City or municipality passes an ordinance to allow you to have a defense to prosecution you can have a defense to prosecution site same fence you currently have now outside of city limits. We don't want the committee to understand is that the people that we're trying to get licenses for our tax paying individuals these are people that are actually paying taxes in our community excuse me. Of some of the questions I had had in the last of. Committee hearing was you know what what was it going to cost and what does it look like and I think if we combine with the state police have generated and what DF and they I think were around for four million dollars is what we're looking at give or take a couple of I've gone upon the price that is going to cost for an individual to obtain these licenses and based on the amount of people that we estimate to be within the state we have with. Capturing those funds for licenses will will more than have enough money to accommodate that so in in my opinion this could be a self funding situation. Of there's no additional cost to any of the current taxpayers or surcharges to help cover any of the other cost a couple of stats is that you on it uninsured motorist rate of nineteen point three ranks the highest in the country. We need to reduce that number of uninsured drivers in this bill would absolutely help with that. One of the concerns in another meeting was regarding the ability for these individuals to vote of the bill explicitly talks about identifying that in which they can not I'm still working. With D. Of their group to see if we can even of your computer program if we can manipulate the driver's license in the background some kind of way we haven't haven't confirmed it yet but that's what we're trying to see if we can do and and with that an amendment to that if he gets out that's the that's the goal because the way they're saying it now is that is not a lot of room left on the license itself so my thought was if we could manipulate where the picture is that showed it differently that can accommodate and and meet the needs of some of the committee members but other than that I mean those are some of the the big changes I've spoken to you guys before and Mister chairman I'm open to take questions or questions from the committee. I assume everyone has a copy in front of you but yes we are looking at programming changes of a hundred thirty six thousand dollars and we would need additional personnel of course to it administer this new law at an approximate annual salary cost as one point six million we have spoken with a representative about the requested changes about the actual license perhaps a watermark perhaps a different color our tech team will need actual words in writing and an amendment in order to be able to come up with an estimate cost for those changes and I'm happy to answer any questions.
