I testified to in the house at that point in time was that seventy five percent of our public intoxication and Sebastian County were or had recidivism so three out of every four time someone went to the county jail for public intoxication then they came back to the jail so Jill was not working to help get people claim so we pass this bill what this does what we found since then is
that most of the people who are I have alcohol in their system have other drugs in their system as well and so what this would do would be clear make it clear that the law enforcement officer because only law enforcement is doing the transporting here would be able to transport those those people to the sobering center so that said any questions. It was into the legislation passed in twenty nineteen ACT nine ninety to remove fully the phrases from all code sections contained in title seventeen however this was overlooked there's no statutory definition I think that's the problem that that department health is gonna have here in social work board's gonna happen is there's no statutory definition on good moral character and it does open up the state to litigation you know I think we all support good moral character in any profession in any industry but there is a vague language it's not it's not it's not defined we have already removed it from
every other profession and title seventeen. And so this is just to bring this in the line and the social worker board is in support of this.
