seven thirty so hopefully I'll get all of its two. I'm sorry I'm sorry thank you. April we still have that they've extended our session out we will meet on April twentieth at seven thirty AM so we still have one more day a peer review meeting before said. So put that on your calendar. Right nearly seven thirty AM.
Okay we have a from approval items a first of all two of. Go over. Thank you Mr chairman we're going to start with the B. packet these are the cash appropriation increases are these are review items section C. will be our approval items today the cash fund appropriation increase request or request made by agencies to increase their spending authority for line items that are supported by their cash fund
account the one on page two is for you obey of hope Texarkana they are requesting three hundred thousand dollars this is new spending authority would allow the college to make up accounting corrections and place appropriation in the correct line item for extra help for the college just and the of the letter says that the a correction became apparent after can get burning their accounting systems B. two is national park college and they are requesting to establish a debt service line
item of four five hundred thirty one thousand dollars appropriation this new spending authority will allow the college to pay debt service for dogwood hall that's going to be their new one hundred eighty bed student housing development program and the payment source about forty by their housing revenue collected from the project B. three northwest Arkansas community college their request in cash programs used three million nine hundred twenty three thousand one hundred sixty six this new spending authority will allow
the college's been increased funding from federal and private grants that they will be receiving all on page five they also have a break down of what that entails for that little over nearly four million dollars then I'll be for on page starts on page six of this is the department of energy and environment for Arkansas Geological Survey they're requesting appropriation of eighty thousand dollars this new spending authority will allow the department to spend to multi
hazard mitigation reimbursement grants and. They received this year B. five is for the Department of transformation and shared services for Building Authority Division they're requesting appropriation increase in amount of seven hundred thirty six thousand thirty two dollars this new spending authority will allow the department to pay on a re funding and construction bond issue for the Justice Building and they note that their appropriation level it be sufficient moving forward after
doing this B. six is department of finance and administration this is for the racing commission they're requesting an increase of cash appropriation two hundred thousand dollars this will allow the commission to pay for a new type of testing that is become of valuable and is necessary so again those are the cash appropriation increases these are review items for the Committee on today's agenda. The Committee having questions. Okay if the written Fortner you're recognized.
Thank you Mr chairman on the B. six. Could someone tell me what this new type of testing that has become available and is necessary what it's for. We have from one to. The question. Please recognize yourself for the record and you're you're you're recognized. Okay are.
Good recognition John Campbell. Our. Lutescens primarily here case the issue is your microphone on. There you go. Okay thanks must be green it was three. Yes read shows hot up anyway it's primarily here testing and then also add of competition testing to do more testing with
horses not in competition and bring those forces in and before the for their entered enter race with the hair testing as new technologies that have started this last year. Follow up yes record of a follow up. I'm over here. Okay I know all the plexiglass can't see the the up what were you doing prior to this. What would blood in urine and saliva is so we've added here testing to we did a change in
the rules last year you may read. Thank you have a to a rule change I'm sure of it it was a change in the rules that allowed blood urine saliva and then added here to it. All right thank you. Investigate but with technology that it you know common in the industry are. Thank you senator Hammer you're recognized thank you Mr actually my question is going to be for B. five yes Sir be Amy Department transformation search services.
I think we would deal with you guys do we need to someone. One. Thank you. With the with the gap right now. Please recognize yourself for the record and you're recognized. And my law director division of
building authority for transformation shared services. Okay is there a Mister you're recognized thank you. Morning and the question I had on the second paragraph it says the current fiscal year twenty one appropriation did not anticipate the new issues draw on funds from bond refunding therefore depleted the fiscal year appropriation not leaving sufficient appropriation why was it not anticipated or can you give the background on that please.
Yes Sir I think it's probably more my era and that I didn't really understand the mechanics associated with the re finding that there would be a sweep of that existing cash account when the re funding was done which because that we have those funds for the debt service for the existing bonds are capped at a cash account with regions however we maintain an also a Fund in asus where we keep our appropriation and so those two funds we try to mayor at each other of course to keep them
reconciled and so we have the appropriation in the asus account we have the cash fund at regions where they funds actually are maintained and so when the re funding was done they swept the cash account when we came back to me or that a transaction in aces there was not enough appropriation to allow for the re finding that the the movement of a truck transaction moving those funds out for the refunding and be able to continue with our normal debt service payments throughout
the fiscal year so it was just the mechanics of the of the suite that happened during the refunding and being able to continue with their normal and debt service payments beyond that. Okay so as far as as far as far as the accounts concern then after the initial sweep its levelized outward where it needs to be moving forward yes Sir we didn't have to change our appropriation for debt service payments on an annual basis so this takes care of it okay thank you thank you Mr thank you senator are there any questions of the question.
Thank you thank you there's no question but in in the of a motion by Senator Hill the second second by Senator Elliot. all they five. You need both okay item stand proof. Mr chairman the next great item C. are these are approval items there are going to be three different types will take each one separately the first group or for various temporary appropriation increases this is
where agencies are able to increase appropriation for line item supported by revenues other than cash funds and federal funds C. one eight is the Arkansas school for the blind and visually impaired we also have one for the school for the deaf one A. and one B. of the these next to request the that I mentioned are for increasing spending authority in operating expenses and special maintenance. To be able to spend the salary
savings that they have accrued over the. Past year and the request for the school for the blind is two hundred fifty thousand dollars that they are requesting an increase for the school for the deaf is five hundred thousand dollars that they're requesting approval far and then item one see on page four also is for department of commerce Arkansas rehab services and this request is to increase appropriation by thirty thousand dollars and this
will allow the department to purchase a new case management system and increase their grants due to prices on new technology and again these are the areas temporary appropriation increases each one of these items is an approval item for the committee. For any questions. The motion by Senator Hill second corruption Boyd indiscretion.
All in favor hi you both. I'm sent approved. The next approval item is C. two this is cares appropriation of this appropriation request is for the To increase appropriation to spend funds related to the carers act which is a federal program that provides direct economic assistance in response to COVID nineteen the first page is the letter to Larry Walter

approval item for the committee dealing with cares Act finding of any questions the committee members. Mmhm I have a motion by Senator Hill second second by Senator Elliot I didn't. Other discussion. All in favor say aye opposed. I approved Mr chairman of the last approval item on today's agenda will be I have I don't see three beginning on page one
you'll see this is the reallocation of resources for DHS and the this is the third of four reallocation is that they are allowed in a fiscal year list of transfers requested within the appropriation and are line items for each division if you look at page eight of that's the page in the packet of that will provide the most information and the secretary's office is requesting
increase in professional fees from professional these capital outlay for additional IT server of the Division of aging and adult behavioral health is requesting a change to better serve the division's needs as well as medical services is asking for a change in the appropriation provide efficient and effective operations to clients the second part of the table list transfers of appropriations from one division to another the third part of the table list fund transfers of general revenue funding from one
division to another this would be a seven point six million dollars and it's primarily to properly account for cost allocations across the various divisions and at the bottom there's a listing of total positions requested to be transferred among the various divisions of the agency and they're requesting a total of twenty transfer positions again This Is that approval item for reallocation of resources for DHS you have a question. I have a motion by Senator Hill
second of the void in discussion. All favor say aye. You both I understand. Mr chairman in that packet D. you'll have your appropriation or fund transfer request again these are just review items for the committee of this is us special language in some departments allow appropriation bills to of transfer after review up by a LC or JBC D. one is the division of higher education and this division is
requesting transferring five hundred five thousand dollars in spending authority for the higher education opportunities grant line to the National Guard tuition and service lines according to the letter they provided the transfers will allow the division to fund all students for the street spring twenty twenty one semester in the listed programs that I noted that is the only request in this section any questions. I'm sent approved.
Item E. of this is budget classification transfer request these are request by agencies to make a transfer among the five seven items of maintenance and operation of in the event that a certain line item doesn't have enough spending authority for an expected to be at the expense of another line item in the in the know has excess just bear appropriation they can request to move some of that so what the first one eighty one on page two of this package is for the
department of energy and environment liquefied petroleum gas board they're requesting to transfer four thousand dollars from capital up from a conference and travel to capital outlay and that will allow them to replace the server that they need replace that's the only request and this section as well with any questions. Without objection to the items that approved the next group of miscellaneous federal grant appropriations these of the requested they're making up for the increase in spending authority if they receive a
federal grant result of funds that they weren't expecting of there's several of these I'll go through each one F. one is the department of Agra they're requesting five hundred seventy five thousand dollars for the federal funds that they're receiving from a grant from USDA to provide grading and auditing of shell eggs poultry rabbits in surveillance of a kind handlers this I don't as I said is a hundred percent there refunded I will also note that on all these in that geez there are no
positions that will be ask for requested any any of these a federal MF Jeez number two is that apart Education Division of higher ed they're requesting a hundred eighty seven thousand seventy seven dollars an appropriation of four agreed that they receive from the US department of education it increases their funds within their Perkins legislation number three is department head of the Division of higher ed requesting two hundred seventy three thousand eight hundred thirteen dollars this is a grant from the
corporation for national community service to carry out a national service programs number four is department education school for the deaf on the next page there will also be up to the school for the deaf these are the first one is for twenty three thousand three fifteen in the second one number five is for ninety three thousand eight oh five these are grants for emergency relief funds to address the impact of
COVID nineteen of them that takes over two number six. These are the request for the school for the blind and like the previous to request they're asking for a hundred twenty one thousand twenty eight dollars in the first one and twenty accuse me it's a total of one twenty one twenty eight twenty four oh nine three in the first request and ninety six nine thirty five in the second of this again was or margin C. relief funds dealing with the impact of Kobe
that's a school for the blind that takes over to F. eight. And this is on page nine of this packet this is DHS division of aging adult behavior health requesting two million dollars it's a grant from the department of health and Human Services for the Arkansas Code nineteen mental health and substance abuse disorder disorder project. Number nine DHS division of aging adult and behavioral health two million eight hundred fifty nine thousand six forty nine a grant from the department
health and Human Services to supplement a previous award for each COVID grant to provide crisis intervention mental health and substance abuse treatment. Number ten DHS division of aging and adult behavioral health requesting one point six million dollars this was a grant from the department health and Human Services are providing resources to first responders on caring and administering emergency treatment for suspected opioid overdoses.
And a number eleven department of commerce division of services for the blind requesting a hundred twenty thousand dollars this was a federal grant from the US department education services to older blind or visually impaired consumers this item requires a ten percent match the agency informed is that they'll be using some cash funds of paying for that ten percent match that they have to meet F. twelve also the Department commerce Economic Development Commission requesting a million sixty one
thousand to eighteen appropriation for the federal funds at the received from a grant from the National Institute of science and technology this is to fund the manufacturing extension partnership which which manufactures in a position to develop new products and customers hi this one is a requires a fifty eight percent match of in the agency shows that is other we spoke with them that will also be from cash funds that they have available to cover that.
Mr chairman those are all the miscellaneous federal grants on today's agenda of any questions the committee. Without any objection the items and approved. Review the item G. of this is a performance fun PAYPLAN holding account transfer request these are going to be requested by agencies to increase spending authority to pay regular salaries extra help personal services matching order report on a transfer from the
performance fund a on the next two pages you're going to see forty one agencies and they're requesting a total of two million four hundred thirty six thousand nine hundred twelve They note that there's a larger volume because initially they were told there was not going to be a peer review meeting in April however we have learned that we will be meeting in April that instant are they needed to get these in to take care of any adjustments that they need to make toward the end of the year
of some of the things including FAA Revenue Service Services Division site extra help to support salaries for interns DHS Medical Services requesting additional salary due to payments made to direct care workers. And apart of Commerce rehabilitation services had a program manager retired the calls the large lump sum pay out I also want to note that on the second page of the figures and the agency's DFA contacted me
and said that skews me it was the Supreme Court there of the amount instead of five hundred forty eight thousand four hundred should be five seventy eight four hundred they have sent me a revised rate sheet and the revised rate she will be filed along with the report in joint budget next week but I did want to note that that was the only a change in what was sent over from DFA and so those are the request for pay plan
performance fund and pay plan holding account transfers. we have a question In Cuba couple both of. Senate LA you're recognized I thank you Mr chair a sense of we had people quote unquote hurry up to get this to us and a lot of ways I guess because but you know there's going to be another meeting just as we heard one change you could can should we logically assume I guess people out there
who know about this that there's not anybody else who need to make a change now that you have more time to think about this for another meeting. We DFA office a budget so the this was specifically to the pay PAYPLAN requests and pay plan we do this every year because of we put the budgets in place we run the appropriation bills and then at the end of the fiscal year
based on our situation at as we in the year the governor makes a decision on performance raising. That has to happen at the end of the year because of we have to be able to see how much money we have it as a consequence of that we don't necessarily have our budgets in line for it so what we do at the end of the year is we try to get everybody where they should be good for the remainder of the fiscal year so answer your question as far as PAYPLAN goes this should be it okay now as far as miscellaneous federal grants cash funds all
that other stuff yeah there's no telling yeah that's up to somebody else but then we get a grant and all that that's on that's fine that's all I need to know thank you so much yes ma'am thank you senator. with the question represent Fortner you're you're recognized. Thank you Mr chairman Jake all these are asking for the because of performance increases and other salary adjustments. Yes Sir is everybody performing above and getting a raise yours is
just a time and great welcome to the governor under the pay plan process that was adopted I want to say and seventeen the April April employees are graded on their performance the governor works with the FAA and TSS to make a decision about an appropriate level of for a salary increase that percentage determination is then made available to the agencies who then did it up based on the performance of the employees of an employee does really well
they might get a larger percentage increase if there of five on a scale of one to five some if the employee is not doing so well they may not get any increase at all so this is truly an I'm a merit increase in it is close to his work we can get okay thank you. The question thank you thank you. Are there any other questions.

use of to do this and it involves Interviewing various contractors and design professionals these are both going to be for UAMS the first one is for that radiation oncology center it's a new facility on the main campus to react re locate the radiation oncology center for future growth of both that and you a miss inpatient services located on pine and capital street they received for

Remove questions the questions
Senator Elliott Elliot you're recognized. Yes Mister chair I had a question about number one on page nine that's the. Right of education. Good with the one from the part of education.
Recognized for the records in you are recognized. Greg I just want education. Missy Wally Department of ID Education. A thank you we're wait now I guess who are working on the I just wanted to just try to kind of get an update about where we are with the solution tree contract and it at what point I see this is a
five year this is part of a five year contract I read this correctly. At that point will we be in a position to. Either in this contract or put it in did for this contract at that point. And we looking toward doing that it's just a matter a matter of. Apparently it's a it's a good program but we we have we ever had a bid on the contract we the first year that we started this to a
special language in the creation of the appeal sees for the department work with someone who offered this time and so the decision back then was to go with senator contract with solution tree and we're and you were beginning year five of the seven year contract at the end of that contract that will be that time we will re evaluate to see and if we need to take bids and do that and put it out for additional people have comments and try to apply for his well attended the seven years since I think means you probably add
more will be examined I think but they're trying to do in the school district and appeals the method is to build content with in the schools the solution tree doesn't have to be as involved as they were and then that's something that we'll be looking at it in the seven years as well could we see a scenario where we might not the way this thing about the other the way things are going right now training and people to come in sets sufficient with these methods could we see a scenario because seven years is a long time to just have a contract where we might not even have to read it
because we both use other maybe quorum court in house resources. Exactly and that's one of the things that I think mission are to be looking at at the end of the seven years as where are we build that in house content where I was having those in the school district's able to support appeals the method and as well as not in that schools but extended out to the other schools and districts and that's what the whole intent of it is to try to grow your own spread that out that will be some things that will be looking at in the seven years thank you for that because I think a we get to
the end of seven years and we're still depending on solutions ready in that thank I think that would be a real reason to examine all the not we're using our funds carefully. All right I was just thinking about five years and I heard seven years and I have to reboot myself to get ready for something different okay thank you very much thank you thank you senator. We have another question nothing to Johnson.
Thank you chairman good question number seven the pharmacy benefit manager for the insurance department. Five and a quarter million dollar. And one point five million the Do they get revenue from the drugs also or is this the total contract okay we have someone On the. Thank you for answering questions.
We recognize yourself for the record. And. You're recognized. This at night in cold director employee claims Division of the Arkansas insurance department. this program is this actually contract provides services for the state government employees workers compensation program. And so what we're doing is we actually have our program consists of two contracts we have one with you M. S. college
of pharmacy evidence based medicine program now we have another contract with the pharmacy benefit manager. And so what this does is this provides a pharmacy network and also this discounts on medications. For the state government employees are injured course and scope of employment. You're so chairman of a committee or a. On top of this five five a quarter million dollars they get some from the.
Drugs that are sold to state employees also. Do they get a cut now the way this works is passed through program so it's ministration he per prescription. So they get a flat fee per prescription and then they pass through the amount they pay to the pharmacy. So this is the total amount through the pass through and everything for all the all Christians yes this includes a five three and the amount paid
to the pharmacy thank you thank you thank you senator thank you thank you. The other questions. The objection these items stand review. Mr chairman the last group of contracts K. four begins on page fourteen of this packet these are the in state contracts the first one is Arkansas heritage. This is to provide security guard services for their museums and the agency of second was community correction for
transitional housing program. Number three community correction far providing supervised housing in evidence based programs number four corrections department to provide monitoring and analysis of performance improvement peer review utilization review dealing with their health care services number five is DFA management services to provide state messenger services to the agencies in Pulaski County

Of psychiatric services were residents of the Southeast Arkansas Human development center number nineteen of position services for residents of also it Southeast Arkansas Human development center. And number twenty is for the occupational therapy services at that center number twenty one is far providing qualified individuals to serve as an
impartial hearing officers number twenty two is a soybean promotion board of this is an amendment for a contract that they have for providing public relations services to help them communicate the actions of the board to producers in Arkansas as well as the importance of the soybean industry to consumers and students in Arkansas and those are all the in state contracts on today's agenda okay
I have a question on I guess Page fifteen number three the community there anyone here from community corrections In reference to the Technical and general services under this Per. Number three number three.
We recognize yourself for the record please. Question for you. And Kerry Williams with Arkansas community correction. To reserve fund of our committee ministry for department correction shared services. Roared recommended record division of corrections okay so we we have I guess we have money allocated for some type of a. To help with recidivism provide
programs for a those that then that they've been released from prison So. In in in Jake I'm Jake may have to answer some of these questions so this eight on forty two thousand dollars I guess money that's been allocated for us to use for facilities to help with recidivism. So.
One twenty three ninety eight forty is for this In his wings ministry. Adam Jones what what is that a and can't be shared a bit about what that actually is and what they what they do and do we know how many facility that we have in the state that are that that would that we funded to help and even Deborah's. Okay. Yes Sir in his wings ministry is a twelve bed women reentry
facility we take individuals from the department of corrections up to eighteen months early and put on three hundred ninety day program in the House it is that like I said the twelve bad women's facility in Paragould. So how how many facilities do we have that that that would that we that that we are that we funded to help this this similar to what we we just did with Monica parable so we have twenty two transitional houses which individuals have already made parole and are living in those
facilities that basically are homeless and we have seven reentry facilities across the state okay you have a list of those could you give me a provide a list of of those facilities that that the in the in the state. Yes Sir I don't have one with me but I can make sure that you get one okay. Thank you. I thought. Their questions maybe. The the items they review.
Mr chairman the next thing on our agenda are the reports and as you can see there's a a rather large packet of various reports that are provided to peer review of monthly as well as on other quarterly reports I believe that all of the reports today are monthly reports that have been received dealing with appear re I items as well as contract and that's all the items on today's agenda Mr chairman.
Are there any. The other. Questions or anything by a committee members Senate bill anything. All right if not this meeting is adjourned okay. Okay the report. Taking a B. C. twenty eight okay we will not we would not have to meet now next next Tuesday March thirtieth of a report will be done on. A. J. B. C. on on that date.
All right per.
