Yes Sir thank you Mister chairman has you all remember we exempted unemployment benefits from state income taxation for the year twenty twenty in our calendar years twenty twenty and twenty twenty one one of the big reasons we did that was that there was not a method method or the if they didn't have the ability to allow for withholding so you know as these payments have grown because the federal government you're going to create a much larger tax burden you would have had in the past and without the withholding any of that tax the wood had been paid straight of the pockets of those that had received the benefits but one thing to keep in mind the feds do of do actually allow for withholding do with hold on state unemployment this would again just allow the state to establishing create withholding for unemployment I know that we may have a discussion at some other point about should unemployment be taxed in the future so you know we we did the twenty twenty to twenty twenty one because we felt like it was an immediate need and so that need to be addressed now but we can put this in place and then continue that conversation about unemployment. Local municipalities and schools so they can get their funds earlier and so this just gives us permission within a lawful under that should they be able to take any questions on. There sometime along the way it said March first was when to open the books and we're just if I changed my superintendents there in garland county and school districts would get were really upset with me. We've are dead you worry we collected about two and a half million dollars by doing that and let them go ahead and pay early. and it just says you can't since we have technology now it's doable and the schools go a long time without the early many our current tax dollars in the way they do their school finding with the splits in the early or the card many in the delinquent many. Do you know the and here's my reason for asking what what I don't want to happen and I don't think it would but for somebody that says well we're going allows some of our constituents to take a larger deduction allowed them to pay their taxes early in the preceding tax year so that they could have you know deduction off their books and that's what I'm I wouldn't think that that would happen. But I just wondered if there was anything in the statute which said that you could not open those books before. Before Jan one in. Thank you Mr chair members of the committee Paul hearing DFA in this if you could Senator Johnson would you like to ask that question again did you hear the question miscarrying I did center okay and currently if the individual as a result of a total loss settlement sells their motor vehicle to their insurance company and satisfaction the claim there is no ability to claim that sale as a credit against the purchase of a future motor vehicle and the reason for that is is that currently the insurance carrier has an obligation to reimburse you for the cost of your sales tax on the vehicle that you're selling to the insurance company is a part of that total loss settlement and that is reflected in our sales tax rules as well so to do that what I suggest you would basically be you'd get paid twice on. That that would you would get a recovery from the insurance company and also savings from your sales tax on the purchase of your replacement the yeah is that Reimbursement based on the original amount you paid or on what the sales tax would be on that. Lesser amounts which is the math they give you when you your car's totaled I believe it is based upon the market value of the vehicle that which is based upon the total loss settlement that the insurance carriers would pay the the loss payee but there is an insurance department regulation that I am aware about be happy to pull that up and send a copy to you just to make sure that what I'm information providing is accurate I understand and I thank you for the answer and Senate Johnson I don't want to bug your bill down services unrelated but this might require other legislation the future to clean that up so thank you Mr hearing center Johnson Mr chairman.
