The error review committees call order Senator you have any comments okay we'll get started okay thank you Mr chairman we're going to start today's meeting with methods of finance I'll be in your agenda packet the first pages the letter from DFA of the methods of finance they're sending over for today's review on the next page you'll see the first one is for the Arkansas school for mathematics sciences and the arts for the chapel the convent renovation design and renovation they're expanding student housing and they share common space there were advising this to five point nine million dollars and they know that they have some reserve some rainy day funds as well some general revenue reimbursement to cover it as well as long Foundation funds for this project next you have to for Arkansas tech university the first one is information technology infrastructure upgrades two million six hundred seventy eight thousand two seventeen this is coming from the federal funds of arca funds as well as reserve funds that they have for repairs and renovations the third one also for Arkansas tech is for H. back projects improvements in their H. back system this one's being revised to six million three hundred fifty thousand again they have some federal arpa funds that they're using quite a bit for this project as well as the reserves of from their facilities and repair and renovation number for a issue Jonesborough for Wilson at advising renovation a new counseling center this is six hundred two thousand five sixteen at university reserves to cover it number five is East Arkansas Community College for student welcome center this is to rehabilitate the former of Crowley's Ridge building and repurpose the facility as a one stop student center they are revising this to. Jamie Fisher assistant vice president of admin and finance you're recognized thank you Mr a recent issue should you got the HVAC project project this seems to be the biggest on them I'm involved in a construction project right now we're contractor called me yesterday and said we need to adjuster HVAC prices up twenty five percent as of yesterday because the federal administration has decided expedite initiating new free on that's going to be more economic be up friendlier to the environment I'm just curious the the price you've got what has it what was the date of which she got the price and what it what do you have anticipated as far as increased cost because of the direction of a down. Number six is an amendment to a grant for continuing to engage in strategies with statewide you'd coalition's dealing with second hand smoke number seven is an amendment to a grant for assisting in a back operation mentions a session program developing and implementing a valuation of a state wide project prevent coalition number eight is amendment to odd to a grant to continue to support and strengthen the capacity of Arkansas's immunization action coalition number nine is an amendment for a continuing to expand access and strengthening of substance use disorder and opioid use disorder education from mention and recovery services number ten is an amendment to a grant for existing substance use disorder opioid use disorder service delivery providing peer recovery counseling and support. At the next one number eleven Amendment for grant for deploying strategies in specific activities to establish an evidence based model that will address the lack of linkage to care and access number twelve is a grant Amendment for expanding extensive induction treatment and recovery programs number thirteen is a of. Representative so so these are voluntary programs very often individuals are not the man of a comfortable they may not want to go to one of our state funded providers they look for a faith based program of for instance it may be a Christian faith based substance abuse program and so it's a purely choice but when they enter the program if participation in those in their service discretion in their faith based efforts initiatives would probably be part of the daily regimen but it would be on a voluntary basis okay well and I just wanna make sure it's on a voluntary basis is not necessarily a requirement for them to receive the service. Okay what does this just make sure because when I read that in in doesn't read like that so it's just ensure that but other than that I mean I'm I'm fine. I just don't want to have them making it a requirement to participate in the program to get receive the service. We have a seven contracted shelters local state. Where where are they located at. Little Rock. Northwest Arkansas Charles then. Monticello. And. Garland County hot springs. The reason I ask is if I memory serves me correctly we're supposed to be trying to keep those children in the counties I belong in. If we only have seven emergency shelters were not doing that. And Furthermore. In Greene County we're having children spend the night again in the DHS offices. I'm gonna say from someone who's worked with the emergency shelters in the past DHS's made it impossible for a lot of shelters to exist. Because the regulations that you set out for them and how you changed your goal so now we're back to the problem that we had in the beginning. There are not enough foster care. COVID has shown us that we miss so much abuse because kids were not saying. And then when I say post. People begging to take these children out of the DHS office this is happening in Greene County. Now that's unacceptable. These children have had the most dramatic time of their lives and they're pulled from the fan only family that they know in their states all or very well there the local to those families. We have no place to taken. We've got to do something I agree that maybe at the shelter is not the best place for but I can tell you it's a lot better place and leave in a minute DHS office or not. Not I get pretty passion about this every time I talk about it because that's where my heart's at because I've worked with these children I know what they're experiencing. And when we've made it difficult for shelters to survive and what I mean by difficult is you've made it impossible for them to survive you know how many is closed because of of decisions that DHS's might. And there was nothing wrong with the shelters they were providing the service that we know we need it because we know that we didn't have enough foster care. But we lost side again in the H. S.. Of what the goal of DHS was which was to take care of the child. So. I'm guess my point is I'm highly disappointed in the fact that you come to me and the only time we have seven shelters that we can take these kids. We don't want to mean the offices anymore the kids don't want in there the workers don't want on there they know that's not where they need to be. DHS in Little Rock is failing our children. I will say again you're failing them. And I know it's a tough thing but I also know that we have got to do better we have no other option. I will try to get off my soapbox but this is a huge issue that we saw coming down the line we when the shelter started closing. So we need to work together. To find a way to get the shelters back up so that we don't have this problem because we're never going to happen of foster care parents were never. It in and call that has made it even worse and I realize that so what I'm saying is will you agree to work with me to find a way that we can again have shelters where these kids don't have to be moved and they don't have to work and live chat site and IT office until they can be placed in foster care. Can I get a commitment from you that we will work with on that because I'm just on the it's too heartbreaking. Absolutely will certainly will be glad to work with you on that because you are absolutely right that the last place a child needs to spend the evening is of the chess Office and that's something that we've only done was actually necessary but it's not something we want to see happen ever and we will do everything we can to make sure that is no longer necessary well we'll see I know the bill or transition around many this place was the last few years because the changes in federal law we've had to adapt to but we we are working to create new placements different kinds of placements to help address this need and make sure we have placement the bill or the skills but yes ma'am will certainly be glad to work with you on that in just one final thing Mister chair I want to say this again let's stop following the federal calendar and figure out how we can get the federal calendar and forgetting what's best for the child use some of our general revenue to do what we're supposed to do which is take care of those that can't take care of themselves thank you. The now so kind of walk me through that yeah yeah so what this is part of the American rescue plan funds and we were awarded they're called home dollars and so they come from hood and so there specifically for housing purposes and and these particular funds deal with that to have a domestic violence or homelessness attachment to it and your okay and so we receive these funds by thirty eight million dollars and so one of the things he did was they came out and said we you have to craft a plan and here are the things that we want to see in the plan it's it's couple hundred pages you know worth of dialogue that you have to look through and so as we were going through that we said you know it's probably best for us to our of P. and try to get a consultant housing consultant to help us develop this plan and so we wanted that we issued a RP we received one response and so what we did when we receive that response we reached out to another few vendors to three other vendors that we thought would respond to the RP but they did not and just said Hey are you guys interested in this you know we only received one response are if the and they said well we're really not familiar with that program and so that's why we didn't respond and so we said okay when we went out with that R. P. we had no idea about the pricing to end it this contract for a hundred thousand dollars is not going to come anywhere close to that over two year period but we we had no idea what was going to be and we're kind of under a crunch time line and I wear them for significant going on the limit I don't if I'm not mistaken the staff say the. I thought that they did not go out from be it but they do go out from being it's just that one person responded is that. Yes Sir in the letter it it said it was of a they fail to use sealed competitive bid process but they did do an RFP and ask for a request for proposals they had no idea of the front and how much that proposal might be and it was over the threshold for the way they procured it the way I understand it okay but you that you try to use it but you do try to procure somebody and they just did not respond that's right I have no more questions thank you. Sure so how often performs couple different types of assessments force they do it in process but related to eligibility for several of our programs are a long term service to support things like ARChoices which serves physically disabled the elderly living choices which are assisted living program and also pace which is a Medicare program for seniors they also do the in process but that is for determine whether individuals should be put into a house for their care and determine whether they have social devices necessary for that so with that said the last report I had was that they are they are timely on their assessments and doing well but I'm going to look back and make sure I'm saying that correct yes yes they are timely on those are would you define timely is at like thirty days or less or how to how do you define timely I don't recall the specific contract requirements and they're different for each program a different any on the circumstances but they are meeting all other contract requirements okay so that they are in compliance with the requirements of the contract as of as of today yes all right thank you okay. Rebecca Haley University of Arkansas government relations you're recognized thank you Mr chair just wanna make sure I understand on these two particular grants that were done I guess from the Walton family foundation in the city fund they specifically told us what vendors we needed to use inside those grants to be able to get the money that they had yes ma'am okay it's it's specified within the grant okay applied for are there a lot of grants that require us to be able to use this they tell us who we have to use as a vendor not not typically but in grants like this went still with education reform there's only a select number of vendors out there and when it comes to that sometimes yes means if you don't mind on just summed is no Biggie but if you could just give me a list of contracts that you know you had to do whether it whatever it is that they tell us inside that grant process what vendor to use yes ma'am okay thank you thank you.
