It. All right members we're gonna get started today The first the the first bit well the first thing is is I'd like to introduce a someone Texarkana chamber from my home district there here so if you all there on the committee if you can act like you respect me and that you agree with everything I say aye to I appreciate it I'll pay you all later so but if you would
give them a give them a warm welcome. Okay members the first thing we're going to do is the center Johnson you're going to present S. B. one eighty five so if you would recognize yourself yes Sir Senator Blake Johnson after twenty one this is a concurrence on a House amendment to there is some concern with the tax bills Commission the you know we changed the process is the bill went through the to give the got governor Osman appointment
authority this is a this there is some concern where we had a position that that was the. Had it had to have an attorney and a CPA those are limited in the state of Arkansas and this just gives an either or in that case where the Supreme Court use those nominations and and gives a broader broader personnel that that they can choose from for the commission's. Committee members have any additional questions on this.
Anyone from the audience wish to speak for against the bill. Your clothes Senator thank you chairman appreciate a good vote I make a motion to pass on to concur okay senator of Blake Johnson makes motion do pass center crows a second all in favor say aye hi any opposed Like sign hearing none that's passed. The next item on the agenda is Senate bill three sixteen Senator Irvin is actually the sponsor but I will run this for
her so that we can get it out of here hopefully and then I'll I will also be running the next one with H. H. B. ten of ten thirty two so center Petty if you don't mind would you take the chair. Your new three sixteen first. So I was instructed after I
substituted for you last week that I needed to be a little more informative and so I want to retain my job at least temporarily so Senator Hickey if you introduce yourself like we all know you but in or yourself and you're free to start. Jimmy Hickey Arkansas Senate members I'm on a president Senate bill three sixteen it is a very simple what it does it is is it as the contractors licensing board the residential contractors committee in the department of labor and lasting
as a claim it agency what that means is is they're able to offset the against the taxes of the tax refunds we already have other legislation in place which shows how that's prioritized if there's any other agencies that are claiming agencies out there it's basically on a first come first served basis. Thank you. Are there any questions from the committee. Is there anyone in the audience
that I would like to speak for or against this bill. Seeing none Senator you're pretty close I'm closed I appreciate a good vote. I'll make a motion to pass have a have a motion by Senator Hickey second by Senator Caldwell all those in favor let it be known by I. Any opposed. Congratulations. Next is. Ten thirty two is that what you
said yes Sir ten thirty two of this house bill ten thirty two as you can see I think we've basically got almost everybody in the Senate that the co sponsored this everybody is well aware of what it is what we have done is the homestead property tax credit right now is three hundred seventy five dollars what this the bill would do is it will take it to four hundred and twenty five dollars just to give you just a tad bit more information whenever this it first come up we've got with the
FNA and we had actually had the FNA to go back and look at a pre COVID numbers to make sure that this could cash flows so at this four hundred twenty five dollars two four hundred twenty five dollar number is going to it's going to basically clash flow pre COVID numbers of course with inflation increase sales tax there's ample money in that account just for the new members just to kind of let you know this is not a G. R. impact what what happens is there's a a
percentage of sales tax it comes in in for this at all goes into a trust fund so again this is this is what comes into the trust fund and we do have money to service it annually. Just to clarify it use a sales tax or property tax its sales tax I do believe is that correct Mr Gehring. Yes. Have sent thank you for that Sir. Any questions from the committee. Is there anyone in the audience
that would like to speak for or against this bill. Seeing none you're free close I'm closed thank you. Motion do pass by Senator Kroll. Second by Senator Blake Johnson all isn't those in favor let it be known by I. The opposed Like sign thank you congratulations.
What is it. Senator Hill your goal present house bill fourteen seventy five. You would just recognize yourself and then the you're welcome to begin. Thank you Mr chair Senator Ricky Hill district eleven. And Senator Hickey I know you're going to find this shocking that there should be one less controversial bills that I've run all year be nice.
Hello this this bill is actually a pretty pretty pretty simple normal if it's okay with you Mr Miller have Joe to come up here and if any yes Sir this is if you would just introduce yourself Sir Mr chairman guarding. The judge Mr chairman and members of the committee told RT with the self storage association good to have you here thank you well thank you thank you Mr this this bill is expert pretty simple it tries to make uniform throughout the state of Arkansas how many storages are taxed as far as
there are personal property real estate taxes go with with the county centers throughout the state of Arkansas currently is up to the session where they can they can charging do ever how they want to and not explain to the to the taxpayer how they do it and so this one is gonna get uniform throughout the state consistent and allows the taxpayer to be informed on how the the assessors have a third figures with with transparency.
We went with that up I'll turn over in that josei any any comments that he wants to. You're recognized Sir Mr chairman I'm I'm really just here to answer any questions the committee may have okay Senator Blake Johnson you have a question the the. This is codifying pretty much how most assessors are doing now is that correct that is correct most amendment as we now all right thank you. Any other questions on this. You may from the audience will
speak for the bill the on Senate I just I just had a quick question Petty you're recognized or all the giants so most of them are doing it but there are I. sisters out there that are not doing this way and this is this is basically requiring that they all get on the same page yes Republicans and if you you are here a few years ago we face the same same situation with with poultry houses. where they were doing it different different ways in this kind of content which is what makes it uniform throughout they will have a choice how to do it
in I've had similar in in in other you know we're talking about so storage here but I've had similar stories in other areas so we make it to get have we may get to ask you to run another bill on another industry too but I think that's been my frustration and the frustration that I've heard across my district is the inconsistency from assessor to assessor to assessor and and so I'm I'm I'm glad to see this thank you Sir. Okay is there anybody notice
wants to speak against the bill. I do have one person's signed up to speak for it if you still want to Mr Dan Laster you here Sir. You wanna speak Sir. Okay all right. Of. Anybody else. Senator Hill you're welcome to close I'm closed all right is closed we have a motion we have a motion by Senator call will second by Senator Petty all in favor say aye opposed.
Congratulations this past thank you Mr chair with a lot of a lot easier than the other we've been doing yes you did good. Misprision already broke it. Is there any is there anything else to come before the committee Senator Dismang Amanda I was late coming in there's some of the bills that are in the deferred list I know were I'm assuming waiting on revenue impact but they were DFA clean up bills. Is I'm just trying to understand how we want to. Mess with those two I mean I
understand may be some minimal revenue impacts is that if that's gonna be the reason why I get it but at same time I'd like to move some of the long if we kind of just all generally agree to the clean up provisions right I'm okay with that of course the way that we've been doing it is you all as you all know if anything has a revenue impact we have not been putting on the agenda that has caused just a tad bit of a row of of maybe some of the House members but that's just the you know the way that we decided to do it in here I think you O. did run one last
week with the the veterans while I was while I was gone that may have had like this minuscule fiscal impact I would say if any of them just have the small small impacts like that that we can go ahead as long as the member requested you know I've had I've had a little bit of trouble with members requesting you know that they want to be here they're able to be here to to run those okay so maybe of DNA is the if there's any of those type bills that are on there if you all.
Want to try to get with those members that are carrying it with you that. That we can go ahead and get those pushed on through. Thank you for that Senator Dismang. Anything else. All right with that were turned.
