. maybe we can talk about this later and see if there's a more efficient way to do it because I assume one attorney lease of you have to scramble of because of the those cases are there and go and have to be dealt with okay thank you very much. Now Mister chairman we're ready to move on to the ePacket and this is the miscellaneous federal grant appropriation request this is this is where agencies will be requesting
spending authority for federal grants or federal funds is all thing from an unanticipated federal grant award there's several of these I'll take us through all of them and then we will be available to answer any questions the first one is on page two is the office of prosecutor coordinator on this when they're requesting three hundred three thousand nine hundred and eighteen dollars and appropriation spend federal funds and they are also requesting to establish one
position the position will be reviewed by for title and great by the personnel subcommittee when they meet met next the grant is from the bureau of justice assistance to fund an additional deputy prosecuting attorney that will work on and initiative to combat gun crimes and it's a hundred percent federally funded the second one and administrative office of the courts adult and veterans drug treatment court this is a request for seven hundred fifty thousand dollars an appropriation of the grant is
from the US department of justice to enhance the operations of adult drug courts and veterans treatment courts the item requires a twenty five percent stake match with the which the agents who will provide a three salaries of two individuals and they're funded by State Central Services number three is Department of Education Division of higher education Northwest Arkansas technical institute direct in equitable this is for three thirty seven fifty seven thousand three
hundred ninety nine dollars in appropriation or federal funds the grant is to provide adult basic education and English language for adults that function at a grade level nine or below again it's a hundred percent federally funded number four. The department of agriculture for the forest stewardship program they're requesting forty thousand six hundred dollars an appropriation the grant is from the USDA to procure all terrain
vehicles needed to access tracks located in remote areas of the state with or roads under the conservation reserve program. Number five is the department of health there M. F. G. is for twenty seven thousand twenty seven million two hundred sixty eight thousand four hundred thirty three dollars the grant is from the CDC to support immunization planning and implementation is a hundred percent federally funded number six we received a call yesterday the FAA contacted us and asked us to pull this item from the
agenda so this will not be a review today are reported tomorrow number seven is Department of Human Services division of aging adult and behavioral health for a million five hundred thirty six thousand seven hundred forty nine dollars to spend federal funds from the grant from the US department of health and Human Services to supplement funding for home delivered meals for older residents he's made it's a hundred percent federally funded.
Number eight also DHS division of aging and adult in favour Health Services its request for ten million seven hundred sixty one thousand one thirty nine the grant from the US department of health and Human Services is to reduce opioid over use and overdose related deaths in unmet treatment needs number nine is department Human Services division of child care and early childhood it's a request for ten million six hundred sixty seven thousand one hundred forty three dollars. They received a grant from the US department of health and Human Services to increase
service for eligible children and family with early childhood assistance number two in the AGS Division of County operations there that request is four hundred seventy three million six hundred eighty four thousand seven hundred sixty six that receives a grant from the US department of treasury to provide emergency rental assistance number eleven also DHS division of county operations requesting a hundred eleven thousand nine hundred
fifty five dollars this was far may grant from the USDA to increase the likelihood that person's eligible for snap will make healthy food choices number twelve of the Department of Health they're requesting a hundred and seventy three million six hundred ninety nine thousand nine hundred and eighteen dollars for a grant that they received from the CDC to respond to the code nineteen out for a. Number the next you items
numbers thirteen and fourteen are both for the department of finance and administration project safe neighborhoods for the western and Eastern Division the Western Division is asking for a hundred and six thousand five hundred thirty two and then insect in the aisle item number fourteen the Eastern Division of the asking four hundred thirty nine thousand five hundred thirty four federal funds that they need to spend the grant is from the US department of justice or project safe neighborhoods both of these items are a hundred percent
federally funded that Texas over to item number fifteen on page sixteen. This is for the department of commerce Economic Development Commission it is a request for forty nine thousand seven hundred dollars an appropriation of a received a grant from the National Science Foundation to facilitate participation in a conference that is focused on expanding the capacity to impact economic development it too is a hundred percent federally funded in Mister chairman those are all of the items on today's agenda
methods of finance again item number six was removed pulled from the agenda by the agency. Thank thank you senator Dismang. Thank you Mr chairman had just had a question on item ET and with anybody from the Department. Could answer questions on the yep please come forward. So what I'm I'm I'm looking at this the hundred seventy three million six back to be expended
by December thirty first two thousand twenty one. If you could just walk us through a little bit about what how qualifications may work on this particular program. If it's allocated by county in how to how does this. How's it going to be administered because that's that's quite a bit I would assume in rental assistance and also if you don't mind just typically what what we all received to help you for rental assistance in a normal year from a federal program thank you.
Certainly a more quiet morning services. Mary Franklin Department of Human Services division County operation center August brief overview in this reclamation details to add to that as far away three other questions this is a unique program is created in the coronavirus relief legislation that Congress passed in December so this is not in the way of a precedent for this early this is a a brand new program it's it is a hundred thirty three million as provided there were some additional grants are made directly to counties believe Pulaski
Washington and been county each received their own allocation with or what we received is for statewide program we're working right now on a very fast procurement to get a vendor to administer this for us is going to take a lot of outreach work as well as working beneficiary sample call center in order to make this available to our cancer on the state there are income limitations on it It is limited to being used for for rent utilities other expenses to help prevent eviction and avoid homelessness and so we'll be
using those fertile criteria and then make those payments much as as much as we can directly to landlords but it can be applied for by both tenants or landlords. Thank you thing. That answer questions or denying. Not quite yet. Go ahead.
I'm probably know left there we go. So at this point we're. How much this is going to be set aside a hundred seventy three then for the vendor when will be looking at minutes is there a their set aside dictated in the. Distribution from federal government that ex number of dollars can be spent on administration I miss him and there is there's a limit of ten percent thank means for ministration and our intent is we use a portion of that for the vendor that we retain we also in this we will have successes well and so that's what we're reviews
portion of that use the remainder for our expenses and then it Mr at least ninety percent of the total for those benefits and out one other factor should mentioned there's a requirement the statute that we have to commit at least sixty five percent of the funding by September and so it is a very short time frame that we had to get a lot of those dollars out otherwise we risk losing as having some of those dollars diverted from us to other states. I mean I wish there were some additional details on how that's
going to be distributed may not like to see in at least an estimation by county or something along those lines to know were fixed to release here a special segments hundred seventy three million dollars in a program that doesn't sound like it has a whole lot of guard rails And we certain institutional details there are in the in the actor not it doesn't have to be okay by county notarized will be more a first come first serve a nice inclusion to be honest that's kind of where I was getting I was that's what I'm afraid that you're going to say
that it's first come first serve underserved communities are going to have a more difficult time achieving you know we're realizing the dollars because internet access perhaps OR out reach capabilities or a number of different issues that may arise so I was I was afraid that that would be the response is gonna be a first come first served so what you're gonna only has a more sophisticated landlords are going to be able to utilize the system in those that are not a sophisticated are gonna have a difficult difficult
time accessing understanding and and have a way through so okay thank you and have access and that is what portable respect from the event will bring on they do a very in depth outreach efforts this is not just internet but do your advertising other methods with initial us what's the best way to reach these communities to get that word out there and does show folks how to comply by the same token has many accessible routes for them to apply as well and our hope is that not only will be through internet also
have call centers but also through local organizations and so as when things were looking very closely at to make sure there are lots of opportunities to get that word out to provide people access to do so they can come in and make that application do do we have some way or are you gonna be working with a different agency that may have access to a database already that you would anticipate some of those individuals qualifying or thank is the is is I don't think this information it shall keep and like you said it's program you have an administered the past there are state agencies the
member minister you know these types of programs so how to how's that and I'm I'm sorry but it's a hundred seven three million dollar first come first serve got spent sixty five percent by. You know September and like that I feel like we we may have a this has also the potential to be an actual train wreck so yes Sir that's in that were we we are concerned about that prospect as well so we'll make
sure we do everything we can to make this success with there is the Department almost did Mr some funds earlier from cares Act and they work through community action agencies And so we expect to be working very closely with both of those groups as we go through this both to coordinate efforts see what was done before but also to help make sure we learn from their experience in that. Into the last thing to say this is I don't wanna hold up these funds but I'm also very nervous to release these funds especially since we're going to allow so much of it to be directed by an outside source you know to this contract. It again a minute we're kind of
in a spot here Like I said I am business with the timeline I I am a little bit. Nervousness in this how this plays out because I don't want us to not touch those communities that need to be touched it's going to be a lot easier for you know I said a a more sophisticated landlord to access and and be a part of the program thank you. I agree with their Dismang on that that we could have a train wreck you're not you're with a first come first serve basis
we've got to make sure we get the word out on that. Yes that's we will get that word out because we are I mean in terms of eligibility or restricting or allocating we are limited by the language that's in that what Congress passed and sort follow that yes certainly we we know is can be critical to get that word out and publicize it and make sure that not landlords with tenants know how they can access that. Yes ma'am this is the this is a continuation of the state of the state's opioid response grant please identify yourself again for the records are up J. hill division director for aging adult behavior health thank you and this is this is the next generation of the S. or the it's an opioid response grant the state received previously these are to your grants aid is for about ten and a half million each year but so have we have we
expended that first the amount. We expended the first amount we had nearly expended the entire grant for the first two year grant we do carry over for a for a small portion couple hundred thousand dollars this year and then we are beginning spending the new grant and and could you tell me approximately where in this state that most of that money was spent is it certain counties or is it but it's allocated some other way it covers the entire state the bulk of the money is used to support medical assisted
treatment and to develop and recruit providers to educate and train them and then to also fund the treatment of persons who have opioid addictions this new grant a portion of that will also be used to support a new juvenile facility a juvenile treatment treatment facility located in southwest Arkansas okay I am asking thank you for that I'm asking a little bit of a different question and that not where it is allowed to be spent but what was actually spent was it actually spent basically all over the state or
is there a higher concentration in any particular areas or areas like counties I think you will find a higher concentration of spent in urban areas where you have large population base is just just by right of the volume of persons who may be addicted to opioids but the grant covers all seventy five counties in the spent statewide and I can get you a break out of if you would like of where our providers are located as well as the dollars that are out there that are used to support treatment in those
those counts R. their desert where there are where providers are not located that we ought to be concentrating on is what I'm really getting to because it makes sense if you just going to will go by pure numbers that can be more numbers such as Santa Pulaski County on Benton County but proportionality is kind of what I'm I have been I think unfortunately we probably have in the delta region the state we have your providers their then
we do obviously to your point in Little Rock in northwest are. So in northeast Arkansas and a portion of this grant is used to identify new providers new treatment providers it's a part of the project is to recruit them to educate them and to bring them on board to provide this this medical assisted treatment and we partner also with UAMS it with documents you know your a mass to to bring in new doctors and to get them on board to provide the services in all regions and we do target those desert regions to your point okay and the last the last question on this is is in order
for us to get the grant we have to apply as soon the and like any other grant or how are we doing I know this seems everybody is that concentrate on opioids and I get the. Do we have treatments for other kinds of drug addictions yes ma'am we do we have contracts that remote indigenous support treatments for all for all types of addiction for all matters of drugs now The SO warm grant initially this is the third
version thirty aeration of that the first two were specific to opioids this grant is also expanded and now includes methamphetamines. Okay. Thank you Mr chairman Hey this is Joe back on the hundred seventy three million I housing assistance I guess the couple things like city we don't have a problem with letting go understand there's a timeline of but what what is the property in the process the proposal that you have out right now
you're trying to find the right to enter for the I guess what's going to be close to seventy million dollar contract we we were in the process of putting together your document we're gonna street that out we know there are several vendors here out there and are doing this work in other states and so we're going to reach out contact them provide that to them however exploded timeline where they'll respond we're going to be quick review and also to a person has authorized student emergency procurement for this given the the very short time
line and the need to get these dollars out there and so will whoever could processed and aim to have that done and have everything up and running by April one April one okay it helps in so would I would I would like is. It says you all have that proposal ready if you could send it back to us you know it's whatever you're going to send out solicit bids on and then after that when it vendor is selected if we can go ahead and you know you touch base with public health or whoever it is we have a conversation here but
there needs to be a conversation with legislators about what that vendors going to be out and doing because I think it's gonna be incumbent on us to be part of the process of letting our constituents know in some way what to expect now this program is going to work And selected that I'd like for us to maybe offline from this established some processes that we understand how this is moving through especially since timeline special since really the way that set up I think it's
gonna be important for us to to understand what's happening yes Sir we certainly do that thank you. Senate is where you want to meet with him after this meeting or when. Okay just give me a call. Senator Elliot. My my other question is is regarding E. thirteen and fourteen.

all right I'm I I just don't understand what this description means will happen as a result of of this are getting this grant and I just kinda like for somebody to make it a real for me what does this actually mean And like how was the neighborhood involved in that kind of thing.
Senator Elliot I will see your lot love hard pressed here backed your can yes I just I don't I you know I read the description and I don't know what it means in real life or in real terms so I would just wanted some clarity on when this program is is deployed what does that mean the the is going to have been happening in the neighborhoods to somebody in the neighborhood to help specified have specified that that's the kind of thing I want to know. Yes yes yes.
Please please please push the the my. The project safe neighborhood grant are all actually awards that are issued to the U. S. attorney's office in the eastern and western districts the FAA it is issued to the FAA to facilitate through the US attorney's office what we do is there is a PSE and team that is comprised of officials from the federal state and all local law enforcement and we meet with them quarterly will mostly facilitating the use
of the funds is so what that team does is they determine what projects would be effective for their all jurisdiction for that district and we have to facilitate of their projects ensure that they are in line with the operations of the grant some of those projects have to do it targeting all specific types of crime within a judicial district we have regular meetings with them to discuss what their plans are for spending their or their budget and so it kind of there is as to
what the project is that ease ease all of western or Eastern District determine if they want to put in place to address crime within their area. Who could I talk to who could tell me what they actually do with the money I can give you a summary of it I didn't I don't have one here with me today I can give you a summary for each all district of the Eastern District as well as the western district to discuss what they're carrying plans for those funds or I confided in the form of a
memo if you lie and it okay and that's a small amount of money that you know relatively speaking so I don't I so I'm concerned about that and they're not concerned about I'm concerned about it if it's really doing something I don't at this seems like a small amount to really be doing something that's effective on the other hand if it's if it's microtargeting to a certain thing it could make some sense but the way is described when you look at everything that is going to be the but it's designed to do
I would but I want to get to is I wish somebody we're here here who actually uses the money. How is it effective or is it at all do we do anything to to know that. Well the affected as of each program is kind of measured by with the target goals are and that is inclusive in their application for funding and the wait is measure is whether they have met their identified targets I don't I don't have an example
like right on my mind but I most certainly because summarized the effectiveness of what they anticipate of Frances when a submit their plan for how to going to use their their budget used a grant wanted things the include in circles like water and air expected outcome and the and toward a certain points within a grant they will determine where they are what toward meeting those goals and whether they are competition those codes it's a little hard to quantify in data because I just don't have that in front of me but I
don't want it in the main goals for instance one everyday maybe targeting gang related type crime is so their mission me it's going to be based on crime statistics that are related to that of. Again I'd I can provide a better summary I guess you know that that's okay I guess I I thank you probably are not even the person I want to be talking to right now not is anything against you because you're not the one out there on the ground doing this so if you will just
if you would can give me the name of the person to talk to you because if we are serious about the crime in the discus crime issue here that's described in this paragraph I just I am just that astounded to know how much can be done with the you know this full amount of money that's why I'm concerned that it's small but if it's if it's just all meet in something else the know that is going to be useful so what if you could give me the name of somebody I can talk to to see if this makes
any sense because.
