First bill is is concurrence on house amendment Senate bill three forty one. Centreboard you're recognized. Thank you Mr chair this is a Senate concurrence for a house amendment basically it passed out of our chamber every and all this did this helped clarify the language the way it needed to be so that it did all the things they did on the that. Drug driver's license drug alcohol clearinghouse. The question is for senate board on the amendment.
If not. The by the audience like to speak for against the amendment. If not we'll what is the will of committee Senator Hill motion do pass a second concurrent house to concur to concur in the amendment Senator Hill yes is in the amendment one number one and I second second by Senator board a discussion on favor say aye opposed thank you senator ma'am is concurred in.
All right of. Let's see senator Patty here. I don't believe is up. Sir Clark give your management yet. With the censure we don't I will go ahead in I will run a five oh seven again I hope we had a little. Learning curve on this
Is the. Sure board chair I'm. Senator Johnson you are recognized to present Senate bill five oh seven. Thank you Mr chairman of we discuss this the other day I think there's some confusion about it I hope we can maybe cut
through that up what this is not some. Device that. Some guy woke up one day and so I think we'll do this this is a What this does is it's a high mounted stop lamp and that's what every car has every car has filed for the last thirty years or longer had this what I would call the the tail light up in the window the high mounted tail lights so you could see if they did that back in the seventies my back I remember specifically and and Elizabeth dole secretary
transportation in the Ford administration and this was one of her projects because they found that with cars and trucks being different heights that if you're following somebody you might not see the low mounted brake lights in time so they put that one up hi this just augments this it with a device that this made by multiple manufacturers is not a creating an awfully for anybody this is not something truly patentable but it can pulse not
flash holes four times and then stays on as a stop lamp and it. The national highway traffic safety administration a federal agency do the study and determined that it actually does help. People see that the vehicle from them is stopping and has can actually save accidents are Board accidents so are there any questions again on this one. All right committee have any questions.
No questions is there anyone here from the audience to speak. Against the bill for the bill. Your question okay Senator English you're recognized for a question. I have to hold it damages I can't get work you don't hold on a second. There try.
It is area okay so I guess my my question continues to be so why is this important why are we bringing up the the manufacturer in Prairie Grove well there are thousands of manufacture anybody can build it we just happen to have a manufacturer here so it does indirectly would would help create jobs I mean at law as any other Arkansas company we want to support them nothing against the ones from elsewhere and it doesn't give them any kind of competitive advantage just this
is a a device that coincidentally one of the many factors of it is in our. Thank. All right any other questions by the committee. I'd say now let's go back to is there anyone in the audience to speak against the bill in one of the audience to speak for the bill. Seeing none senator Johnson would you like to close for your bill yes is closed I can explain it better than already have Mister chairman so I'm closed and I move do pass okay so we have a
motion do pass we have a second. No this can't does not perceive FOR Lekkas ACT your bill does not proceed for lack of a second. okay. Let's take a step back okay got a motion do pass center Clark is indicated that he would like to second the motion all in favor say aye I. Any opposed.
Sorry Senator than the notes have thank you Mr chairman thank you Committee. Okay. Senator Patty are you ready to run your. And. And which one are you gonna run
first if if if if there's more than one there is one yes Sir. And and members living center Sir or representative or submitting bills please remember we are under deadline because we in the wrap up Senator Hill center Murdock if he were here nine center we all need to go to insurance and commerce so I'm well.
Is this five oh three he had told me yes which one senator Patty. We're going to. This is. I will. Okay Senate bill five oh for you recognized to. President Senate bill five oh four please identify yourself the record in the you're a distinguished panel there with you. All right so push the button until it turns green. The push button push it says
push there you go got it thank you Mr chair jim petty Senator district twenty nine. I have with me from the the state police public safety lieutenant colonel Jason Aaron and Mike mode more year. Caption read it sorry. got my committees confused here so my apologies so we we discuss this five oh four in the
last committee and the the Questions that were presented I was not able to answer and I had to leave and then I believe representatives came that was willing to try to answer the questions about we were just not able to present it let's go forward centers were under a deadline all right yes Sir thank you so so this particular bill is one of the the higher priorities for public safety it
deals with pedestrians on controlled access road ways I did not do a very good job the other day and in talking about that so let me get my. Note right here. My apologies. Well it is limitless I will try to help you locate here I appreciate the fact that you often as you did on the floor yesterday explain your bills and great detail so we understand I
mean that's Preciado I think the first line twenty two and twenty three or four twenty two cat sums it up pedestrians could prohibited on controlled access highway is that correct that is it and that's what I was saying that the day what I was going to say though and and then I was going to be done was that this is being and applied interpreted however you want to say it across the state differently and and so that was the one thing that I wanted to add that today that I did the other does this clarifies it
universally across the state of Arkansas and in both the captain in the in the lieutenant colonel or nodding Senator hill has a question can you take that. would what would one of you to tell us what you're trying to get to just real fast we've got to move on. Yes we're just trying to clarify for law enforcement officers thirty seconds we're this law will clear about our law enforcement officer that it's illegal to be a pedestrian walking along a controlled access highway. Okay.
Senator Rice I'm sorry for. Does this include or not include. The bridge is going across the interstate that is correct it's a controlled access highway specifically five forty enforcement as a bridge with about one foot shoulder and pedestrians walking across the Interstate across that bridge on a daily basis and it's extremely hazard for the pedestrian to be on the bridge and then for a law enforcement officer to stop and remove that pedestrian no resolve the problem I'm sorry.
Thank you for. Going over. No Sir okay thank you. Have. Thank you. I know what the definition controlled access highways is here but. We have a bypass it it Waldron that has been we have been told by our not for many years as a controlled access highway. According to federal funds that built. Got to be able to get from one place to another it's not enters
that I don't want something somebody tripped up in something that is technically controlled access highway but is not the Interstate you're trying to regulate which I don't have a problem with. I believe that the law enforcement officers in that area the role that area are familiar enough with the pedestrians that are walking on any lease that officer discretion to make that decision in if it says controlled access highway in that is a controlled access highway according to federal funding. Record I don't I don't I'm not
I'm not somebody if I don't think any troopers I'm a wherever's going think any highway in Scott County or I'm not sure of any law enforcement officer going to a controlled access highway in boulder or Scott County why does this not say interstate highways because it's a controlled access road. Is this the interstate highway is a good legally define our map as they have said for years that would put extracts this is in the even took one out that was agreed to before the bill.
But that that fits the term of what I'm saying here I'd unintended consequences is what I'm what I'm concerned with thank. Senator senator hill in center just okay with what what you just said. Your your officers are. Required to uphold the law not correct on that yes Sir okay so if this becomes law in they do not issue a citation on what does center rice just I have they're not opposing the law
let's not less than a police officer discretion whether not to issue a warning or. Where this comes into play is you get a bad actors where I'm going with that you get what you can get a bad act or not they're they're they're more great cops to understand or work with the district or anyone else is trying to get across somewhere but there are also some that can take this to an extreme correct this image we they're bad actors and everything not that's current I'm not taking a shot at any any police officers
whatsoever because I respect you guys were no where no end up in and I'm just worried when we put this in till the law that this can be abused. Or any statue can be abuse as far as that goes but it is especially here in the metro area we've got petitioners are now we're seeing walking across six thirty and four thirty we're talking about six seven eight lanes of traffic in the getting killed. And so this statute that specifically says it's against the law to do that and not for
the flip side other than a law enforcement officer comes into contact with the pedestrian walking along with a controlled access highway today in the it starts off as an encounter there. They're lawfully. There's debate on whether or not they're lawfully present in a conversation takes place of this individual on the side of the roadway. And in one thing leads to another and the use of force is utilized in the subject gets a broken arm or the trooper gets her this law clearly. Supports that law enforcement officer and give him the lawful reason to be present to confront
that pedestrian walking along the interstate. Chesterfield is next. Thank you thank you madam chair. Well god I'm sorry although start that is. It's been a long session yesterday I'm using this. Thank you I was getting ready to make a motion do pass as I had said
that that what you all feel is important to me. But I think about the bridge in North Little Rock. I think about so many people who don't have transportation but who walk across that bridge. And you've got a walking area. Across the bridge from little rock and north little rock. Are you talking about those people as well no that's not a controlled access bridge there the controlled access to be example of a controlled access internet interstate roadway I thirty river bridge.
Or forward bridge apple the sixty I mean there's like six thirty but it I'm I'm having real I'm having real I don't know what the penalties what is the penalty because I don't want to make. I don't want to make. Citizens don't have another weight lawbreakers. Any they break this law what then is the penalty. If they do what are we talking about I'd have to look that up I don't have it in front of me but it.
It is a violation of traffic we're not talking a felony violation yes violations end up being. associated with fine. For that's correct so you're going to find somebody if they walk across the river across if they're walking this act access road no no not every time.
Robel what it would have an access road. It in the back hold hold on and do whatever this is we're talking. Chesterfield I want to clarify something I do know about this I will good I'm sure it's an interstate highway six thirty four thirty or thirty that's a controlled access highway if it's the junction bridge Broadway bridge the Broadway bridge the street bridge Scott street that is not that have actually has a pedestrian side
wall and that so let's differentiate between the two I'm differentiating and we're trying to keep pedestrians away from fast moving cars for everybody's sake am I saying that right yes Sir. Okay okay was there is another question let center board you have a question but I think we got it cleared up everything's cleared up thank you so much thanks Any other questions by committee. Anybody in the audience like to speak for against the bill.
If not a motion do pass by Senator board close I'm sorry did you would you need to close as so okay center pays close motion do pass senator board second by Senator English. When I bring you back after that if you don't mind I'm just Dr minded all the roll user quickly absolutely don't mind at all I that do you have any idea how long this committee will run today not very long because
center senator hill has to leave because we and he and I and Sir what we're all on insurance and commerce so we're we're we're conflicted at the moment but at the expected to meet again okay all right I suspect that I can't guarantee it but I expect my job is to run this through the state until Senator Hester says we're going home. Senator you're recognized president Senate bill five sixty seven. Thank you Mr chairman thank you committee Gary Stubblefield senate district six you are
voted on this bill once. And the. In order to help my friend the logging industry we amended it. And it's already been engrossed in the bill so what this bill does now as it was amended it It believed all bridges there would be anything less than twenty feet so this will accommodate those people in the south. hauling logs in.
Thanks of that nature and these are the the wouldn't work Woodbridge's. Okay. Any questions. The motion do pass by Senator Rice second bass senator hill any other discussion. All in favor say aye hi posted Sir Stubblefield you passed your bill thank you Mr chairman thank you committee. Mr yes I'm it is there anyway we can recess to the call the chair
because I've got to go we we had a meeting that was that is what we have a lot to up there's one bill if you will adult this Allen told you cross the hall of a. It's been can you join me will and I will present to. Senate bill five seventy five center board can take share. And then we'll we will race I'm going to step on over to the to the other committee let them know what's going on for people thank you Sir. No Sir
this. Thank you senator so. This S. your recess until call of the chair so we can ship within the we have a lot of people here. Okay all right senator just you're recognized to present your bill so thank energy shares also record Senate bill five seven first introduced misspent please thank you Mr vice chair members Alex been with the attorney general's office this is a bill from the AG's office it creates a mobile application
and app your phone that would allow for information related to the parole board and parolees and dates and all the kind information that people would be able to access public records regarding the status of individuals that are wrapped up for parole this is a referral thing to the criminal justice Reform Act and that is pending that we passed yesterday and I'll be I'll be happy to answer questions or or misspent will.
Very brief members at there is no known opposition to this bill this bill simply would direct the I. S. to create as as chairman Johnson said a mobile application on your phone to put information regarding parole and parolees on there there would be no additional cost no additional personnel and it's aggregating publicly available data that is not easily discoverable and that data is listed on page two so the name of the inmate their ID a photograph the date that they
are eligible for parole and the goal in the heart behind this bill is to create transparency in our criminal justice system increase transparency for victims and the families of victims. Your questions I'm asking a question and by the minute it's been said. They have you're recognized I just like to take time to encourage everybody before another station. The last was an example of something like that I would be a package it somebody's got ready
at first session to run I know stuff happens but I mean it's not new for people crossing a controlled access highway. I wish we could get some of the stuff out earlier thank you. Thank you Lee noted size center Chesterfield you're recognized for a question thank you so much cash that Mister chair senator Johnson the lady at the table what are we doing now. Right now all the information is available if you find the defendant's court case you can go on a R. cords case info dot airports dot gov and you can
find this information and along with some information that may be in the jail website so it's all publicly available but again not easily ascertainable not easy to find and there's just no public housing central system for this information. That answer was that clear as mud I'm sorry it does. This. This does not apply if a person. The thing I'm concerned about in preparation not be I want to make sure.
That the person on parole is able to get a job. And I am wondering what passed during his or her face all over the place is going to do to preclude that from happening. We say we want these people to rehabilitate the real rehabilitated and yet here we are we're posting the faces everywhere. So if I see your face on this website why would I hire you. Thank you that it. And maybe I'm the only one with
that concern but it concerns me because the person is on parole. And. We do so much to preclude people from work. And I think this is one of those things so I just wanted to express my concern about I understand what you're doing it is available other place here at the end of the day we're never going to be able to get people to get jobs. And we want them to get a job so that they will not re offend and go back to prison which is why we're getting all these prisons right now.
But this is another roadblock in those people getting a job just thought I'd express that are you understanding my consent I do centering coursing this is a bill that transparency and certainly. When someone's applying for a job they almost always ask their status legally on the application and we just wanna make it up they they have to disclose that another words therefore we have many employers not as many as we need to understand that we have formerly incarcerated people that are being rehabilitated and
hopefully this will one of fact that one way the other. One like that or they're not we put in place a program called ban the box. So that you don't have to check that before you go in to see somebody. Because I'm going in to see Mr Clark and his business he already know some of for only nine times out of ten and never get the job. But if I go in and I can visit with him and talk to him and answer his questions. And after I visited with them yes the right to look at my criminal record.
But if I'm talking to him before he knows he may hire me that's why ban the box to me is so important because when you're doing stuff like this you killing people's chances to get a job. And that's why we put in programs like ban the box don't put it at the first let me meet you I've made a mistake but if I can meet you and talk with you you may want to hire me. And then when you do my record I can just tell you up front I have a record that I'm not but I'm never going to get in to see
if you already know I'm a criminal thank you. I have a criminal record all or any other questions from the committee. US saying no questions from the committee is there anyone signed up to speak against the bill and one signed up to speak for the bill Senator would you like to close for your bill I'm close to be appreciate a good vote this will help us with transparency and and that is something that complements the bill we passed yesterday after we have a motion by the committee. motion do pass to have a second.
Got a motion I have a second on favor C. police say aye aye any opposed. Senator your bill passes thank you thank you. Sir Clark. If you want to bring that one with. Sir Clark I believe you have an amendment do you not for a Senate bill five fifty five I do
with your permission Mr chairman last audio one box to come up and you can always help bring her up thank you welcome Mr Albaugh all right here than we do The Amendment changes the as you know with a license plate bill of sale another license plate has to go away and we're replacing the Little Rock Air Force Base. With the hospice and and I know we know is taking care of care of which
has a total of one hundred twelve your get your bill so you offer your amendments and let's what is wanted to know what I was doing any questions on the amendment. Senator English. You still got your taking away the Little Rock Air Force base no change but the payment would change that so takes it out and and then place it right there at the top of the amendment is the hospice and palliative care. What's what's what we'll Hendren
all right got that are okay what are you. Thank you I'm sorry Sir Chesterfield at I guess I don't remember the online trying to find it cannot it's five fifty five. Can is there any discussion on the amendment. Senator Clark moves adoption of the amendment Secondus centreboard all in favor say aye aye aye opposed amendments adopted Sir Clark pre please present Senate bill five fifty five as amended I'll note well the amendments was I asked to be added as a co sponsor because is
ms Albano's my daughter would shoot me if I were to co sponsor of this bill. Unless would you like to speak unless you Miss Limbaugh two of the bill present the bill yes soldier but damn it turns it'll turn green there. Please introduce yourself for the record audio involve founder of the Arkansas dislikes his support group to get a new license plate it be cost of to me of twenty thousand dollars but it's worth it to raise awareness of dislikes in the
State of Arkansas the G. the revenue to be generated from this license plate one fourth we'll go to training in interventionist in the community and the really is for every region is teacher for every child to charge for you gonna do one for free and we've been doing this I've been finding it myself since two thousand in thirteen one fourth will incentivize school intervention is most school interventionist R. para professionals and so there will be awards given and we've already established a committee into a rubric for determining student outcomes
excess and then fifty percent will continue for advocacy which would be informing parents and teachers of of a of the rights and I training advocates for follow for an IP meetings and paying mileage for them to attend meetings all over the state so this purpose is to increase awareness of dyslexia issues that I'm I can personally say from personal experience my daughter who's dyslexic Is our boss helped her thousands of other young people and then train other people to help young
people this is been such an important issue and and okay we'll let Senator Clark passes bill but I am honored to be on it and thank you for coming Senator any other questions for Senator Clark L.. A movie that. Of the one the audience like to speak for against the bill. If not that are you closer Clark of Mr if I had had time and we didn't
bring this up to late if I had time. I would have called this the Senator Joyce Elliott audio one ball a license plate bill because despite being attuned to dyslexia has been become cool in the last ten years but I remember my first session when Senator Joyce Elliott was crusading on this and I thought she was crazy of and we have all learned better and we are doing a lot to help people of who just learn differently.
And we wouldn't have without them and this will be another step and I appreciate a good vote. Senators closed Senator Chesterfield you had a motion to do pass or second assessment as amended do pass as amended Senator English seconds that motion any other discussion on favour say aye aye opposed graduation Senator Clark you passed your bill this is the the Committee will stand in recess to subject to the call of the
chair and the what has it all I'm sorry Senator Rice last read as bill but if you want to wait. Are you okay what it Senator if necessary we we we may be signing some out if we're everything's clear on it but again I know that senator hills going to send the cap replacement over get me if we don't get to insurance and commerce so so the Committee stand in recess subsection call the chair thank you all.
We okay sign up right yes okay. Thank. L. Fite. It was my daughter thanks for the. Sure. Yes.
Yes so they just need to let you pass this and in all the other stuff. With. I appreciate. Yes in. Pushing for this. It is a secure in all cases the Department proven that if you kill it will still be.
So we. Unsparing. Meeting. The that's only. Hi this is Senate deals with them. Yeah so we can do hospitals tomorrow. Yeah but anyway.
