of Health thank you you may continue thank you mr. chair members we appreciate the opportunity to be here and present our occupational licensing report for this cycle ADH started licensing radiologic technologists under Act 10 71 of 1999 so we've been doing it a while our authority regard includes full licensure and as and what is referred to as limited scope licensure and limited scope licensure is licensure for specific areas of the body that that not necessarily needing a full scope and it increases economic opportunities for those that don't want to pursue full licensure fees have been unchanged since the inception of the program in 1999 and in fact there's a fee cap statute fee cap set forth in the statute and That's $75, which actually we have not reached. ADH does not have a fund balance, and in recent years, we've actually been running a deficit. There are certain exceptions for licensure in the statute. That includes mostly medical field, obviously. That includes medicine, dentistry, optometry, among a few others. ADH is cognizant of and complies with automatic licensure provisions for service members, which there were three in the most recent full calendar year. We have Dr. Shane David, who is the branch chief over this licensure program here to help with any questions, as well as Mr. Smith.

a deficit. How do you cover that? Appreciate the question. It's through cost allocation measures throughout that branch. You know, that may change, but right now we're able to cover that deficit through the cost allocation spread across other programs. So is this
▶ Play Suggest a correction Report an error
Representative Jack Ladyman Unverified 8:33
temporary? You think you can cover that? Not going to have to increase fees? As of right
▶ Play Suggest a correction Report an error

▶ Play Suggest a correction Report an error

we're not aware of any current apprenticeship programs, but if any are made available, we'll certainly, we certainly have provisions in our rules that allow for that. Okay. Thank you. Members are there any other questions

is we are little bit short sorry about that and comprised of four licensed physical therapists and one public member for a total of five voting members and we are a licensed and regulatory organization laws are established to set forth the standards for practice of physical therapy continuing education testing and to define the scope and limitations of the practice the board receives investigates and adjudicates complaints against the licensees. Our board licensees physical therapists and physical therapy assistants. We have currently have 2,808 physical therapists and 1,781 physical therapy assistance for a total of 4,589 licensees overall. We are a member of the Compact Commission and there are 222 physical therapists through the Compact and 82 physical therapist assistants who currently hold Compact privileges in Arkansas. We've seen an increase in our licensees from this time in 2021 through 2026 we show 15.1 increase in pts 9.8 percent in ptas and 13.1 overall we've tried to do a few things to help increase our number of licensees we have lower than the average fees even before we lowered all of our fees across the board in 2023 we also offer a $200,000 scholarship. We approve and issue licensees quickly. We work closely with the Arkansas Physical Therapy Association, as well as the different CAPTE-accredited schools. As stated previously, we are a member of the compact for nearly five years now. And within that compact, we all have to meet the same requirements as well. And we all have comparable requirements for initial licensure. I think we're happy to take any questions y'all have. And thank

Thank you all for being here today. So just want a little more details on this $200,000 scholarship. Is that to one individual? but how many folks are available to get that scholarship? It's 10 a year. 10 a year.

Senator Dave Wallace Chair Unverified 13:27
Okay. Thank you. Just curious. Thank you. Representative
▶ Play Suggest a correction Report an error
Representative Jack Ladyman Unverified 13:32
Ladyman, you're recognized, sir. Thank you, Mr. Chairman. Well, I'll tell you what, you all have some of the lowest fees I've ever seen, so that's really good. And you've got a large balance, $1.1 million, and it's great that you're doing $200,000 scholarships. How long have you been doing that scholarship, and is that drawing your balance down at all? Yes, sir.
▶ Play Suggest a correction Report an error
Matt Gilmore Unverified 13:53
That and the fee reductions is doing that. The scholarship's been in place, I believe, since 2023, so it hasn't been going very long. We had to do some policy and guidelines around that, so it took a little while to get that going, but I do think it will pick up, and that will help. But, um, you know, I think they try to be as frugal as possible. And so they've, you know, um, there was legislation that y'all ran in 2023, I think as well, that required the fee reductions. And so we were trying to stick to that and, and that will draw it down and it gives that money back to the licensees. Well, y'all are
