Thank you madam chair colleagues House resolution ten thirty six would express the sense of this body that the United States Congress and the Arkansas congressional delegation should pursue policies of energy independence over for independence and promote domestic energy infrastructure through approval of the keystone XL pipeline and remove barriers that prevent or slow new oil or natural gas pipelines. When president Biden issued an executive order revoking the permit of the keystone XL pipeline. He made a decision negatively impacting millions of Americans while doing little to further his stated goal approving them improving the environment. The consequences of this decision will be fewer jobs higher energy costs and more dependence on middle eastern oil. And those effects won't just be felt in far flung corners of the country many of them will be felt right here in Arkansas. For example Welspun tubular employees six hundred people at the little rock port. And they had a contract to make one million feet of thirty six inch pipe for the keystone XL pipeline. The CEO of Welspun told Arkansas business at the pipeline's permit revocation quote negatively impacts hundreds of businesses across the United States including in Little Rock. And it also affects all of their business partners railroads off loaders the Port Authority. They're all directly impacted due to this decision. Thankfully our federal delegation both senators cotton and Bozeman as well as congressman Crawford hill. Womack and Westerman have all been strong and consistent supporters of the keystone pipeline by approving this resolution we can send them a strong signal that we have their back that we support their efforts and encourage them to continue pushing for good energy policy and in the interest of time all waive the reading of the resolution and we appreciate a good vote. Dr brown's vision was to build a college that would educate students who could not afford a college education but through work on campus and in the community state earned a Christ centered education. Today at a hundred and two years and more than sixteen thousand graduates later JB was ranked in the top ten Christian colleges in the U. S. by the Wall Street journal and has been named the top ranked regional university in Arkansas by US news and world reports for the last five years. Act three sixty six of twenty seventeen created the program through GFA provides the opportunity for an individual with a communication difficulties such as Alzheimer's disease down syndrome or autism spectrum disorder to receive to receive a designation on their driver's license or ID card. D. calendar license plate that will help police officers firefighters and EMTs understand that the individual may have difficulty communicating and to help facilitate effective communication with individual. Reform the civil asset forfeiture process for those if you're not familiar with the civil asset forfeiture a procedure that allows a law enforcement when they seize items in connection used in connection with a criminal offense to file a petition in the civil court to forfeit those items and then sell those items so that they can help fund law enforcement needs and also prosecutorial needs basically this reform takes it does just a couple things number one if property is seized in connection with the crime and law enforcement seeks to forfeit that property the person who claims ownership of that property has to file an answer in court and under the previous law that answer had to be verified no no where else in the law do you have to verify an answer but you do typically have I have to verify complaints and so verification is simply stating that the things facts matter set forth in whatever it is that you filed the petition that you filed for instance are true and correct and it's kind of an odd thing to have to do that in an answer it's very common to do that in a pleading or complaint it's very uncommon to ever have to do that an answer but that's what the law required but what happened was there was a case in hot springs where someone tried to contest the taking of their property and they filed an answer but their answer wasn't verified and so law enforcement in the prosecutor's office one on what they believe was a technicality because they answer that was filed wasn't wasn't verified so this bill removes the requirement that the answer that's filed if someone contests the civil asset forfeiture that the answer have to be verified so that's one thing that does the second thing that it does is sometimes when that property is seized in connection with the crime there's a question about the ownership to the it may be seized and they may think that the person who committed the criminal offense owns the property and it turns out it's not them it's their grandmother that owns the. Property well if the if the grandmother for instance wants to contest the ownership they have to file an answer and what this bill does as a reform instead of giving them thirty days to file an answer if your third party who's affected by this you have forty five days to file an answer and then the last thing that it does is it it adds an additional for or permission for a prosecutor's office or law enforcement to be able to use a thousand dollars that from seized finds that they receive from seize property after the sale to take a thousand dollars of that money when a law enforcement officer dies in the line of duty and give that to the family and so they specifically make that provision of this law those are the three main things that it does not happen to try to answer any questions.
