Monier and never got a vote but but pretty much everything else was like maybe have one vote two votes three votes but but one through six actually had enough votes will actually stood out by their sales please keep in mind that this is just a starting point some of these you know might be on the you know I'm listed in the session some of might not when we might add something else to penalty Russia wants to do with this is actually shared with the governor this morning and are saying it was actually shared with the Senate on the Senate in they didn't as always the Senate and have our stuff in your last orders what the house for you does so they just kind of tell us what they think but right now they're in or talking about maybe done the railroad And that was I think it was four point nine million dollars tax credit program. And President Jean what the other one was it was it I think it was a was it current gardeners thanks Trent Garner stand tied back to sales tax holiday right to correct. But one thing I remember that RT but that's that's been one of their top which in discussion but. You're correct that that was mentioned okay so we're looking at the sales tax holiday I think from Trent Garner. And the euro thing coming down and especially will be around twenty five million dollars I think I said please keep in mind this is not nothing this is just a starting point for the governor for leadership so take a look at to see what scored the highest in the House also discussion I think what we're going to see going forward is we're going to something like this during the session and then we come back then there's gonna be a meaningful tax cut and tax cut program that we talked about this morning with the governor and the RSA meeting was taking the top rate from five point nine down to five point seven and I know us are dismaying others on on the other end of the building I want to talk about maybe student cliffs out because we do have clear some tax break we have or complicated tax bracket in maybe doing something with the standard deduction as well so so we kinda loosely agreed upon between leadership in the governor's office mornings doing something along these lines was what the Senate wants and then we come back this fall to do on the governor's pretty adamant about taking it down from five point nine five point seven and then trying to clean some stuff up as well inside the tax brackets this fall so. Decca missed a phone. I thank you covered chairman but what I would what I would add the use that we have on the list here Page car tax will be on the agenda today to be voted on and you have heard all of these presented but we didn't take a vote on a if you agree to it what would like to do is bring these back and have you either vote yes or no on these here for consideration to let out to the house is that. Yes thank you so I thank you probably a couple. the actual writers more bills as well I think president babies yet two or three more bills I think corruption property got a bill so I mean we're not done here bills but also we're trying to get out here to do not you know someone's person trying to get out here by April twenty first when we make that or not I don't know but assessed over much time left so we got to get the ball rolling here now this is part of the session where it gets. Pretty chaotic so but representative Ford is right we're here the cart car tax bill this afternoon we're going to hear this the strip Tax this afternoon and then I think present Beatty's gutter three bills and then president Crawford I think alone got the money to has to well it does that with a card we're the leadership on both sides buildings utility car tax bill rolled today. let the syrup tax roll today although he wondered Committee district taxes based on revenue growth as triggers on him so this is gonna be score for our purposes is revenue neutral all those top revenue neutral because it triggers in revenue growth restriction or one let it out today so that's going to be up to you guys with your little matter not obviously going to the will of committee but we were both of those bills. Mr Shinde's. Do you my completion. Probably should know the answer to this but as it relates to the surplus for a tax bill I understand what the changes have been and we talked about this thing over and over and the concerns of always been you know what if funds is there any way to you know if that bill were to be amended or or any other way to guarantee that sure that Bill pass that that amount of money could be put in category a. You are saying yeah I'm address it real quick emerging during the Speaker summarize your hand correct me so really what took place I mean here's a discussion members the the it's it's it's right now the final hit is in category the but if everybody just goes back to last year during fiscal session remember a fiscal session last maybe a week or two weeks or something like that. Everything had to be done on the phone right because the pandemic hit so we're having conference calls on the phone we're trying to work through all these issues we don't know how much money the state's going to have you know we're thinking you know we're thinking the worse at the time we don't know any of this PPP nine is going to flow we don't want this rescue moneys going to flow anything like that right so what happened was to protect the budget. The central state services. Got loaded up on the front end and then some this other stuff I'm not one state this is not important but it is like committed to devoting it funded it was like it was going to cut the you know coverage deeper I so so a lot of the stuff got put in category D. this would never been a category the had it not. That it not been for the pandemic in the situation that the state faced last year when all is hit. Because like I said we had no idea how much money will flow to the state and no much had no idea the rescue money this common and the PPP money coming so a lot of stuff that was not a central services got pushed over to category the if you take a look at our assigned and Lang can speak more articulate this burden I can't. You hardly ever see a schedule D. you are I mean I don't know if we ever any time since you've been here we had scheduled the. The bad years if if I can address this yes Sir of. Typically everything in Medicaid is either in a or B.. And. The last year was because the pandemic we put stuff in the just to be safe in case. You know we had we had a catastrophic wall in our wal would as bad as some states for revenue coming in week we managed pretty well. But riding the RSA this year with a DFA and Senator Dismang we've got everything in Medicaid either call me in a in me and I there's never been a time that we've had something to be that that hadn't got funded so you know the Medicaid is going to be funded with the triggers in this bill so I understand what the providers and hospital people are or are doing they just don't want to give up any ground but with these triggers and everything in a and B. your Medicaid is going to be safe. Of but that's why we have a committee that's why we have one of the things called politics is to jockey for your position but but I assure you of the the Medicaid funding is safe and and that that's what that's what the argument is but the day is going away after this year from what I've seen on the preliminary there is no D. category of for twenty twenty two. The server was. All right. A I guess it was I don't think per second we won't fund that Medicaid trust fund especially now but there is some concern about years gone I guess with more technical questions there's no there's no way to guarantee in a bill that you can find something and category AA in RSA is that right I don't know let let is not in. It is not here I'm I'm kind has a speed for lands bill Lenny he's take. I'm greater. Yes. Your revenue makes a certain yeah absolutely well I mean I guess it makes this more but I mean I guess I'm just asking maybe Kevin Anderson but as your eyes to ask but I mean it in the bill is there a way to guarantee something gets funded in a certain category they are say well I think was taken places he's looking an amendment to put in there not and the question right now is I spent joint winner can you codify this in law or not but the question is. It or the answer to that question is he looking at language to to to address that to say this General Assembly purpose on this is to always make this funding a matter of priority in a put that and some type of legal language and are trying to figure if they can put codified at a law or put that in law codified law work pops up as a footnote to the bill so that way because one Clinton simply cannot bind another generation because unlawful delegation right so but but. From what I understand amendment the to take a look at right now is to address the question to just let everybody know from this moment forward that and I'm not advocating force bill or not advocating this the will of this committee of our by our stand that but but he's he's trying to figure out that language to put into this bill to let everybody know ten years down the road to work you know I relevant is when I go back and look at a speech language that is this general assembly's content that the property spending from here on out. I'm fed satisfies what you're after not but that's correct this mistake into. All right. Your questions. The server someone. Thank you Mr chairman. The yes I'm not sure your microphones on as long. You. The court but thank you answered it but we could I could hear over here. Are we saying that it will be funded if the soda taxes taken away repealed the money that's been going in there with the governor and indicated that he was going to take care of that so are we still in the same premise that it will be yes Sir as far as I know and I'll defer to let you know the the bill sponsor on this bill I don't and I'm not going to position I'm advocating for against this bill obviously but from my understanding yes that's correct follow up yes Sir of this morning in the joint budget the Department of Education ask for another twenty million dollars for their insurance and I'm already getting phone calls apparently the ward is got now that we're going to raise the retired teachers benefits their payments is that we're we're is that twenty million coming from you know I don't know of a question for a chairman chairman Jane. The eighties eighties And tangle in his own private discussion over here. Representing. Got a question Sir. Would you ask the question again a just would you know we approve that are within through JVC that's twenty million more I just and I'm already getting phone calls from retired teachers in my district that are that all or heard that their premiums there benefit cost is going up and I was just wondering what first of all where that twenty billion is coming from and we couldn't I couldn't get an answer out of the department is this morning of when I asked the question does this mean that teachers of benefits are going to go up also there contribution and I didn't get an answer from so I'm just I'm curious about one where the twenty million is coming from and do you think or is it your understanding German genes that that the benefits are gonna increase and I will double check this with Kevin. And I probably should say this real out but I think everybody knows anyway part of education has some big balances so I think they're going to take this other balance to fund this and. Just a little Kircher what what you heard from the state employees and we were trying to address this last fall of if you're planning on running for the General Assembly again in two years ugh guess what we're going to take on we've got to take on the teacher insurance and and what's going main that's going to have to make some more money of their B. two you know your stop loss your deductibles everything's got to be looked at so would it we've kicked this thing down the road for ten years for ten years so what we're going to have to address it next session of but I'm pretty sure and I will I will get the answer but I think the twenty million will come existing fund inside the department of education. Here I can hear you I always hear you again. It and I appreciate that if you make the exact point I've been making for four years we've got to deal with this we don't is going swamp road and and and and here's the bad part about we're we're ultimately going to wind up if I understand world mostly going to wind up having to increase both the state contribution in the employee because contributions in a in a in a difficult to the even though we're looking at a four hundred to six hundred million dollar surplus we're still gonna be confronted with dealing with this is like German Jean said we cannot continue to kick this can down the road and we've got nurse self in trouble basically you were down we overloaded with seven thousand vacant positions in order to fund the the duty and and is that this right now we were confronted with a representative Wooten yes one thing I want I and if I can't chairmanship. Questor I'm not only ducation Committee but I've talked to some members after the meeting with the with and I think they've hired a consultant. Of to look at this problem to try to to try to get some answers to what we need to do about the teacher insurance and Mr Anderson's in here and you don't answer my question was I right it was twenty million an existing funds it's always good to have given back here thank you Sir we like Kevin that's my understanding to the consultant has been hired to look at it but to us to still this will really emphasize it to the to everyone as chairman Jane has done and is the German Jett has done we we've got we've got to addresses thank you Mr chairman. Division questions. Its members member. You have a thank you hear me I just want to make sure that in maybe it's not on here because it's has such a. Low fiscal impact but the H. B. fifteen oh nine a college savings plan a bill by Carolyn brown. It I'll close it are controlled now yes Is that thought was in my mind there is there's. That the five twenty nine plan a representative Brown S. conformity issue I cannot imagine is not taken out of the there's several other small bills that would actually let out and small fiscal impact this is just as far us starting point for the the bigger stuff like represent leaves got his Paisley Law think everybody in this room was pretty adamant about wanting that out of the five twenty nine plan is pretty serious deal we always want to conform to the federal stuff and there's there's or stir for things that are floating around I can't get my mind wrapped around right now just a reminder that's all I I want to make sure we we didn't forget about that yes ma'am I'm assuming a lot of a lot may be lost after at work which is gonna be several those things that will get let out at a right time is to this is just a starting point for the big twenty five million dollar discussion. Your questions. Second thing was I know I just got pictures lined up for when Brandon. Connects to your editor House adjourns on a. Right side capital as for. House floor. Thank you yeah and and there is no truth I am not accepting donations to get to stand by Jett you take a chance first come first serve. The these guys keep me humble all right I guess we'll come back in the soon as we get off the house floor will take up these other bills both that I appreciate everybody's attendance in this manager.
