Mr chairman the next group of five items that are being presented to the committee are contract services contracts beginning in subsection date and on the first page is a letter from office of state procurement Mr at Armstrong is in a letter stating These are the contracts for review and he also notes that there is one agency the public defender commission wasn't previously exempt from Arkansas procurement law and was unfamiliar with the request for qualification project process and they have submitted thirty four contracts for legal services that were not procured through an R. F. Q. as required by law the RFQ process now requires that they get permission to use that in advance it is now aware of the requirement is presenting these contracts for review prior ratification seven at. None of the other contract submitted appear on their face to have been procured in violation of Arkansas procurement law so we will see those over in section D. Page ninety two beginning on page ninety two but if they are reviewed and then I wish they will have permission to ratify those contracts so our first group of contractor construction related contracts of these are beginning on page two Agra department has to they are the first one is with Lockerbie associates in this is for their new district six tech quarter building in Conway for the forestry division and the second one is an on call with all with with eleven Rasco for architectural services next as Arkansas tech engineering services air handlers the Arkansas tech has five for air handling systems H. back projects Williams and hall from fire damage and Jon call that Texas over two Page four number eight a issue Jonesborough had as three these are all on call contracts nexus Black River technical college they have an on call on the agenda an amendment to an on call contract career education has to of that are there on call contracts for architects. Representative Cavenaugh you're recognized thank you Mr chair I would like to ask that item twenty one twenty two twenty three twenty four twenty five all be held for full ALC review on Friday. Okay any other questions. News and C. forty seven. The representative makes a recognized thank I want there someone here from the transformation that could answer questions for me on some of these. Somebody from transformation here. The way for the records in fire so please thank you. And purpose chief of staff for transformation shared services making almost purpose other questions as we're kind of going through all these contractors he there's a bunch of on call on call on call contracts has the state looked at trying to create a central repository for the skills that we could share instead of all the different agencies having to say an on call for architects that we can have one state architect that could serve that and save money is that something we look at our could look at we actually do have a state architect within the Division of it building authority and we do look at all the capital projects first for state executive branch a lot of these are outside that or to do with universities and so we don't we don't have any oversight of their capital projects and we do work closely with something like a crime lab it's on this list such a unique building and so they're going to have some design professionals or some on call professionals that are unique to that type of building what we still work closely with them on that as well okay so so on the state level or state agencies we we don't have. This issue with all these on calls and maybe it's something that. I should have the Department higher add maybe ask if they've looked into it for the higher ed is that would that be a correct good characterization right because we don't we we like to jurisdiction sure okay I appreciate that thank you thank you thank you. Okay with the exception of those we're gonna hold of the other shall stand reviewed. Resent Cavenaugh you're recognized yes Sir I have a question for the health department okay somebody from health department. If you would state your name and introduce yourself please. When I Mallory and I'm deputy director programs and interim chief of staff. Matt Gilmore former health represent Cavenaugh you're recognized thank you Mr chair mine is on number ten which is dealing with a contract between the health department and UAMS for the services of the secretary of health. Can you explain to me why rather than pay him through the health department as the secretary of health that we continue to buy him to UAMS we. The reason he's staying at UAMS is actually under contract is so that on he has Access to to databases and data that he was he would normally have through us and you know it he sits on those national committees that if he was actually a of employee of the health department he wouldn't be able to do so he wanted to on. Go ahead and and be part of those national committees until his position expires on this. Vaught Mr you're recognized what prohibits him from serving just because he's a secretary still a professor he still a doctor any still can get his contract with the UAMS to do his job as the physician that he does over there is no what keeps him from being able to do that it is my understanding representative Cavenaugh it has something to do with B. and related to academia and we're the health department is not considered part of that professor. Hi situation. Okay. I have an. I'm sorry. Go ahead. That'll be all for that question but I'll have an another motion once at the proper time okay. Can can also add in it may not matter but we actually You know he's eighty percent but we actually the funding is actually less than what we were paying Dr Spence when we work on you know with doctor Smith was was secretary. If I may add one thing he does some clinic in his expertise are needed over there as well with some of those affections disease background he's got so it's kind of a the partnership we've got with them so. President Crawford you're recognized. Yes thank you my question is on page fifteen on the amendment yes five it's talking about Adding money to the maternity and family planning services can you explain to me what's going to be added and what is in this program. Representative Crawford which one is it again. yeah number four. It's on our a Page fifteen. For U. S. college of medicine OBGYN that one. Yes. So. That is a contract we have one of our own physicians doctors exciter he also provides you know medical advice for local health units with our maternal care that we do is local health units and also there the department of health. So the there's a difference in the the funding there as well but we're gonna be that up a little bit and he's he's new so he came in of several months back. Follow up. You're recognized can someone explain what beefing it up the. What they're gonna add to a. Well of can we get can we have our person that's over that area come up Christie's probably better able to answer that question in detail. If you would identify yourself for the record please. Hi I'm Christy sellers and with Arkansas department of health. I'm I think what you're asking is does more than just cover some of the physicians I'm contact this also we have eighty eight patients are considered high risk maternity and we contract with you a message provide high risk maternity and services for them so that's one of the things is contract also covers and doctor Scheck Snyder is filling in we're not feeling it he is now our pediatrician so he service or medical director for over like our week program and our town and listen Health Services so we're beeping at by making sure we have a medical director over this programs. So it's going in the salaries that's where the money's going some of it does yes thank you. Represent Hammer. Thank you Mr chairman I will go back to the question of the century We are talking about Dr Meryl on that one right. The Secretary health director. Yes Sir senator. I'm I'm I'm just curious when it comes to conflicts of interest being that he's an employee at UAMS but he oversees the health department when it comes to. Things in you know maybe with regards to money that is directed to you A. M. S. and he may have any contributing thought how is the avoidance of any conflict of interest. Dealt with or is are there any. What we have you know contracts with UAMS something we follow state policy of it's it's similar in some ways I think you know when but doctor Smith was there as the secretary of health and we oversaw and I'm just thinking of talking to hear you resolve the medical board as far as a you know a regulatory agency those on the part of health and they also license him so. You know we we're we're careful about that and then we have invented it through our department our office of finance and budget as well so and then Secretary of the Senate as well so we trigger you know but he has to disclose all that as well so. Okay all right thanks. Not exceed sixty nine I can't see behind the bill or other. that represent Dotson thank you Mr You'd mentioned that Secretary Smith and made that this was an increase over what secretary Smith was making No Sir it's actually less and we pay eighty percent of his salary over there which is the two it's two twenty five three oh six we pay friends of fifty eight thousand wit with the total amount of Two seventy three I think and we were paid in. Dr Smith two eighty three. Two and we don't pay any indirect heat we have negotiated with them on this contract we also don't pay any indirect cost for this which would be about seventy thousand dollars if we had to pay that so this is total compensation there's no other our session. The state health department. That's correct. Thank you. Senator garner. You're recognized thank you so you a mess does pay the rest of the salary you'll pay eighty percent and they pay the rest of it yes Sir. So as you indirectly paid as an employee with UAMS. That's my understanding yes thank you. Representative Cavenaugh you're recognized. Thank you Mr chair I would like to ask that we hold items twelve thirteen and fifteen for additional information to be presented Friday at full ALC. Is there specific information you need on anything it can be addressed now. No Sir. Okay any other questions. With the exception of those items is a stand review. Cavenaugh you're recognized yes Mister chair I have a question for the Division of Medical Services. If you would for the records state your name please. Thank you Mr Clark wiped or maintenance services. Elizabeth and I'm with the Division of Medical Services represent Cavenaugh you're recognized thank you Mr chair this is dealing with number thirty three the contract on page forty one. And my question is this is just a man for a config system contract that you have I know this is for twenty six point seven million dollars it's only for five months why is it. Only for five months and twenty six point seven million dollars. So the kennel technologies provides our Medicaid enterprise solution it it does all of our Medicaid billing. After all providers it houses all claims information since it's you are often data warehouse it also is our financial intermediary so they process all payments for Medicaid and we have over twenty thousand providers at this point and processing provider enrollment for so it's a huge contract and they're just. But was it only five months at we are actually and just getting through to that date and then were changing the P. eyes on that date. Retracting performance indicators for the contract. Follow Mr you're recognized I just wanna make sure I understand so for the next five months we're going to pay this bill under twenty six point seven million dollars. At five point three million dollars a month that's why I'm asking. Cavenaugh I believe that's correct now of course with that contract I mean they they bill us so I don't know that will necessarily spend all that amount it depends on what services they provide in that time and what the bill the state but it allows for up to that amount to be built in that time period. And to add a little bit to that part of what the bill is for or changes to the system so it depends on how many of those changes they actually bill is for is what is what marks talking about so we'll have another contract starting twelve one with them yes ma'am we will we will have an under contract okay thank you. Represent Dotson you're recognized. Thank you Mr chair This is on page forty five item number thirty eight. Kind of I think it kind of goes. Along with what representative Cavenaugh was just talking about if I looked in here it says and the MMI S. replacement project. is this replacing. That contract. No Sir that this contract is for our data warehouse and it's run by often it takes the information from and I asked or is that and then it can generate the reports and run the Infor claims and reports for us so that we can analyze that information this is a full year renewal and they're not being replaced but we are working on updating our entire enterprise solutions program and and deliverables M. S. so as originally a hundred thousand dollar contract that we're renewing each year for almost fourteen million. Yes okay Mister the the original that that hundred thousand that's the amendment to the original contract allows the value that amendment seven half million was or right in our state just to be clear we did replace the my system a couple of years ago that was a multi year process several different faces multiple vendors and so that's why the in case at length about Iman's replacement that one time that was a piece of that. Okay. And then just the page before on. Number thirty seven also with Optum Four we this independent assessment support program. Refresh my memory I was under the impression that that was a a one time thing is we're trying to get. Get something. Updated is this a continuous ongoing contract that is not planned to be ended it is the within an interest in an process but for several programs are the most common use is for determining when individuals are appropriate to be enrolled into a pass program either because of a serious mental illness or because of bill disabilities we also use it for entitlement personal care benefits then also for eligibility for some of our long term care waiver programs so what will always have a contract with X. with this company or not yes Sir of this sort okay thank you. Representative make sure recognized. In return my questions for you of a on the cybersecurity. Contract. Somebody from your bank. If you would state your name for the record please. Melissa rust university of Arkansas system. The trucks so as you know we actually talked about cybersecurity quite a bit during the during the session so my question is can you tell us a little bit about what this group is number forty four Baker Tilly They're supposed to be doing cybersecurity risks can you tell us a little bit about what they're doing for the university and do they provide any sort of guarantee in the event a cybersecurity attack is successful. Yes representative makes and thank you for the question I'm our internal audit department that's part of the University of Arkansas System office I entered into a contract with Baker Tilly as a result of an RFP process to do a cyber security assessment of all the campuses within the U. of a system. after they did some of the initial work it was determined that the Arkansas research education optical network which I know you're familiar with our on which represents and of all the campuses are throughout the state of Arkansas two year and four year campuses that are on should be included in that cyber security assessment and so there is a first amendment that did that and this is the second amendment that's coming back and asking for some additional work as a result of the initial assessment to my knowledge there is no particular guarantee that's a part of the contract but but I have to confess I'm not intimately familiar with that all the terms of the contract so I'd be happy to to gather that information get back in touch with you but it is to try to get a sense a baseline level if you will of the cybersecurity of level of risk I'm across the system from all of our campuses and how to basically shore up and make those preventative measures stronger than they currently are so this would be kind of like a an outside audit of your shop security in and is it a one time or is it an ongoing I'm it's my understanding it's a one time I think the the entire length of the contract I believe is just a couple years and that's why the additional you know funding an additional year to be able to complete a full assessment of all of our campuses all right thanks house like a good proactive step on hold yes Sir I believe it is thank you. Saying no more questions without objection these items stand review. Mr chairman the next group of contracts or the in state contracts the four beginning on page fifty the first one Arkansas heritage is for ecological thinning number to a issue Jonesborough they have for there for general legal services number six is for career education rehab services and they actually have four of our job training I.
