Let's go ahead and take our seats members and we'll get rolling we have kind of a unique meeting today I'm going to call us to order at one thirty on September twenty first Tuesday and we will go through a few things but we're going to be structured today where the co chair has talked to some of the members on the I. S. P. and he's gonna run that part of the meeting for us so real briefly we need to approve the December sixteenth twenty twenty meeting minutes when this body last met and so the chair would accept a motion to do pass those minutes. So I have said motion. I have a motion Senator Elliot I need a second John Maddox all in favor of accepting the minutes from December sixteenth twenty twenty please say aye. All right All opposed same sign motion carries let's do now deal with the consideration of a motion to authorize the two of us as committee chairs to approve special expenses incurred by our house and Senate committees on these two insurance and commerce committees that references transportation to and from registration to and from meetings like in coil perhaps in CSL if you serve on those subcommittees cetera so the chair will entertain a motion to authorize the spending of special expenses so I have a motion Senator Dismang is a motion Senator Elliot is a second all in favor please say aye. Same sign opposed that motion carries unanimous as I said earlier what we're here today do today is to deal with interim study proposals that became in front of the either the house or the Senate insurance and commerce committees we went and checked on the rules we do not have to have an Emily way and if I say this wrong we do not have to have a presentation by the sponsor the fact they requested an ISP we're going to read the title of an I. S. P. you're going to without objection tell us your good or bad with that and we will vote to let them for. The that clarified to everybody's. With that said chairman Lowery you're a. I've spoken with one of the sponsors representative Boyd who has the last ISP he's asked that we pass over that today there's just questions about whether a steering committee there's reference to a commission that governor Beebe appointed back that a decade ago I guess and so there's questions about whether a steering committee should be formed to compile this informations basically compiling information from surrounding states also represented board has asked that we pull that down for this this month for this meeting and so that we didn't just have a three minute meeting I was going to accept any sponsor who would like to present Justice summering but I don't see any sponsors of the listed ISPs I might interject you might actually reached out to every single one of a minimally as mail them and ask them and they we heard back from representative board so okay so at this point I I would to either of the chairs would end of. There's questions Senator Elliot. What years of the sponsors for the someplace else but for number six so does that mean. And when you reference the the a group that was part of our governor B. B. does that mean that they are doing that work or it's well that was a connection that was the question I think that that the reference to it was part of the whereas clauses that there has been a history of compiling information and then making recommendations and so the question I presented to represent a board was asking me is this going to be referred to a subcommittee will for one thing the Senate does not have subcommittees I've looked at the three subcommittees we have in the house it really don't see a subcommittee that. That would fit under the house of so he wants to pull this down and see about modifying it to see if we could okay appoint the there was discussion of wanting to make sure that they're equal numbers of advocates representing renters and representing landlords as well as legislators so he's going to pull it down and review that and see if he wants to submit a an amended ISP okay I just want I think this is important work he's proposed to do here is I just wanna be sure we're not just putting it aside for the right okay all right thank you Mr okay it's possible your question applies to all the other five two what were approving today is them to proceed on gathering data and doing an interim study that doesn't mean we're assigning subcommittees like the house has we don't have subcommittees in the Senate it means they're going to coordinate who gathers more data during an interim study proposed right the only question for all six of them yes and that was the explanation I get gave is that really what we typically do is approve the studies it then authorizes the member to use the resources of B. L. R. to compile the information the committee that it would come for through before whatever that study is would be this committee the joint committee so representative board just want to take a closer look at it to see if he wanted to to authorize something do. Senator Pitsch. with that the chair would ask is there any other new business to come before the joint insurance and commerce committee I have an announcmenet chairman Lowery for now okay announcmenet just want to bring to your attention that November seventeenth through the twenty first are the dates for the in quill meeting of I guess this would be referenced as the the winter meeting of and it is in Scottsdale Arizona for you get you to get authorization under other proposal that was voted on earlier that we can authorized you have to send a letter to your chairman either Senator Pitsch or myself and then we would refer that letter on to the president pro tem or the Speaker for approval so just want to bring that to your attention there are also scholarships available through in coral if you would rather go that approach in my understanding is the first time scholarships are available to those who are attending in court for the first time the November seventeenth two twenty first. At least in the Senate and I assume it's the same in the House you'll want to talk to like we'll talk to our secretary of the Senate you'll want to talk to the Secretary speaker's office to coordinate that.
