before i start i want to thank you guys for your time today and thank We have two of our highway commissioners here with me today, Commissioner Marie Holder from Little Rock and our newest commissioner, Jerry Halsey from Jonesboro. And I have quite a few of my great staff members behind me today if we have questions that I cannot answer. So the first up on the agenda is the report of our ALC efficiency study and the implementation progress that we have made. so since our last meeting in december nine months have passed we've gotten a lot of things accomplished this chart shows the progress that we've made in the implementation of those rules to date eight of the 13 recommendations are fully implemented and i won't read those off you can see them on the screen but 81 of our 90 individual actions that were under that report are complete Which is a 90% completion overall. We have five more items that we're working to complete Most of those are tracking to be complete by the end of the year And if you have questions about any of those, I'll be happy to try to answer those for you Thank

So it's excess or surplus right-of-way or capital assets. So typically somebody will come to us and they'll ask if there's some right-of-way they think we aren't using or don't need anymore. We'll review that. And if it's determined that we can make a sale of that, we have a process that we follow. And we go about that. we get appraisals for that property and it's reviewed internally our staff makes sure that we don't have a need for it for the future for highway purposes and then we'll make that that sale that's good i

maybe we come through and we buy we bought right away decades ago for a highway and uh the parcel that remained wasn't all needed for right of way but it wasn't economically viable for us to walk away and buy that frontage so we ended up maybe buying that whole parcel so that we didn't put that landowner in a bad situation so a lot of these were that uh somebody an adjacent landowner one of these was on highway 65 up north of harrison we built that that freeway facility that controlled access facility back in the late 90s 2000s and now an adjacent landowner wants to buy three of those remnant parcels from us and we're happy to sell it to them oh yeah fair market value yes ma'am okay and the fair market value that

quarterly report so there's three quarters in here that identifies where we're using our federal highway funds under the infrastructure investment and jobs act that's the current federal transportation legislation that came into effect october 1st of 2021 so this report it's in attachment d3 in your packet it lays out where we've utilized that funding since october of 2021 through june 30th of 2025 you'll see at the bottom the total dollar amount that we've obligated to date in federal funding is about 2.5 billion dollars under that ij bill and and so exhibit

We've been working hard to create a memorial on our campus to honor those fallen workers that we have, our workers since 1954 we've lost 91 individuals on the job and I want to say thank you to y'all for all the safety legislation that you approved in the last session it's really making a difference and we feel that support and we thank you for that and our our team and our staff members appreciate as well but we're getting close you can see on the screen that's the current picture of the memorial we raised private funds internally and and really worked hard to do this off the clock but on October 9th we're going to dedicate that memorial weather permitting so I wanted to extend the invitation to you guys to join us there on campus it's at one o'clock on October 9th we'd love to see you there we expect to have a big turnout I'm expecting over 12 to 1500 people there at that event that day so we would love to have you guys there if you're able to

And it's a really nice monument. There will be a viewing platform where folks can come reflect on what it means.
